2 BRAC Nov 2005 Picatinny Scenario Intent of Law Create an Integrated Weapons & Armaments Specialty Site for Guns and Ammunition Create a joint center of excellence and provide synergy in armament development for the near future and beyond Featuring a Joint Packaging, Handling, Shipping and Transportation (PHS&T) Center Implementation of the Law Relocate Navy Guns, Ammunition RDA, PHS&T and Army Fuze mission to Picatinny Navy & Army are jointly working: Common Vision for End-State People & Facility Challenges Impact to positions Navy designing its organization Must be completed by 2011 Rationale of the Law Picatinny Arsenal is the center-of-mass for DoD s Research, Development & Acquisition of guns and ammunition, with a workload more than an order of magnitude greater than any other DoD facility in this area. Movement of all the Services guns and ammunition work to Picatinny Arsenal will create a joint center of excellence and provide synergy in armament development for the near future and beyond Benefits of the Law It promotes jointness, enables technical synergy, and positions the Department of Defense to exploit center-of-mass scientific, technical, and acquisition expertise within the weapons and armament RD&A community that currently resides at Picatinny A more robust joint center for gun and ammunition with recurring savings and efficiencies for DoD 2

5 Guns & Ammunition Enterprise Charter The Board of Directors (BOD) for the Guns & Ammunition Enterprise is hereby chartered to oversee the creation of the Integrated Specialty Site and the transition towards the development of a Joint Service Organization at Picatinny Arsenal. The Guns & Ammunition Enterprise works to improve military effectiveness by: Standing up a robust Integrated Specialty Site. Promoting the development and maintenance of business standards needed to ensure efficient support within and between the Services and between the Department of Defense and industry Seeking out opportunities for collaboration and eliminating unnecessary overlap and duplication Furthering joint initiatives across the RDA spectrum to accelerated the fielding of capabilities to the Warfighters The BOD should bear in mind the entire spectrum of guns and ammunition life cycle management within the Guns & Ammunition enterprise as it creates the specialty site and, ultimately stands up a Joint Service Organization at Picatinny Arsenal.
