2 The New York Gang Investigators Association was established in 2006 by criminal justice professionals who recognized the importance of sharing information and working with social service agencies, community-based organizations and the education system to impact the spread of gangs. By bringing together those that are actively involved in the investigation, prosecution, suppression, intervention and prevention of criminal street gangs, prison gangs, extremist groups and their affiliations, the Association will provide a venue for collaboration and communication across disciplines. The Association works in partnership with fellow gang investigators, law enforcement associations, social service agencies and school districts throughout the state to develop anti-gang strategies in the areas of gang prevention, gang intervention, gang enforcement, gang suppression, gang member rehabilitation and gang member re-entry into mainstream society. The mission of NYGIA is to help communities by: Providing professional training and workshops on gang awareness and identification, female gang members, gangs and rap music, understanding graffiti, bullying, hate groups, etc for law enforcement officers, social service agencies and community-based organizations. Working with school districts in educating staff about gang identifiers and activities. Setting up public forums to identify community concerns, brainstorm solutions, implement strategies and action plans regarding gang violence and develop successful youth violence intervention and prevention strategies. Formulating goals, objectives, tasks and performance measures of existing and new youth violence services and programs to ensure that limited resources are being allocated to successful programs with demonstrated measurable outcomes. It is a strong belief of this association that we collectively have an equal voice as we unite in this endeavor to combat against the advancement of street gangs in our communities and the state of New York. 3 CONFERENCE OBJECTIVES: This training conference will provide the most current and reliable street gang information available to our membership. The NYGIA has gathered an array of speakers from throughout the United States that will focus on the recognition and identification of: East Coast Gang Trends MS 13 Chicago Street Gangs Latin Kings Outlaw Motorcycle Gangs and more!! We also have special guest speakers that will focus on Intervention and Prevention strategies for at-risk youth. The conference fee is $150 ($175 after July 1, 2013) and includes one year membership. The goal of the New York Gang Investigators Association is to provide the best training during the day and a location and atmosphere that maximizes each attendee s ability to meet other gang professionals from all over the country and share experiences, expertise, and current gang trends, which will provide them with invaluable tools to take back to their agencies and apply it to their gang control strategies. With the conference being held at the Crowne Plaza in White Plains, NY on July 24-26, 2013 this is the perfect time to bring your family, and when not attending the conference, schedule the time to visit the numerous area attractions with them. 4 NYGIA BASIC GANG SPECIALIST CERTIFICATION COURSE: Course Outline: The course will provide a brief history on the development of gangs in the United States (local gangs, prison gangs, trends) Indicators of gang activity (graffiti, signs, symbols, hand signs, etc.) How to identify gangs and gang members and properly document them This course will also prepare individuals to testify in court Intervention and Prevention techniques School Safety Concerns Written Examination: A 100-question written examination must be successfully completed with minimum grade of 75% (75) attained Students who do not achieve at least 75% on the exam will be allowed to review and re-take the exam one (1) time If the student does not pass the re-take exam, they will NOT receive a certificate or any other items associated with successfully completing the course There is a one (1) hour time limit for exam. Successful completion will add name to our database showing that they have passed the NYGIA Basic Gang Specialist Certification class. This information will be kept on record and a certified letter can be requested to be sent to any organization or court in New York. This class is only open to the first 100 people who register for the class. The class will be given on Tuesday, July 23, 2013, at the NYGIA Annual Conference, at a fee of a $ per person (members), $ (non-members).

5 NYGIA ADVANCED GANG SPECIALIST CERTIFICATION COURSE: Course Outline: The course will provide an in depth review and expansion of history on the development of gangs in the United States. Indicators of gang activity (graffiti, signs, symbols, hand signs, etc.) Gang Prosecution Strategies How to identify gangs and gang members and properly document them. This course will also prepare individuals to testify in court. Intervention and Prevention techniques School Safety Concerns Written Examination: A 100-question written examination must be successfully completed with minimum grade of 75% (75) attained Students who do not achieve at least 75% on the exam will be allowed to review and re-take the exam one (1) time If the student does not pass the re-take exam, they will NOT receive a certificate or any other items associated with successfully completing the course There is a one (1) hour time limit for exam. 8 Hotel Room Rate: Rate: $ single occupancy/double occupancy, plus applicable taxes. Reservations Method: Attendees need to make their own reservations by contacting the hotel directly by calling the Reservations Department at Guests should identify themselves with New York Gang Investigators Association conference. All reservations must be guaranteed with a credit card or first night's deposit in order to be confirmed. Individual reservations may be cancelled without penalty outside of 24 hours prior to arrival. If cancelled within 24 hours of arrival the Hotel will charge for the 1st night's room and tax. A no-show reservation will be charged first night's room and tax. 10 FEATURED SPEAKERS AND WORKSHOPS: (subject to change) Gangs 101 Speaker: Det. Derek McGork, NYGIA Central Regional Director As gang violence increases nationwide, it is clear that the ongoing problem of gang participation must be addressed. In order to target gang violence, it is crucial to obtain the techniques necessary to identify gangs and their activity. Determining the causes of gangs and the key factors that increase the likelihood of gang membership will provide insight into the gang mentality. This knowledge of gangs and how to identify them is the first step to combating the gang problem within any community. In this session: Examine the history of gangs throughout the U.S. Identify key attributes of gangs and gang activity Latin Kings: KMC vs Bloodline Speaker: Edwin Santana, New Jersey Gang Investigators Association Rockin the Walls: Understanding Graffiti Speaker: Edwin Santana, New Jersey Gang Investigators Association The analysis of gang graffiti can serve to be an excellent tool in understanding a subculture s behavior, attitudes and social processes. Graffiti has been labeled, the newspaper of the streets, clearly an indication as to the powerful messages that it is expressing. Whether the artist is trying to make a personal statement for recognition or an advertisement of territorial claim and/or acts of violence, graffiti deciphering 101 should be important to all of us. Ignoring the writing on the walls will eventually lead toward the deterioration in quality of life for our society. This course will present the basics of graffiti history and deciphering within the Aerosol and Street Gang Cultures. Sovereign Citizen Movement Speaker: Lt. Michael Cindrich, Westchester County Dept of Public Safety Sovereign citizens are generally defined as members of an extreme antigovernment movement who reject the notion of U.S.citizenship and claim to follow only God s laws and the original Bill of Rights. This presentation will highlight the West Memphis shooting incident along with the history and ideology of the sovereign citizen movement. Some of the more noteworthy sovereigncitizen incidents in and around Westchester County will also be discussed. A list of common sovereign citizen documents and indicators will also be provided, along with recommendations for the Law Enforcement response to these incidents. Bloods and Crips Speaker: Ed Demo, NYS Dept of Correctional Services This course will present a brief history and current trends of these Super Gangs on the East Coast.

11 MS-13 Speaker: Det. Tony Avendorph (ret), Prince George s County Police Dept (MD) This course will present a brief history of the World s Most Dangerous Gang. While it was once exclusively Salvadoran in membership, MS-13 is now believed to have over 100,000 members of all nationalities worldwide, engaged in activities that include drug and human trafficking, illegal arms sales, murder-forhire, and even assaults on law enforcement officials. And after years of growth, beyond the borders of its Los Angeles and Central American origins, the gang is now active in 33 U.S. states, several European nations -- and Canadian cities. Project PHOENIX Speakers: Dominick Cicala & Allen Mitchell, New Jersey Juvenile Justice Commission The Phoenix Curriculum addresses the key risk factors underlying substance abuse, aggression and violence, gang activity and other criminal behaviors. The Phoenix Curriculum provides teachers and counselors with significant support. It is easy to implement and to use. Designed for high interest low reading level, it includes specific objectives and outcomes for all lessons and also guides the intervention program process. Tailored to each age group, it reflects their developmental needs, and builds on proven motivational enhancement (MET) and cognitive behavioral (CBT) techniques to reduce resistance, build student participation, and guide the process of change. Problem solving skills and coping skills for avoidance, escape, refusal or resistance follow a proven social learning model, with the critical goal of increasing individual self-efficacy. Outlaw Motorcycle Gangs Speaker: Det. David Henenlotter, Nassau County Police Dept This course will develop an understanding of the origins and methods of operation of 1% OMG. This course is designed for the uniformed patrol officer or investigator working with outlaw motorcycle gangs. The course will acquaint the officer with the history and organization of gangs, legal definitions, gang identifiers (including patches, colors or cuts, symbols, tattoos, jewelry, monikers, etc.), criminal activities, documentation, and officer safety. Chicago Street Gangs Speaker: Det. Tony Avendorph (ret), Prince George s County Police Dept (MD) Learn the history, characteristics, identifiers and symbols of these gangs. This course further provides training covering the process and requirements for reporting and documenting gang members and their activities. PBIS (Positive Behavioral Interventions and Supports) Speaker: John McCabe, LCSW, Putnam-Northern Westchester BOCES Schools are microcosms of the larger cultures of society. In this workshop we will examine school culture using the framework of school-wide systems of positive behavioral supports to find clues to answering troubling questions regarding the health and psychological well-being of our youth. School-wide positive behavioral supports rely on a system of behavioral interventions that clarify the schools values or behavioral expectations and explicitly teach and acknowledge those expectations. The relationships between schools and the community at large will be included in the discussion with specific focus on using

12 methods of data collection, collaboration, shared leadership and value-based learning in order to address issues of youth marginalization and violence. Girls, Gangs and Crime Speaker: Danielle Scott, MSW - New Jersey Juvenile Justice Commission Community violence and gang activity is on the rise and should be of concern for all who work with children and families, in any capacity. This training will offer participants the opportunity to learn, from the perspective of juvenile females, about the causes and correlates of juvenile delinquency, gang activity/involvement and gender responsive intervention strategies. NYGIA Conference Cancellation Policy: Due to costs incurred by the NYGIA prior to a conference, refunds will only be issued for cancellations up to Monday, July 9, Refunds will be sent within 14 days after the CONCLUSION of the Conference. Paid registrations will NOT be refunded for registrants who fail to attend the Conference. Conference Dress Code: Business attire or uniform is requested on Wednesday, July 25 for the Opening Ceremonies.
