1 United States Power Squadrons Come for the Boating Education...Stay for the Friends SM OFFICIAL PUBLICATION OF NEW ORLEANS POWER SQUADRON volume lxxvi july 2015 NUMBER 5 Little Trailer on the Lake Last January I wrote about a champion who was sure that I would lead the squadron to a permanent home. (I think he has me confused with Moses?) I m not quite sure this is what he had in mind, but during the last general membership meeting,, we voted to negotiate a deal to terminate our lease with MOD SPACE and purchase the trailer. We want a home! We want OUR place! Boy, what a bunch of optimists we are! Thinking about it our decision was a logical conclusion to the vote last September when we decided to keep our lease to the City. Almost a year ago we decided to stay. Our Pride in having our own place is showing. Sparked by the USPS Board of Directors Meeting that was held here last month, Cheryl and Robbie Jarrell gave the trailer a stem to stern cleaning. Clint Mouser and Pete Lang spent a day swabbing the deck -talk about a job! Buddy Ward took charge of the design of our new sign. Clint supervised the installation crew (How many Power Squadron members does it take to install a sign?) Pete Ingrassia has a crew that s going to power wash and paint our property. The crew will run new lines on our Yard Arm so we can once again fly the colors when we have rendezvous. The enthusiasm is contagious! My fear is that we won t be able to stay in our little trailer by the lake forever. Someday, FEMA and the New Orleans Harbor Management will come by Cdr Greg Deis, SN-CN Don, Brian, Clint, Pete installing the new sign to agreement. I can see where our corner lot will be needed for the greater cause and we will be forced to vacate and find a new home. No doubt, it will be harder to find a new location in the future. We need to use the time we have in our little trailer on the lake to get ready to make our next move. We need to grow the squadron, but that isn t new information to anyone that s been in the squadron for any time at all. So what s new? It s the pride that s starting to show. We need to be proud enough to tell our fellow boaters about our educational program. We need enough enthusiasm to share our boating knowledge with others. We need members to teach a class or seminar. We all need to be proud enough of our organization to bring our friends and family along with us. With an active and thriving membership, we may be looking for a bigger place long before we have to move. 3 VSC Visit Reporting USPS was issued 30,000 VSC decals by the U.S. Coast Guard Auxiliary. All 30,000 have been distributed to examiners, but only about 11,000 decals have been issued. That means about 19,000 are unaccounted for in the field. If you are an examiner, please record your visits on the VSC reporting page. Instructions for completing the form and a link to it can be found at: Doing so helps USPS provide timely and accurate weekly exam information to the Coast Guard and enables us to justify the need for additional decals. USPS participates in the VSC program under a MOU with the U.S. Coast Guard Auxiliary and is bound by the rules and regulations established by that organization. EPA Public Comment on Ethanol The EPA recently announced plans to increase the country s ethanol mandate by proposing increased levels of ethanol in gasoline. The Federal government also proposes providing $100 million to install blender pumps equipped to dispense E15 and higher blends at local gas stations across the U.S. The government will collect comments from the public until 27 July on raising the levels of ethanol in fuel. Several recreational boating organizations have established websites for submitting comments to the EPA and your congressional representatives. (At the same time, H.R 704, which attempts to eliminate requirements for cornbased ethanol blending and cap blending levels for other biofuels, has been assigned to the House Subcommittee on Energy and Power since 6 Feb ) For more information, please read the full Board of Directors position statement including background and reasonings on this issue, which can be found at the link below. Position on Ethanol Mandate (E15) in Gasoline Motor Fuels - January 2015 The United States Power Squadrons (USPS) opposes the 50% increase in the amount of Ethanol in gasoline sold as motor fuel. USPS opposes increasing the EPA Ethanol mandate standard from E-10 to E-15. USPS urges the EPA to fully understand the harmful effects of increased concentrations of Ethanol in marine fuels before mandating their use. USPS supports regulations that encourage use of environmentally sound fuels and accommodates a vital and strong renewable fuels industry only if those regulations do not impair the marine industry or increase the risk of harm to the boating public. Flotsam and Jetsam VSC Online Form USPS Cooperative Charting Season Is a Go Are you ready to kick off your summer with fun activities for both on the water and on the shore? Cooperative Charting has just the options for you. Our nautical program focuses on depth and range line surveys, Coast Pilot reports, chart inspections and nautical Item reports, all which can be done while you re out on the water. These reports are submitted through CCWeb. Our geodetic program focuses on geodetic mark recoveries, and onshore activity with revised procedures and requirements. Geodetic reports are submitted for review on the Cooperative Charting Committee s website. For more details, check out: Flotsam cont'd on page 4 PREDICTED LOG CONTEST 11 July This year's Predicted Log Contest will be on 11 July. This is an excellent opportunity to fine tune your navigational skills. Pre-meeting on 7 July at 1800, where paperwork will be passed out. We will have separate courses for power and sailboats. 4 Flotsam and Jetsam from page 3 District 15 Fall Conference Perdido Bay Power Squadron will be hosting the District 15 Fall Conference on the beach in Orange Beach, Alabama on October. (Registration form is on page 5.) Please mark your calendars, make your reservations and plan to join us. All events will take place at the Island House Hotel. This hotel is on the beach and all rooms face the Gulf, the room rates apply a couple of days before and after our conference dates. The USPS Boating Skills Virtual Trainer will be available to test your boating skills. More information will be coming about educational plans, agendas etc. Our dates are one week before Halloween: Food and drink and witch s brew, the only thing we still need is you! Congratulations to Cdr Nick Strickland and his members for working through a most difficult process to make this happen. On 30 May, P/D/C John Wilkes and and the MS Gulf Coast squadron invited members and friends of D/15 to a great fish fry in Pascagoula. Great weather, delicious food and wonderful friends from around the district. they will supply food for our monthly meetings. The donation basket will still be out, but the contributions made for the meal will be used to defray the cost of using NOYC meeting space. All committee members were in favor of this idea, and very appreciative to LANOPS for their extra work and dedication to the squadron. Two new members were sworn in at the June Membership Meeting. Congratulations to them. (Their names will be included here as soon as I receive them. Thanks to Chester for providing the pictures. ) New members sworn in by Cdr Greg Miss Gulf Coast S&PS Fish Fry 4 P/D/C John Wilkes and Cdr Nick Strickland From NOPS: 2015 Fishing Rodeo is underway - Members are encouraged to purchase their rodeo tickets and turn in affidavits (maybe from the September Lafitte Fishing Trip!). Chairman Brian Gautreaux would also like some help in getting rodeo prizes. The band Overboard will provide the music for next year s COW. There will be a minor increase to cover that cost. The date is 9 January The exec committee approved this at their June meeting. Aso at the June exec meeting, a discussion was held on purchasing or continuing to rent the trailer. A vote was held, and purchase was approved, at the general membership meeting on 18 June. After nearly 10 years of free use of their facilities for our meetings, NOYC will charge us a per meeting amount starting in July. The exec committee agreed that this charge was fair and appropriate. The members of LANOPS (through Charlie Chapman) have offered an idea for General Membership Meetings. THE HISTORICAL ORIGIN OF NAUTICAL TERMS Sailors seem to have their own language. One could wonder why they muddle up simple terms, but the fact of the matter is that most of the nautical terms originated way back in maritime history and have a tradition that is centuries old. Following are just a few of the more common terms and widely accepted explanations out of many, for their origin. Port and starboard seem needless ways to confuse left and right. But the origin can be traced back to a time when ships were steered with a long paddle called a steering board and because most men were right handed, it was placed on the right hand or steer board side. This evolved into starboard side. With the steering board on the right, it was necessary to put the left side to the dock or port which became known as the port side. The older term for the left side, lard board (lar-board), sounded so much like starboard, that term port side came into wider use. When ships were outfitted for war, holes were cut in the sides to accommodate the cannon. The French word for door is Porte and the cannon openings were called cannon ports. Eventually the term portal came to be used for any opening in the side of a ship. Early sailing ships had no formal rest rooms. Instead there was a portion of the forward deck that overhung the water and it was here that sailors relieved themselves. The forward portion of a ship was referred to as the head of the ship, thus when sailors went forward to use the overhanging deck, they would simply say they were going to the head. In sailboat races and in combat, there is a maneuver whereby one ship intentionally passes close by on the windward side, in order to deprive the enemy ship of any wind on its sails. This would cause the enemy ship to lose headway and to give the aggressor an advantage. To this day we refer to someone who loses a debate as having the wind taken out of his sails When ships anchored out of port and sailors used a small sail boat to reach shore and the local pubs, the boat they used had sails controlled with three lines called sheets. Often the sailors were so drunk upon their return trip that no one controlled the sails and the three sheets went flying in the wind, thus the term three sheets to the wind. Since these sailors were not paid on a regular basis, the bartenders kept track of their accounts on a posted list that contained the sailors name and a P for pints and a Q for quarts. The bartender would make hash mark under the appropriate letter and when paid. Since all bartenders were not totally honest it was important that the sailors minded their P s and Q s. The term to intentionally sink a ship is to scuttle the ship. On early ships, water was held in a vessel called a hogshead or butt. Thus anytime sailors gathered around the butt for a drink of water, they would share rumors, and rumors were said to have the potential to destroy or scuttle a ship or fleet. This is how the term scuttlebutt came into existence. I hope you enjoyed this journey back into maritime history, but I have to end it now. The scuttlebutt around the head is that if we mind our P s and Q s we can go into port and get three sheets to the wind. Missing the tender would really take the wind out of my sails. Lt. The students were: Ramona Angelo, Sandrine Bogreau, Angelyn Estwick, Barry Hays, Teresa Klainer, Jeffrey Morici and Kathryn House. Congratulations to you all. It takes a lot of discipline to go to classes each week and complete the exam. Thanks to Don Ellis and Chester Cooke who took over teaching the Piloting Class. Great job! Advanced Piloting began on 23 June and will run approximately 10 classes. Many of the Piloting students are furthering their knowledge by taking this class. Thanks to Don Ellis and Chester Cooke for instructing. These students are in very capable hands. Seamanship, taught by Mike Turner, is ongoing with five students. They will be taking their test very soon. Good luck with that. Charlie Heinz taught an ABC class in Gretna in late June for two Saturdays. We have had interest in setting up another Piloting class. I am working on a fall 2015/2016 Education Calendar to be able to advertise the classes. I have also had interest in the Sailing class. Hopefully, we can get these classes up and running.
