1 Heartland Law Enforcement Training Institute Presents 12 th Annual Gangs, Guns & Drugs Training Conference and Seminar May 23-26, 2017 The Orleans Hotel and Casino Las Vegas Nevada A four-day (32 hour) intensive training program designed for law enforcement investigators, supervisors, prosecutors, intelligence analysts, patrol officers and correction s officers. This training course will give attendees insight into the world of narcotics traffickers and gang members that can only be learned by interacting with these individuals in an undercover capacity. Most Officers will never have the opportunity to get to these individuals from the inside and therefore do not get to know what makes them tick. The attendees to this conference will learn what works and more importantly what does not work when it comes to targeting individuals who traffic in narcotics and firearms and who affiliate with gangs. A majority of the training will focus on investigative tools that can be utilized by all officers whether working in an investigative or intelligence role or working out in the streets. Overviews of the major gangs operating within the United States and Canada will be covered as well as current growth and trends associated with these groups. Supervisors will also gain a greater understanding of the demands that working these types of cases can have on your personnel and how to safely and effectively conduct the investigation. This training is essential for all law enforcement officers whether working in a traditional street assignment, narcotics, vice, career criminal, general investigative, intelligence, prosecution, probation and parole, juvenile units or corrections. The instructors for this seminar have many years of investigative experience and have been involved in several high profile narcotics, gang and weapons investigations. The instructors will present and discuss audio/video recordings related to these cases and will tell investigators about the problems they encountered to prevent them from being repeated. Attendance to this conference is restricted to Law Enforcement Only. Attendees will receive handout materials, an embroidered portfolio and a certificate of completion.

2 Registration for this conference will be taken on a first come first serve basis. Any attendee needing to cancel their registration must do so ten days prior to the conference or no refund will be made. All attendees will be required to show Law Enforcement identification at the time of registration and will be required to wear identification provided by HLETI for the duration of the conference to be admitted into the conference facility. There will be a hospitality night on Tuesday the 23rd so attendees will have the opportunity to network with one another in a casual environment. Appetizers will be provided by the conference hosts for attendees. 4 Marc Vanek Chicago Gang Trends and Updates Sgt. Marc Vanek, is currently the Commanding Officer of the joint Violent Gang Crim Task Force within the Chicago Police Department s Gang Investigation Division. Sgt. Vanek has been with the Chicago Police Department for over 16 years and comes from police family. Sgt. Vanek has taught Chicago Gangs across the United States and is currently the Secretary for the Illinois Chapter of the Midwest Gang Investigators Association. Sgt. Vanek prior to being promoted to Sergeant was also a Gang Detectiv the Chicago Police Department's Gangs Section. He has worked in gang infested area such as the former Chicago Public Housing Complex of Cabrini Green and on the City Chicago's Gang infested Westside. He has been involved in Gang Crimes on many leve from enforcement, Gang related shootings and homicide investigations to Gang related weapon and narcotic investigations locally and federally. As a violent crime Detective, Vanek has investigated several hundred shootings and homicides related to gang viole Sgt. Vanek has written numerous search warrants that range from your standard wea and narcotic search warrants to search warrants for facebook, controlled buys, body cavity, vehicles, documents, computers and cellular phones. Sgt. Vanek is a State of Ill certified lead homicide investigator and a decorated member of the Chicago Police Department with countless awards stemming from his work on Gang Crimes.

5 Steve Cook Midwest Outlaw Motorcycle Gang Investigators Association Outlaw Motorcycle Gang Expansion and Trends Steve Cook is a Detective with a Law Enforcement agency in the Kansas City Metropolitan area and has over 22 years of Law Enforcement experience. Steve is considered an international expert in the area of Outlaw Motorcycle Gangs and is frequently called upon by media outlets in the US and abroad to be interviewed about ongoing activities and trends relating to Outlaw Motorcycle Gangs. Steve has been featured three times on the History Channel s Gangland program, on the Biography Program Gangworld One Percenters, twice on the Biography program Gangsters America s Most Evil, History Channels Book of Secrets and has been featured in a French documentary on the Hells Angels and Bandidos war in Europe. Steve makes over a dozen presentations every year to Law Enforcement Officers all over the US on Outlaw Motorcycle Gangs and has a tremendous program on current Outlaw Motorcycle Gang expansion and trends in both the US and abroad.

6 Outlaw Motorcycle Gangs A former member of a well known International Outlaw Motorcycle Gang will give a candid inside look at life inside an Outlaw Motorcycle Gang including the crime and violence perpetrated by these organizations in furtherance of their criminal enterprises. The speaker is a former officer within his gang and has insight from an operational side as to how business gets conducted. No questions will be off limits as attendees will be allowed unprecedented access to the speaker to ask the questions they have always wanted answered. This speaker has never spoken to Law Enforcement before so it should make for a very interesting presentation.

7 Tony Kail Narco-Brujeria: Drug Traffickers and Religious Culture The violence and drug trafficking spread by Latin American drug cartels and criminal street gangs is spreading. Narco-terrorist acts involving ritualistic murder and targeted assassinations are growing throughout the U.S. and Mexico. Many of these groups are utilizing various religious ideologies and customs to seek protection from rival organizations and police. Traditional African and Latin American religions such as Santeria, Voodoo and Palo Mayombe are being appropriated by drug traffickers. Mexican drug cartels such as La Famlia Michoacána and Los Caballeros Templarios commit acts of drug smuggling, assaults and murder in the name of religion. Similar patterns are developing among international human smuggling and trafficking rings where West African Voodoo is being used to exercise control over victims and members of these organizations. Lastly, cultural patterns have developed among the narco culture where street level dealers are using the images of a number of Latin folk saints such as Santa Muerte and Jesus Malverde to gain psychological protection from law enforcement. Many of them carrying amulets and icons devoted to the saints. The focus of this training is to provide officers with an in-depth knowledge of Afro-Caribbean religions including Santeria, Palo Mayombe, Dominican and Haitian Voodoo. Officers will also learn about Mexican folk cultures and folk saints and how they are being used by drug trafficking organizations. This program will prepare the officer to recognize and explain the symbols and artifacts found in the course of criminal investigations associated with Afro-Caribbean and Latin American cultures. Officers will be trained to investigate and recognize rituals, customs and the appropriation by drug and human traffickers.
