5 SECTION 1: INTRODUCTION 1.1 AFJROTC Overview. The Air Force Junior Reserve Officers Training Corps(AFJROTC) program enrolls approximately 120,000 cadets, employs more than 1,900 instructors, and operates units in 48 states, the District of Columbia, Puerto Rico, Italy, Germany, Belgium, Netherlands, United Kingdom, Japan, Korea, and Guam. AFJROTC units are located within host high schools, public and private, and, by law, the program is limited to students in grades AFJROTC instructors are employees of the host school. The AFJROTC program is primarily a 4-year course of instruction. The curriculum includes an introduction to aviation, national defense, careers, space, wellness, and leadership. AFJROTC cadets who choose to continue their education in a university may receive special consideration for AFROTC scholarships. Many of these scholarships will pay for two, three or four years of tuition, books and fees at numerous universities and colleges and allow cadets to pursue studies in various technical and non-technical majors. In addition, cadets who elect to enter the military immediately after graduating from high school are eligible to enlist in the services at one to two pay grades higher than other enlistees, and are also automatically enrolled into the Community College of the Air Force to receive college credit toward an associate degree. Each AFJROTC unit is staffed with a minimum of one retired Air Force commissioned officer and one retired noncommissioned officer. They teach aerospace science and leadership education curricula. They help plan and support activities such as military balls, cadet competitions, military ceremonies and charitable activities. They provide instruction in drill and ceremonies and in the principles of leadership and management. 1.2 AFJROTC History. Air Force Junior Reserve Officer Training Corps (JROTC) can track its heritage to a program founded in 1911 in Cheyenne, Wyoming by Army Lt Edgar R. Steevers. Lieutenant Steevers was assigned as an inspector-instructor of the organized military of Wyoming. During his assignment, he envisioned a noncompulsory cadet corps comprised of high school students. His program was aimed toward making better citizens. The National Defense Act of 1916 authorized a junior course for non-college military schools, high schools and other non-preparatory schools. The Army implemented JROTC in Public Law , commonly known as the ROTC Vitalization Act of 1964, directed the secretaries of each military service to establish and maintain JROTC units for their respective services. The first Air Force JROTC programs were opened in Air Force JROTC (AFJROTC) is a continuing success story. From a modest beginning of 20 units in 1966, AFJROTC has grown to almost 900 units throughout the world, with 120,000 cadets. The AFJROTC program positively influences our country by helping one student at a 5

Comprised of Air Force retirees, the AFJROTC instructor force is helping to form tomorrow s nation by educating proud and patriotic cadets tomorrow s leaders. 1.3 Mission, Goals, and Objectives. a. The mission of the AFJROTC program is to develop citizens of character dedicated to serving their nation and community. b. The goals of the program are to instill values of citizenship, give service to the United States, develop a personal responsibility, and instill a sense of accomplishment in high school students. c. The objectives of AFJROTC are to: Educate and train high school cadets in citizenship Promote community service Instill responsibility, character, and self-discipline Provide instruction in air and space fundamentals In pursuing these objectives, the cadets will develop: Focus on completing high school and pursuing goals Understanding of the need for constituted authority in a democratic society High degree of personal honor, self-reliance, and leadership Habits of orderliness and precision Appreciation of the basic elements and requirements for national security Patriotism and an understanding of their personal obligation to contribute to national security Broad-base knowledge of fundamental aerospace doctrine Knowledge of and appreciation for the traditions of the Air Force 6

7 SECTION 2: ENROLLMENT, STANDARDS OF CONDUCT, CADET CODES 2.1 Enrollment, Disenrollment & Standards of Conduct. AFJROTC Instruction and School District of Lancaster policies govern the enrollment and disenrollment of cadets. Cadets are enrolled voluntarily, participate in the full program of academic courses, health and wellness activities, cadet corps activities, and wear the prescribed uniform. Cadets must adhere to minimum acceptable standards of conduct and personal appearance, as required by the Air Force. a. Active Cadet Status. A cadet is in Active Status when enrolled in the AFJROTC academic course. b. Reserve Cadet Status. A student must have been a cadet for at least one academic year prior to being considered a Reserve Cadet. A Reserve Cadet is a cadet who has: 1) completed the entire AFJROTC Academic Program or 2) cannot participate in the AFJROTC academic program for that particular year, but anticipates returning the following year. Such cadets may be designated, with SASI concurrence, as a Reserve Cadet. Reserve Cadets may participate in all AFJROTC activities (community service, drill team, honor guard, etc.). Time in reserve status does not count towards the Certificate of Completion, nor do Reserve Cadets count toward minimum unit enrollment or unit funding. Reserve Cadets may retain their uniform for the academic year during which they are in Reserve Status. c. Disenrollment for Cause. Cadets may be disenrolled for cause at any time during the school year for failure to maintain acceptable standards, indifference to training, disciplinary reasons, or other reasons as determined by the SASI. Because proper wear of the uniform is a primary element of our program, a cadet will be subject to disenrollment after failing to wear the uniform for three (3) consecutive weeks or five (5) episodes total, of failing to wear the uniform without make-up or an excuse from the SASI or ASI. Another important element of our program is physical training (PT). A cadet will be subject to disenrollment after five (5) episodes of not wearing the prescribed PT uniform and/or not participating in PT activities, unless a doctor or parent provides an excuse. d. Prohibition on Physical Discipline and Hazing. Any form of hazing, whether verbal or physical will not be tolerated. Requiring cadets to perform any physical action as a reprimand, punishment, or for failure to perform will not be tolerated. (1) Examples of prohibited physical activities include, but are not limited to push-ups, running laps, or any inappropriate physical contact such as shoving, pulling or grabbing. (2) Any form of verbal abuse, teasing, public rebuke or any attempt to humiliate a cadet is prohibited. (3) This prohibition is applicable to all AFJROTC unit activities and includes instructors, cadets and personnel involved with or participating in an AFJROTC unit or activity. 7

8 (4) Secret societies or private clubs will not be permitted as part of the AFJROTC program. Except when limited by an external factor, such as funding, transportation limitations, or viability criteria such as GPAs for college visits, all Corps activities will be open to all cadets and/or parents who wish to attend. e. Conduct contrary to good order and discipline, or brings disrepute upon the Corps of Cadets. Cadets are expected to comply with the standards listed in this handbook and the McCaskey Student handbook. Any conduct by a cadet that is in violation of these handbooks, or otherwise reflects unfavorably upon the Corps of Cadets, puts the cadet at risk for disenrollment from the Corps. Violations that are not severe enough to warrant disenrollment place the cadet at risk for administrative actions, as administered by Corps leaders in consultation with the SASI. (1) Conduct that is subject to review, as outlined in this paragraph, is to be reported to the Cadet Inspector General using the Air Education and Training Command Form 341, Excellence/Discrepancy Report. Every two weeks the Inspector General will compile the Forms 341 submitted, draft a report to the Cadet Corps Commander listing each cadet issued a 341, their infraction, and a recommended consequence for each. The Cadet Commander will forward to the SASI the report with his/her endorsement of the recommended actions or provide alternative recommended actions. Recommendations can range from dismissal of the allegation, administrative action, or convening a Cadet Honor Board to consider the case. The findings of such a board will be forwarded as a recommendation to the SASI. 2.2 Cadet Honor Code. I will not lie, cheat or steal, nor tolerate those that do. 2.3 McCaskey AFJROTC Cadet Code of Conduct. I AM AN AIR FORCE JUNIOR ROTC CADET. I believe in honesty, decency, and diligence, all of which help my community and country to remain great. I will strive to be a good example for others to follow, and pledge to obey the articles of the Cadet Code of Conduct. ARTICLE 1. I will respect my country and show due respect to our flag. ARTICLE 2. I will respect and follow the proper commands of the cadets placed in authority over me. ARTICLE 3. I will not lie, cheat or steal, nor tolerate those that do. ARTICLE 4. I will not make excuses for my own failures or misconduct. ARTICLE 5. I will not knowingly violate school rules or regulations, nor will I cause or encourage others to do so. 8

9 ARTICLE 6. I will not participate in any activity that is illegal by law or directive. ARTICLE 7. I will wear my uniform with pride and dignity at all times. ARTICLE 8. I will strive for academic excellence in all my classes. ARTICLE 9. I will exemplify the whole person concept, setting an example of excellence in school, at home, and in my community. ARTICLE 10. I will always remember that I am an AIR FORCE JUNIOR ROTC CADET, and that my conduct reflects upon my fellow cadets, those that have gone before me, and those that will follow me. 2.4 USAF Core Values. 10 SECTION 3: ACADEMICS 3.1 Curriculum Plan. The AFJROTC program has four components; 1) aerospace science, 2) leadership, 3) drill and ceremonies, and 4) health and wellness. The aerospace science and leadership components are taught as distinct units over the course of four years, so that a cadet beginning the freshman year and continuing through the senior year will be exposed to each course once, using the schedule below. The Wellness/Physical Fitness portion will incorporate the Cadet Health and Wellness Program (CHWP). The CHWP is an exercise program focused upon individual base line improvements with the goal of achieving a Presidential Physical Fitness standard calculated with age and gender. The goal of the CHWP is to motivate JROTC cadets to lead active, healthy lifestyles beyond program requirements and into their adult lives. Cadets will be given the opportunity to put into practice the wellness concepts that are taught in Leadership Education I. Students will/will wear the Air Force JROTC uniform weekly (Tuesday) and the issued Physical Training uniform on Fridays. Motivate AFJROTC cadets to lead active, healthy lifestyles beyond program requirements and into their adult lives. Create an individualized training program based on national standards by age and gender. Identify areas of improvements for each cadet. Incorporate a physical training program to reach goals. 11

12 Leadership Education 100: Traditions, Wellness, and Foundations of Citizenship will help prepare cadets for success as a member of JROTC and a high school student. They will be introduced to the history, organization, mission, goals, and objectives of JROTC for the Air Force, Army, Navy, Marine Corps, and Coast Guard. Cadets will learn how the military uniform embodies a tradition of proper grooming and uniform wear for today s male and female cadets. They will look at key military customs and courtesies, and learn how to project the positive attitude and discipline expected of cadets and leaders by examining the principles and practice of ethics, values, and morals. Avoiding and preventing violence in today s society will also be covered, including how to recognize types of bullying and how to be an advocate for preventing violence. Cadets will be introduced to civics and our national government, including a historical understanding of the American flag and other important national symbols and they will learn how the Constitution protects our rights and freedom as American citizens. Aerospace Science: A Journey Into Aviation History is a course about aviation history focusing on the development of flight throughout the centuries. It starts with ancient civilizations, then progresses through time to modern days. It emphasizes civilian and military contributions to aviation, the development and modernization of the United States Air Force, and a brief history of astronomy and space exploration. The authors vision for this course is to bring alive the significant events that make up the exciting history of aviation. Along with the events, they focus on those people who accomplished them. This book tells their stories and shows why we are so proud of Air Force heritage which lays the foundation for the Air Force Junior Reserve Officer Training Corps (AFJROTC) program. As our mission for AFJROTC is to develop citizens of character dedicated to serving their nation and community, this course will meet one of our objectives to provide instruction in air and space fundamentals. Drill and Ceremonies: Know the importance of AFJROTC history, mission, purpose, goals, and objectives. Know military traditions and the importance of maintaining a high standard of dress and appearance. Know the importance of attitude, discipline, and respect, and why values and ethics are so important. Know the importance of individual self-control, common courtesies and etiquette. Know that an effective stress management program improves the quality of life. Know why courtesies are rendered to the United States flag and the National Anthem. Know the importance of drill and ceremonies. Know basic commands and characteristics of command voice. Apply and execute the concepts and principles of basic drill positions and movements. Know when and how to salute. UNIFORM DAY: TUESDAY and Special Events such Homecoming Parade. Cadets are required to wear their Physical Training uniform on FRIDAYS. GRADING PROCEDURES: Grades from the Aerospace Science portion of the course count 40% of the AFJROTC final grade and will be graded by the SASI. The Leadership Education portion of the grade counts 40% of the final grade and will be graded by the ASI. The wellness portion of the program counts for the remaining 20% of the final grade and will be graded by the SASI and/or ASI. Drill will be evaluated by the ASI and the SASI. HABITUAL NON-WEAR OF THE UNIFORM AND FAILURE TO MAINTAIN STANDARDS WILL RESULT IN A FAILING GRADE AND DISMISSAL FROM THE PROGRAM. Grades will be computed in accordance with standard district grading policy. 13 GRADING SCALE: Grade A B C Percentage Required 90 and above D F 59 and below UNIFORM WEAR (Major Grade): Uniform wear is a large part of the Air Force JROTC program. ALL cadets are required to wear the appropriate uniform each Tuesday, from the start of the school day until the end of the school day. Make-up day for uniform wear is the following Wednesday. Unexcused absences on uniform wear day will result in a 25% reduction in the uniform wear grade for that week. Failing to wear the uniform all day will result in a 0 (zero) grade for that uniform day. Multiple failures to wear your uniform can lead to disenrollment from the course. Cadets are required to wear their issued Physical Training uniforms on Fridays unless otherwise directed. Failure to turn in uniforms by the end of the course/year will result in an overall I incomplete grade for the course and the vice principal will be notified and an obligation submitted for the full cost of the uniform. Additionally, the student will be placed on the Fines/Holds list until the uniforms are paid for/returned. CLASS ATTENDANCE, PREPARATION AND PARTICIPATION: Today s workforce does not earn a paycheck unless they show up ready for work. Cadets earn grades commensurate with their class participation and effort. Cadets who are not present or prepared cannot participate fully in class. This is especially key to drill and physical fitness. Class preparation includes cadet adherence to proper grooming standards daily as outlined in Air Force Instruction and school dress code. QUIZZES: Periodic quizzes will be administered throughout the course. Quizzes will cover all material taught since the last quiz or test. HOMEWORK/CLASSWORK: Assignments are due at the beginning of the class period, unless otherwise directed or the cadet has an excused absence that day. For excused absences, the assignment will be due on the next class day that the cadet is present. Assignments not turned in on the due date because of an unexcused absence will receive a 0 (zero) grade for that assignment. COMMUNITY SERVICE: Cadets will have multiple opportunities to perform Air Force JROTC sponsored community service during each semester. CURRICULUM IN ACTION TRIPS (CIA)/FIELD TRIPS: Throughout the semester, the cadets will have opportunities to participate in school-sponsored activities that serve as an extension of the AFJROTC curriculum. These trips may include the Smithsonian National Air & Space Museum, Arlington National Cemetery, The Pentagon, etc. Cadets must be in good academic and disciplinary standing to participate. CLASS BEHAVIOR: The nature of the AFJROTC mission, as well as its high visibility within the school and community, requires it members to adhere to higher standards than might be found among the student population. Inappropriate behavior, in or out of uniform, is prohibited while participating in AFJROTC. This behavior includes, but is not limited to, consuming alcohol, drug abuse, tobacco use, horseplay, public displays of affection while in uniform, fighting, disparaging remarks, insubordination, disrespect, verbal threats and physical attacks. 13

14 CELL PHONES: Cell phone policy is in accordance with McCaskey High School guidance. Cell phones must remain turned off and out of sight during the instructional day. Students who inappropriately use cell phones during the school day may have the device confiscated and taken to the McCaskey East Main Office. Parents must pick up any confiscated devices from the assistant principal s office. Any student who refuses to turn over their cell phone will be considered insubordinate and will receive additional disciplinary action. EXPECTATIONS FOR CADETS 1. Follow the chain of command (i.e. cadet-element leader - Flt/CC Sqd/CC Group/CC ASI SASI). DON T GO DIRECTLY TO THE CADET GROUP/CC WITHOUT YOUR FLT/CC WITH YOU. 2. Always use the titles sir/ma am when addressing AFJROTC staff and senior ranking cadets. 3. Be on time. Don t be late to class, scheduled events, practices, etc. 4. Always bring your required items to class (notebook, pen/pencil, etc). 5. Wear the correct uniform on the appropriate day. 6. Raise your hand and wait to be acknowledged; do not talk without permission. 7. Listen respectfully and attentively to the speaker or fellow cadets when they are speaking. 8. Treat others with mutual respect. Profanity, vulgar language, racial or ethnic slurs, derogatory comments, sexual harassment, or harassment of any fellow cadet or student will not be tolerated. 9. Remain in your seat unless given permission to move about the room 10. Remain professional; do not sit on desks, tables, trash cans, etc. 11. Unauthorized personnel are not allowed in the staff areas. 12. Always use the trash can to dispose of trash. If you see trash on the floor, pick it up. 13. There will be no eating or drinking in the instructional area of our room. 14. ABSOLUTELY no CHEWING GUM in the classroom. 15. Wearing hats, hoods, or sunglasses indoors is prohibited. 16. Maintain loyalty to the Corps, to our school, and to your values. 17. No horseplay in the AFJROTC areas. 18. Maintain self-control and your self-respect at all times. 19. Do not disrespect faculty or staff, instructors, higher-ranking cadet officers or cadet NCOs CLASSROOM PROCEDURES: 1. Enter the classroom and proceed directly to your desk. 2. Place books and backpacks under your desk and be seated. 3. The flight commander/flight sergeant will call roll, make daily announcements using the PowerPoint presentation prepared by instructors, and then command, Flight, Stand-by, followed by Flight, Attention. After the flight assumes the position of Attention, the flight commander/flight sergeant will direct cadets to form-up in the hallway for execution of the 30 Command Drill Sequence; cadets will determine by consent who will command the flight. When cadets are released from their formation following the 30 Command Drill Sequence they will return to the class and assume the position of Attention at their seats. At that time, the instructor will walk to the front of the classroom and command, Seats. When all cadets are seated the instructor will begin the class period. 4. Approximately five minutes before the end of class the Flight Commander will notify the instructor that it is time for J.P. students to depart for the other building. 5. When the bell rings, or at the signal of the instructor, the Flight Commander/Sergeant will call the flight to ATTENTION. Cadets will come to the position of ATTENTION and wait for further instructions. 14

15 6. Distribution of CPS handheld devices. When the CPS clicker is posted on the weekly schedule board at the front of the class, the flight commander or flight sergeant will distribute the handheld clicker devices that enable use of the CPS GRADING CRITERIA The table below depicts the Marzano-based rubric used for uniform inspection. Score Description 4 Uniform inspection item is outstanding, with no flaws apparent to an expert, e.g., precise placement, flawless presentation/bearing. 3 Uniform inspection item is satisfactory, with minor flaws present. Such flaws may not be specifically noticeable to a layperson. Where applicable, cadet generally self corrects. 2 Uniform inspection item is marginal. Substantial flaws are present that would be readily noted by a layperson. Cadet requires prompting to correct. 1 Uniform inspection item is clearly substandard and flaws are obvious to a layperson. 0 Unacceptable appearance, or no attempt was made Cadet Conduct and Participation. 1. Class participation/attendance. Cadets receive 2 points per day, or 10 points per week, for participating in class activities. If a cadet is absent, s/he will lose the 2 points for that day. 2. Cadet Conduct (In Class). Class participation/attendance points will also be deducted as determined by the SASI/ASI for unsatisfactory conduct, such as lack of attention to presentations/activities, use of cell phones, unacceptable behavior, etc. 3. Cadet Conduct (Out of Class). Cadets will periodically have conduct points awarded or deducted during Corps activities and for observed behaviors (positive or negative) that are reported to the SASI or ASI by school faculty, staff, and cadets. 4. Extra Credit. The SASI/ASI will periodically offer cadets the opportunity to participate in significant activities for which extra credit will be added to the cadet s overall grade average. Examples of these types of opportunities include, but are not limited to, escorting visiting school dignitaries, giving presentations on behalf of the corps or school, representing the corps at external events, or other services to the corps, school, or community that are above-and-beyond expectations. In-Class Assignments. Cadets are assigned work corresponding to each Aerospace, Leadership, and Health & Wellness lesson taught. Cadets are provided sufficient time at the end of each class to complete the assignment, which is due at the conclusion of the lesson. It is especially important for cadets to come to class prepared with all required materials so as to make effective use of this time. Cadets who have difficulty completing inclass work during the allotted time must complete the assignment at home prior to the due date. Quizzes. Quizzes are given at the discretion of the SASI/ASI, typically at the end of each unit of instruction. All quizzes are announced and generally consist of multiple choice questions and at least one constructed response question which must be answered using the R.A.C.E.S. format, which includes R estate the question, A nswer the question, C ite your evidence, E xplain your answer, and S ummarize your response). 15

16 (1) Drill Evaluations. Cadets will be periodically evaluated on drill and ceremony proficiency. Formal evaluations will be recorded as a quiz. The figure below depicts the Marzano-based rubric for assessing drill proficiency. Score Description 4 Displays high proficiency and excellent precision and timing. Errors are exceptionally rare and always self-corrected. Demonstrates ability to teach all aspects of the drill movement to subordinate cadets. Exhibits strong command presence. 3 Performs drill movement with mechanical proficiency. May exhibit minor errors in precision and timing, but can routinely self-correct without prompt. Can explain the purpose of the movement and correctly give the verbal command to an individual or flight. 2 Performs drill movement with moderate mechanical proficiency. Exhibits errors in precision and timing, and requires periodic prompts to correct. Can explain the purpose of the movement, but has limited ability to give the verbal command to an individual or flight. 1 Attempts the drill movement with limited mechanics, precision, and timing. 19 SECTION 5: CO-CURRICULAR ACTIVITIES 5.1. Orientation Flights. The Cadet Orientation Flight Program is designed to introduce our cadets to general aviation through hands-on familiarization flights in single-engine aircraft. The program is open to active AFJROTC cadets. Senior Aerospace Science Instructors (SASI) or the Aerospace Science Instructor (ASI) will arrange an orientation flight as soon as possible after a cadet joins the program. The program is voluntary and primarily motivational and it should stimulate an interest in general aviation and aerospace activities. At no time will cadets sustain any cost associated with this program Model Rocketry. The Model Rocketry Program includes the building and flying of small rockets that are made of paper, plastic, balsa wood, or any other lightweight material. The program provides an exciting introduction to concepts of aerospace engineering and design and the basic concepts of flight and space Radio Controlled Aircraft operations. Radio controlled aircraft provide an exciting introduction for cadets to participate in the execution of the basic concepts of flight. It can motivate cadets to attain a greater knowledge of aerospace studies and arouse interest in aerospace careers. Aircraft used in our program include the Phantom 3 multi-copter, Piper Cub, various micro-drones, and a fixed-wing model of the Cessna 172 Skyhawk Drill Team: The Drill Team is made up of cadets who have displayed excellence in drill performance. This includes military bearing, self-discipline, obedience to command, respect for authority, drill precision, and uniform knowledge and wear. We are working towards two drill teams, unarmed and armed. The Unarmed Drill Team performs basic drill and precision movements, while demonstrating military bearing and teamwork. The Armed Drill Team performs basic drill movements while using nonfunctional replica rifles for their performances Color Guard: Any cadet interested in being in the public spotlight should join the Color Guard. Cadets perform in three, four, or five-person teams to present the colors at sporting and community events. It is a privilege to join the Color Guard and represent our school and the PA Cadet Corps Raider Team: The Raider Team is a competitive and athletically intense activity that open to all cadets regardless of a cadet s level of athleticism. Members compete in eight-man teams in a variety of events determined by the hosting unit Exhibition Drill Team: Exhibition is all about teamwork and timing. Cadets need to be in their position and ready to perform when expected. The Exhibition Team is made up of cadets who have mastered drill and rifle. These cadets must master more advance armed and unarmed techniques. They use creativity to create complex routines to compete at Drill Competitions and participate in community events Recruiting Team: This team is crucial to the AFJROTC program. They develop plans for recruiting students into AFJROTC and participate in recruiting exhibitions at feeder schools. Students can earn the Recruiting ribbon by bringing 2 new cadets into JROTC or by participating in one of the recruiting exhibitions Awareness Presentation Team: The Awareness and Presentation Team (APT) is responsible for planning, coordinating, and executing special activities. They promote awareness in the cadet corps concerning the corps' events and they also lead the cadet corps' recruiting team. 19

20 5.10. Fund Raising Projects: Various fund-raising activities are done each school year to raise money. ALL FUNDRAISING ACTIVITES MUST BE APPROVED BY THE STUDENT ACTIVITIES DIRECTOR and the SASI Other Activities and Opportunities: Parades. Marching in the Crispus Attucks Annual Day parade and Homecoming Parade are curriculum in action. Cadets organize and lead these functions. All cadets are expected to participate. The parade gives the cadets community visibility and allows them to demonstrate good citizenship, positive military drill and leadership techniques as well as provide a service to the school and community Community Service Projects. Service projects help cadets develop a sense of civic duty. Sign-ups for various community service events will be available in the classroom. There will be a cadet Officer of Primary Responsibility (OPR) who will designate the uniform combination and verify those cadets who show up. 20

21 SECTION 6: CADET UNIFORMS 6.1 Issue. Cadets are issued all required clothing items that make up the Air Force uniform at no cost. With the exception of undershirts, socks, and shoes, all of these items must be returned to AFJROTC upon graduation or upon dis-enrolling from the program. Cadets will sign an Air Force Form 1297, Temporary Issue Receipt, for issued uniform items. Cadets are accountable for maintenance and upkeep of the uniform items and will be issued a McCaskey High School Campus Student Obligation/Fees Form for the cost of any items damaged beyond use or not returned. The following accountable uniform items, with the replacement cost indicated, have been issued (note that shoes and undergarments are not returned). Males. (1) Hair. Tapered appearance on both sides and the back of the head, both with and without headgear. A tapered appearance is one that when viewed from any angle outlines the member's hair so that it conforms to the shape of the head, curving inward to the natural termination point without eccentric directional flow, twists or spiking. A block-cut is permitted with tapered appearance. Hair will not exceed 1¼ inch in bulk, regardless of length and ¼ inch at natural termination point, allowing only closely cut or shaved hair on the back of the neck to touch the collar. Hair will not touch the ears or protrude under the front band of headgear. Cleanly shaven heads, military high-and-tight or flat-top cuts are authorized. Prohibited examples (not all inclusive) are Mohawk, mullet, dreadlocks, or etched design. 21

22 (2) Jewelry. Male cadets may not wear earrings or any type of visible piercings while in uniform. One watch and one bracelet, not wider than ½ inch, may be worn and they must not detract from the military image or be a safety hazard. No more than three rings may be worn at any one time. Male cadets will not place items in uniform shirt pockets. (3) Fingernails. Fingernails must be clean, trimmed and neat. (4) Sunglasses. Cadets may wear conservative sunglasses, except while in formation or inside. b. Females. (1) Hair. (a) Minimum length is one inch unless approved by the commander upon recommendation from a military treatment facility for medical reasons, to a maximum bulk of three inches from scalp. Hair may begin to gradually taper from one inch in length to ¼ inch in length approximately three inches from the hairline (no shaved heads, flat tops, etc.). Hair will end above the bottom edge of collar and any side of an invisible line drawn parallel to the ground. When in doubt, assess correct length of hair with Airman standing in the position of attention. Except in the physical training uniform (PTU), hair lengths that would be below the bottom edge of the collar will be pinned-up with no loose ends. (b) Hair will not touch either eyebrow, to include an invisible line drawn across eyebrows and parallel to the ground. If worn, hairpins, combs, headbands, elastic bands and barrettes must match the hair color (i.e., blonde, brunette, natural red, black, grey), but hair must still comply with bulk and appearance standards. Ornaments are not authorized (i.e., ribbons, beads, jeweled pins). Scrunches are not authorized. Exception: While wearing the PTU, long hair will be secured but may have loose ends and may extend below the collar; i.e. ponytails. The intent is for pinned-up hair to be styled in a manner that prevents loose ends from extending upward on the head. For example, when using a clip or hairpins, hair will not present the appearance of a rooster tail ; when hair is in a bun, all loose ends must be tucked in and secured; when hair is in a ponytail, it must be pulled all the way through the elastic band and may hang naturally downward and not extending below the bottom of the collar (except while in the PTU). As with all hairstyles, a neat and professional image is essential. (c) Braids, micro-braids and cornrows are authorized. However, they must be a natural looking color similar to the individual's hair color; conservative (moderate, being within reasonable limits; not excessive or extreme) and not present a faddish appearance. A braid is three or more portions/strands of interwoven hair. When worn, multiple braids shall be of uniform dimension, small in diameter (approx ¼ inches), show no more than ¼ inch of scalp between the braids and must be tightly interwoven to present a neat, professional and well-groomed appearance. Braids must continue to the end of the hair in one direction, in a straight line, and may be worn loose or a secured style within hair standards. 22

23 (d) Dreadlocks, (defined as long strands of hair that have been twisted closely from the scalp down to the tips; heavy matted coils of hair which form by themselves, eventually fusing together to form a single dread; or unkempt, twisted, matted individual parts of hair), shaved head, flattops and military high-and-tight cuts are not authorized hairstyles for female cadets. Hair color, highlights, and frosting will not be faddish and will be natural looking hair color for human beings, similar to the individual s hair color (e.g. black, brunette, blond, natural red, and grey). (2) Jewelry. One watch and one bracelet (not wider than one half inch) may be worn; they must not detract from the military image or be a safety hazard. Gold, silver or pearl ball or diamond stud type earring may be worn. Earrings must be spherical and of plain design. Exposed jewelry such as ankle bracelets may not be worn. Cadets may wear no more than three rings at any one time. Female cadets will not place items in uniform shirt pockets. (3) Cosmetics. Cosmetics must be conservative and in good taste. (4) Fingernails. Fingernails must be clean and neat. Nail polish, if worn, must be conservative in color and not contain any ornamentation. 6.3 Uniform Wear. a. General, Blue Service Uniform. (1) Buttons. Replace buttons promptly. Buttons on the service dress are oxidized silver, DO NOT polish them. (2) Uniform Loose Strings. Trim loose strings ( cables ) and frayed seams on the uniform. Do not try to pull or tear them off. (3) Ribbons. All authorized ribbons must be worn on the service dress coat and are optional on the uniform shirt. Ensure they do not become soiled, frayed or worn; replacement ribbons and devices must be purchased by the cadet. Cadets may wear ribbons earned while enrolled in other JROTC programs. Up to five Civil Air Patrol ribbons can also be worn. Normal order of wear is AFJROTC, CAP, and then other service ribbons grouped by service and by year achieved. (4) Vocational/Physical Education Dress-Out Policy. Vocational/Physical Education teachers will determine whether cadets in uniform are excused from dressing-out for class on AFJROTC uniform day. When necessary, cadets will change into proper clothing at the beginning of their class and change back into their uniform at the end of the class. Cadets are responsible to notify the SASI/ASI of classes that require changing out of uniform for a period. (5) Use of tobacco products. Use of any tobacco product is prohibited while in uniform. (6) Use of portable electronic devices with earphones. Wear of headphones is prohibited while in uniform. The three exceptions to is policy are: 23

24 (a) When traveling on a bus during field trips. (b) During lunch is specifically approved areas. (c) When exercising in an area in which motor vehicles and bicycles are not permitted, such as a running track. (7) Sweater Wear. When in uniform, cadets may wear only the Air Force long sleeve V-neck pullover sweater or cardigan sweater as an optional clothing item. Sweaters will be purchased at cadets own expense. (8) Umbrellas. When in uniform, commercial, plain solid dark blue or black without ornaments is authorized when weather conditions dictate. (9) Physical Training (PT) Uniform. The PT consists of a gray short sleeve athletic tee-shirt and black shorts and/or gray sweat shirt and pants issued to cadets, and athletic/running shoes. b. Male Uniform. (1) Service Coat. With arms hanging naturally, sleeves should end 1 inch from the heel of the thumb. Bottom of the coat should be fingertip length when hands are slightly cupped. All buttons must be buttoned. Flat items may be carried in the inside pockets. The coat may be removed in a classroom when it becomes uncomfortably warm or when a lab coat must be worn. It will NOT be unbuttoned when worn. When removed it will be hung up or carefully draped over a chair back. The coat must be put back on and BUTTONED before leaving the classroom. The coat will have an AFJROTC patch on the left sleeve as prescribed in AFROTCI (2) Belt. Dark blue with silver tip and matching buckle, 1 ½ inches wide and worn by threading through the belt loop to the wearer s left. The silver tip extends beyond the buckle to the wearer s left with no blue fabric showing. The male cadet gig line is the straight line formed by the front edge of the shirt, the belt buckle, and the trousers fly. Check frequently to ensure the gig line is straight. (3) Service Cap. Male Service cap is an optional item and may be purchased at the Cadet s own expense. Only cadet senior staff members and Color Guard are authorized to wear this cap. It can be worn with the Service Dress or Standard uniforms with the proper insignia. (4) Flight Cap. Worn slightly to the right with the vertical crease at center of the forehead in a straight line with the nose and approximately a two-finger spacing between the bridge of the nose and the bill of the cap. The crown will not be crushed. (5) Lightweight Blue Jacket. This jacket may be worn as an optional garment, when specified by the SASI/ASI. When worn, it must be zipped at least halfway up. Officers will wear regular size hard insignia on the epaulets, 5/8 from the end seam and centered. Airmen and NCO s will wear grade insignia on the right and left collar. The jacket will have an AFJROTC patch on the left sleeve as prescribed in AFROTCI

25 (6) Light Blue Short Sleeve Shirt with Epaulets. With arm at a 90-degree angle, the bottom of the sleeve should barely touch or come within one inch of the forearm. This shirt may be worn with a tie or with open collar. If worn with an open collar, a plain white V neck tee shirt must be worn so that the top of the tee shirt is not exposed. All buttons must be button when wearing a tie. When not wearing a tie, all buttons except the top button are buttoned. The shirttail is always pulled down into the trousers tightly and tucked at the sides to make it nearly for fitting. The only creases on the shirt are down the sleeves. Nothing will be carried in the shirt pockets. The shirt will have an AFJROTC patch on the left sleeve as prescribed in AFROTCI (7) Socks. Socks must be black or dark navy blue. (8) Tie. The tip of the tie will extend no more than 1 ½ inches above or below the belt line. It is worn outside the shirt and is not tucked in. AF approved tie tacks or tie bars can be purchased at the Cadet s own expense. Tie tacks or bars are worn centered on the tie. (9) Trousers. Trim fitted with no bunching at the waist or bagging at the seat. The bottom of the trousers will rest on the front of the shoes with a slight break in the creases. The back of the trouser leg will extend approximately 7/8 inch longer than the front. The rear pocket of trousers will always be buttoned, and articles should not be bulky or visible. The zipper tab will be pressed down to permit the fly to be neatly closed. (10) Shoes. Shoes will be highly shined and laced to the top. Only the soles and heel edges may be coated with sole and heel dressing. Optional high-gloss black Coram shoes or patent leather are authorized and are purchased at the Cadet s own expense. (11) Undergarments. Conservative, commercial style undergarments MUST be worn with the uniform. A plain white V-neck or is required with any uniform configuration. (12) The Semi-Formal Uniform. The semi-formal uniform is only worn for formal occasions such as the Military Ball. The semi-formal uniform consists of the service dress uniform (coat, pants and tie) worn with a plain white collared shirt. Buttoned down collared shirts are not permitted. c. Female Uniform. (1) Blue Service Coat. Coat should follow the contours of the figure but allow ease of movement without pulling in back of the waist. The sleeves should come to the base (heel) of the hand. The coat and slacks or skirt must match the color shade and material. Items will not be carried in the jacket pockets. The coat may be removed when it becomes uncomfortably warm. It will not be worn unbuttoned in school public areas such as hallways, command areas, or the cafeteria. When removed it will be hung up or carefully draped over the back of a chair. The coat will be put on and buttoned before leaving the classroom. The coat will have an AFJROTC patch on the left sleeve as prescribed in AFROTCI

26 (2) Belt. Dark blue with silver tip, 1-inch wide and worn by threading through the belt loop to the wearer s right. The silver tip extends beyond the buckle to the wearer s right with no blue fabric showing. The female cadet gig line is the straight line formed by the front edge of the shirt, the belt buckle and the trousers fly. Check frequently to ensure the gig line is straight. (3) Service Cap. Female Service cap is an optional item and may be purchased at the Cadet s own expense. Only cadet senior staff members are authorized wear of this cap. It may be worn with the Service Dress or Standard uniforms with the proper insignia. (4) Flight Cap. The cap is worn with the crease straight with the nose, with insignia over the left eye, and approximately a two-finger spacing between the bridge of the nose and the bottom of the cap. (5) Hose. Commercial sheer, nylon hose in black, off black, dark blue, dark brown, or neutral which complements the uniform and/or the cadet s skin color may be worn. Patterned or white hosiery is not permitted. Hosiery is mandatory when wearing the skirt. (6) Socks. Black or navy-blue socks without design may be worn with slacks and oxfords. Socks must be worn if not wearing hose. (7) Lightweight Blue Jacket. It may be worn as an optional garment when specified by the SAS /ASI. When worn, it must be zipped at least halfway up. Officers may wear regular size hard insignia on the epaulets, 5/8 from the end seam and centered. Airmen and NCOs will wear grade insignia on the right and left collar. The jacket will have an AFJROTC patch on the left sleeve as prescribed in AFROTCI (8) Light Blue Short Sleeve Blouse. The blouse may be worn with a tab or open collar. The tab is always worn with Service Dress Coat. The blouse is always worn tucked in. If worn with an open collar, and if a tee shirt is worn, a white V neck or is used so that the top of the tee shirt is not exposed. The shirt will have an AFJROTC patch on the left sleeve as prescribed in AFROTCI (9) Slacks. Slacks will fit naturally over the hips with no bunching at the waist or fullness in the seat. The bottom of the slacks will rest on the front of the shoes with a slight break in the crease. The back of the slacks will extend approximately 7/8 inch longer than the front. Slacks are tailored straight handing and any alterations to modify the leg shape must be approved by the ASI. Articles carried in the pockets will not be visible or present a bulky appearance. (10) Skirt. Skirts if worn will hang naturally over the hips with a slight flare. The length will be not shorter than the top of the kneecap nor longer than the bottom of the kneecap. The skirt may be worn with or without belt loops. A belt must be worn if the skirt has belt loops. Hosiery is required when wearing the skirt. (11) Undergarments. Conservative, commercial style undergarments will be worn with the uniform. 26

27 (12) Shoes. Black oxford shoes will be issued and will be worn with uniform. Shoes will be highly shined and laced to the top. Optional scotch grained black leather or high gloss finish pumps are authorized but are purchased at the cadets at their own expense. Optional high gloss black Corfam or patent leather shoes are also authorized for female cadets at their own expense. Heel height must not exceed 2 ½ inches. Shoes will have plain closed toe and heel and will not have any ornamentation such as bows, buckles, or straps. (13) Purse. Females may carry a small, black purse. The standard Air Force purse may be purchased at the cadet s expense. (14) The Semi-Formal Uniform. The semi-formal uniform is only worn for formal occasions such as the Military Ball. The semi-formal uniform consists of the service dress uniform (coat, pants and tie tab) worn with a plain white blouse with a small pointed collar. d. Uniform, Airman Battle Uniform (ABU) (1) The ABU uniform will be issued only when a cadet, as a member of a designated team (Color Guard, Drill Team, or Raider Team) when the cadet has met team-specific requirements. (2) The ABU is authorized for wear for uniform wear and inspection grades on the first Tuesday of the month. Unless authorized by the SASI, the ABU may only be worn when all uniform items are worn and are in good condition. (a) ABU consists of ABU pants, coat, and cap. Boots and socks are sage green. Undershirt and rigger belt are tan. The only outer garments permitted with the ABY are the sage green fleece jacket and ABU pattern Gortex coat with integrated hood. During cold weather, the sage green watch cap is authorized in lieu of the ABU cap. Elastic blousers will be worn with pants legs secured immediately above the boot tops. e. Accouterments. Promotion cycles correspond to cadet progress during the first, second and third academic quarters. Promotion announcements and ceremonies will take place on or about the fifth week following the applicable academic quarter. Cadets are eligible to hold permanent grade in the grades Cadet Airman Basic (C/AB) through Cadet Colonel (C/Col). Cadet Colonel is reserved for cadets serving or having served as Corps Commander only when PA exceeds 200 cadets. 7.2 Promotion Criteria a. Cadet Airman (C/Amn). The cadet must, as a minimum, meet all standards applicable to C/MAJ. Award of this grade is limited to at most two cadets in the graduating senior class. n. Cadet Colonel (C/Col). Awarded as permanent grade to cadets appointed as the Cadet Corps Commander, irrespective of prior permanent grade. Cadet must complete semester-length duty as the Corps Commander to retain the grade, otherwise, the cadet will revert to the last permanent grade earned. 7.3 Cadet Progression. Cadets who enter the Cadet Corps at the beginning of the fall semester of the freshman year and are promoted during every cycle will attain the permanent grades as depicted below. The SASI, at his/her discretion, may award a merit promotion that is either in addition to a regular promotion (e.g., a double promotion) or in lieu of a regular promotion that a cadet was otherwise ineligible for. Merit promotions shall be based on sustained or individual performance that is clearly exceptional when compared to peers and is limited to 3% of the cadet corps for each promotion cycle. 7.5 Demotions. The SASI may demote cadets for conduct that is contrary to the Cadet Honor Code, Cadet Oath, or for significant violations of McCaskey High School policies. The SASI will document the cause for demotion by placing a memo in the cadet s permanent record. In lieu of permanent grade demotion, the SASI may alternatively remove the cadet from a Corps staff or leadership position and rescind the temporary rank currently worn. The SASI will give careful consideration to the individual cadet s circumstances, class year, and the opportunity to again become a successful cadet. Typical causes for demotion include excessive unexcused absences, fighting, plagiarism, cheating, theft, harassment or bullying, or any conduct that brings disrepute to the Cadet Corps. a. Cadets will be notified of the SASI s intent to demote prior to the effective date, and will have the opportunity to present information to the SASI that might mitigate or alter the decision. 38

39 b. Cadets will assume the lower permanent grade on the effective date of the demotion. Demoted cadets are prohibited from wearing a temporary grade that is higher than permanent grade during the remainder of the current promotion cycle or 10 weeks, whichever is longer. The SASI will make an individual determination whether the cadet may continue in an appointed staff position during this timeframe. c. Demoted cadets are eligible for promotion during the next cycle. Discipline criteria for the promotion cycle are waived for this cycle (consequence for misconduct is already served via the demotion). 39

Outstanding Cadet Ribbon (1) Leadership Ribbon (1) Achievement Ribbon (1) Presented by the SASI each year to the outstanding AS-1, AS-2, AS-3 and AS-4 cadet. The recipients from each class must have high moral character, demonstrate positive personal attributes, display outstanding military potential, and attain academic and military excellence. Awarded to those Staff Officers who have consistently displayed outstanding leadership ability above and beyond expected duty during their tenure. Awarded to cadets enrolled during the same academic year in which 1) the unit receives a HQ AFJROTC evaluation with an overall rating of Exceeds Standards and 2) the unit is selected by HQ AFJROTC to receive the DUA. Both criteria must occur during the same academic year. The unit will receive a congratulatory letter and a certificate of recognition which will be posted in WINGS. Distinguished Unit Award (DUA). Awarded to cadets enrolled during the academic year when a unit is selected by HQ AFJROTC to receive the DUA. The unit will receive a congratulatory letter and a certificate of recognition which will be posted in WINGS. Outstanding Organization Award. Awarded to cadets enrolled during the academic year when a unit is selected by HQ AFJROTC to receive the OOA. The unit will receive a congratulatory letter and a certificate of recognition which will be posted in WINGS. OOA recipients do not receive a streamer. Top Performer Award. The Cadet Top Performer Award is a Headquarters, AFJROTC award presented to a maximum of 2% of the current unit cadet corps population (unduplicated headcount). This award is only presented during a formal Staff Assistance Visit or Unit Evaluation conducted by HQ AFJROTC personnel. The award consists of a certificate and a ribbon, which is presented by the Region Director during the visit, unless personal observation of the cadet warrants otherwise. Once awarded, the ribbon may be worn for the duration of a cadet s tenure in AFJROTC. All currently enrolled cadets may be considered, but specific consideration should be given to cadets not previously recognized for superior performance. SASIs may nominate a maximum of 2% of their cadets to their Region Director based on a cadet s performance in the following key areas: 50

51 Leadership and job performance: in primary duty and specifically in preparation for the unit s assessment. Leadership qualities: involvement and positions held in Co-Curricular activities. Academic performance: nominee must be in good academic standing in all high school course work. Significant self-improvement. Community involvement. Other accomplishments. 56 Leadership School Ribbon. Awarded for completion of an approved leadership school program of at least 5 days duration. Special Teams Competition Ribbon. Awarded to team members for placing 1st, 2nd or 3rd in an Air Force or Joint Service Competition to include Color Guard Teams, Rifle Teams, Drill Teams, Saber Teams, Academic Bowl Teams, Cyber-Patriot, etc. Co-curricular Activities Leadership Ribbon. Awarded at the SASI s discretion for leadership in AFJROTC co-curricular activities (such as dining-in chairperson, military ball chairperson, etc.). The recipient must have demonstrated exceptional leadership in achieving objectives through the coordinated efforts of others. Specifically, the cadet must lead an operational planning team publishing an operations plan with an after action report for continuity. This award may be earned a maximum of four times. An oak leaf cluster should be added to this ribbon for each additional award. Service Ribbon. Awarded to a cadet who participates in community service events and/or accumulates 100 community service hours. (NOTE: Participation in Drill Teams, Saber Teams or Color Guard Teams alone does not qualify for the Service Ribbon (see above criteria for these other ribbons) unless community service hours are also awarded. Activities Ribbon. Awarded for participation in co-curricular activities including Kitty Hawk, APT, Model Rocketry, Aerofilm, or Drone/RC club. (NOTE: do not include Color Guard, Drill Team, and Special Teams Competition as they are awarded separate ribbons). Patriotic Flag Ribbon. Awarded for participation in at least one non-color guard events specifically designed to honor our nation s flag. Such events include flag raising ceremonies, flag retirement ceremonies, flag folding ceremonies, and historical flag demonstrations. Notes: (1) Awarded at an appropriate ceremony. (2) May be awarded upon application of the cadet recipient. 9.3 Aiguillettes (Shoulder Cords) a. Blue: Worn by the Cadet Commander (Black & Black), Deputy Commander and Special Assistant. b.
