Chairman Gibson The meeting was called to order by Chairman Gibson, at Betty Easley Center, Room 166, at 9:30 a.m. The Chair extended a welcome to all attendees. The Chair recognized Vic Thomas for the presentation of the Harris User Group s 1 st Annual Golden Service Award. The Award was presented to Curt Jones for his service. Approval of the Minutes... Chairman Gibson Motion was made by Col. Brierton and seconded by Lt. Fraher to accept the minutes of the February 18, 2014, JTF Board Meeting, and the minutes of the May 17, 2014, and April 8, 2014, Board Workshops, as transcribed. Motion carried.
2 P a g e 2 Partner Applications... Doug Whitfield Collier County Sheriff s Office requested approval to add five additional radios: four aircraft mobiles and one control station. Motion was made by SAC Perez and seconded by Col. Brierton to accept this application. Motion carried. Florida East Coast Railway requested approval to add seven new portables. Motion was made by Lt. Fraher and seconded by SAC Perez to accept this application. Motion carried. Seminole Tribe of Florida requested approval to add 40 new radios: 20 mobiles and 20 portables in the Hollywood area. Motion was made by Maj. Trammell and seconded by Col. Brierton to accept this application. Motion carried. Air Methods requested approval to add three additional portable radios. Motion was made by Col. Brierton and seconded by SAC Perez to accept this application. Motion carried. Enhancement Sites Update... John Ford Eight new sites will be added this fiscal year: Smith Creek, Huntington, Falmouth, Miles City, Green Swamp, South Liberty, Lower Suwannee, and Boca/Delray. Zephyrhills: Zephyrhills will be the ninth site added, however, due to microwave challenges, it will actually not be on the air until July Florahome: Site has been approved. Anticipated completion date is October Budget Update... John Ford This year s Legislative Session update includes: HB5001 has been enrolled and waiting to be sent to the Governor. Florida Interoperability Network (FIN) and Mutual Aid Buildout (MAB) - $3.5 million nonrecurring general revenue funds. Statewide Law Enforcement Radio System (SLERS) Enhancements $2,171,015 increase in the SLERS Trust Fund spending, for a total appropriation of $3,671,015. SLERS Business Case - $1 million for the Department of Management Services (DMS) to contract with a third party to study SLERS and provide recommendations to upgrade the system on or before June 30, This study must be completed and submitted to the Governor, Senate President and Speaker of the House by January 31, DMS may request additional funding through a budget amendment if additional funds are needed to cover the cost of the business case.
3 P a g e 3 Wind-Down Proposal... John Ford Tower work will be completed for Lower Suwannee, Zephyrhills and Boca Raton. We recommend continuing with these three. The Technical Committee discussed three options for the Wind-Down Proposal. Option 3 was recommended by the Technical Committee. Option 1 - Two sites complete by June 30, A significant investment has already been made in these two sites. Option 2 - Three sites complete by June 30, (3) Sanderson or SW Corbett (choices for an additional third site) Option 3 Four sites complete by December 31, (3) Sanderson and SW Corbett (One completed by June 30, 2015 and one by December 31, 2015.) This option was recommended by the Technical Committee. Motion was made by SAC Perez and seconded by Col. Brierton to accept Option 3. Motion carried. Strategic Planning... John Ford The Strategic Planning document was sent to the Board for review and was returned with positive comments. The following modifications are requested: (1) Timeline will be modified by DMS based on the Governor s budget approval. A statement will be added to the document indicating the Board s intent that the process begin as funds are made available; (2) FirstNet definition is modified as written in their publications; and (3) SLERS Partners will be listed as individual parts of the counties. Motion was made by Maj. Trammell and seconded by SAC Perez to adopt the Strategic Planning document, with the recommended modifications, as the official Strategic Plan of the JTF Board. Motion carried. Rebanding Update... John DiSalvo Glades County Sheriff s Office and the United States Security Administration were submitted in 2009 but not paid; therefore, they were identified during the true-up process and resubmitted on May 22, 2014.
4 P a g e 4 Florida Atlantic University returned Touch #2 invoice package with Touch #3 invoice package. Confirmation of payment has been received by 19 agencies. DMS Administrative invoices will be prepared at the end of the project. Remaining Tasks: 1. True-Up for SLERS General Category (GC) Frequency Reconfirguration Agreement (FRA) In progress 2. True-Up for Mutual Aid Florida (MA-FLA) GC FRA In Progress 3. True-Up for National Public Safety Planning Advisory Committee (NPSPAC) Funding Agreement In Progress 4. Return of Loaner laptops Used for Programming In Progress 5. Completion of NPSPAC Invoicing In Progress 6. True-Up for NPSPAC FRA Mobile Radio System (MRS) Deployments... Doug Whitfield There were two Mobile Radio System (MRS) deployments since the previous Board Meeting: 1. MRS was deployed in support of the Levy County Crab Festival, April 25-27, Levy County Sheriff s Office was appreciative of the MRS and wanted to remind the Board that there is still a coverage gap on the east side of Williston. 2. MRS was deployed for the TPC Golf Tournament in St. Johns County, May 5-11, Standard Operating Procedures (SOP) UPDATE... Nick Simoncini The SOP Committee has completed all SOP s except 1 and 5. These are still under review by the JTF Technical Committee. SOP 16 was approved by the Board last year. The following edits were requested: 1. Remove all reference to Harris and replace with System Service Provider. 2. SOP 12, Item 2 be consistent with underlining. 3. SOP 13, Item 3 CSD should be Communications System Director. 4. SOP 18, Item 3 change POC to Point of Contact. Motion was made by Lt. Fraher and seconded by SAC Perez to accept SOP s 2, 3, 4, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 17, 18, and 19, with edits. Motion carried. Security Update... Major Williams Since the last Board Meeting there have been 95 approved security clearances, three denied clearances, five applications pending, and 29 clearances inactivated. Four
5 P a g e 5 agencies have reported missing radios. An approval process has been completed for Harris BeOn applicants, and nine persons have been approved for access. Major Williams has 97 working days before the end of his DROP period and employment with FHP. Chairman Gibson thanked Major Williams for all his efforts and contributions on behalf of the State of Florida, the criminal justice system, and SLERS. Other Business There was no other business.
