1 Clark County Fire & Rescue Board of Fire Commissioners Meeting Minutes February 25, 2015 Meeting called to order by Commissioner Kolke at 3:00 p.m. Flag Salute lead by Kolke. Present: Commissioners Jon Babcock, Larry Bartel, Dave Town, Bob Johnson, Jerry Kolke. Chief Dennis Mason, Recording Secretary Maureen Groat. CALL FOR LATE AGENDA ADDITIONS Chief Mason requested to add Chief s Goals under Old Business. CONSENT AGENDA Motion by Johnson to approve the consent agenda as presented. Second Town. No discussion. Passed unanimously. COMMUNICATIONS Chief Mason reported that he received the formal RFP/RFQ from the City of Battle Ground. He stated it contains the standard language, but there are some issues that will need to be clarified. The Department has until April 1 st to submit supplemental questions. Chief Mason received an opinion letter from Tom Burke addressing the Grievance that will be discussed under Number 10 on the Agenda. CITIZEN COMMENTS None. STANDING COMMITTEES Fairgrounds Fire Facility Board No meeting. Nothing to report. Next scheduled meeting will be in March. Clark County Risk Management Group No meeting. Nothing to report. Finance Committee No meeting nothing to report. RFA Committee Babcock stated there will be one last planning meeting on March 3 rd at 6:00pm at Station 21. An Open House is scheduled for tonight at 7pm in the Woodland Council Chambers.
2 Staff Reports Operations Yager Chief Yager presented the Operations update. See attached for detailed report. Training Ciraulo Chief Ciraulo presented his Training update to the Board. See attached for detailed report. Volunteer Program Young Capt. Young presented his Volunteer Program update to the Board. See attached for detailed report. Support Services Jackson Chief Jackson presented his Support Services update to the Board. See attached for detailed report. PIO-Fire Marshal Jackson Chief Jackson presented the PIO-Fire Marshal update to the Board in Chief Dawdy s absence. See attached for detailed report. Chief/Administration Mason Chief Mason stated he ed his monthly report out to the Board. The report includes a recap of the last 30 days. Surplus Assets Resolution No Surplus Apparatus (1994 Spartan) Chief Mason stated he sent out a Staff Report from Chief Jackson regarding the 1994 Spartan engine. He stated that the engine has had multiple issues we have been trying to work through and has been determined to be surplus to the needs of the District. His recommendation to the Board is to declare the engine as surplus. Bartel made a motion to approve Resolution No Surplus Apparatus (1994 Spartan). Second Town. No discussion. Passed unanimously. Resolution No Surplus Equipment pulled from Agenda. OLD BUSINESS Chief Mason stated he has reviewed and responded to the list of goals presented by Bartel. He stated that No. 9 on the list has already been discussed. It was recommended that per Lexipol should be added to No. 2 on the list. Bartel stated that goals identified were linked to the Chief s performance appraisal. Kolke stated he felt the items listed were appropriate. Chief Mason stated that striking No. 9 from the list leaves 12 goals for the year. Bartel made a motion to approve the list of goals for Chief Mason for Second Town. No further discussion. Passed unanimously. 2
3 GRIEVANCE HEARING Chief Mason gave an overview to the Board advising that he had received a grievance from the Local requesting payment of lost overtime to Firefighter Todd McCabe during McCabe s cadet instruction restrictions last year. Chief Mason stated that he denied the grievance and it was being appealed to the Board as the next step as outlined in the collective bargaining agreement. Chief Mason presented a packet to the Board containing all historical information pertaining to the internal investigation involving McCabe and the grievance filed by the collective bargaining unit. Chief Mason explained that he received a letter from attorney Josephine Townsend around the first of May The letter alleged that Todd McCabe had exhibited inappropriate behaviors involving Cadet students. These behaviors included providing alcohol to and inappropriate touching of students. Following consultation with the Skills Center/school, McCabe s cadet teaching privileges were immediately curtailed while the fire district conducted an internal investigation. The investigation was conducted by Chief Ciraulo and revealed enough information to turn the issue over to the Clark County Sheriff s Office. Following the sheriff s office investigation the case was forwarded to the Clark County Prosecutor s Office. The Clark County Prosecutor s office made a determination that they would not prosecute due to: The statute of limitations had run out There was inadequate cooperation by the minor involved and the witnesses interviewed On December 11, 2014 the District advised Chief Ciraulo that as far as the fire district was concerned restrictions on McCabe s teaching were lifted. On February 10, 2015, the District received an from the Evergreen School District Risk Management Group formally stating that they will not be renewing McCabe s teaching certificate. Chief Mason stated that the grievance filed by the collective bargaining unit states that when the District restricted McCabe from teaching, pending the investigation, it placed a financial burden on McCabe, due to anticipated overtime pay not realized. Chief Mason stated that the question to the Board as to whether it felt the District took appropriate action to restrict teaching pending an investigation and should the District be responsible for lost overtime pay as a result of any teaching restrictions during the investigation? Discussion followed. Union President, Travis Smith addressed the Board thanking them for addressing the grievance placed before them. He stated that the Union believed that McCabe was suspended from normal job functions without just cause. Further discussion. Chief Mason stated he believes the agreement between the school and the fire district is pretty clear and that if the school district says no and restricts an individual from teaching, our hands are tied. He also stated that McCabe s normal job functions were not curtailed and there was never any formal discipline administered. Bartel made a motion to deny the grievance placed before the Board based on the information provided and on the fact that the school district has ultimate responsibility for any restriction on teaching privileges. 7 Commissioner Update: February 25, 2015 Clark County Fire & Rescue Dan Yager Assistant Chief Operations Mission Statement: Proudly protecting life and property through preparation, prevention, education, and response Battalion Chiefs Contract: We have a tentative agreement on the Battalion Chiefs contract. They have agreed to our last offer if we would agree to a 3 year contract instead of 5 years. I have agreed. We will get the final draft prepared, have the Local vote on it then I will bring it to the Board of Commissioners for final approval. Blue Card: Chief Ciraulo and Chief Lange have completed their Blue Card training in Arizona. They are now certified instructors. Chief Lange has finished drafting the new SOP s that correspond to Blue Card. I hope to have them approved for implementation by March 1 st. Chief Ciraulo has completed and submitted a grant request from the BNSF foundation to fund the training simulator they need to teach Blue Card. EMS Chief: I have completed the testing for the new EMS Chiefs position. I have given a conditional job offer to Shaun Ford. Jennifer has started the additional background process and exams. It is still our intent to have the position up and running by April 1 st. Lexipol (policies): Kathy has taken the lead for us on getting all the new Lexipol policies divided up and sent to the right person for initial review. I will keep you updated on the process. This is a priority project and we hope to start making headway quickly as some of the other projects are coming to a close.
8 Commissioner Update: February 25, 2015 Clark County Fire & Rescue Tim Dawdy Battalion Chief Fire Marshal Report FIRE MARSHAL DUTIES Manage Fire engineering, smoke alarm program & community services district wide. BATTLE GROUND Meet with Battle Ground engineering staff on Fire Code update for city. Plans Review Battle Ground RV Storage. Plans Review Church at Battle Ground Plaza RIDGEFIELD Community Outreach to Senior Nutritional Program & Women s Group. Facilitate ride-a-long for community member. Attend City Council meetings & Workshop. Meet with members of Ridgefield Business Association. WOODLAND Meet with Mayor and Police Chief about upcoming community events. Manage Cadets at Cameron Kewitz funereal in Woodland. Arrange Woodland Library reading program.
9 Commissioner Update: February 25, 2015 Clark County Fire & Rescue Michael J. Jackson Division Chief Support Services FACILITIES Gary Deschand / Arrick Crayne (part-time) Station 27: HVAC Replacement Work Scheduled with Clark County Mechanical. Exterior Façade Paint estimate to be obtained in March for anticipated work in April or May. Station 151: Water Heater Replaced. Bids to be collected in March for Exterior Paint and limited interior paint for anticipated work in April / May. Woodland Facility: Demolition bids received with a cost around $50,000 less than anticipated, helping available funding outlook for construction. Demo work to be coordinated by Public Works in April. We are coordinating with our Architect and City Staff to develop the pertinent documents and prepare for construction to begin in late April or early May. Facility Inspections / Planning: To be completed in March for comprehensive facility plan development this year. FLEET New Explorer: A new Ford Explorer has been received and outside markings applied. It will be unfitted with warning equipment and radios in the next couple of weeks for assignment to Chief Mason. The Chevrolet Tahoe that is currently assigned to Chief Mason will be moved to pool status and possibly used for the QRV study. Engine Surplus: Shop 17 (1994 Western States Engine) is being prepared for surplus disposal with return of equipment to inventory. This move will downsize the fleet by 1 Engine, with no planned replacement for this vehicle. Future Purchases: The recently drafted fleet replacement plan calls for the replacement of an Engine in Initial discussion and planning are in progress to plan for this anticipated purchase. QRV: Coordination is underway with Operations to modify the QRV study with existing vehicles that may provide a better fit and more accurate numbers for planning. BC Vehicle: After some complications and communication challenges with the state contract vendor for this vehicle, we have confirmed it is ordered and anticipate delivery within 1-2 months. Equipment for upfitting has been ordered and mostly received. IT / Technology Server Replacement: The District server replacement and update is scheduled to take place over the weekend of March 6-8. The replacement and upgrade process will accomplish the following: o Move the current server to back-up status, creating a comprehensive back-up of all server and digital information at a separate site (Station 26). This will minimize potential interruptions from future server issues.
10 Commissioner Update: February 25, 2015 Clark County Fire & Rescue Michael J. Jackson Division Chief EQUIPMENT- o Streamline and standardize our computer set-up for shift users. This will improve efficiency and effectiveness for IT management and improve our ability to address user issues. It will also create a means to easily display pertinent, department-wide messages on computer screen backgrounds as a tool for improved organizational communication. o Improve and standardize ongoing software update needs for all work stations. o Meet our anticipated server and data storage needs for the next 5-6 years. o Improve access and processing speed for computer users. o Eliminate current and growing compatibility issues between software and hardware applications. Response Equipment Inventory: We are continuing work to fine tune our equipment inventory and capture accurate price and vendor information for all response related equipment. This will help with planning and standardization; along with speed of equipment replacement, repair, procurement, and delivery. PREVENTION: Planning: Coordinating with Chief Dawdy and some Stakeholders is planned for the next month to strategize and prioritize outreach, prevention, and education efforts. This work will focus on identifying community needs and target risks to synchronize with District needs for maximum reach with our available resources. OTHER- RFA: We have been working closely with staff and our RFA Partners on the dissemination of information and related public input process. Close coordinate with Woodland and District 2 officials and staff has gone well and we have helped to address many issues. Recent reports to Woodland were well coordinated to help them address concerns with an anticipated revenue shortfall.
11 Commissioner Update: February 25, 2014 Clark County Fire & Rescue Michael J. Ciraulo Division Chief Training EMS Training In March we will be training all EMT s on the administration of the drug Naloxone for suspected narcotic overdoses. Volunteer Recruits The three recruit volunteers have now completed three weeks of training at North Bend. One recruit is struggling academically and we are monitoring the situation closely. Graduation is scheduled for April 17. Cadets The second-year Cadets will be participating in live fire training on February 28 th. Wildland On January 30 th, we taught an S-131 (Advanced Firefighter/Squad Boss) class. We will be offering the following wildland classes in the coming months: S-230/231 (Single Resource Boss/Engine Boss) and S-215 (Fire Operations in the Wildland/Urban interface). Officer Training Phase one of the training on the Blue Card system is now completed. We now are in phase two where our approach is working with all personnel on their Initial Radio Reports and Follow-up Reports. These are being conducted during our weekly simulators (broadcast over Intovate). Chief s Lange and Ciraulo are currently working on an instructional/certification plan for all personnel (based on lessons learned at their recent train-the-trainer classes. A grant request has been submitted to BNSF for the funding of a portable Command Training Center. The request was for $9,500. Captain Meacham attended an Incident Safety Officer course in Salem on February

Ciraulo Division Chief Technical Rescue Training On February 27, the Technical Rescue team members will be training on Confined Space operations. Outside Training 1. Captain Martin and BC Graham will be attending the wildland course S-330 on March Captain Smith will be attending the National Fire Academy from March He will be taking the course, Leadership Strategies for Community Risk Reduction. 3. The following individuals will be attending FDIC from April at a significantly reduced rate (thanks to Chief Jackson): BC Graham, Captain Rommel, FF Bridges, FF Bjur, and Chief Jackson. Senior Officials Workshop Current/Upcoming Training Clark County Fire & Rescue will be hosting a FEMA sponsored workshop titled, All-Hazards Preparedness for Senior Officials. This workshop will be held on May 7 th at BGPD from Chief Mason will discussing this with the board to identify who should attend. Live Fire Training We will be conducting a training burn for the Cadets on Saturday, February 28th. The location of the burn is NE 189 St. On March 27 th, we will be burning a house located at NE 102 Ave. First Quarter Training These are the subjects that we are providing training on in the first quarter: Annual SCBA proficiency testing FF rescue/rit procedures (Multi-Company Operations) Fire Streams Haz Mat Stress Management EVIP (Rodeo) Driver/Operator vehicle inspections and maintenance Maps and addressing Vehicle Extrication/Specialized Extrication Equipment Wildland Courses: S-131, S-230/231, S-215 2
13 Commissioner Update: February 25, 2015 Clark County Fire & Rescue Michael Young Admin. Captain Volunteer Volunteers: IV Tech class beginning on March 7 th running through March 22 nd. We will have 2 volunteers attending. Interns are continuing to do well, all but one will be participating in the live fire training this Saturday. We will be testing again in late March or early April to fill 6 vacancies we will have from candidates that have successfully completed the program. We have two residents currently living at Station 22, Taylor Konkright and John Cummings. They have been doing a great job maintaining the station and keeping the grounds groomed. Captain Meacham is currently interviewing candidates for a third and possibly a fourth resident. We have staffed Station 151, 8 night shifts and a total of 96 hours since December. After testing several messaging/response applications we have decided to move forward with Active911. Active911 was the most user friendly and offers individuals the ability to customize it to meet their personal needs.
