Atlantic Ave 6B Cocoa Beach, Fl johnbeasley1@msn.com Course framework and description: The OUPV class consists of four topics that are rules of the road, general navigation, chart navigation, and deck general & safety. All of the sections together make up 60 hours of in class time and are followed by testing. Testing consists of four tests; Rules Of The Road 50 questions and you must achieve a 90% or higher. General Navigation - 20 questions; Chart Navigation - 10 questions, and Deck General and Safety, 60 questions, all of which you must achieve a 70% or higher. The objective of the course is to provide the information necessary to operate small craft in a safe and responsible manner as prescribed in 46 CFR, USCG and IMO Regulations. The requirements to attend the class are that a candidate must be 18 years of age and have 360 days of sea-time, 90 days of which must have been within the past 3 years. Potential Reasons for License Denial - There are a few items that will exclude you from getting a license. One is being a convicted felon or having a drug related conviction. If these are a concern we suggest you contact the R.E.C. first to see if they will permit you to get a license. Time constraints may hinder obtaining a license. A second item is color blindness. There are several different approved tests that you may be able to pass if you have a mild case of color blindness. The physical exam form lists them. 1) Completed Application. All forms completed, signed and dated. 2) Proof of Citizenship is required. It can be a birth certificate or passport. 3) Social Security Card. You must have a valid Social Security card. 4) Finger-Print Cards need to be done by REC staff or at one of the designated sites. Call the REC in your area to get a list of these sites. 5) First Aid and CPR within one year. This must be either American Red Cross or American Heart Association issued card. If there are enough students needing the training, we can have an instructor come in one of the nights to give the class. 6) Three character references. These are a simple letter attesting to the fact you would make a good "captain". Friends, family, or coworkers.
2 Kennedy Point Maritime School 2 7) Physical exam with hearing and eye test - If your doctor can not perform all the needed test such as hearing, vision or color, you will need to get a letter from those practitioners to indicate your eye's or hearing are acceptable. 8) SAMSIYA Drug test or enrollment in drug testing program. First the test must be done by a SAMSHA approved lab. Drug test instructions; USCG Drug Information Help Page 9) Certificate of Completion. We will issue you a certificate at the end of the class provided you pass the exam(s). This signed document is good for one year from the date of issuance. If you do not apply it to your license, within the year, you need to take the class over again. We cannot re-issue it. 10) Sea Service forms - First, you need to know just how much time you need on the water for your license. For an OUPV it is 360 days since age 15. Sea-time form(s) for each boat. Use one form for each boat. If you have more then 5 years to record, use additional forms. If you own the boat, you need to show proof of ownership. If you sold it and did not keep any papers on the boat, you may need to go to the tag agency and request a printout of your registration information. If you worked on someone else s boat, they need to sign the forms certifying you served the days claimed. Class size is limited to 12 students. The maximum student to teacher ratio will be 12:1. He holds a Masters in transportation management from NY Maritime College. He has 20 years coastal cruising experience Florida, offshore to Bahamas, as well as ICW eco-tour and dinner ship experience. 5 Kennedy Point Maritime School 5 Examination and Assessment: All 4 test areas will be covered by written multiple choice text questions. The only hands on testing will be marlinespike training and testing, which will be hands on practical demonstration of knot typing, short splice, and whipping of line. Determination of final grade: Each of the three tests plus marlinespike practical will be; Test 1: Rules of the Road, 50 questions, 2% each, 90% required to pass. Test 2: Navigation general, 20 questions, 5% each, 70% required to pass. Test 3: Chart navigation, 10 questions, 10% each, 70% required to pass. Test 4: Deck General and Safety, 60 questions, 1.67% each, 70% required to pass. Marlinespike: 100/10 = 10% for each knot, splice, whipping, 70% required to pass. Re-test procedures. Following necessary remediation, the student will be offered the opportunity to re-test each of the four subject areas two times. If the student fails any of the re-tested subject areas, a completion certificate will not be awarded, but the student will be offered the opportunity to sit through the failed subject area(s) at a future scheduled class at no additional cost, provided the total number of students in any class does not exceed that approved by the Coast Guard. If this option is chosen and the subject area subsequently passed, the results will be combined and a completion certificate awarded. Course Evaluation. Student course evaluations must be given to all students to evaluate the instructors and the course. A copy of the student course evaluation form is provided below. The course evaluation form is used to determine if adjustments in training are necessary. Course evaluation forms must be retained for year following course completion.
