Lawrence Livermore National Lab Perspective Building a Strong Partnership with DoD and DoD Industry for National Security 41 st Air Armament Symposium, Ft. Walton Beach, Florida November 3, 2015 Lara D. Leininger, PhD Director, LLNL Energetic Materials Center LLNL-PRES This work was performed under the auspices of the U.S. Department of Energy by Lawrence Livermore National Laboratory under contract DE-AC52-07NA Lawrence Livermore National Security, LLC

DOE s science-based stockpile stewardship program has developed technologies to enable certification without testing Outline 1. Introduce the DOE stockpile stewardship program, nuclear warhead mission, and facilities of the complex 2. Lawrence Livermore National Laboratory (LLNL) history and stats 3. Introduce complementary technologies to the DoD (and Industry) 4. Draw connection to the JMP/JIMTP/JFTP and DOTC/NAC for transition and leveraging Transitioning technology and innovations to the DoD (and DoD Industry) community is a win-win for the Nation it helps validate DOE efforts on complimentary problem sets and it has shortened the design cycle of joint DOE / DoD efforts 2

Stockpile Stewardship is the integrated, multi-disciplinary, program to ensure the nuclear deterrent without testing video You can imagine that if you had car [25-30 years] old, you d probably want to get a new one, but you can t You ve got to sustain that car by the way, you aren t allowed to start it to see if it works, you re not allowed to test it but it has to work with 100% reliability when you do God forbid ever have to start it. Challenge Bruce Goodwin, Establish former with Principal high Associate confidence Director, that for these Weapons systems and Complex continue Integration to meet their requirements without testing 3

The elements of stockpile stewardship ensure confidence in the United States nuclear deterrent Design and Manufacturing Ability to design and manufacture weapons, dismantle weapons, and store components Surveillance Ability to accurately determine the state of health of the stockpile Assessment and Certification Ability to quantify with confidence the safety, reliability and effectiveness of the stockpile The Stockpile Stewardship Program has successfully maintained the nuclear deterrent without nuclear testing since

The triad remains the deployment strategy for the U.S. nuclear deterrent 5

Life Extension Program activities are currently on-going for a number of current stockpile warhead types W80-4 Warhead: Phase 6.2 W76 Warhead: Phase 6.6 W78/88-1 Warhead: Phase 6.2 Initiated in 2012 going into a 5 year pause B61 Bomb: Phase 6.3 (Development Engineering) Initiated in

National Nuclear Security Administration s complex provides cradle to grave nuclear weapon design, production, and dismantlement National Laboratories and Test Site Production Complex Lawrence Livermore Nat l Laboratory Livermore, California Los Alamos Nat l Laboratory Los Alamos, New Mexico Pantex Plant Amarillo, Texas National Security Campus Kansas City, Missouri Sandia Nat l Laboratories NM and CA Sites Nevada National Security Site Nevada Y-12 National Security Complex Oak Ridge, Tennessee Savannah River Site Aiken, South Carolina 7

Lawrence Livermore is a Nuclear Weapon Physics and Engineering Laboratory Livermore, California (45 miles east of San Francisco) Site 300 Experimental Test and HE Operations (11 miles 2, 15 miles east) Established in 1952 ~7,300 employees (ST&E: 47% Ph.D. & 60% Engr. or Physics) 7.1 million SF, 684 facilities Annual federal budget: ~ $1.6B (63% stockpile stewardship) LLNL s core mission is nuclear security 8

LLNL has a heritage of delivering game-changing solutions through innovation built on exceptional S&T Polaris (1960) Chromosome painting (1970s) X-ray Laser (1980s) Stockpile Stewardship Technologies (1990s) Livermorium joins the Periodic Table (2000s) It all started with Polaris, a turning point in nuclear weapon design 3 year development program Highly integrated missile and warhead required close collaboration between Lab and Navy 9 9

60 years later, in collaboration with the Air Force and Industry, LLNL continues to deliver game-changing solutions BLU-129 (2011) New class of innovative, precision lethality munitions Delivered into operations 18 months after inception with the aid of Mod & Sim Public and private partnership between LLNL, Team Eglin, Aerojet Rocketdyne * 1 10

Science, technology, and engineering informs our stockpile decisions and plays a critical role in our overall deterrent mission Underground Testing (UGT) Sub-Assembly Testing High Performance Computing Present Our design codes and computing platforms are our numerical test site ; Goal is to turn UGT results from calibration data to validation data 11

LLNL develops technology to improve our understanding of physics, chemistry, engineering, and computer science Advanced Manufacturing Novel Diagnostics Testing Facilities HPC and Integrated Codes Make parts that cannot be made anymore, or are too complex for typical manufacturing Metals, plastics, High Explosives, thermites Probe materials under high pressures and temperatures Small-angle X-ray Scattering (SAXS), Radiography, PDV Perform novel experiments in a secure environment High Explosive Applications Facility, Contained Firing Facility, NIF, JASPER First-principal physics tools to predict warhead performance and effects ALE3D, ParaDyn, Cheetah 12

High-performance computing is central to sustaining the stockpile and national security program 3D full system simulations 2D full system simulations #3 #1 #1 Sequoia has achieved the #1 ranking on the Graph 500, Green 500, and Top 500 list, and set a record by simulating 504 billion events per second. If you can t calculate it, you probably don t understand it. If you don t understand it, you probably can t weaponize effectively. 13

LLNL transitions technologies via the Joint DoD / DOE Munitions Technology Development Program (JMP) JMP is managed as part of the OUSD(AT&L)/S&TS/LW&M Technology Portfolio Established in 1985; MOU between DoD and DOE Transition technology from the nuclear to conventional deterrent 3D Computations and Experiments Warhead Applications Firing Systems Energetic Materials Penetration Technology Munitions Lifecycle DoD jointly funds existing DOE/NNSA activities, where there is mutual interest and benefit to both DOE and DoD 14

LLNL projects continue to impact the Joint Insensitive Munition (JIMTP) and Joint Fuze (JFTP) Programs JIMTP Lawrence Livermore Material (LLM)-172 is the Molecule of the Year MATG-III (Blast-Frag Warhead) sponsored CYLEX and DAX workshop Development of parameters for detonation performance modeling Computational methods for predictive fragment impact reaction violence JFTP Cluster Munitions / Area Effects Munitions Special Study IMX-101 equation of state for Precision Guidance Kit (PGK) design Fuze Modeling and Simulation Grand Challenge 15

LLNL is active in the DOTC / NAC, working with Industry to transition our technologies to the warfighter Keep a current set of technology quad on the DOTC/NAC website LLNL partners with NAC Industry to respond to DOTC Annual Plan Participates in the annual General Membership meeting 16
