This meeting will held in the Cafeteria to accommodate the complete breakfast, professional development and the business meeting all in one place! The activities will begin at 9:00am with the Full Breakfast, followed by professional development and the business meeting. The subject for this session will be NH VIEW presented by Director Perry Plummer. Breakfast consisting of scrambled eggs, home fries, bacon, sausage or ham, danish or muffins, juice and coffee or tea and the cost will be $9.00 per person. 2 Meeting Information... Crotched Mountain to Host December Christmas Party December 12, 2013 The holidays are coming fast, and for the NHAFC, that means our annual trek to Crotched Mountain on December 12, the second Thursday of the month. As usual, the day will begin around 3:30 pm with the pageant, followed by dinner around 5:30 pm, then the highlight of the evening; visiting the residents. We are still in the early planning stages, but we can expect the same number of residents as last year We have not chosen a gift for the residents at this time. Any suggestions would be helpful. Once again, we will accept any fire/ems/safety materials that we can hand out. In the past, notepads, pencils, stickers, wrist bands, and squeeze bottles have been well-received. Please contact Steve Carrier if you are planning to attend so that we can give the Mountain a good count for dinner. Everyone is welcome to all of the activities, but typically, only 6 people, or so, are needed for the pageant. As always, family members and friends are welcome to attend and assist. 3 APPLICATION PERIOD FOR FY 2013 ASSISTANCE TO FIREFIGHTERS GRANTS (AFG) Opens Monday, November 4, 2013 at 8:00 a.m. EST And closes on December at 5:00 p.m. EST Start planning your FY 2013 AFG Grant application now! We recommend that you start your application today by reviewing the Application Assistance Tools located on the AFG website. These tools were produced specifically to help potential applicants begin to plan their 2013 applications ahead of the application period. The tools can be viewed on the AFG website or downloaded to your computer. System for Award Management (SAM) registration is required to submit your application. Please follow the guidance below and maintain your organizations eligibility to receive grant awards. SAM.GOV registration may take up to two weeks to complete. The AFG Grants Help Desk: If you have questions about any of the FY 2013 AFG Application Assistance Materials below, call or the AFG Grants help Desk. Federal law now requires that applicants to Federal grant programs have a valid registration within SAM.gov at the time of registration. Applicants will be asked to affirm that they have a current registration prior to submitting their application. As part of the SAM.gov registration process, every eligible grantee must have their SAM.gov account validated through the Internal Revenue Service (IRS) and have their CAGE (Commercial and Government Entity) code validated in order to be eligible for award. 5 ANNOUNCEMENTS From State Fire Marshal J. William Degnan: With funding from the Assistance to Firefighters Grant Program (AFG), NYU-Poly teamed up with the Fire Department of New York (FDNY), the Chicago Fire Department (CFD), the Bloomington Fire Department (BFD), the Eagan Fire Department (EFD), and the Eden Prairie Fire Department (EPFD) to develop a web-based, interactive firefighter training program - ALIVE (Advanced Learning through Integrated Visual Environments). ALIVE simulates critical decision-making aspects of firefighting for career / volunteer firefighters and reinforces firefighting safety concepts developed by leading industry researchers though interactive tactical scenarios. Three FREE training programs can be downloaded for free from the NYU-Poly website: Wind-Driven High Rise Fires: Fires in modern lightweight residential construction: Fire Dynamics (available January2014): From Kimberly Quiros, NVFC: The NVFC is pleased to partner with Ballistic Cases in their Thanks a Million program. Ballistic is donating one million dollars worth of durable smartphone cases to volunteer firefighters. Firefighters can either sign up to receive cases themselves, or community members can nominate their local volunteer station to receive cases. Attached is the press release with more information. 6 Meeting Minutes Minutes of the meeting of the New Hampshire Association of Fire Chiefs September 12, NH Fire Academy, Concord, New Hampshire. The meeting was called to order by President Lyon at 1049 hours. Following a salute to the flag and a moment of silence, a quorum was declared. Host Bureau Chief Jeff Phillips welcomed everyone to the Fire Academy. Advocate Members Propane Fuel Association of New England The minutes of the August Meeting were accepted as transmitted. Treasurer Richard Mason presented the Treasurer Report and it was accepted as read. Communications: Each of the Scholarship recipients sent letters of thanks to Association. New Members: Chief Jon Phillip Thomas of Lempster NH was accepted as an active member. President s remarks: Had a very nice visit with the North Country Group. The Fire Marshal s Office is working on a survey dealing with NHFIR s 1 st VP Parenti: Not available. 2 nd VP O Brien: Workers Comp coverage for exposure to communicable diseases not contracted but coverage for the treatment and prophylactic aid is now available and legislation will be required. Sargent at Arms: Has merchandise available Scholarship Committee: Looking for members so they may start the formation of the program and decide on the number of scholarships, cost, etc. Legislative Committee: Looking for members, meeting at end of month and there is hope to schedule a meeting with the legislative leadership Liaisons: Police, Fire EMS Foundation has had 2 fund raisers this year and given out about $70,000. Most recent donation to Captain Mattson in Hampton. They will be having a banquet the end of October. Nomination papers are on line if needed State Fire Marshal: Handouts are on the table for Public Education Program, they are asking for input for hte9/30 release of the Fire Is program with a Train the Trainer for the middle school level. LPG Odorant issue- spot checks have found low levels in some instances of odor fade or absence rail cars may sit for long period of time before use. HB 336 has been retained is not going to survive there will be a hearing on 9/18 and they need fire chief representatives to attend. In the coming year there is hope to get a ban on sky lanterns The office is looking for input/feedback on the 10 year smoke detector. Fire Standards and Training and EMS: The Fallen Fighter Memorial will be 10/13, they will be adding two name at that time. EMS Division will be inspecting ambulances checking such areas as monitors, batteries and equipment The North Country training facility is being built and hope to finish by June. The A-EMT process has been moving along successfully with a 79% pass rate (if you need help call). There are 2 simulation manikins available for training. Page 6 The Chief s Trumpet

Fire Standards and Training Commission: Discussion on the changes to the Firefighter I curriculum changing the hours of the wild fire portion from 24 hours to 8 hours. It is a time and cost issue, they have received lots of feedback at meetings but our representatives have received none. It has been tabled till next month. The 24 hour course would still be available for those interested. They hope to develop a survey on the subject for all chiefs. There is still discussion on the Medical Exam prerequisite and the liability for participation in training activities There was a motion to send a letter to the Governor and Commissioner to support Deborah Pendergast for Director of Fire Standards Training and EMS. Passed with 4 abstaining. NEAFC : Meeting 9/20 to review the past conference and begin planning for next year. The possibility of a two day conference will be on the agenda this year and moving the education portion to another venue. Following the raffle, the meeting was adjourned at 1146 hours. The meeting was called to order by President Lyon at 1835 hours. Following a salute to the flag and a moment of silence, a quorum was declared. Host Chief William Skip Sullivan welcomed everyone to Rye and hoped all enjoyed themselves. Advocate Members New England Fire Equipment and Law Office of Dummand and Woodson The minutes of the September Meeting were accepted as read. Treasurer s Report was accepted as read. New Members: Chief Donald DeAngelis, Deputy Bruce Chapman, Deputy Richard Rodier all of Epping, NH were accepted as an active member. President s remarks: Attended the Governor signing the Fire Marshal s Office Proclamation for Fire Prevention Week. Reminder that the Annual Fallen Fire Fighter Memorial Service is at 1400 hours at the Fire Academy this coming following Sunday. Two names will be added this year. The NHMA Conference is November 6 & 7 this year, although no monies were budget for this event, the body felt it is important to be present. If no funds can be found a donation will be accepted to cover booth cost. We will look into the availability of handouts and banners. Paper cubes are available. An will be sent for booth coverage. Hoping for more participation for the Leadership Conference in Boston we are a co-sponsor of. 1 st VP Parenti: No report. 2 nd VP O Brien: No report. Sargent At Arms: Merchandise has been ordered for those who put in request and will be available next month. Legislative Committee: LSR s are starting to come in for the next session. We will meet in December. State Fire Marshal: There is a LSR that has been created to ban Sky-Lanterns it is primary sponsored by Sen Styles but needs more co-signers. HB336 was declared ITL but working on mew bill to return more authority to the Fireworks committee, this bill also needs more co-sponsors. Attended the NFF Memorial, Chief Shafer s name was added and there was good showing Nashua and Manchester along with the Chief s family. The office is investigating suspicious fires in Laconia. The trial for the double fatal fire in Colebrook is under way. ATF is working on a 20 year old cold case in Keene. The Manchester Tank Explosion happened during a common practice repair and local procedures for inspection and permits should be reviewed. The double fatal explosion in Hopkinton was caused by cutting into a safe full of fireworks. Fire Prevention equipment from the FMO was used throughout the state Sparky suit and robat. Fire Standards and Training: Captain Lund reported that Director Pendergast started Monday and is very busy. A lot of grant classes are available; FFII, swift water and Firefighter Survival. The FFI and FFII classes are now use the Jones and Bartlett manuals. The Dover High School Firefighting program is growing and 5 others have started throughout the state. Chief Phillips has sent out a survey on Firefighter Medical Evaluations and hopes everyone has a chance to fill it out and return it. Page 8 The Chief s Trumpet

NEAFC: Will be meeting with the Division November 1 & 2 in Meredith. Next meeting will be on Thursday, November 14 at 9am at the Fire Academy.
