3 Republic of the Philippines Philippine Merchant Marine Academy San Narciso Zambales The year 2015 has been laden with both opportunities and challenges for the Philippine Merchant Marine Academy. It was a colourful year bustling with big advancements for our institution. We have received tremendous support from the Commission on Higher Education to raise the quality of maritime education, not just for PMMA, but for all maritime schools in the country. Needless to say, such huge support comes with parallel amount of responsibility and expectations to carry out and deliver the task. I believe that an undertaking as big as this was entrusted to us, is not by accident nor chance, but in the strong belief and conkidence that PMMA, together with all of its employees and stakeholders, are the best for the job. I take pride in working hand in hand with the best minds that shape the best merchant marine ofkicers and engineers that our noble country can produce. And now, we will also be producing great maritime educators, ones who are at par with the best of the world. I am conkident that new challenges as daunting as this one will, as always, bring out the best in each and every one of us, to prove that we are worthy of the trust bestowed upon us by the Filipino people and Philippine government. 11 1.3 Highlights I n t h e A n n u a l Accomplishment Report, the Academy was confronted with two major challenges namely: 1. DNV to ISO migration 2. PMMA Assessment Center Through the vigorous support of each and every employee, the Academy overcame and surpassed these challenges. PMMA is now ISO 9001:2008 Cer8fied The dedication, time and combined efforts of each employee to align the Quality Management System (QMS) help the Philippine Merchant Marine Academy (PMMA) to successfully passed the two stages of ISO 9001:2008 certikication. The management system certikicate was received in 15 April 2015 with the scope, Provision of Maritime Education, Training and Assessment Services. With the implementation of QMS, PMMA aims of ensuring that the services provided consistently meet customer and regulatory/statutory requirements, promote continuous self improvement, and increase customer satisfaction. PMMA Assessment Center PMMA has Kinally established an Assessment Center in April 2015 which offers: Practical Assessment for OfKicer-In- Charge (OIC) in Navigational Watch and Engineering Watch Ratings Forming Part of Navigational Watch Keeping (RFPNW) and Engineering Watch Keeping (RFPEW). The PMMA Assessment Center started its ofkicial operation for OfKicer-In-Charge for Navigational and Engineering Watch in 27 April And while, the Ratings Forming Part of Navigational Watch Keeping and Engineering Watch keeping started in 18 December Through the hardwork of all concerned, PMMA Assessment Center, now holds a DNV-GL ISO 9001:2008 management system certikication and received a three (3) year full accreditation from Maritime Industry Authority (MARINA) in 13 November The Assessment Centre will provide quality assessments to seafarers by upgrading the standards in maritime manpower. 4 PMMA Annual Accomplishment Report 2015

13 2.1 Impact of K-12 to PMMA Admission The approval of R.A 10533, otherwise known as the EnhancedBasic Education act of 2013 marked the beginning of a very crucial transition. R.A consolidated of Senate bill no and House Bill no. 6643, extending the basic education cycle by two (2) more years in the secondary level. This is the well known K to 12 program. The K to 12 is expected to improve the quality of basic education in the country by preparing the elementary and high school students for college education through early development of certain competencies, skills, and values. (K to 12 Tool kit: Reference Guide for Teacher Educator, School Administrators and Teachers) Such expected improvement has its own temporary drawback. It has a wide ranging effects for the tertiary schools like the PMMA. The Admissions, the curricula and some processes in the academy have been tremendously affected. Some faculty who teach general education subjects were also affected. 14 Table 2.1 in page 6 shows the anticipated enrollment trend from 2015 to It shows that beginning year 2016, no high school student will graduate. In the same year, there will be no enrollees for 1st year colleges across the country. And since two years will be added to basic education, this further implies that by 2017, there will be no enrollees for both 1st year and 2nd year college. The created vacuum will have ripple effect to tertiary schools until the year 2021 Figure 2.1 shows what started to happen in PMMA admissions. The normally expected six to seven thousand applicants dropped to less than three thousand applicants in 2015 PMMA Annual Entrance Examination - the Kirst year of the implementation of the K-12. As a highly specialized maritime institution, PMMA s rigid physical training and holistic approach to education require that the admissions process be demanding. The stringent process is dependent on a very huge number of applicants. 15 2.2 SPMS Pilot Test STRATEGIC PERFORMANCE MANAGEMENT SYSTEM Establishing the SPMS remains a challenge to the Academy. In order to address this challenge, the expertise of the Director of the Civil Service Commission was invited to enhance the ability of the PMT members and all employees in establishing and implementing the SPMS of the Academy. Since the PMMA is in the process of drafting its Strategic Plan, it is the perfect opportunity to establish the SPMS, so that the SPMS will be integrated into the Academy Strategic Plan. 8 PMMA Annual Accomplishment Report 2015

17 3.1 MFO1: Higher Education A. Number of Graduates The Academy continue to inspire midshipmen to pursue excellence and become responsible merchant marine ofkicers. PMMA s faculty and staff untiringly provide comprehensive and responsive work. PMMA successfully produced 165 quality graduates from B.S Marine Transportation and B.S. Marine Engineering held last 26 June Out of these 165 cadets, 13 are Philippine Coast Guard (PCG) cadets and two (2) are Philippine Navy (PN) cadets. The graduates of PCG and PN cadets will automatically be absorbed by these government agencies, while the 150 PMMA graduates will report to their respective shipping companies for the schedule of deployment. B. 18 3.2 MFO 2: Advanced Education The PMMA Graduate School s mission is to equip its graduate students with knowledge and skills through outcome-based education. It invites guest lecturers to fulkill its mission of producing experts in the Kield of maritime industry. A total of 12 graduates from Master in Ship Management (MSM) and Master in Maritime Education and Training (MMET) were presented during the 192nd Commencement Exercise. 19 3.3 MFO 3: Research and Development P M M A e n s u r e s t h a t t h e Academy will continually achieve outcomes and attain highest standards in research studies through the assistance and guidance of the Department of Research and Development (DRD). The DRD successfully presented two researches and had two research publications namely: 1. Academic preparation towards improvement of world class maritime shipboard performance 2. 21 4.1 Employees Services A. Staff Population Filled Plantilla Contractual Employees Professorial Lecturer Job Orders/Contract of Service Part-time As of December 2015, there were approximately 274 PMMA employees,. Chart 4.1 shows the number of designation, while chart 4.2 presents the percentage of male and female employees. Trainings/Seminars/Workshop To provide the best quality of education and quality work life of the personnel, the Academy consistently focuses on the growth and development of its employees by providing them the trainings and seminars that they need to improve their effectiveness and competency The tables below show the total number of trainings, seminars, workshops and conference attended and the expenses for personnel development as of December Figure 4.3 presents the percentage of employees trained versus the number of employees without any trainings this year. Scholarship Grant National Defense College of the Philippines Ana Liza Gruspe - Taberdo, PhD has successfully completed the Master in National Security Administration (MNSA) Program of the National Defense College of the Philippines (NDCP). The MNSA is a one-year full-time master s degree course consisting of 39 units earned through various forms of classroom work, case studies, regional security and development studies and academic enhancement travels. 16 PMMA Annual Accomplishment Report 2015

24 4.2 Student Services The Academy nurtures the physical, mental, emotional and spiritual growth of its midshipmen to achieve its commitment of producing well trained merchant marine ofkicers and engineers, Navy and Coast Guard OfKicers. A. Midshipman Affairs T h e Department of Midshipman Affairs (DMA) continues its vigorous effort to hone the midshipmen with values, knowledge and skills. Through the quasi-military training, the department prepares the midshipmen to be responsible and welldisciplined PMMA graduates. ANOS True to its goals and objectives to transform the applicants from civilian to disciplined midshipmen, the department involved the midshipmen in different community or extension services with the supervision of the Tactical Unit. PMMA joined and participated in the DENR tree planting, the International Coastal Cleanup, SBMA Coast Patrol and blood letting activities. To ensure adherence to service standards, the Mess Unit applied for a Sanitary Permit last January 2015 and received the certikication in 23 February This accomplishment assures that the municipal health Sanitation Department has found PMMA Mess services to be conforming to Sanitation standards. The Dormitory Unit have received a noteworthy commendation from the Internal Quality Audit and External Quality Audit (DNV-GL). The unit posted a Midshipmen s Step by Step Berthing Procedure, and various guides for the midshipmen, such as the PMMA Annual Accomplishment Report

25 procedures and requirements for clearance processing, and other guides such as bed sheet, color designation per class and schedule of changing beddings. Through these postings the midshipmen can easily understand and follow the instructions. The Medical and Dental Unit gave Kirst-aids, dental services (cleaning, pasta and check-ups), and minor-trauma treatment for the m i d s h i p m e n. T h e P M M A a l s o supported the Philippine Red Cross (PRC) National Voluntary Blood Donation last July 201. Through the medical and dental unit 168,750 cc of blood were donated to provide assistance to the locality. B. Guidance and Counseling Being a unique maritime institution in the country, the midshipmen develop their intellectual, physical, mental and spiritual aspects through quasi-military training. The tremendous effort of the Guidance Unit provides and gives the midshipmen the counseling services that they need, either in their personal/social, academics and careerrelated concerns. In a survey conducted, 630 respondents out of the 753 total strength of midshipmen, underwent guidance consultations. The unit received 82.4% feedback from the gathered consultation survey. Training and Safety Center The training enhances and strengthens the skills and knowledge of the midshipmen and trainees when it comes to hands on experience in Ship Basic Survival Techniques, safety guide, preparedness and simulator instruction. The PMMA Training Center offered different training courses that will cater to the various needs of each customer. Table 4.3 shows the number of trainees for each course for the year Additionally, the PMMA Training Center also accepts trainees from other maritime schools, various shipping companies, PMA and Navy Cadets. Through the Information Technology Services (ITS), the Simulators such as the Full Mission Bridge and Full Mission Engine was operated and utilized. On the other hand, fourth year or First Class cadets undergo strict validation. E. Shipboard Training Shipboard training is an indispensable part of any maritime education. Recognizing this importance, PMMA is working hard to provide the relevant training to expose its students to the hands on operation of the vessels. P M M A h a s s u c c e s s f u l l y assigned 193 cadets and agreed with 34 various shipping companies to accommodate the students in their onboard training. 20 PMMA Annual Accomplishment Report 2015

29 F. Admission The A d m i s s i o n s O f Y i c e conducted information campaigns in different towns, to invite and gather applicants. The annual entrance examination was simultaneously held in 39 testing centers. There were 1836 successful passers from the 2904 examinees last 26 September Baguio Testing Centre produced the highest number of passers with 206. 31 5.1 Financial Affairs The Academy has successfully utilized 97% of its total Fund 101 allotment, including continuing appropriations. This means that PMMA has an excellent performance in utilising the budget given by the national government, allowing further growth and development projects. PMMA has been commended at technical budget hearings for its strong Kiscal management. 34 5.2 Administrative Affairs The Philippine Merchant Marine Academy continuously ensures that the quality of education and services it offers meet the satisfaction of various customers. Through the collective effort of each and every employee to perform and respond to the needed resources of the midshipmen as well as the personnel, the Administrative Affairs align its goals and objectives to deliver the best result and product that will contribute to the development of the maritime sector. The Planning OfYice continues to communicate and ensure that the Academy complied with all the requirements needed in the Result Based Performance Management System (RBPMS). This ofkice also helped the Administrative OfKice and Human Resource Management Unit to process and identify the outputs and success indicators for the Strategic Performance Management System of the Academy. 35 To ensure the high quality of education and services the Quality Assurance OfYice and the Planning OfYice joined efforts to promote and provide support for the ISO 9001:2008 certikication of the Academy. These ofkices facilitated ISO Awareness Seminars to PMMA employees to create awareness within the organization regarding the basic requirements of ISO 9001:2008 and its interpretation. Table 5.4 shows the number of employees who attended the ISO Awareness seminars which were held in batches. 37 A. Student Awards The mission and objectives of the Academy is to educate and train the midshipmen to be skillful and knowledgeable in the maritime profession. The military training of the midshipmen helped them to become disciplined, and responsible. Through this, the midshipmen can excel in academics, training and extra curricular activities inside and outside the academy. Last 27 September 2015, Western Union celebrated the 20th National Seafarer s Day. During the celebration, the Western Union awarded two midshipmen for the Ten Outstanding Maritime Students of the Philipines, namely M/1CL Angelo Decena of BSMT and M/1CL Val Ralph Velasquez of BSMar-E. Aside from this, PMMA delegates brought home different awards from various activities and competitions conducted during the event participated in by other Maritime Institutions nationwide.
