Consider that among the available half a million officers of today, 150k might have left ships by 2030 by retiring just to maintain the current work force, new officers must be trained and provided as new workforce every year to fill the gap of total work force to be created by retiring officers if seaborne trade would to expand by 70% by 2030, we need to train and produce 40k officers every year.
