1 Date: March 6, 2017 To: City Council From: Chief Al Schettino Through: Guillermo Polanco, Interim City Manager Re: January 2017 Monthly City Council Report The Department investigated 96 index crimes in Index crimes include violent crimes of murder and nonnegligent manslaughter, forcible rape, robbery and aggravated assault; and the property crimes of burglary, larceny-theft and motor vehicle theft. This represents the lowest number of index crimes reported since the Department s inception, which represents a 76% reduction in crime since More specifically, when comparing 2015 to 2016, violent crimes declined 83.5%, property crimes 31.7%, simple assaults 24%, aggravated assaults 87.5%, and total domestic violence-related offenses 37.9%. In addition, arrests for all offenses combined increased 27.5% in Also worth noting, all MIPD Officers recently took part in active shooter training scenarios. This type of ongoing specialized training is critical to ensuring the safety of the island s residents and visitors. Collier Blvd. in reference to $7, in criminal mischief to vehicle. Investigation conducted, juvenile was arrested and charged DCF referral case

Investigation conducted, subject was arrested 1007 N. Barfield Drive in reference to domestic violence with aggravated assault. A male suspect, John Maxwell, who was allegedly impersonating a valet, was arrested for Grand Theft Auto and was transported to the Naples Jail Center. DATE & TIME: 01/26/2017 INCIDENT: Death Investigation Officers were dispatched to a residence located on 5th Avenue in reference to a death investigation. Investigation continues. DATE & TIME: 02/03/2017 INCIDENT: Warrant Arrest Officers were dispatched to Worthington Street in reference to a male subject having an active warrant through CCSO. The male subject, Richard Freedman, was arrested for the active warrant and was transported to the Naples Jail Center. DATE & TIME: 02/04/2017 INCIDENT: Felony Possession of a Controlled Substance & DUI An Officer conducted a traffic stop on a vehicle that was being driven recklessly. The driver, Andrew Ritchey, was arrested for Possession of a Controlled Substance, DUI and was transported to the Naples Jail Center. DATE & TIME: 02/05/2017 INCIDENT: DUI An Officer conducted a traffic stop on a vehicle that failed to maintain its lane. The driver, Donald Anderson, was arrested for DUI and was transported to the Naples Jail Center.

8 DATE & TIME: 02/06/2017 INCIDENT: Death Investigation Officers were dispatched to a residence located on Palm Street in reference to a death investigation. Investigation continues. DATE & TIME: 02/09/2017 INCIDENT: Grand Theft Auto Officers were dispatched to a residence located on Riverhead Ave. in reference to a stolen vehicle. The suspect, Dalton Goforth, was located in Naples with the vehicle and was arrested for Grand Theft Auto and transported to the Naples Jail Center. Beach Patrol In January, Marco Island Police or Community Service Officers patrolled the beach 88 times (135 hours). The following are supplemental details drawn from our beach activities: Marine Patrol Community Policing Activity 12 Directions / Local Info 7 Tires Removed from Waterline 4 Weather-related Activity Calls - All OK 3 Trash Picked Up 2 Glass on Beach Warning 2 Seeing Eye Dog Noted 2 Assisted Swimmer 1 Bike on Beach Warning 1 Sign Violation 1 Marine Violation* 1 (*Marine Unit activity in beach area) In January, Marco Island Police Department Marine Officers conducted the following activities: Assisted Disabled Vessel 1 Vessel Stop w/ Written Warning Call 1 Vessel Inspection 1 Suspicious Vessel 1 Vessel Stops with Citations 2 Vessel Stops with Verbal Warnings 12 Additionally, to minimize overtime, Marine Officers were utilized to cover Patrol Officer shifts several times in January while those officers attended training.

9 Community Service Officers / Code Enforcement In January, the Department s one full-time and eleven part-time CSO s attended to 465 CAD events classified as Code Complaints at 359 unique addresses. CAD events at repeat addresses included follow-up investigations.

13 Landscape Buffer Violations During January, Community Service Officers and Code staff attended to landscaping buffer or buffer-related violations at 536 5th, 1180 Samoa, 833 Arcadia & 1121 Bald Eagle. Ongoing Landscape Buffer Project: The following addresses may qualify for grandfathering pursuant to Section 30-6 Nonconformities of the code. Staff is working with the Collier County Appraiser s Office as well as both the City and County Growth Management Departments to determine if several properties meet code based on existing non-conforming uses: The process is time and labor intensive. At this time we are reviewing the following locations: 1105 & 1121 Bald Eagle Dr. 207, 227, 237, , 247, 257, 259, 277, 899 and 1400 N Collier Blvd.
