5 Media reports and Congressional interest A story posted by Reuters on 16 August noted the incidence of elevated blood lead levels in children and some serious health effects on some children that may be related to lead exposures from living in Army housing The report was discussed in an Army Times article on 17 August and is being reported by other media outlets Some members of Congress are following up with the Army

6 Where do lead hazards come from? Structures built before 1978 may have significant levels of lead in paint Federal law banned the sale of lead based paint after 1978 As long as the paint remains encapsulated, there is no hazard If this paint deteriorates or is damaged, lead may be released to the surrounding environment which can appear in dust, soil and in paint chips. There are other sources of lead hazards drinking water, carried home from workplaces, hobbies, utensils, toys, food, cosmetics, etc.

7 Army Background Before a tenant leases a pre-1978 home or apartment, federal law requires landlords to disclose known information on lead-based paint and associated hazards to potential residents before signing a lease. Leases must include a specific warning statement about lead-based paint. Residential Communities Initiative (RCI) project companies inspect for the presence of lead and asbestos hazards, and abate or eliminate the hazard in accordance with applicable army, state, and federal laws and regulations. The Army conducts periodic site visits to ensure RCI project company partners adhere to the terms of the ground lease.

8 Army Background (cont) According to the Environmental Protection Agency (EPA), lead-based paint is not a hazard if properly encapsulated. However, ingestion or inhaling of peeling, cracking, stripped, disturbed, or otherwise deteriorated paint can be hazardous. Federal regulations identify households with children 6 years of age or younger as the at risk population. The Army continues to test IAW the Safe Drinking Water Act, the Clean Air Act, and lead and copper rule of 1991, along with equivalent host nation requirements at foreign locations. In 2016, out of abundance of caution, IMCOM went above the minimum requirement and proactively began sampling for lead in drinking water in 100% of all army government-owned and leased housing.

9 West Point s, Army Family Housing (AFH), Lead Based Paint (LBP) Management Plan 1. Army Regulation (AR) 200-1, "Environmental Protection and Enhancement", and AR " Army Facilities Management, outlines West Point's lead based paint (LBP) management program. 2. The West Point LBP Management Plan includes testing, abatement, cleanup, disposal, monitoring and maintaining a permanent record of the status and condition of all LBP in the Installations facility inventory. This is updated on a continual basis. * Independent New York State Certified LBP Inspection Tests: USAG West Point DPW conducted independent and certified LBP testing surveys in 1994, 2001, 2005 on housing units constructed prior to In March 2007, Residential Communities Initiative (RCI) completed the Environmental Baseline Survey at West Point consisting of 27 housing areas comprised of 964 housing units which was provided to Balfour Beatty. * LBP Management ( ): All Army Family Housing construction projects including DPW In-house Maintenance and Repair work during this time period included LBP abatement, management or removal and disposal of construction components in strict accordance with New York State, OSHA and the Environmental Protection Agency requirements and guidelines. * LBP Management ( Present): Balfour Beatty maintains the AFH LBP Management Plan.

10 West Point Background Child Testing at Keller: In 2017, 119 children tested zero children were above 5 mg/dl In 2018, 92 children tested zero were above 5 mg/dl mg/dl means a microgram per deciliter or one millionth of a gram per deciliter. A deciliter is 1 tenth of a liter. National Average BLL: 1.4 ug/dl West Point = 2018 Average BLL = 0.9 ug/dl Since our average is below the national average BLL, then despite the known hazard (lead paint in homes), our mitigation strategies are helping reduce the exposure.

12 BBC s LBP Management Plan and Process BBC s LBP Management Resource BBC maintains a comprehensive database identifying homes that contain LBP, including where in the home it may be located Our maintenance technicians are mindful of these areas in our homes when performing work BBC s LBP Training & Work Practices BBC maintenance technicians receive training on lead-safe work practices Where required, RRP-certified contractors are used to perform work BBC conducts visual inspections at change of occupancy (COM) and other periodic intervals Residents with LBP in their homes should report any concerns or issues about LBP painted surfaces to BBC community management immediately LBP issues are classified as an urgent work order We will take the necessary care in a timely matter to resolve any issues

13 What can you do to reduce lead risk in your home? Inspect and maintain all painted surfaces to prevent paint deterioration. Make sure your child does not have access to peeling paint or painted chewable surfaces Clean regularly following the guidance provided in the EPA Protect Your Family from Lead in your Home No self-performed repairs or testing (this creates potential exposure and increased risk) Address water damage quickly and completely Use only cold water to prepare food and drinks Flush water outlets used for drinking or food preparation. Clean debris out of outlet screens or faucet aerators on a regular basis. Avoid using containers, cookware, or tableware that are not shown to be lead-free to store or cook foods or liquids. Be aware of lead hazards from certain hobbies such as stained glass or that involve casting lead objects. Keep children away from your work areas.

14 What are we directed to do? For RCI houses, we will only be validating that our RCI partners have procedures in place that effectively protect the residents. This validation will include a visual inspection but it will not involve Army testing or sampling for lead based paint, water or asbestos. No Army testing in houses which we don't own but if there is an issue, we will bring it to the attention or our RCI partners.

15 Lead Paint Reporting for Buildings 1. Building Commandant/DPW O&M Branch submit a DMO (Demand Maintenance Order) to have paint tested for lead after pealing paint is identified or before renovations are made to the impacted area. 2. A DPW Contract is active/in-place to perform lead paint testing. 3. If paint is positive for lead, Building Commandant/DPW O&M Branch will submit a Work Order (4283) to have the lead paint encapsulated or abated. 4. A separate DPW contract is active/in-place to perform the encapsulation or abatement.

16 Lead and Copper in Drinking Water The NYS Dept. of Health requires sampling for Lead & Copper every three (3) years. The latest round of sampling was performed in The Lusk Water System tested 20 locations, the Stony System collected 20 samples. These System include the Schools and CDC s. The Water tests were below the Action level for both of these Water Supplies. The Army has scheduled a complete round of L & C sampling for WP Schools and CDC s in FY 19.

17 Tips for Reducing Lead in Drinking Water 1. Run your water for seconds to flush out the lead. 2. Use cold water for cooking and preparing baby formula. Do not cook with or drink water from the hot water tap. 3. Boiling water will NOT reduce lead. 4. When replacing plumbing fixtures, use LEAD FREE fixtures. Visit the National Sanitation Foundation Web site at: to learn more about lead-containing plumbing fixtures

18 What is the process for testing and mitigation or elimination? How is a home screened/tested for a possible lead hazard? A qualified risk assessor visually inspects paint for damage, and takes samples of significantly damaged paint Dust wipe samples are taken in areas where children may contact damaged paint, paint chips, or lead-containing dust The risk assessor may take soil samples The initial risk assessment is a screening procedure. Further risk assessments may be taken if the screen identifies a lead hazard What is the process for abatement or mitigation and elimination? Abatement- a process designed to permanently eliminate lead based paint hazards Renovation, Repair and Painting (RRP)- activity performed as an interim control to minimize lead hazards; not designed to permanently eliminate lead based paint hazards EPA requires individuals & firms who perform abatement and RRP to be certified

19 Health effects of Lead exposure Lead is a metal that is found naturally in all parts of our environment; the air, soil, and water. Exposure to lead is harmful health, especially in younger children and pregnant women. Even children with blood lead concentrations below 5 mg/dl can suffer decreases in mental ability. They may display incidence of developmental issues. Children with higher levels of lead blood lead concentrations (5-10 mg/dl) may develop hearing problems, anemia and behavior and learning problems. Your healthcare provider can help you determine if your child is at risk of exposure to lead. Follow your State s policy on lead screening for children. For high risk populations, a blood lead test can help determine the level of exposure.

20 What to do if you have health concerns Schedule an appointment with your child s primary care physician The provider will ask screening questions and order a test to check for lead exposure if your child should be tested. The Army follows lead screening guidelines recommended by the American Academy of Pediatrics (AAP) at well-child examinations If living on post, contact the housing office. If living off post, contact your local health department They can provide records of when the last lead risk assessment was done and can help you determine if your house needs a lead risk assessment now. The Primary Care Provider is a resource for families with any lead-related concerns as well as those who need assistance with any of the above. You and the Army medical treatment facility are partners in ensuring the health and well-being of your children. We are as dedicated as you are to this goal, so please share your concerns with us.

21 The Army s way forward The Army is developing a plan to execute a tiered approach for validating that current Army procedures protect families from health hazards associated with lead. This plan will validate procedures for Army owned and leased houses as well as privatized houses under Residential Communities Initiative (RCI). The second tier of the Army s effort will be on a proportion of pre-1978 houses with children 6 and under. It will involve an assessment that lead management procedures are effective and that potable water has been properly sampled. After review of the results of this initial effort, the Army will assess the effectiveness of current procedures and determine whether additional validation efforts are required. 32 Brown Water Issue EMD has been working with O & M, Engineering, and RCI on a Brown Water Issue. This issue has raised concerns in the community. Please be advised that your Water is Safe to Drink. Currently plans to resolve this issue are to Loop the Distribution System in the Biddle Loop Area. Also Flushing is being performed to remove sediment from the pipes. The long term solution is to replace Pipes as funds are made available.

35 Emergency Services Comparison is FY17 YTD vs FY18 YTD No discernable trends due to the low rate of personal crime Spike in July FY18 was due to two domestic assaults and one simple assault 46% increase in property crimes (due to negligent vehicle accidents and larcenies ) Upward trend coincides with summer training and increased military vehicles on road 10% increase in traffic crimes Road conditions, tight turns and inexperienced drivers are the contributing factors 15% decrease in traffic violations (attributed to increased presence of patrols in high speed areas) Parking continues to be an issue. 38 Emergency Services NY Department of Environmental Conservation stance on Bears at West Point Approximately same number of bear calls as this time last year. NYDEC has final approval authority on what actions to take for nuisance bears. NYDEC assesses situation and provides guidance on how to encourage the bear out of the inappropriate setting. The majority of recommendations involve removing food sources that attract bears. NYDEC may decide the best course of action is to aversively condition the nuisance bear. These bears will be trapped and hazed upon release at that location in hopes of teaching the bear that obtaining food near humans is unacceptable. The bear will be tagged so that DEC can keep track of repeat offenders. Relocation is rarely successful, and is therefore rarely used. A relocated nuisance bear often travels great distances, as much as 100 miles, to return to the original site. If the food source remains at the original location, other bears will continue to be attracted to that site.

39 Emergency Services Trends and Focus Areas: Random Anti-Terrorism Measure Checks at the ACPs (Front Gates) are a community requirement. Failure to submit to a check will restrict your access to post through all gates. Parking spots are limited on post. If there are no white lines identifying a spot, then do not park there (NY Law). Call MPs if someone is parked in your designated spot; spots are allocated to organizations. Please utilize the shuttle system if you are unable to find a spot. Football Season: Change in traffic patterns on post; Lusk HA access; Army v Air Force 03NOV18 Wilson Speed Hump trial initiative; still aren t plow proof Community Compliance program rollout. Points on installation driving records are assessed and driving suspensions will be issued when a person has an accumulation of 12 traffic points within 12 consecutive months, or 18 traffic points within 24 consecutive months, or 4 parking citations in 1 year. Installation traffic points are removed after 24 months.

41 Keller Obstetrics (OB) Update (1 of 4) Background 28 May 18: Keller s OB Labor & Delivery (L&D) services went on divert due to staffing shortages - Certified Registered Nurse Anesthetists (CRNAs) - Perioperative Nurses All OB patients referred to local hospitals Current Status (as of 11 Sept 18) No change to OB services OB L&D continues to be on divert Key Update: Keller is awaiting a closure decision

42 Keller Obstetrics (OB) Update (2 of 4) Why is DoD considering closing Keller s OB L&D service? The primary concern is Patient Safety. #1 - Keller delivers 9 babies/month (on average): this low # of births does not enable our providers & support staff to maintain the highest levels of proficiency Network Comparison: local hospitals deliver > 50 babies/month #2 - Keller does not have the facilities/resources on-site to manage high acuity birth complications (i.e., no Neonatal Intensive Care Unit) Network Comparison: local network hospitals operate NICUs and can better manage high-risk pregnancies #3 - When Keller s OB L&D was open, many patients went to the network 40% of West Point s OB patients delivered off-post - all high risk pregnancies - all patients who desired off-post care

43 Keller Obstetrics (OB) Update (3 of 4) If Keller does not reopen its L&D services, what happens if an expectant mother cannot safely drive from West Point to a local hospital during a winter storm? The Keller Emergency Room is open 24 hours/day, 7 days/week. If a pregnant patient presents to the Emergency Room, Keller will follow the below protocol. #1 Keller staff will evaluate the expectant mother s condition. #2 If stable, Keller will transfer the patient to a local birthing center (airlift if needed). #3 If delivery is imminent, the baby will be delivered in the Emergency Room. The patient and baby will then be transferred to a local hospital once the conditions are safe for travel.

44 Keller Obstetrics (OB) Update (4 of 4) The Way Ahead Keller will continue to divert OB patients to local hospitals. Once a decision is made on closure, the West Point community will be notified. If the decision is to re-open, Keller will publish a projected timeline on when services will resume. The Keller command team will be available after this Town Hall to answer any questions.
