3 Superintendent s Message Republic of the Philippines Philippine Merchant Marine Academy San Narciso, Zambales T he Philippine Merchant Marine Academy s capability to advance and stay ahead of other maritime schools in the country for almost two centuries is in itself a great feat. Since its founding, the Academy s indomitable spirit refuses to rest in its continued commitment to provide competent officers to the international maritime industry. Always guided by our focus on excellence, we strive to adapt to the constant changes that happen around us, not just going with the flow, but soaring high above each and every challenge. It has been a fruitful 2014 for PMMA. We have met and exceeded our targeted Major Final Outputs (MFOs) in terms of number of graduates, both in the Higher and Advanced Education. Our performance in the licensure examinations administered by the Professional Regulation Commission (PRC) is by far the best among other maritime schools, with our graduates gaining the top ranks in the licensure examinations, and a high passing percentage performance. Our Research and Development Department remains steadfast in producing new ideas that uplift the knowledge and understanding of our midshipmen, personnel and other agencies that may benefit from the exploratory studies. More visions are turning into realizations; more progresses are on their way, all to seal the covenant that the PMMA remains to be the best in delivering quality maritime education in the country. We have renovated significant structures, converted and improved facilities, procured additional equipment, all to ensure that we provide the best quality. Next year, we will be embarking again on new quests: to provide assessment services to qualify candidates for the deployment of highly competent, globally competitive Filipino maritime manpower. With the establishment of the Assessment Center in partnership with the Maritime Industry Authority (MARINA), we will once again show our resolute contribution to the maritime industry by providing impartial assessment services to candidates who aspire to be deployed in local and international vessels. Another challenge will be the migration of our Quality Management System from DNV standards to ISO 9001:2008. This means that our attention will focus not only on the quality and execution of maritime education, but to the establishment of a more holistic approach to quality management system as well. We will prove once again that no challenge can bring us down. We are one with the world in pursuing for excellence. We are focused at achieving another victory. We are steadfast in our purpose, to succeed with the challenges that the future awaits. We are compelled to be responsive with what the future brings. 4 Vision Mission The Philippine Merchant Marine Academy envisions through its academic programs and quasimilitary training, to produce a balanced personality out of every graduate, i.e., an internationally capable officer and gentleman who can function efficiently in his/her field of endeavor and contribute to the development and progress of the Filipino nation. To educate and train midshipmen/women to become qualified and competent merchant marine officers for shipboard and shore-based positions in response to the global requirements of the expanding maritime industry as well as to become competent and capable naval officers who can serve as naval and military auxiliaries in times of war or national emergencies, and to contribute to the improvement of maritime education.

5 Philosophy The Philippine Merchant Marine Academy is committed to a policy of providing the highest practicable standards of maritime education and training to its Corps of Midshipmen, and to produce merchant marine officers with an assured level of quality, which satisfies all national and international standards. Goals and Objectives a. To confer the degree of Bachelor of Science in Marine Transportation and Bachelor of Science in Marine Engineering to deserving PMMA midshipmen b. To prepare and recommend PMMA midshipmen as commissioned officers of the Philippine Navy (PN) before their graduation in the Academy c. To train and upgrade merchant marine officers in shipboard and offshore positions as shipping executives and technical consultants d. To offer post graduate studies in maritime education and shipping business e. To train students apprentices in various shipboard or shore facilities rank and file billets through the offering of practicum classes f. To conduct research and development projects that positively affect the education and training of PMMA midshipmen and post graduate students and in the pursuit of new information and knowledge of value to the maritime industry g. To provide assessment services to qualify candidates for the deployment of highly competent and globally competitive Filipino maritime manpower.

The Academy Being the pioneer maritime institution in the country, the Philippine Merchant Marine Academy (PMMA) is sustained by government funds and is supported by various shipping companies. PMMA continuously delivers the highest practicable standard of maritime training, producing qualified and competent merchant marine officers. The Academy s wide philosophy, goals and objectives are definitely aligned to the standards and needs of national and international clientele. Through the logical framework, PMMA assures that the education, training and services it provides meet the client s expectation by systematic planning, monitoring and evaluation of cycle management. 1

Academy Challenges Being part of an international, technological and multi-cultural industry that the maritime sector is, PMMA recognizes challenges as instruments that bring out the best strengths and abilities that are yet to be unleashed. Challenging its limits in order to tread even farther and better, overcoming these challenges and using them to PMMA s advantage makes life even more interesting and meaningful. 5

14 1. DNV to ISO Migration The Det Norske Veritas (DNV) is an internationally recognized certification body that provides accreditation of management systems in various sectors such as the maritime industry. The DNV Certification objectives ensure that the offered maritime education is properly designed, and complies, with the requirements in reference to the STCW. The Philippine Merchant Marine Academy (PMMA) in San Narciso, Zambales site as well as the Graduate School (G.S) and Training Center (T.C) in Manila Area hold the certification of Maritime Academies and Maritime Training Center in DNV Standards for the past years. The Quality Management System (QMS) of the Academy was based on DNV standards. In its commitment to continually improve the Quality of Service that it brings to the society, PMMA decided to shift its quality management system from DNV to ISO 9001:2008. This conclusion was reached in order to have a holistic approach in capturing quality, Aside from focusing on the quality and execution of maritime education, the need to ensure the establishment and implementation of process and procedures as a government maritime academy should also be addressed, thus the need to migrate to ISO 9001:2008 standards The application for ISO 9001:2008 was processed in two stages. The first stage of migration started last September 3, 2014 and the second stage was scheduled on January

15 2. SPMS Pilot Test The Civil Service Commission (CSC), being the central human resource management agency of the Philippines it is constitutionally mandated to promote morale, efficiency, integrity, responsiveness, progressive and courtesy in the civil service. In order to carry out its mandated function of formulating, administering and evaluating programs relative to the development and retention of qualified and competent public servants, the Commission requires each government agency to administer Performance Evaluation System (PES). The purpose of the PES is to improve the efficiency and organizational effectiveness of each employee. Having tried several systems to improve the performance evaluation/appraisal in the government, the only system that best links the individual performance and the agency s organizational vision, mission and strategic goals is the Strategic Performance Management System (SPMS). The SPMS is a tool that ensures that the goals are aligned to the Agency s mandate and organizational priorities. It is an output/outcome-based performance system that accounts the individuals to achieve the organizational goals. The CSC requires all agencies to pilot test the said system before 2014 ends. The Agency formed the Performance Management Team (PMT) to ensure that the budget, office performance targets and measures are aligned with the goals and objectives of the organization. The Academy s PMT conducted brainstorming meetings to establish the PMMA SPMS. There are also different stages considered in executing the SPMS Process properly. 7

16 3. PMMA Assessment Center PMMA is in the process of establishing an Assessment Center to provide quality assessments to seafarers in the maritime industry. It aims to upgrade the standards of the Filipino maritime manpower to ensure their competitive edge in the global market. The Assessment Center will house the most advanced equipment and facilities to ensure excellence, sufficient knowledge, skills and competence among merchant marine officers and crew to exhibit their proficiency in plying domestic and international maritime transportation and operations. 8

17 III. Major Final Outputs The Academy s quality education, training and services are crucial to the midshipmen/women s learning outcome. Through its academic programs and quasi-military training, PMMA helps the midshipmen/women to develop leadership and discipline and to enhance their physical, mental and spiritual growth. PMMA cultivates a sense of social and mental welfare, and a high sense of duty and responsibility to the midshipmen/women. Preparing them to be globally competitive and successful officers in their chosen field of endeavors. 9

18 MFO 1: Higher Education A. Graduates Last May 20, 2014, the Academy has successfully produced 230 graduates; 102 midshipmen from College of Marine Transportation (CMT) and 128 from College of Marine Engineering (CME). After an outstanding performance, Cadette Laarni Grace R. Pangilinan, from the College of Marine Transportation, garnered the highest rating as Magna Cum Laude. Aside from Pangilinan, there were six (6) other Magna Cum Laude and eight (8) Cum Laude for Academic Excellence Award given to CMT and CME graduates. From these 230 graduates, five (5) were automatically absorbed by the Philippine Coast Guard. The remaining graduates immediately reported to their respective shipping companies. 10

Licensure Examination The Professional Regulation Commission (PRC) written phase licensure examination for Marine Deck was scheduled on the month of January and July, while the Marine Engineer exams were programmed on February and August. 23 MFO 2: Advanced Education A. Graduates The PMMA Graduate School aims to further enhance the technical and theoretical knowledge given in undergraduate studies. It caters to both maritime and non-maritime professionals who seek to pursue a career in the maritime academic profession. This year, the Graduate School has seven (7) graduates from Ship Management and Maritime Education and Training. They either work in private Shipping Companies or work on board running international vessels. This is the reason why the number of graduates is difficult to control. Many students do not finish their post graduate education in time due to their work. MFO 3: Research and Development The Department of Research and Development (DRD) continues its effort to produce new ideas that can contribute to the knowledge and understanding of the midshipmen, personnel and other agencies. The faculty and some employees were engaged to make research studies that will prudently act on the issues or situations affecting midshipmen s life and are thus expected to bring improvements to the Academy s service delivery. 15

24 The DRD successfully assisted/completed the following research projects on schedule: 1. An Evaluation of the Shipboard Training Program of the PMMA 2CL Midshipmen: Basis for Improvement toward Customer Satisfaction 2. Difficulties in Mathematics 1 of PMMA College of Marine Engineering (CME) 4CL Midshipmen/women, School Year The latter completed research project was published and presented in Research and Educational Development Training Institute. Three (3) researches were also copyrighted: (1) Terrestrial and Coastal Navigation, (2) Electrotechnology 2, and (3) Speech Communication with SMPC. 16

25 IV. Support To Operations In support to the goals and objectives of the Academy to nurture the physical, mental, emotional and spiritual growth of the students, several support units and departments contribute to realize this goal. Support units and departments such as the Admissions Office, Human Resource Management Unit, Department of Midshipmen Affairs, Registrar s Office, Department of Shipboard Training, and the Training Center collaborate to achieve our commitment to produce well-trained merchant marine officers and engineers, Navy and Coast Guard Officers. With the quasi-military training, the PMMA regimental life complements the academic activities to produce disciplined graduates. 17

Trainings/Seminars/Workshop Through the result-based performance system, the Academy consistently develops leadership, discipline, knowledge and skills among the midshipmen/women, faculty and employees. By providing the training and learning opportunities of the personnel the Academy ensures the growth to improve effectiveness and competency in their performance quality work life as a public servant professionals. Scholarship Chief Engineer Charlie Pandongan started his Postgraduate in Maritime Training Affairs specializing in Maritime Education and Training last September 2013 at the World Maritime University, Malmo, Sweden. He graduated last November 2014 The course taken will contribute to the development of the Academy to attain quality and excellence in the field of Maritime Education and Training. Student Services Being a unique Maritime Institution in the country, the Academy continuously delivers unparalleled quality education and training to the students. To cater to the needs of the students, various services and facilities come together and support each other in attaining the goals and objectives of the Academy. The regimental system molds the students leadership, discipline, character and attitude. These aspects, combined with the arts and sciences delivered in the colleges, maximize the potentials, skills and knowledge of the students in managing and excelling in the maritime industry. The Department of Midshipmen Affairs (DMA) puts its tremendous efforts to transform the applicant from civilian to midshipmen and midshipwomen through the Indoctrination Period. It hones the students to be responsible, developing their intellectual, physical and spiritual aspects. Under the DMA, the Mess Unit and Dormitory Services of the Academy provide the basic needs of the cadets/cadettes. As government scholars, the cadets/cadettes have the benefits of free board and lodging throughout their academic residency. The Medical and Dental Unit, on the other hand are equipped with facilities to respond during emergencies, delivering first aid and minor-trauma treatment. 20

29 The Training Center and the Safety Center serve as the laboratory of the midshipmen and trainees. To fortify the maritime education and training among the midshipmen and trainees, the facilities are used to enhance their knowledge and skills through hands-on experience. Simulators (Full Mission Bridge Simulator and Full Mission Engine Room Simulator), Electronic Chart Display, firefighting and lifeboat handling are just some of the activities and facilities that provide a realistic approach in preparation for actual maritime situations. The PMMA library is equipped with modern and up-to-date reading resources to efficiently deliver quality education to the midshipmen and faculty. The Library reliably stores research studies and refernces and is also equipped with wireless fidelity (wi-fi) to provide a more comprehensive research experience to the students. A. Enrollment As a special and unique maritime education institution under the Philippine government, the Academy rigidly screens the fourth class (First Year) aspirants. The first class (Fourth Year) midshipmen/women are also validated strictly to ensure that they are well-prepared once they join the maritime workforce. This December 2014, there were 816 enrolled midshipmen/women for CMT and CME. The breakdown of enrolled cadets is shown below:. Shipboard Training The Academy through the Department of Shipboard Training (DST) initiated the drafting and signing of Memorandum of Agreement with various shipping companies. This agreement is essential when the 2CL students embark in international vessels during their On-The-Job-Training Program for twelve (12) months. The Shipboard Training is an indispensable ladder to become competent merchant marine officers and engineers, Naval and coast guard officers. The Academy assures that 100% of the PMMA graduates have shipboard placement right after their graduation. 22

32 C. Applicants The Academy conducted the Annual Entrance Examination last September 27, 2014 in 38 testing centers. From the 7,109 applicants, there were 3,734 passers ready for medical screening and to be oriented on May 2015 for the one (1) month probationary training. General Administration and Support Services The Academy ensures that the outcome-based education and performance of service of the employees contribute to the honing of skills and learning of the students to become successful leaders by providing the resources needed. PMMA guarantees that all services of the Academy meet the highest standards of reliability and excellence in meeting and maintaining the resources for midshipmen and employees through the Administration and Finance Department. The General Administration and Support Services (GASS) maintains and improves quality policies, procedures, processes and systems to align goals. It also provides the services for the smooth operation of the Academy. These services include Transportation, Repair and Maintenance, Records, Janitorial and Security. 25

34 Administrative Services The Quality Assurance Office (QAO) aligns the processes and systems of the organization to be the Center of Quality Maritime Education and Training. To maintain the highest practicable standards of the Academy, the institution undergone external audits from CHED-MARINA-PRC, NSA, and DNV. It also passed the Stage One (1) of ISO 9001:2008 Certification Audit by DNV-GL. The Planning Office facilitates and conducts the Institutional Planning and Performance Management Meetings for the alignment of the Academy s objectives into key result areas of the national government. The link between the Results Based Performance Management System (RBPMS) and Strategic Performance Management System (SPMS) are also being established. The Civil Service Commission released a memorandum for the establishment and implementation of SPMS starting this year. The cooperation and support of the Administrative Office helped the Planning Office in processing and identifying the outputs of the organization, thus delivering the Strategic Performance Management System. The Academy ensures that all employees and students were provided with resources, trainings and awareness programs. The Administrative Office helps the institution by developing and providing programs that enhance the intellectual and experiential knowledge of the individuals. In this light, the Administrative Office coordinated and facilitated the Gender and Development programs in the Academy to increase awareness and understanding about gender equality. Financial Division The Finance Management Department continues its effort to utilize the budget from different funds. It also monitors the Income Generating Projects in accordance with the Physical Plans and Budget Reports submitted to Department of Budget Management. 26

35 SUMMARY STATEMENT OF INCOME, EXPENDITURES AND PROPOSED UTILIZATION OF INCOME BALANCES/ SAVINGS FOR CALENDAR YEAR 2014 Table 18 The Academy s income collection come from the training fees of the Training Center, revenue from Income Generating Projects of the Business Management Unit, other fees and miscellaneous school fees from the midshipmen and financial assistance from shipping companies. The total collection for the period January to December, 2014 is P41, 127, The total estimated expenses chargeable to the said income is P29, 199, Upon comparison with the total estimated income, the Academy arrived at an estimated balance or savings of P8, 649, at year-end. With this amount of income savings which are realized and made possible thru the joint effort and exemplary performance of duties of the employees together with the unwavering support of the PMMA governing board, it was proposed that the total amount of P3,300,000 be authorized to be as the PRAISE CASH AWARD to the employees at P15, each. 27

37 VII. Awards and Recognitions The Academy Quasi-Military Training will identify the character, attitude, discipline, determination and passion of the cadets/cadettes. The midshipmen develop teamwork, further boost their skills and talents. The Academy does not focus only on academics but to the skills and talents the midshipmen are capable of doing. 29

38 The Philippine Navy gave a Plaque of Appreciation for the invaluable support of the Academy in conducting education and training for the Philippine Navy Officer candidates A Military Commendation Medal was awarded to 3CL Reyes, Aiza Lee for topping in B.S. Marine Engineering, while 3CL Lawagan, Amando received a Military Certificate for being an achiever for both Physical and Academics. 30
