3 MEETING OF THE PERSONNEL COMMISSION POWAY UNIFIED SCHOOL DISTRICT Welcome! The following information is provided to assist persons who attend the meeting of the Personnel Commission and wish to participate in the meeting. Addressing the Commission: There are two ways to address the Commission during the meeting. These are 1) speaking to the Commission regarding an item already on the agenda, and/or 2) speaking to the Commission about a new topic not on the agenda. Speakers will be asked to keep their comments brief, and allotted approximately 3 minutes per speaker, per topic. 1. Items on the Agenda Speakers may comment on any item on the meeting agenda in order to share information for consideration by the Commission immediately before the Commission begins deliberation on the item. A speaker slip must be completed and provided to the Director prior to the agenda item. 2. Items not on the Agenda Item C (Public Comments) provides the opportunity where individuals may address topics that are not listed on the agenda. The Brown Act restricts the Commissioners from engaging in a discussion of non-agenda items or issues raised during public comment except to acknowledge receipt of the information, refer it to staff for further study or refer the item to a future meeting. The Commission may not take any action on issues or topics presented during Public Comments. Placing Items on a Future Agenda Any member of the public may request that a matter within the jurisdiction of the Commission be placed on the agenda of a regular meeting. The request must be in writing and must describe the item to be discussed with sufficient detail including the history of the issue and how it is related to the Personnel Commission. Also to be included is any information or material that the requestor wishes to be reviewed by the Commission regarding the issue. It must be submitted to the Personnel Commission Director at least five (5) working days before the scheduled meeting date. Items submitted less than five (5) working days before the scheduled meeting date may be postponed to a later meeting date to allow sufficient time for consideration and research of the issue. The Commission Chair and the Director shall decide whether a request is within the subject matter jurisdiction of the Commission. Items not within the subject matter jurisdiction of the Commission may not be placed on the agenda. In addition, the Commission Chair and/or Director will determine if the item is merely a request for information or whether the issue is covered by an existing policy or administrative procedure before placing the item on the agenda. The Commission Chair and/or Director shall decide whether an agenda item is appropriate for discussion in open or closed session, and whether the item should be an action item, information item, or agenized under Public Comment. Agenda and Agenda Materials A copy of all documents related to any item on this agenda that have been submitted to the Commission may be obtained from the Commission office upon request. Requests may be made via communication to the Director no sooner than 72 hours prior to the meeting. A copy of a previous month s agenda and attachments may be requested by communication to the Director at any time. Assistance/Accommodations In compliance with the Americans with Disabilities Act, if you need special assistance, disability-related modifications or accommodations, including auxiliary aids or services, in order to participate in the public meetings of the District s Personnel Commission, please contact the Personnel Commission Office at (858) Notification 72 hours prior to the meeting will enable the District to make reasonable arrangements to 3

4 ensure accommodation and accessibility to this meeting. Upon request, the District shall also make available this agenda and all other public records associated with this meeting in appropriate alternative formats for persons with a disability. Closed Session The Personnel Commission may hold closed sessions only for purposes identified by law. The Commission may hold a closed session at any time during a regular or special meeting and during emergency meetings in accordance with Law. 4

Call to Order The regular meeting of the Personnel Commission was called to order at 4:37 p.m., Monday, May 7, 2018, in the Community Room by Chairperson Darren Keenaghan. Director Personnel Commission staff participated in a job fair at Palomar College on May 2 nd. Everyday Heroes and Team PUSD recipients will be recognized at the May 10 th Board of Education meeting. 3. District Associate Superintendent, James Jimenez, spoke about the efforts being made in preparation for the upcoming school year. Mr. Jimenez thanked the Personnel Commission staff for their work in recruiting for classified positions. He thanked Personnel Support Services staff for their work in recruiting for a large number of certificated positions as a result of the Supplemental Early Retirement Plan. He also shared that the negotiations with PSEA Unit 1 & 2 had concluded with a tentative agreement of all contract articles and thanked the Association for all of their hard work and collaborative efforts. 4. Employee Association PSEA is hosting an Open House event on May 23 rd for all classified employees and extended an invitation to the Personnel Commissioners to attend. 5

New Student Board Member The Board approved the recommendation of the interview sub-committee to appoint Jake Schwartz, a rising senior at Westview High School, to serve as the Student Board member for Jake s term will begin with the August 2018 Board meeting and conclude with the June 2019 meeting. Student Representative Reports For the school year, the six high school student representatives will alternate months, with three attending each board meeting. This month we heard reports from Abraxas, Del Norte, and Mt. Carmel. Olivia Hampton (Abraxas HS): Transition food packing event for San Diego food bank, Transition Formal huge success, Diploma Leadership class volunteered in creating garden beds, student visits to Palomar and Miramar College, construction class built solar aeration system for aquaponics pond, students are working on produce washing station so school can serve produce as part of student meals, they have donated 3,000 pounds to community, final school wide blood drive 97 pints so far Delaney Anderson (Del Norte HS): School is celebrating ranking in U.S. News and World Report, with DNHS in top 2%, end-of-year senior activities and graduation ceremonies coming up, club rush to promote clubs on campus, anti-bullying campaign to promote inclusiveness and spread kindness and positivity, school hosted Sandy Hook Promise assembly to encourage students to See Something Say Something, students participated in walkouts and registered to vote, the Science Olympiad and Cyber Patriot teams did well in competition, hosted Japanese exchange students, held food drive and blood drive, mental health awareness week coming up Alliyah Gardea (Mt. Carmel HS): MCHS received its WASC accreditation, it truly was a campus-wide Sundevil effort, student-written, student-directed play festival, meaningful appreciation week to celebrate teachers, exciting college decision day Public Comments The Board heard comments from the public regarding: - Appreciation for and continued funding for agriculture and FFA courses -Fiscal responsibility in the face of structural deficit -Request for more interventions and action for dyslexic children -NCI, a new community-wide initiative to address food insecurity -Creation of a school safety task force -Concern over increase in facility fees -Invitation to upcoming PUSD Visual and Performing Arts Committee input meeting May 24 th and Poway On Stage partnership with PUSD 13

14 -Department of Rehabilitation TPP Grant Renewal Approval of California School Board Association (CSBA) Board Policies 5000 Series The Board is in the process of updating its Policies and Procedures to align them with those of that of CSBA. Tonight CSBA Policies (regarding students) received final approval. Upon adoption, all policies will be posted on the PUSD website. PUSD Technology Plan The Technology and Innovation Department created the Strategic Planning Technology Committee whose mission was to develop a three-year technology plan for PUSD. The PUSD Technology Plan was presented to the Board of Education, focusing on seven areas: curriculum and assessment; use of space and time; robust infrastructure; data and privacy; community partnerships; budget and resources; and personalized professional learning. Starting Friday, May 11, the plan can be viewed online: US/Departments/Information-Technology/Information-Technology Facilities Contracts and Agreements The Board awarded contracts and authorized agreements for various summer facilities projects across the District, including: -Summer roofing projects at Meadowbrook, Twin Peaks, and Mt. Carmel -Upgrade of HVAC systems at Twin Peaks and Meadowbrook -Replacement of play surface at Creekside Elementary -Districtwide security assessment -Purchase of playground rubber surface material for Chaparral, Highland Ranch, and Willow Grove -Replacement of heating system at Midland Elementary Science and Outdoor Education Partnership Programs The Board approved an agreement to participate in the San Diego County Office of Education s Marine Science Floating Lab program, Outdoor Education program, and Science Outreach program. Agreement between PUSD and PFT The Board ratified the Tentative Agreement between Poway Unified School District and the Poway Federation of Teachers for the school year, which includes a 2.5% ongoing salary increase on all teacher salary schedules and a 2% one-time payment with an additional 1% payment funded by PFT s OPEB account. A copy of the tentative agreement can be found on pages at this link: Assistant Superintendent of Student Support Services The Board established the position of Assistant Superintendent, Student Support Services to oversee special education services and student support services which includes student safety and wellness. Administer liability and property claims against the District; manage claims per requirements of government codes, government claims act, and procedures of County Schoolsappropriate insurance Joint Powers Authority (JPA) or insurers.
