Fiscal Year 2017 National Defense Authorizations Act Section 901 Develop an implementation plan, consistent with section 901 of the NDAA for FY 2017, that: o Embraces the establishment of the Under

related substructures and functions. These organizational changes should be utilized to improve the Department's ability to be innovative and responsive.

6 Fiscal Year 2017 National Defense Authorizations Act Section 901 Develop an implementation plan, consistent with section 901 of the NDAA for FY 2017, that: o Embraces the establishment of the Under Secretary of Defense (USD) for Research and Engineering and the USD for Acquisition and Support o Disestablishes the USD for Acquisition, Technology, and Logistics; and o Reallocates and realigns related substructures and functions. These organizational changes should be utilized to improve the Department's ability to be innovative and responsive. Additionally, the plan should include o A recommendation on the designation of a Chief Innovation Officer, o Options for the treatment of innovation organizations, and o Enable the Department to provide agile and rapid acquisition capabilities. 6

8 Current State Strong leadership support for ensuring Combatant Commands have the right and sufficient munitions o Munitions no longer treated as mature commodities where meeting inventory objectives trumps fielding of new capabilities o Focus on technological advances to outpace potential adversaries o Munitions capabilities must be advanced or adapted to meet emerging Warfighter needs SURFACE DOMAIN Naval surface fire support range/lethality Swarm threat countermeasures UNDERSEA DOMAIN Targets getting harder but lethality has stagnated Limited mining & countermeasure advances AIR DOMAIN Missile range/lethality/speed & maneuverability Continued adversary signature reduction LAND DOMAIN Mortar/artillery range/lethality Tactical area denial (cluster munition, mine, etc) 8
