3 FOR IMMEDIATE DISTRIBUTION June 22, 2015 PRESS RELEASE Sergeant, William Kennard (281) DPS Announces 2015 Citizens Academy in Houston Accepting Applications for Academy beginning June 22. HOUSTON The Texas Department of Public Safety (DPS) today announced plans for the next Citizens Academy, beginning August 19, The 12-week academy, the fifth offered in the Houston area, will introduce students to the many programs and services provided by DPS, and will engage them through interactive education during weekly meetings every Wednesday from 6 p.m. to 9 p.m. Students in the academy will learn about DPS rich history as well as the origin and expertise of the Texas Rangers, the Texas Highway Patrol, the DPS Criminal Investigations Division and DPS state-of-the-art crime lab. Students will interact in mock crime scene investigations with the Texas Rangers and crime lab personnel. Students will also participate in mock crash scene investigations with Highway Patrol troopers, who are vehicle crash reconstruction experts. The academy will also provide an opportunity to participate in the DPS Trooper Ride-Along Program, and students will become familiar with the different types of firearms in the DPS inventory. Students will put their driving skills to the test by navigating different types of Trooper patrol cars through emergency maneuvers on a controlled-environment track at the DPS driving facility in Florence, Texas. The DPS leadership believes the safe educational environment provided by this type of academy is one of the best ways for our citizens to understand the many safety challenges Texans face every day. At the end of the 12-week academy, students will have a better understanding of all the services within DPS and how the department functions in order to serve and protect Texans on a daily basis. The academy will be held at the DPS Region II Headquarters located at West Road in northwest Houston. The public and the media are invited to submit an application to participate in the academy. The DPS Citizens Academy will accept no more than 30 students, and each student must commit to attend all 12 weeks. Applications may be picked up in the lobby of the DPS Region II Headquarters at the location listed below or ed upon request. 4 From Region One CPAA Associations Houston Citizens Police Academy Alumni Association CPAAA s Reaching Out and Coming Together in a Time of Need By: Andrea Schmauss, HCPAAA It all began on May 19 th with a beautiful from Kimberly Hall, a member of the League City CPAAA. She wrote offering their assistance to serve in any way needed during the funeral for HPD Officer Richard Martin. Excerpts from the In the wake of HPD Officer Martin's line of duty death, the LCCPAAA would like to offer the assistance of our organization. We know that your hearts are heavy with the loss of a blue line family member, and if there is any way we can help carry the load, please know that we are willing. You are welcome to contact me at this address with any ideas on ways we can help (meals to the honor guard at the funeral home, answer the phone at the Union Hall during the service, etc...). We also understand that you may be flooded with help right now. If our assistance is needed later on down the road, please know that the LCCPAAA will be here at any point in the future. This letter touched my heart and became the catalyst to a humbling and heartfelt volunteer experience. I immediately contacted the HPD Union to find out who I could speak with to offer assistance, especially in hosting a VIP room for all the Honor Guards in attendance. I was put in touch with an office with the Honor Guard who was most appreciative and who in turn, put me contact with HPD Family Assistance who was coordinating the logistics around the service. From there I reached out to our own president Abraham Guevara, as well as other CPAAA volunteers I knew personally. The response was immediate and passionate. Working together, League City CPAAA, Houston CPAAA, Harris County Sheriff s Office CPAAA-District IV, and Volunteer Chaplain Howell from the Harris County Sheriff s Office pulled together an impressive offering of volunteers, food and monetary donations. In result, we were able to host a VIP room for over 120 Honor Guard Officers from many agencies throughout the country, as well as two family rooms for 50 members of the Martin Family. HCSO Deputy Jesse Trey Valdez, III Family The Valdez family generously donated food for 200. They commented that they knew all too well how overwhelming the preparations are for an in the line of duty death and wanted to reach out and pay-forward the kindness extended to them last October when their family member, Jesse Trey Valdez was killed in the line of duty. HCPAAA (Houston Citizens Police Academy Alumni Association) provided 7 volunteers, all the supplies, soft drinks and snacks. Connie Savage Connie volunteered to be the on-site team leader. She did an amazing job not only coordinating the setup, volunteer assignments, food locations, etc., but in addition she handle several last minute fires such as balancing a graduation prep being done in the same room we were assigned to, as well as taking over the family room needs on the last minute. 6 Texas City Citizen Police Academy Alumni Association Submitted by Faye Leonhardt, President CPAAA volunteers assisted with the TC-LM Chamber of Commerce FunFest held on May 29~30 th. The event was moved from Carlos Garza Sports Complex to the Mall of the Mainland parking lot due to heavy rains prior to the event. Volunteers along with Police Explorer Post 200 drove 3-seat golf carts and gave courtesy rides from the parking lot to the event and set up our new tent and sold CPAAA t-shirts. We provided cold refreshments for the LEO s assisting with the event. Because of inclement weather, we packed up Saturday around 6:00pm. It was a great event, hot & humid but we got a lot of exposure! Special thanks to all the volunteers who helped with the FunFest! At our June 8 th meeting, American Legion Post 89 Legion Riders presented a donation to the CPAAA, Corporal Corky Velasco & VP Becky Hoke accepted the check. June 20 th was the First Annual Firefighters Games on Sixth Street. CPAAA members & TCPD Explorers assisted with the parade, which consisted of lots of fire trucks, firefighting equipment from around the area. The City of Texas City had a Hurricane Town Meeting at the event. 7 Texas City - Continued from previous page. June 17 was our SOA (Show Our Appreciation) Committee s Lemonade Day but due to bad weather was rescheduled for Monday June 22. Special thanks to Sonic Drive In, Texas City for their donation of cups, lids and straws. Volunteers manned the break room to keep the lemonade dispensers filled for our LEO s. Sgt. Colwell plays a vital role in his current capacity as the Supervisor in charge of Support/Community Services. Under his leadership and guidance the Citizen Police Academy, the Explorer Program and our Community Outreach program have received countless praises for their outstanding work and for the many services they have performed in the City and around Galveston County. The Texas City CPAAA would like to congratulate our coordinator, Sergeant Jess Colwell who graduated from Leadership Command College (Law Enforcement Management Institute of Texas (LEMIT), Class 73) on Friday, May 21, 2015, at Bill Blackburn Institute located at Sam Houston State University. Sergeant Jess Colwell of the Texas City Police Department completed command level management training and is a member of the Leadership Command College graduate of the Law Enforcement Management Institute of Texas (LEMIT), Class 73. Trauma-related effects can occur as a result of vicarious trauma, compassionate care fatigue, and/or cumulative traumatic events. CISM is a form of psychological first aid 2 designed to assist officers in returning to their normal level of cognitive, emotional, physical and behavioral functioning after being involved in a critical incident. CISM representatives take a multicomponent approach to assisting those suffering from various trauma-related reactions. Our members appreciated the opportunity to learn of the growth of support in this area, and we thank Sherry Cardinal and Captain Carter for having taken the time to speak at our meeting. The June meeting went longer than usual because our members were riveted to our seats as we listened to member Sherry Cardinal, L.C.S.W., D.A.A.E.T.S., and FBCSO Captain Matt Carter provide insightful information about the Critical Incident Stress Management (CISM) services which they and other CISM team members offer to FBCSO personnel who are involved in critical incidents and/or suffer from critical incident stress. Critical Incident Stress 1 is the mind and body s NORMAL reaction to a very ABNORMAL event. Volunteer Opportunities Preparations are under way for our support of FBCSO Sergeant Brian Dasher and the Fort Bend County DWI No Refusal Task Force on July 3 rd and 4 th. 9 Dickinson Citizen Police Academy Alumni Association Submitted by Tony Valdez DCPAAA Becomes More Aware of Their Surroundings! On June 18, the Dickinson Citizens Police Academy Alumni Association was given an incredible presentation on Civilian Response to Active Shooter Events. The presentation was given by Instructors Montgomery County Sheriff Deputy Jose Amstutz and TGCCPA Vice President Nicolette Amstutz. They are certified in Advanced Law Enforcement Rapid Response training and also serve as Executive Board Members of the Texas Gulf Coast Crime Prevention Association. The presentation had a combination of documented active shooter videos, wounded or killed statistics based on the actions of the civilian directly involved in the incident and a large amount of information on what to do if confronted or involved in an active shooter incident. Several DCPAAA members advised it was one of the best presentations they have attended. 10 Liberty County Citizen Police Academy Alumni Association Submitted by Faye Cutsinger Liberty County CPAAA continues to make Citizens on Patrol runs which the public appears to appreciate. Many areas in the county are requesting patrols to address specific concerns. The patrols have to be careful of the flooding and be aware of what services may be available to flood victims. Members have attended planning meetings and supplied information to several groups across the county in order to help plan a safe Neighborhood Watch. LCCPAAA has several manuals which have been shared with law enforcement and citizens planning committees. I, Faye Cutsinger, was pleased to sit on a Review Committee for hiring of new deputies. This was an informative and interesting duty. Members compiled a set of questions and had an opportunity to ask additional questions. It was satisfying to review the qualifications and background, hear the opinions and thought processes in proposed situations of those seeking to serve our county. Candidates were evaluated as "team players" and also as deputies working alone and within SO guidelines. After I marked and tallied my scores, a glance at some of the other committee members scores it was gratifying to see scores appeared to be within 1-2 point (up or down) for candidates. This points to a consensus and accurate evaluation of the candidates as prospective deputies and an asset to our county. My hope is that we can be utilized in the future to assist in this manner again. It is important that citizens have a knowledge and input into those serving. LCCPAA members and the Sheriff's Office are getting information and procedures finalized in order to commence making warrant calls. Thanks to all the Reg. 1 CPAAA's that provided input about "scripts", record keeping, etc. Collection agencies are use to make warrant calls at this time, but hopefully our efforts will save these fees. Even with extra duties due to area flooding, Sheriff Bobby Rader, the Sheriff's Office and others performed a community service by assisting cattle owners to retrieve and move stranded cattle which would otherwise drown due to high water. At times the "cowboys" were swimming with their dogs and horses in swift moving flood waters in order to herd the cattle to safer, drier ground. It was estimated there were 500+ cattle (many young calves) which had to be collected in flooded Trinity River bottoms and wrangled down Hwy 90 and Hwy 146 to Dayton's train siding holding pens. Our Citizens on Patrol unit directed traffic at the intersections where the air-boats were loading/unloading cattle and along the highway route to safeguard all involved and the citizens. 11 Webster Citizen Police Academy Alumni Association Submitted by Leo Waltz The Webster CPAAA has a new seal, designed to have a similar look as the redesigned Webster Police Department seal. This seal will be incorporated for future use, replacing the previous seal. The logo, also shown on this page, has not been changed. Other activities include the planning and preparation for the Fourth of July city event where the WCPAAA will have a food booth with BBQ and other items for sale. This event is more than just a fireworks show, and the activities begin at 4 pm with the dedication of the new splash pad, followed by games, rides and much more. Everything is at the Texas Ave Park across from the Webster Post Office. At the June meeting, the presentation was about the MorphoIDent, which is a state-ofthe-art mobile AFIS unit. The presentation was given by Sgt. Mark Rawls (right) and Det. George Schilter (below). The WCPAAA approved funds so that two of the units could be purchased. 13 Brenham - continued from previous page. COP APPRECIATION DINNER Los Cabos was the setting for our COP Appreciation Dinner. For those that braved the weird weather during Spring Break at Blue Bell Creamer- ies this year. It was also to honor those COP s that work traffic control at Brenham Elementary, all school year long. The COP s in attendance, and their guest along with Chief Dant Lange and Cpl Chris Jackson enjoyed a good meal and great fellowship; prizes were even awarded!! What a good looking, hungry group! Wal-Mart donated 3 new baby car seats to BPD. BPD Prides itself on Community Service...
