The main theme of the conference is Ready Today, Planning for Tomorrow. As in the years past, Friday night is Fun Night. This year our Fun Night theme is South Pacific. I invite you to come and join in the fun and fellowship. Don t miss out on this excellent training and fellowship event. Please make your reservations early! At midnight on 31 December, I officially will turn over the reins to Commodore Bob Sterzenbach. I will do so with a sense of pride in what we have accomplished during my term of office. It has been my pleasure and privilege to have been your District Commodore these (Continued on page 4) Bob Sterzenbach Vice Commodore DCO (elect) THE COURSE AHEAD W e are ending a very productive twoyear term with COMO Lois Conrado as our DCO. Lois did such a great job that the National AUX Bridge is lucky to have her continue at that level in the position of ARCO-P. I am indebted to her for her wisdom and guidance and feel that the transition into my term is already off to a good start. It is the time where at all levels in our District we are positioning ourselves to move forward in a positive fashion to excel on our two main activities which are Recreational Boat Safety (RBS) and direct support to the Coast Guard to do the tasks that they need our help with. Eric DeCuir, the VCO, and I have been busy putting together the best staff possible to support the member at the Flotilla level. On the District level this is organized per our new Sectorization Plan (passed by the District (Continued on page 4)

ALWAYS REMEMBER When you are in uniform or when you are on, near, with, around a Facility, whether it is a Coast Guard Facility or an Auxiliary Facility YOU represent the Coast Guard and EVERY THING it stands for. 3 C OMMODORES BULLETIN & DISTRICT NEWSLETTER P AGE 3 T he deadline for current Auxiliarists to submit PSI packages has passed. Those of you who have received a final DO or OS screening approval have been notified by my office As I write this, 15% of D11 South Auxiliarists (270 members) have still not submitted their packages. Historically, about 10% of district members do not renew their Auxiliary membership (pay dues) each year. Assuming these 270 members are the majority of those who won t be renewing their membership, it looks like we ll see an additional 5% membership loss at the end of this year. The good news is that you continue to recruit new members at a brisk pace. You are all part of the Auxiliary sales force and you have a great product to sell! CDR Dick Symons DIRAUX Those of you interested in learning about the growing Auxiliary participation in the Marine Safety field should check out the current (Fall) issue of the Navigator. Read the great article by D11 South s own Norma Lococo as she relates her experiences progressing through the Port State Control qualification process. In the same Navigator issue is a synopsis of remarks by our District Commander, RADM Breckenridge, given at NACON 06. She is a very strong supporter of the Auxiliary, attending both NACON and ISAR since she assumed command this year. In addition, she has included the two District Commodores as full participating members of her Executive Steering Committee. RADM Breckenridge will be the featured speaker at our District Training Conference in January, so make your plans now to attend. Semper Paratus, CDR Dick Symons T CT has been a hot topic lately. Hopefully I can answer some questions that have arisen. The Auxiliary Boat Crew Training Program has made some significant changes and one of those include an annual TCT requirement. This annual class can be given at the Flotilla level and is in addition to all other TCT requirements. Basically, you still have to get the initial and 5 year classes as before. Recently, some units have started requiring that facilities report their GAR (Green, Amber, Red from TCT) when getting underway. You can get the GAR worksheet online or your Operations Officer should have a copy. I encourage all of you to embrace this new procedure as it really will make you a better and safer team. The process of determining risk using the GAR model actually makes you have a discussion and gets everyone on the same page. The conference is just around the corner and I am getting geared up for the Sunday morning Operations workshop. I would like to point out that I am fair game for everyone in the District and though my desk is in San Pedro, the entire District is my workspace. Since this is the last issue of the Commodores Bulletin for 2006, I want to take the time to thank all the members of D11SR for the many hours of work they have performed during these past two years supporting the Coast Guard and our recreational boating safety and homeland security programs. Each of you is a valuable member of our remarkable volunteer service organization, and you have made a difference. I am proud to have served with you. In closing, I want to wish each and every one of you a Happy Thanksgiving and a wonderful holiday season. Semper Paratus, Commodore Lois A. The plan is organized into the Response, Prevention, and Logistic Departments grouping those disciplines to work together. The largest group is Prevention, which supports our RBS activities. The Sectorization Plan is only present at the District level and will not affect the traditional organization of the Division or Flotilla except by providing better service from the District level. The date for Personnel Security Investigation (PSI) of all existing members will end this year. The existing members will have to be screened or loose their active membership. We will have to wait until early January to see where our District membership and thus Flotilla membership is. New members will have to pass the PSI at the Operational Secondary (OS) level. Emphasis for the near future will be on bringing the member count up and also retaining those that have elected to continue. We need you and your talents! With the coming holiday season it is time to enjoy our 4 th cornerstone. I am looking forward to an exciting and challenging time ahead. Enjoy the Holidays. I would like to take this opportunity to let you know it has been an honor and great privilege to serve you the last two years. We accomplished a lot working together. From the demands of the PSI process to the wonderful success of the 2006 LA/LB OPEX, we continually worked together to make life for our members better. I especially want to thank my fellow Semper Paratus Bob Sterzenbach, DCO (e) RCO s; Virgil Campbell, Joe O Hagan, and Dale Zimmerman. We all served as Division Captains together and then continued to serve together as RCO s. I couldn t have worked with a better group of guys! And of course working with COMO Lois Conrado and (Soon to be COMO) Bob Sterzenbach was a real inspiration they truly set the bar high! (Continued on page 6)

5 C OMMODORES BULLETIN & DISTRICT NEWSLETTER P AGE 5 Joe O Hagan RCO-San Diego nother year is coming to an end, new leaders have been elected and new A challenges await us in Perhaps the greatest one is the reduction in our membership due to members not submitting their Personal Security Investigation (PSI) information. This alone will result in about a 10% District membership reduction. Add to that the normal resignations, non-payment of dues and retirements will yield about a 15% total reduction. So what is the challenge? Simple getting over this hurdle while keeping our Flotillas and Division intact! How is the best way to do this? Again simply keeping our on-board members active with member training and recruiting as well as the leadership managing their unit effectively. This year more than any other, the attendance of all elected leaders to the Elected Officers Seminar the District will be conducting is essential. While this is critical for newly elected officers, re-elected officers need to also attend as there are a lot of changes in 2007 they need to be aware of. Additionally, some Flotillas may be reduced in size to the point of consolidation with other Flotillas for the good to their Division. This is hard to do because some traditional may be left behind is such a process. But we must remember that our prime responsibility is the support of the Coast Guard and the boating public, not maintaining our Flotilla traditions! When these issue arise, I'd suggest that all involved in a group and saying out loud the oath we all took as new members. This will help ground and redirect us to our prime role in the Auxiliary. I would like to thank Division 01 Captain Mike Fulgham and Division 16 Captain Wally Berry for their support over the past two years. Congratulations to Division 01 Captain elect Bill Anderson and Division 16 Captain elect Dave Greulich. Both these gentleman have served as Vice Captains over the past two years so they are will qualified for their task. And congratulation to the RCO-SD elect Mike Fulgham to lead the San Diego area Auxiliary Division and supporting Sector San Diego. The San Diego area Auxiliary is in capable hands and are 'Always Prepared'. MISSION STATEMENT...The overarching mission of the U.S. Coast Guard Auxiliary is to contribute to the safety and security of our citizens, ports, waterways and coastal regions. We will balance our missions of Recreational Boating Safety and Coast Guard Support with Maritime Homeland Security and other challenges that emerge as a result of our growing understanding of changes required in the post-9/11 era. PROUD FATHER FROM FLOTILLA 4-9 rmand Wazana from Flotilla 4-9 just recently returned A from a trip on the USCG Cutter, the Healy, with his daughter, Renee Wazana, YN1, who is in the Coast Guard. She was part of the Healy crew for 2 months. The parents of the Healy crew were invited to sail on the return voyage from Prince Rupert, BC, Canada to Seattle WA. The photo is of the Commander of the Coast Guard Cutter, Captain Lindstrom, and me. This was a very exciting and rewarding experience for Armand, and he even got to raise the American flag on the Cutter.

6 P AGE 6 Dale Zimmerman RCO-South C OMMODORES BULLETIN & DISTRICT NEWSLETTER ince this is the last Commodores Bulletin for 2006, I will be talking about the S District Training Conference. The conference is a great opportunity to not only get training, but also meet other members and make new friends. Since joining the Auxiliary in December of 1996, I have been able to attend all the conferences (with the exception of the December 1996 conference). I have always been able to come away with several new friends and more information on our many programs. With the early bird registration and hotel reservations nearing the cut-off dates, I urge everyone to seriously think about attending. I would like to wish everyone a safe and happy holiday season and look forward to great 2007 and hope to see many of you at the conference in January. I am honored that the District Board has shown their confidence in me by my election to serve as Rear Commodore Los Angeles-North for Coast Guard Auxiliary leadership is a commitment to guiding the growth, improvement, and welfare of our membership. My goal is to represent the membership of LA-North by understanding their needs and providing them with leadership, competence, and respect. I intend to maintain a close liaison with the Division Captains, assisting them to advance their goals, and I plan to work closely with the District Bridge and Board. Mutual trust, commitment, and integrity are the foundations of every good relationship. Toward that end, and in keeping with the Team Coast Guard concept, I have adopted TEAM as a vision: Together Everyone Achieves More. We would do well to encourage our members to attend the District Conference on January 5, 6, & 7, This conference is for all members, not just for the elected and appointed officers. The list of workshops and seminars appears in this issue of the Commodore's Bulletin. Please register early for this important event. I am very proud to be a member of the USCG Auxiliary and to serve with the Bridge and Board. With your help, we can develop the TEAM vision; for together we can achieve more. 7 C OMMODORES BULLETIN & DISTRICT NEWSLETTER P AGE 7 Auxiliary Flag Flies Permanently Above Coast Guard Base L OS ANGELES -- Following a brief ceremony at the Coast Guard Integrated Support Command in San Pedro, Saturday, the U.S. Coast Guard Auxiliary flag was raised up the flag pole along with the U.S. Coast Guard flag, a position that will now be permanent. The Coast Guard Auxiliary is the uniformed, volunteer component of the Coast Guard. Coast Guard Auxiliarists have been serving the Coast Guard since 1939 when congress passed legislation which established the then "Coast Guard Reserve" in answer to the increasing number of private boats in the U.S. The name was changed to "Auxiliary" a couple of years later when a "military reserve" was established throughout the military. In 1996 Congress greatly increased the responsibilities and training of the Auxiliary, expanding the ability of the Coast Guard to utilize Auxiliary members for missions not previously contemplated. Today the scope of the Auxiliary's duties includes any role, mission, or operation that the Commandant of the Coast Guard might envision. ISC San Pedro provides medical, personnel, engineering, port services, administration, finance, supply and contracting support to Coast Guard units throughout Southern California, Southern Nevada, and Arizona. The ISC Commanding Officer Capt. James Sommer together with CDR Richard Symons, the Directory of Auxiliary in Southern California were instrumental in having the Auxiliary Flag added to the official flags currently flying at the Coast Guard base in San Pedro. PART 1 HISTORY OF THE AUXILIARY Gain a better understanding of the role of the Coast Guard Auxiliary by knowing our Coast Guard roots. See the big picture why the Auxiliary is an important part of Team Coast Guard PART 2 JOB EXCELLENCE Take pride in being a part of the Coast Guard family. Learn the core values that promote job excellence and make being part of the Auxiliary fun. PART 3 UNIFORM PRIDES Learn all about the uniforms of the Coast Guard Auxiliary. Know what to wear and how wear it properly. Take pride in looking the part. Include discussion on uniform devices and accessories. PART 4 COURTESY AND PROTOCOL Ever wonder how to properly board a Coast Guard Cutter? Or whom should you salute? Ever feel embarrassed not knowing just what to do? This class will give you the confidence to fit right in many of the typical situations that face Auxiliarists. FLOTILLA RE-BUILDING WORKSHOPS Three classes designed to provide your flotilla new tools and techniques that you can successfully revitalize that your flotilla PART 1 RE-BUILDING YOUR FLOTILLA THE BASICS A good team never plays the game without a solid game plan. Does your flotilla have one? Here you will learn proven ideas that can help turn your flotilla around and get it moving in the right direction. PART 2 RECRUITMENT Seek and Ye Shall Find. How do you find new members and make them happy. This class will teach you where and how to identify prospective members and communicate the benefits of membership in the Coast Guard Auxiliary. PART 3 MEMBER RETENTION OR Uncle Harry s Secret Family Recipe for Retaining Members Have an interactive class for retaining flotilla members. To be presented by a panel of guest experts in the fields of member training and retention. Include a question and answer session for members who are committed in making a difference in their flotilla but just need the recipe. Workshop attendees must promise not to discuss the contents of this workshop with Duke. MARINE SAFETY WORKSHOPS Three classes to provide members with up to date information in Marine Safety MARINE SAFETY WHAT THE M DEPART- MENT HAS FOR YOU! You say you ve heard interesting things about marine safety but are at a loss as to where to begin? This class gives the student an overview of the current opportunities available in the M department. Learn what s new and available to you. TRIDENT PROGRAM GET INVOLVED Are you ready to take the next step? Learn about one of the Coast Guard Auxiliaries fastest growing programs in marine safety. Learn about the many programs the Auxiliary augments the active duty Coast Guard including harbor safety, pollution investigation and response, container inspections, and contingency planning. ICS TABLE TOP EXERCISE Learn more about the Incident Command System by seeing it work first hand! Students will participate in a two part exercise where they will be given an assignment and must use the Incident Command System to complete it. Learn to later adapt the ICS to manage your own local flotilla projects! RBS WORKSHOPS VESSEL EXAMINER S WORKSHOP Learn the latest in the Vessel Safety Check program. PROGRAM VISITOR WORKSHOP The Program Visitor program can help your flotilla as well as it helps the community. In this class students will learn how to create an effective partnership with the local boating community that will foster flotilla growth. HOW TO ENERGIZE YOUR TEACHING METHODS Strategies that once worked when teaching adults and teenagers don t always work today. This session will briefly examine some of the do s and don ts so you DON T lose your audience. WHAT S NEW IN THE E DEPARTMENT The Public Education department has seen a number of changes recently including the transition to a new IT qualification course. Learn about what the E Dept. has to offer to make your next public education class a success. AIDS TO NAVIGATION WORKSHOP Get the latest information for the coming year in Aids to Navigation. Whether you need a refresher or are just starting out, this class will cover the basics you ll want to know to stay current as an Aid Verifier. OPERATIONS WORKSHOPS OPERATIONS WORKSHOP A must workshop for all boat crew, coxswain, and PWC operator qualified members. Information will include the latest in operations from our Operations and Training Officer. DSC MARINE RADIOS Do an overview of the new Digital Selective Calling (DSC) technology. A part of a global upgrade in marine distress communications, DSC will support a number of new functions including private ship-to-ship calls. ANTENNA THEORY Learn more about antennas and what makes them work. Capt. John Foote of the Civil Air Patrol will present an overview on antenna theory. COMMUNICATIONS FOR DOCKWALKERS Explain how to properly use radio communications for Dockwalking missions. TRAINING WORKSHOPS MENTORING THE NEW MEMBER & CREW MEMBER With the Auxiliary becoming a more diverse organization, the use of mentors will increasingly become the way to effectively train the new Auxiliarists. Here students will learn how to effectively mentor both the new member and new crewmember candidate to ensure new members succeed! CREW SCHOOL 101 GETTING STARTED IN THE BOAT CREW PROGRAM Have a short orientation on Auxiliary s boat crew program. Learn the requirements, costs involved and level of commitment required BEFORE you take the plunge. Learn how to find a mentor, crew school, and tips on passing your qualification exam and check ride. AUXINFO INTRODUCTION Give an introductory class to AUXINFO. How to gain access and find the information you want! AUXINFO ADVANCED Give an advance class for the AUXINFO user. Learn how to better refine data searches and display data in easy to read printed formats for the member AUXDATA INTRODUCTION Explain how to gain access to AUXDATA and the various areas of the program. How to generate reports will also be covered. A must class for IS officers. This is just the beginning there are more great workshops to come.
