Development of study programmes for ETOs is one of the most important current tasks for maritime education and training institutions. Standards established in the new edition of the STCW Convention and Code regarding ETOs include requirements for one level of ETOs qualification. These standards should be accepted as minimum standards only. These standards do not cover a range of competencies that are necessary in modern marine engineering and do not take into account that the competencies of management level appear when vessels with powerful and complex electric power plants are maintained by electro-technical groups that might include a few ETOs. Analysis of modern and nearest future needs shows us that a minimum of two levels of qualifications (ranks) for ETOs are required. A number of countries have been supporting the idea of two-level standards for ETOs during the process of comprehensive review of the STCW Convention and Code. The first level of ETOs qualification should correspond to the standards of competence for ETOs at operational levels that are presented in the Section A-111/6 of the STCW Code. The second level of ETOs qualification must ensure the next level of knowledge, understanding and proficiency in the field of work, and the next level of problem solving abilities, communication skills, autonomy and responsibility. The Manila amendments to the Annex to the International Convention on Standard of Training, Certification and Watchkeeping for Seafarers (STCW Convention) and to the Seafarers' Training, Certification and Watchkeeping Code (STCW Code) entered into force 1 January 2012 [l]. One of the most important amendments to the STCW Convention and the STCW Code was the introduction of the standards of training and certification for electro-technical personnel [2]. The necessity of the inclusion of such standards into the STCW Convention and the STCW Code was predetermined by the rapid development of electro- and electronic technologies during the last decades and the wide use of the above technologies in maritime engineering. The new edition of the STCW Convention and STCW Code includes standards regarding electrotechnical officers (Regulation III/6 of the STCW Convention and Sections A-III/6 and B-III/6 of the Qualification Template for LQDF Page 2 of 12

3 STCW Code) and Electro-technical ratings (Regulation III/7 of the STCW Convention and Section A-III/7 of the STCW Code). Prior to the adoption of the above standards, the unified requirements of the competence and the level of responsibility of the electro-technical personnel were not established. Different countries and different maritime higher educational institutions trained ship electro-technical specialists in accordance with their national requirements. Besides, different shipping companies provided positions differently named and having different duties (Electrician, Electrical Engineer, Electrical Officer, Electronic Officer, etc.). In some cases, the principal attention was devoted to the electrical power plants and distribution of electricity, electrical drives and so on. In the others, the focus was on the electronic and control engineering. Different approaches to the duties of electro-technical personnel and to the development of the associated training programmes before the adoption of the Manila Amendments were reflected during the process of the comprehensive review of the STCW Convention and the STCW Code. For instance, the proposals to include new definitions into the STCW Convention and work out the related standards regarding Electrical officer and Electronic officer, Electro-technical officer and Senior electro-technical officer were submitted. As a result of lengthy discussions and the resulting convergence of the delegations' positions, the standards regarding Electro-technical officer were adopted. After the Manila Amendments have entered into force, the training of electro-technical personnel should be provided in compliance with the adopted standards. The specification of minimum standards of competence for electro-technical officer as presented in the Table A-III/6 of the STCW Code requires knowledge, understanding and proficiency in the subject areas of mechanical engineering, electro-technology, hi-voltage technology, electronics, control engineering, computing and data processing and communication technology. It is evident that the area of competence of electro-technical officer covers a wide range of engineering and technology and requires the realization of the specific educational and training programmes, which may be classified as educational and training programmes in Combined Technology. The standards regarding electro technical officers in the STCW Convention and the STCW Code established only one level of ETOs' qualification and responsibility - operational level. The standards established in Regulation III/6 of the STCW Convention and Sections A-III/6 and B-III/6 of the STCW Code should be accepted as minimum standards only. These standards do not cover a range of competencies that are necessary in modern marine engineering and do not take into account the situations when competencies of management level are required. This National Occupational Certificate at NQF level 6 resulted from an identified industry and employer need and represents a step in the established sub-field learning pathway. 4 PURPOSE The purpose of this qualification is to prepare a learner to operate as an Electro Technical Officer An Electro Technical Officer arranges the competent and qualitative operation and maintenance of the electronics and control -, computer and info-communication systems on board ship in an operational and supportive role. A qualified learner will be able to: 1. Complete marine electro-technical (electrical, electronic and control engineering) duties (Level 5) 2. Perform marine electro-technical maintenance and repair duties (Level 5) 3. Perform safe ship board operations duties and care for persons on board at an operational and support level (Level 4) 4. Engage internal and external human resources at operational and support level (Level 4) 5. Further to the above requirement, the learner must have a current approved SAMSA medical fitness and eye test certificate. A specific requirement for entry into the workplace component of the Marine Motorman Grade 2, is valid certification against the following ancillary courses: Personal Survival Techniques Personal Survival and Social Responsibility Medical First Aid Fire Prevention and Firefighting Safety Familiarisation EXIT LEVEL OUTCOMES AND ASSOCIATED ASSESSMENT CRITERIA Exit Level Outcome 1 The ability to control the operation, monitoring and evaluation of the performance of safe and efficient electrical and electronic systems and equipment (30%) Associated Assessment Criteria The operation of electrical and electronic ship board systems is monitored as part of a team. The safe operation of generators and distribution systems for ship board electricity reticulation is controlled. Computers and computer networks on vessels for the control of systems are operated. Assistance is provided in monitoring the operation of electrical and electronic ship board systems. Support is rendered in the operation of generators and distribution systems for ship board electricity reticulation. Corrective action is instituted. Engine room resource principles are applied. Exit Level Outcome 2 The ability to take appropriate action to prevent damage/failure as per planned maintenance procedures, marine practice, safety regulations and manufacturer's instructions (35%) Qualification Template for LQDF Page 6 of 12

7 Associated Assessment Criteria The maintenance and repair of electrical and electronic equipment is managed, including monitoring systems, automatic control devices and protective or safety devices. The maintenance and repair of automation and control systems of the main propulsion and auxiliary machinery is managed. Some bridge navigation equipment and ship communication systems are maintained and repaired within the scope of the Certificate of Competence endorsements Support is provided with the maintenance and repair of electrical and electronic equipment including monitoring systems, automatic control devices and protective or safety devices Assistance is provided with the maintenance and repair of automation and control systems of the main propulsion and auxiliary machinery Exit Level Outcome 3 The ability to perform safe ship board operations duties and care for persons on board for at an operational and support level (15%) Associated Assessment Criteria Contribute to the safety of the ship and care for persons on board at an operational and support level. Emergency situations and damage are controlled. Operational and legislated records are maintained. Exit Level Outcome 4 The ability to manage, lead and develop the human element as per operational and legislative requirements (10%) Associated Assessment Criteria Service providers and / or personnel are managed Performance standards for human resources are determined Utilisation of human resources is optimised Continuous professional development plans are compiled Exit Level Outcome 5 The ability to exercise all required safety, environmental and hazard control precautions and procedures when overseeing the operation and performance evaluation of electrical, electronic and control systems. (10%) Associated Assessment Criteria Assistance is provided in developing security contingency plans Security procedures are implemented. 8 Shipping is a global business of great importance to international trade. The utilization of modern electronic and information systems and are increasingly required in the shipping industry. Many of the engineers in shipping have a qualification including electrical and electronics, but lack certain specializations or knowledge especially when it comes to advanced electronic control or computer systems and networks. This qualification will offer re-skilling and up-skilling of such people operating in a modern shipping environment. Learners will acquire the necessary knowledge and skills to manage, maintain and repair electrical and electronic as well as computer systems and networks. The international comparability study conducted specifically focused on identifying occupational standards or qualifications used in other countries that might contain indicators of best practice that could be used for comparison to or in the development of the Electro Technical Officer qualifications to be submitted for registration to the QCTO. The International Maritime Organisation and its member states (UK, Australia, and India) were selected as best practice as it was accepted as International standards The content, scope and duration of the qualification is uniform internationally. The Maritime profession is an area with globally recognised best practices, standards and Qualifications. This Qualification and set of Unit Standards utilises international and locally recognised best practice and standards. The data collection process included the following: International legislation and conventions An extensive Internet search focusing on the countries identified as best practice countries Follow-up by to obtain more detailed information especially in relation to case studies Contacting professional and academic colleagues in target countries with direct involvement in the development or application of relevant vocational qualifications The international comparability study was done in various countries, such as New Zealand, United Kingdom, Iran, Australia, USA and South Africa. INTEGRATED ASSESSMENT Integrated formative assessment: The skills development provider will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment. Integrated summative assessment: An external integrated summative assessment, conducted through the relevant QCTO Assessment Quality Partner is required for the issuing of this qualification. The external integrated summative assessment will focus on the exit level outcomes and associated assessment criteria. RECOGNITION OF PRIOR LEARNING RPL for access to the external integrated summative assessment: Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related Qualification Template for LQDF Page 8 of 12

9 curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of result or certifying a work experience record. RPL for access to the qualification: Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements. ARTICULATION Relation of this Curriculum to the Occupation and Qualification Progression: Learners entering this qualification will likely feed into the industry with a part qualification: Electro Technical Rating and / or a National Occupational Certificate: Electro Technical Officer. NOTES Qualifying for external assessment: In order to qualify for the external summative assessment learners must have a copy of a completed and signed Statement of Work Experience as well as proof of successful completion of the following subjects and modules or alternative programmes where applicable. Foundational learning competence is pre-requisite for the awarding of this qualification.
