1 Mountain Lakes Regional EMS Council Regional Emergency Medical Services Council (REMSCO) A meeting of the Mountain Lakes Regional EMS Council REMSCO was held on Monday, October 26th, at 6PM at the High Peaks Resort in Lake Placid, NY. REMSCO Members Present: Patty Bashaw, Micki Guy, Tammy Trombley, Bruce Barry, Ron Jackson, Scott Harwood, Stephen Stone, Stephen Emerson, Christopher Hawley, James Schrammel, Eric Catalfamo, Paul Zinn, Cara Catalfamo, Bruce Mason, Robbie Demarse, Storm Treanor, and Brian Westover. NYS DOH BEMS Staff Present: Joe Farrell Mountain Lakes Staff Present: Travis Howe and Zachary Boucher Guests Present: None Call to order by Micki Guy at 18:01 18:02-Motion to accept July Meeting Minutes was made by Chris Hawley, seconded by Bruce Barry, all in favor, none opposed at 18:03. 18:03-Motion by Patty Bashaw to enter Executive Session to discuss personnel matters. Seconded by Scott Harwood. All in favor, none opposed. 18:08 Motion by Steve Emerson to make Zachary Boucher a full time employee and raise his hourly wage to $15 per hour, effective immediately. Seconded by Cara Catalfamo. All in favor, none opposed. 18:09-Education Report was read by Travis Howe: Franklin County o Recently completed a successful EMT Refresher course in Malone Essex County o Cancelled EMT and AEMT course due to low enrollment. o Completed a successful EMR original and refresher courses. o Currently running a CCT original course with 11 students. o Hope to offer an EMT course starting in January in the Lake Placid / Wilmington area. Washington County o Two EMT Courses currently running; one in Granville and one in Cambridge. Both with strong numbers. Warren County o Currently running two EMT courses; one in Pottersville and one at the MTN Lakes office. Both have strong numbers. o Nearly done with a CCT course at SUNY ADK.
2 AHA o Completed ACLS and BLS Instructor courses at IAC 2015 o Instructors will likely be tasked with taking an online update for the new guidelines. AHA should be announcing details soon. Specialty Courses o A Certified Instructor Update (CIU) was completed during the summer o Another CIU is being planned for the northern part of the region. Date TBA. o A CLI course is being planned for January 29, 30, & 31 st. Location TBA. o A NAEMSE Instructor 2 course will be held at IAC 2016 in May o Micki Guy has completed her CIC internship after taking the NAEMSE IC1 in 2014 Other o Currently working to renew clinical rotation agreements with Moses Ludington Hospital and ADK Medical Center. o Once those are complete, we will work on CVPH. o Recently created one with Saratoga Hospital Conference o Largest Attendance ever-270 attendees and twenty vendors. o Moving to the spring, May 19-22, 2016 at High Peaks Resort. o Online process to accept proposals from speakers for 2016 will be released soon. Storm noted that Clinton County recently started an EMT with 42 original students and 9 refreshers, also a CCT that started with 12 students. 18:22-Finance Report was presented by Travis Howe: Debt has finally been paid off to the state First vouchers without having to pay the state, the intentions are to pay off the line of credit that would be about $2,500 per quarter being usable for that purpose. 18:26-County Coordinators Reports Storm-Increase in Trauma Calls Bruce Mason-number of calls is higher, number of people answering those calls is lower Scott Harwood-recently had a large EMT class of 30 students, thinking for the first time ever of hosting a summer course Micki Guy-Call numbers have increased, Travis recently performed a CPR Class for County Employees Patty Bashaw-meeting with government and DOH to talk about the current EMS Situation in her county, possibly getting a full-time coordinator position in the county, maybe making a task force to help come up with solutions
3 18:32-CON Report-James Schrammel- Received one from Willsboro-Essex last Thursday, initial 10-day review has started, their goal is to start in January so we may need to call a special meeting. 18:34-REMAC Report and Motions Brought Forward: ALS Operating Authority application was presented for Argyle Emergency Squad. After a review of the application and call statistics, seconded by Hawley, all in favor. ALS Operating Authority application was presented for Granville Rescue Squad. After a review of the application and call statistics, seconded by Hawley, all in favor, Paul Zinn abstained. ALS Operating Authority application was presented for Skenesborough Emergency Squad. After a review of the application and call statistics, seconded by Hawley, all in favor, Paul Zinn abstained. ALS Operating Authority application was presented for Schroon Lake Emergency Squad for a one-year renewal. After a review of the application and call statistics, seconded by Patty Bashaw, all in favor. ALS Operating Authority application was presented for Warrensburg EMS. After a review of the application and call statistics, seconded by Hawley, with all in favor, Steve Emerson abstained. ALS Operating Authority application was presented for Indian Lake Vol. Ambulance Corps. After a review of the application and call statistics, seconded by Tammy, with all in favor. ALS Operating Authority application was presented for North Warren Emergency Squad. After a review of the application and call statistics, seconded by Hawley, with all in favor, Steve Emerson and Cara Catalfamo abstained. ALS Operating Authority application was presented for Bay Ridge Rescue Squad. After a review of the application and call statistics, a motion was made to table their renewal until the January 2016 meeting, seconded by Cara Catalfamo, with all in favor. ALS Operating Authority application was presented for Ticonderoga Emergency Squad for a one-year renewal. After a review of the application and call statistics, seconded by Patty Bashaw, with all in favor. BLS CPAP request application was presented for Granville Rescue Squad. After a review of the application, a motion was made to approve the use of BLS CPAP, with all in favor, Paul Zinn abstained.

After a review of the application, a motion was made to approve the use of BLS CPAP, with all in favor, Paul Zinn abstained. 18:49-SEMSCO Report was given by Patricia Bashaw, they did not have a meeting but will be having one in December. 18:49-NYS DOH BEMS report given by Joe Farrell: Have met with a couple agencies about mergers in other regions He is available to agencies if they would like to speak to him about mergers 18:50-Old Business Conference o About 270 attendees, last year was between attendees o Moving to May nd, :52- NC Telemedicine Conference which is part of the DSRIP money, informational flyer attached at end of minutes. 18:53-Discussion on CON Fee ensued. Usually takes about 20% in fees, for stenographer and hearing officer. Keene recently was returned over half of what they sent in. Motion was made by Paul Zinn, seconded by Bruce Barry, to keep the CON Fees the same, $7,500 for Original and Expansion of Territory, and $2,500 for Trasnfers, all in favor, none opposed at 18:56. 18:57-Additional Comments: Patty Bashaw o At the Regional Faculty Training at Vital Signs Conference, state is constantly batting around the CCT Course Curriculum, large cost with going to Paramedic. o Would like a reminder of meeting requirements for members and would like letters to be issued to those who aren t in or are in danger of being noncompliant. Todd working with State Police James at court in Keene John also ed to say he wouldn t be in attendance Storm will look into review of what the requirements are per the bylaws. Micki Guy o Education Committee meeting 11/06/2015 to discuss CCT Many other topics. o Is there a possible lack of knowledge about the AEMT Level? o Possible new Instructor Exam based more on teaching than the actual EMS content itself?
