He graduated from Indiana University School of Law in 1965 and passed the Indiana Bar Exam that same year. His law career began in 1966 with the Office of Chief Counsel for the IRS where he handled primarily cases in litigation in the U.S. Tax Court. He also did some collection work as well as review of criminal enforcement cases prior to referral to the Department of Justice for prosecution. In 1980, he accepted an appointment as an ALJ with the Department of Labor. In that position, he heard and decided cases involving the interpretation of federal labor laws as well as serving as a Mediator and Special Trial Judge on loan to other federal agencies. Upon his retirement from the bench in 2006, Judge Jensen began an association with multiple WWII, Korean War, and Vietnam veterans. He was inspired, at least in part in this endeavor, by his uncle s service during WWII with the 2nd Infantry Division. He began preparing veteran s military history records as well as interviewing veterans to preserve their military experience for the Veterans History Project of the Library of Congress. Files have also been submitted to the WWII Museum in New Orleans and the 8th Air Force Museum in Savannah, Georgia. His approach to developing the veteran s records is somewhat unique, highly inclusive, and is based in part on his legal background. He will share his thoughts and experiences in developing the records and dealing with veterans of all branches of service. 3 You Asked, MOAA Answered: Who s affected by the new TRICARE changes? (MOAA article By Gina Hawkins, Senior Staff Writer) Big changes are coming for TRICARE users, and MOAA want to make sure you and your family are prepared to take a more proactive approach in selecting the best health care plan. New enrollment rules and fees are hitting in 2018 for many TRICARE users. MOAA is working with the Defense Health Agency to help craft communication materials to inform TRICARE users about the changes but with so many new rules on the horizon, we want to help our members understand who will be affected and when. This will be the first part in a series of Q&As on what you need to know about the upcoming changes. Part 1 will focus on who will - or won t - be affected. Part 2 will answer your questions about the new TRICARE enrollment process. Part 3 will address member s concerns about any changes in access to health care. The overarching theme is that we have a new model, a new process, says Capt. Kathy Beasley, USN (Ret), director of MOAA s government relations health affairs. Beneficiaries have to make an active annual choice of their program. Here s a look at how the changes could affect you. Stay tuned to our website and magazine for more on the topic. Let s start by breaking down what each cohort needs to know about the upcoming TRICARE changes. What should active duty families expect? Beasley: For active duty servicemembers, there s going to be virtually no change for them. They get all of their care predominantly in military facilities, and that will not change. They won t be charged any fees, and if they need care on the outside, it will continue to be authorized. For active duty family members, however, there will be some changes. Changes will be minimal for those on TRICARE Prime. But during the new open enrollment season for which is expected to run from the end of November through December [2017] - active duty family members need to know that they ll be automatically enrolled in TRICARE Prime unless they opt out during that period. What about the under-65 military retiree? Beasley: They will also be automatically enrolled during that same November-December [2017] period into the plan they re already in. For example, if they re on TRICARE Prime, they ll automatically be enrolled in that same plan unless they opt out. If they re on TRICARE Standard, they ll automatically be enrolled in TRICARE Select, which is the new name for TRICARE Standard. If someone want to switch from TRICARE Standard into TRICARE Prime, or they want to drop their coverage because they re picking up insurance elsewhere, they ll have to make that change during the open enrollment period. This is a new change for folks. And how about those over the age of 65 who use TRICARE for Life? Beasley: There are no changes for them Will anything change for dependents between the ages of 21 and 26 who uses Tricare Young Adult? Beasley: TRICARE Young Adult is separate and will remain as is. How will the TRICARE Overseas program be affected by these upcoming changes? Beasley: That will be changed to TRICARE Select, so anyone who wants that plan will need to be aware of the enrollment period to elect the coverage. Other than that, though, nothing should really change about the coverage. What about TRICARE Reserve Select? Beasley: That will stay as TRICARE Reserve as it stands right now. But anyone who uses or wants that plan will need to make sure they enroll for it during open enrollment later this fall. Have a question about the new TRICARE rules? 4 SURVIVING SPOUSE CORNER Loneliness Can Lead to Addiction (MOAA article By Pat Farnsworth, member, Surviving Spouse Advisory Committee) Recent research suggests loneliness and depression often can lead to addiction. There are many addictions: chocolate, alcohol, gambling, drugs, shopping, and others. Loneliness seems to impair the brain s ability to exercise control over our desires, emotions, and behaviors. The death of a spouse frequently leads to isolation and a lack of social activity (a recent subject of scientific study). Human beings are social animals. Friendships are needed to survive, and psychologists find humans have a fundamental need for inclusion in group life and for close relationships. A lack of close friends, family, and social contacts brings discomfort and distress known as loneliness. These feelings tear away at our emotional well-being and cause stress that can lead to addictive behaviors. During the Vietnam War, about 20 percent of servicemembers became addicted to heroin. After returning home, 95 percent of those simply stopped using heroin. This is attributed to the shift from a frightening daily experience to a safer more comfortable setting and relationships with family and friends and demonstrates how family bonds and social activity can combat addictive behaviors. In adults, loneliness is a major precipitant of depression and alcoholism or another addiction. Considerable research has been done on situations that might lead to these addictions. If there is a history of alcoholism or another addiction in one s family, there might be a genetic predisposition to the use of substances to relieve loneliness. Many people turn to substances because they are lonely and many people are lonely because they are addicted to substances. As the disease of addiction progresses, many people lose friends and damage relationships with family members, leaving them physically, mentally, and even spiritually alone. Taking measures to remedy loneliness can be powerful therapy. Through fellowship, friendship, and connections it is possible to break the cycle of isolation and addiction. As humans, we are social creatures, and we depend on each other for survival. 37th Annual National Veterans Wheelchair Games The 37th National Veterans Wheelchair Games were held in Cincinnati, July 2017, with a total of almost 77 Veteran Wheelchair athletes competing in a variety of events all week. Our local chapter President, Steve Drefahl, along with chapter members Paul & Patty Fellinger, and Rex Settlemoir were part of the massive volunteer effort that the VA and PVA needed to make the annual games a resounding success. As shown in the photo, they assisted with the Trap Shooting Competition on Friday, 21 July; this event was hosted by Fairfield Sportsmen s Association, located in Crosby Township in the Western part of Hamilton County. Read the article from MOAA Therapeutic Competition. US Public Health Service Event On June 3-4, CAPT David Byrne participated in a US Public Health Service event held in Chattanooga, TN. The USPHS Commissioned Corps, working in partnership with Remote Area Medical ( provided free medical, dental, and vision care to any individual in need on a first-come, first-served basis. The clinic was held at a local high school, where 115 PHS officers worked with 64 RAM volunteers to provide care to 641 patients from eight states over the two-day period. Of these 641 patients, 410 received dental care, 127 were seen for medical issues, and 260 vision evaluations were completed. Additionally, RAM s onsite mobile lab created 272 pairs of eyeglasses. As a Deputy Team commander for one of the PHS s Rapid Deployment Force Teams, CAPT Byrne was involved in mission planning as well as on-site management of the assigned PHS officers. Legislative Report Please send the MOAA proposed s to your senators and representative in D.C. The proposed changes to TRI- CARE could be costly. Also I m sure you have seen the TV ads concerning proposed Issue 2. MOAA has joined the American Legion and other Veteran organizations in opposing this proposed ballot issue. There are 2 bills concerning trailing spouse employment issues now pending in the Ohio legislature. 4

5 Join Us at the MOAA Ohio Council of Chapters Convention (Friday/Saturday/Sunday, September 2017) The MOAA Ohio Council of Chapters State Convention will take place September 2017 at the Community Activity Center (CAC) on the Youngstown Air Reserve Station (YARS), Vienna, Ohio. The Mahoning-Shenango Valleys Chapter (MSVC) of MOAA is pleased to host this year s convention. PLEASE NOTE: Military ID Card necessary for access to the base. (If you don t have a Military ID, your name and date of birth will have to be on the Base Entry Access Request ten days prior to the event, then you must show your driver s license at the gate.) Our convention will begin on Friday, 22 September, with registration starting at 1500 hours at the Eagle s Nest Lodge. You will receive a complimentary bag, courtesy of MOAA and USAA, which will include registration materials and gifts. We ll all get together in the CAC, for a Meet and Greet at 1800 hours. Beverages (cash bar) and hors d oeuvres will be available. The dress is casual. On Saturday, 23 September, the convention, will be a full day of activities starting with a buffet breakfast at 0730 in the CAC. The opening ceremony will begin promptly at Speakers include the Commanders of the 910 th Airlift Wing; 9 th Coast Guard District, Ohio s National Guard Camp Ravenna; the Director of V Public Health Region and others. Spouses are invited to attend and make patriotic cards that could be sent to veterans in local VA medical facilities or to deployed units. The dress is business casual. Saturday afternoon is planned to allow you to participate in a two-hour C-130 orientation flight from the YARS to Niagara Falls, New York and return. (For safety, no high heel shoes or dresses/skirts for ladies.) The evening social begins at 1800 and banquet at 1830 in the CAC, and we are very fortunate to have Lt Gen Dana Atkins, USAF, Retired, President and CEO of MOAA as the keynote speaker. The CAC lounge will be open before and after the banquet. It ll be a great time for all, and we hope you will come and enjoy the evening with us. Dress is coat and tie. On Sunday, 24 September, the quarterly meeting of the MOAA Ohio Council of Chapters, , will be held proceeded by a Non-denominational Chapel Service at 0730 for those that wish to attend, and a buffet breakfast at 0800, both in the CAC. Part of the buffet breakfast cost is courtesy of MOAA National and USAA, and is open to Chapter delegates, members and spouses. LTC Clarence Counts, USA, Retired, Deputy Director of MOAA Chapter Affairs will be our guest speaker on Sunday. The dress is business casual.
