Centennial Lakes Police Department 54 North Road, Circle Pines, MN Non-Emergency: / Phone: / Fax: / The Year in Review By: Chief Coan We have been working very hard to fight crime, provide quality safety service, and ensure the safety and stability of our three Cities. We have also sought to maintain a highly professional and progressive law enforcement agency. A low crime rate, public confidence in our ability and integrity, quality personnel at all levels of our organization, policies and practices in accord with national standards, and sound policing strategies have been a few of our noteworthy accomplishments. Last year we continued to make significant progress across a broad range of goals set forth in our Strategic Plan, i.e. fighting crime and enhancing community safety, improving organizational effectiveness and professionalism, promoting community support and citizen involvement, and enhancing innovation and technology. We take great pride in our professional growth and development and in the knowledge that we do a very good job of protecting and serving our citizens. We have been very diligent in promoting traffic safety, engaging in community outreach, solving neighborhood problems, countering drug and alcohol violations, working cooperatively with our schools and with other law enforcement agencies, and in improving the overall quality of life of our citizens. Much of our success is a reflection of how we are staffed, trained, equipped, managed, and of our philosophy of policing and problem solving. Adherence to certain organizational fundamentals and principles have been additional keys to our success, i.e. if you have hired the right people, provided them with the right training, right policies, right equipment, and the right supervision, then the right things are bound to happen. There are a variety of quantitative and qualitative measures by which to gauge the performance, effectiveness, and success of a law enforcement agency. How people feel about their police department and how safe they feel in their homes, neighborhoods, parks, schools, and community are important such measures. All indications are that our citizens feel very safe living and working in our three Cities and that they are very supportive of our policing efforts. Although we should be very pleased and proud of what we have accomplished, we can ill afford to be complacent or overconfident. Our officers have been very diligent in their enforcement, problem-solving, and crime prevention efforts, but we must all share in the responsibility of continuing to make our Cities safe and stable places to live and work. None of what we accomplish could be achieved without the dedication and effort put forth by so many in our organization. As individuals and as a law enforcement agency we have shown the capacity to meet virtually any challenge. I remain very proud of our personnel and I believe that with the continued strong support of our Governing Board, Mayors, City Administrators, and Citizens the future of the Centennial Lakes Police Department remains very bright and that together we stand ready to successfully meet the challenges of a new year. 2 PRESCRIPTION DRUG TAKE BACK PROGRAM By: Admin. Sergeant Russ Blanck Many of us have expired and/or unwanted medications that need to be disposed of. These often include controlled substances such as painkillers, sedatives, tranquilizers and stimulants. These drugs present a significant public health concern because they are easily stolen, sold on the streets for a profit and ultimately abused. The Drug Enforcement Agency reported in November 2013 that Rates of prescription drug abuse in the U.S. are alarmingly high; more Americans (6.8 million) currently abuse prescription drugs than the number of those using cocaine, heroin, hallucinogens like LSD, and inhalants (sniffed household products) combined, according to a 2012 National Survey on Drug Use and Health. Many of these drugs come from home medicine cabinets. In addition to the threat these drugs present to people, their improper disposal also presents a threat to the environment. When flushed down the toilet or thrown in the trash these medications end up in our water supplies. To provide a safe, convenient and environmentally responsible means of disposing of these drugs, the Centennial Lakes Police Department and the Anoka County Sheriff s Office have teamed up to place a drop box in the lobby of the police department for the public s use. The drop box is for prescription drugs only, not evidence, and is limited to non-commercial, residential users. No syringes, needles or other hazardous materials are accepted. The drop box is available during the police department s regular business hours, Monday through Friday, 8:00 a.m. to 4:30 p.m. Please consider using the new drop box for your expired and/or unwanted medications. Also, please consider storing your medications, especially controlled substances, in a locked cabinet. ~ 2 ~ This is the drug box located in the lobby of Centennial Lakes Police Department.
3 We are sad to report that CSO Alex Hattstrom has resigned from our department. He has accepted a position with the Blaine PD as a CSO. We wish Alex the best of luck in his new position. The following is a goodbye message from Alex. Alex Hattstrom As you all know, my last day at CLPD is this coming Wednesday, February 26, It has been a pleasure to work with you all for the past 2 years. I can t thank you all enough for giving me the opportunity to work alongside you and going out of your way to helping me on my way to becoming a police officer. I am leaving CLPD knowing that I have gained a lot while being here and I will miss working with you all. It has truly been a pleasure to be a part of this department. I ll be right next door, so please keep in touch, CSO Alex Hattstrom. Officer Bill Jacobson and Felix By: Officer Bill Jacobson One of the many rewarding aspects of my job is the time I spend mentoring at Golden Lake Elementary. I have been a part of the program for many years and I have seen the difference that mentoring can make in the lives of children. I spend an hour a week at the school, working one on one with my mentee, Felix. Felix and I spend time talking about school, his friends and hobbies, and his family. Felix and I usually hang out in the gym or play board games. We have also shared lunch together and have been lucky enough to attend some mentor parties together. Our most recent mentor outing was a bowling trip to Brunswick Zone in Blaine. As it turns out, neither Felix nor I knew how to bowl very well. This did not stop us from enjoying sodas, pizza, and the company of the other mentors and mentees that attended. ~ 3 ~ I also work with students in group environments. Many times we play card games and the students are encouraged to ask questions about me, my family, and what it is like to be a police officer. Generally, students are picked at random to spend time with me, but sometimes students with specific fears of police are chosen. One of the goals of my participation in the mentor program is to present an alternative view of police officers to the children I work with. I appear in the school both in full uniform and in plainclothes. I alternate my appearance so the children can see that police are just regular people too. Many times I am approached by children that are intimidated or afraid of the police. I feel my non-enforcement, casual interaction with the students allows me to present a less hardened image of the police. My hope is that this helps build trust between the students and the police they may come in contact with during their lives. Although I am a very small part of the mentoring program, I feel that I am making a difference in the lives of the children I meet and mentor. I hope to be active in the mentor program for many years to come and I am honored to be able to represent the Centennial Lakes Police Department and law enforcement in general, for the children of the Golden Lake Elementary community.
4 A Brutal Winter for First Responders By: Chief Coan CLPD Newsletter 2014 This was a particularly cold and brutal winter in Minnesota. We sometimes forget how frigid temperatures pose an additional set of challenges for our first responders. On numerous occasions over this past winter our officers, firefighters, and medics were called upon to deal with a host of situations while battling the elements. These photos of a vehicle fire on Lexington Avenue in January depict the sort of unpredictable situation in which our firefighters and police officers were called upon to cope with not only the emergency itself but with very cold conditions. Whether responding to car crashes or house fires or to routine medical emergencies all of our local public safety professionals performed admirably during some very harsh winter conditions. Reserve Officers By: Officer Bill Jacobson Reserve officer candidates from across Anoka County have begun extensive training this March in hopes of becoming certified reserve officers. This training comes in the form of the Anoka County Reserve Academy. The Reserve Academy is designed to give newly hired reserves the skills needed to serve the people of their communities and home agencies. Over several weeks officers receive training in Legal Issues, Citizen s Arrest, Data Privacy, Juvenile Delinquency, Radio Usage, Computer Aided Dispatching, Directed Patrol, Community Orientated Policing, First Aid, Traffic Control, Occupational Safety, Use of Force, and are exposed to Crime Scene Processing and how K9 officers are used in the field. These classes are taught by experienced police officers that serve in agencies throughout the county. Centennial Lakes Police Officer Bill Jacobson and Sergeant BJ Stepan have been instructing on the opening night of the academy for the past 8 years. These CLPD officers instruct on the topics of Citizen s Arrest, Legal Issues, Data Privacy, Sexual Harassment, and Juvenile Delinquency. This opening class is 4 hours long and is split between lecture and scenario-based discussions. This class was previously taught by CLPD Administrative Sergeant Russ Blanck. Not pictured is Celina LaBlanche. ~ 4 ~ The Centennial Lakes Police Department sent five new officers to the training: William Forsythe, Eric Jensen, Faheem Karim, William Yang, and Celina LaBlanche. We are very excited for these officers to join our reserve program and are looking forward to their graduation from the Anoka County Reserve Academy this spring.
5 The third annual Anoka County Polar Bear Plunge saw 740 people jump into bitterly cold Crooked Lake waters February 8, The event, presented by law enforcement, raised approximately $152,000 for Special Olympics Minnesota, providing athletes with disabilities opportunities to compete in various sporting events. Centennial Lakes Police Department alone raised $1, this year. Our CLPD Plungers We want to thank everyone who donated and participated in this event. A special thanks to our CLPD plungers: Officer A. Kruyer and family, CSO J. Wressell and Officer D. Spreng. We also want to thank CSO L. Frederickson for arriving and snapping some photos of our brave plungers and Detective K. Carlson and Reserve Officer A. Jaye for the time they volunteered that day. CENTENNIAL FIRE DISTRICT By: Brad Racutt Program Director for Emergency Medical Services I am a lifelong resident of Lino Lakes and joined the Centennial Fire District (CFD) in 2001 when I was only 17. I was the only candidate that had to have a permission slip from mom and dad to attend the training. Another byproduct of this is that I still bear the nickname I received in class whether I like it or not. When I turned 24, I was selected to manage the fire training within the department. This presented the challenge of training firefighters that had 20+ years more experience than me. I was also directed to develop the Emergency Medical Service (EMS) training division within CFD. Our Fire Department is unique in the sense that we train our people in responding to medical emergencies, and hold the license with the EMSRB to do so. As you may know, most agencies hire outside vendors for their EMS training. This was done as a cost saving initiative and has been working great. Once the program was working well for our firefighters, I proposed to open the classes up to other agencies as a cost sharing program and then eventually open the classes to the general public. Centennial Lakes Police Department was one of our first inter-agency cooperative efforts. With the assistance of the Chief, Captain, Sergeants and most notably the Officers, we retrained the entire department back to the State certified level of First Responder. This enabled CLPD to train with CFD s firefighters during our drill nights. The results were immediate! CLPD has always delivered excellent patient care, but the process and service delivery became even better. The first year of training we concentrated on delivering care that would setup the next level of response for success. Over the past three years we have had so many life saves and scenes that could be used as a model for the country, that it is hard to recall all of them. In the effort to continue what we had started, we also had CLPD staff come in and train our firefighters in situational awareness and defensive use of force techniques. I feel very fortunate to be a part of the system that we have developed in our cities and look forward to many more years of cooperation, growth, and education sharing between our two agencies. ~ 5 ~ This photo is from the recent house fire in Centerville.
