Rain chances end behind a front that pushes offshore on Wednesday. Average rainfall amounts range from a quarter to a half inch mainly in the Tuesday through Wednesday time period. President Trump has amended the Texas Disaster Declaration to make additional disaster assistance available to the State of Texas. This action authorizes 90% Federal cost share for debris removal, and 100% Federal cost share for emergency protective measures for 30 days from the start of the incident period and then a 90% cost share thereafter. Governor Abbott has issued a proclamation condemning the practice of price gouging, and reminded Texans that such practices are illegal and will be investigated and punished. Governor Abbott has issued a suspension of specific vehicle titling and registration requirements for the next 45 days in the 58 counties specified in the state s disaster declaration. As a consequence, vehicle titling and registration expirations are suspended in order to relieve that burden upon Texans. Law enforcement will not issue citations for expired registration in all affected counties until October 16, Governor Abbott has issued a proclamation to allow the Port Aransas Independent School District Board of Trustees to conduct a telephone meeting within a reasonable distance of the district. Governor Abbott issued a disaster declaration for the counties of: Angelina, Atascosa, Aransas, Austin, Bastrop, Bee, Bexar, Brazos, Burleson, Caldwell, Cameron, Calhoun, Chambers, Colorado, Comal, Brazoria, DeWitt, Fayette, Fort Bend, Galveston, Goliad, Gonzalez, Grimes, Guadalupe, Hardin, Harris, Jackson, Jasper, Jefferson, Jim Wells, Karnes, Kerr, Kleberg, Lavaca, Lee, Leon, Liberty, Live Oak, Madison, Matagorda, Montgomery, Newton, Nueces, Orange, Refugio, San Patricio, Polk, Sabine, San Jacinto, Tyler, Trinity, Victoria, Walker, Waller, Washington, Wharton, Willacy and Wilson. 2 Governor Abbott requested and was approved for a Presidential Disaster Declaration for the following counties: Aransas, Bee, Brazoria, Calhoun, Chambers, Colorado, Fayette, Fort Bend, Galveston, Goliad, Hardin, Harris, Jackson, Jasper, Jefferson, Kleberg, Liberty, Matagorda, Montgomery, Newton, Nueces, Orange, Sabine, San Jacinto, San Patricio, Refugio, Victoria, Waller, and Wharton counties for Individual Assistance and assistance with debris removal and emergency protective measures (Categories A and B), including direct federal assistance, under the Public Assistance program. Bexar, Dallas, Tarrant and Travis counties are eligible for emergency protective measures (Category B), including direct federal assistance, under the Public Assistance program. Neches Basin Record Flooding B.A. Steinhagen continues to release water downstream to pass the receding flood waters from upstream near the peak at Evadale, signifying that the upstream water is all moving through now, but will take some time to drain all the water Sunday, September 03, 2017 Page 2

3 downstream. Village Creek is believed to have crested but the gage failed some time ago, but that water comes in downstream of Evadale. Downstream, Pine Island Bayou has crested and continues to slowly recede but will be in major flood levels for some time. It is believed to get some reading at the salt water barrier and at Beaumont. While the exact validity of the data is in question, the trend is not, and it appears that the Beaumont area may be currently cresting from all the water passing through towards Sabine Lake. Brazos Basin Record Flooding No significant precipitation was received in the past 24 hours ending at 7AM Saturday morning. The largest impacts (Major Flood Stage) will be occurring at the lower end of the Brazos at: the Brazos River at Richmond (RMOT2), Brazos River at Rosharon (ROST2), and Brazos River at West Columbia (WCBT2). Current forecasts are based on 12 hours of future rainfall (QPF), however the next 12 hour total forecasts no rainfall. Future QPF beyond 12 hours will have no impact on current crest forecasts, as Harvey has moved out of the area. River forecast confidence will increase, as upstream crests arrive and Harvey moves out of the area. The focus will shift to timing the recession below critical impact elevations. For the Brazos at Richmond (RMOT2) we have seen the crest early Friday morning and the river will continue a broad crest then start a recession. For the Brazos at Rosharon (ROST2) the river is currently experiencing a barely discernible, broad second crest from upstream routed flow from RMOT2. Field reports at Sienna and LID 19, upstream from the JULT2 interior model point, indicated that a RMOT2 crest was beginning to trend downward at those locations. For the Brazos at West Columbia (WCBT2), the forecast trend continues to hold as a rising trend to 32 feet. There is more uncertainty with this forecast, as compared to the RMOT2 and ROST2 forecast, because: (1) there is no measured rating curve (2) short duration of record (3) inter-basin transfer to Oyster Creek and potentially San Bernard basins. The WCBT2 point is still rising as it continues to see the peak flow local crest from ROST2 that occurred on August 30, This local crest from ROST2 is routing very slowly to WCBT2, due to the massive amount of volume that was standing in the channel before the flood wave begins routing through. The GOES-16 satellite "Veggie" band CH03 indicated that inter-basin transfer to Oyster Creek may have been occurring above West Columbia on August 30, although it is unclear if flow is being lost or gained from Oyster Creek. Other imagery that has been reviewed, confirms that there is a giant region of inter-basin transfer occurring at Oyster Creek. Also note, the timing from the 2016 crest was used to adjust the timing of the forecasted 32 foot crest. San Jacinto Basin Major Flooding All of the basins across the San Jacinto system, including the larger creeks and bayous, have crested. Some basins are still experiencing major flooding. Lake Conroe is reducing releases. Lake Houston releases will continue. Addicks and Barker Reservoirs are making releases as well, with Buffalo Bayou remaining in flood stage/above criteria until further notice. The forecast points at Piney Point (PPTT2) and West Belt Drive (WSBT2) are still in major flood. Sunday, September 03, 2017 Page 3

4 San Bernard Basin Major Flooding Heavy rainfall from Hurricane Harvey has caused major to record flooding across the entire San Bernard River basin. Stream gages at both East Bernard (EBBT2) and Boling (BOLT2) have crested and are now slowly falling. The new stream gage upstream of Sweeney (OCNT2) is continuing to rise along with the staff gage located downstream at Sweeny (SWYT2). River levels at these locations are expected to crest over the next 24 hours and then begin to slowly fall. East Bernard (EBBT2) is at minor flood levels. Boling (BOLT2), the new stream gage upstream of Sweeny (OCNT2), and the Sweeny staff gage (SWYT2) are in major flood levels. Colorado Basin Major Flooding The Colorado River is falling at Wharton (WHAT2) and will be below major flood stage. Downstream, Bay City (BACT2) has now reached major flood levels and will experience slight additional rise to a crest Saturday evening. Matagorda (MRCT2) will continue to rise slightly within action stage levels. Trinity Basin Major Flooding Lake Livingston continues to decrease its releases. Local runoff is also beginning to taper off. The main stem of the Trinity River and its tributaries have crested and are now falling at all locations. Flooding continues in the major category from Liberty (LBYT2) downstream to the coast. Guadalupe Basin Major Flooding On the Guadalupe River, Victoria (VICT2) and Bloomington (DUPT2) have crested. The river will slowly recede over the next several days. Future rainfall will not significantly impact flows over the next 5 days. Sabine Basin Major Flooding Major to near record flooding continues on the lower Sabine River system from Bon Wier downstream through Deweyville (DWYT2) and Orange (ORNT2), Bayou Anacoco near Rosepine (RPIL1) has crested but is still in moderate flood levels but on the recession. Water should remain high for a few days in this region. OPERATIONAL PRIORITIES: 1. Protect life and property. 2. Support rapid & effective response. 3. Collect and disseminate accurate incident information to improve decision-making. 4. Accurately track incident costs associated with assigned resources for cost recovery. 5 DDC 6 Tyler EOC is at Level II. Sleeping cots are being supplied to Caddo State Park in order to facilitate sheltering of several families. Processed 110 evacuees through the Transition Hub on September 2, Region 2 (Includes DDCs 13, 14, 15, 16 Houston, 16 Texas City, 16 Conroe, and 16 Pierce) DDC 14 Lufkin EOC is at Level I and is Co-located at the EOC in Jasper Jasper County: EOC is at Level III. The curfew and mandatory evacuation order issued for all low-lying areas along the Neches River corridor remains in effect. Newton County: EOC is at Level III. The voluntary evacuation has expanded to include all affected flooded areas. Polk County: The voluntary evacuation order issued for the unincorporated areas of the county below the Lake Livingston Dam and along the Trinity River remains in effect. Sabine County: EOC is at Level III. Tyler County: The mandatory evacuation order issued for residents living in all low-lying, flood prone areas of the county remains in effect. DDC 15 Beaumont EOC is at Level I. Evacuation operations continue throughout the affected areas. A boil water notice is in effect for the City of Beaumont. Hardin County: EOC is at Level III. The voluntary evacuation order issued for low lying areas of Neches River, Pine Island Bayou, and Village Creek corridors remains in effect. The City of Lumberton has enacted a curfew until further notice. Jefferson County: EOC is at Level III. City of Beaumont: The City of Beaumont s voluntary evacuation order, remains in effect. The EOC is planning the recovery stage. They report that many retailers are out of fuel in the area. All sanctioned shelters in Beaumont have closed and occupants relocated to Dallas. Orange County: EOC is at Level III. TGLO is conducting overflight with USCG for pollution assessments. DDC 16A Houston EOC is at Level I. Chambers County: EOC is at Level I. Harris County: Harris County Homeland Security & Emergency Management (HCOHSEM) EOC remains at Level I. A gas leak was detected in west Houston south of Interstate Highway (IH) 10. A mandatory evacuation was ordered for the area. Public Health concerns were discovered during a walk-through of the NRG Stadium. The Harris County Fire Marshal is attempting to accelerate the degradation of remaining organic peroxides. DDC 16B Texas City EOC is at Level I. Sunday, September 03, 2017 Page 5

6 Brazoria County: EOC is at Level I. The City of Richwood s curfew and mandatory evacuation order remains in effect. The City of Alvin s curfew remains in effect. The City of West Columbia s mandatory evacuation order and curfew remain in effect. The City of Lake Jackson has implemented an emergency regulation against creating wakes, in order to limit damage to flooded homes. Preparations are underway for the anticipated flooding of the BASF Plant located near Clute. Lake Jackson is experiencing rising water levels. Security forces in the area are being bolstered by DPS and Military resources. Galveston County: EOC is at Level I. DDC 16C Conroe EOC is at Level I. Liberty County: EOC is at Level II. Montgomery County: EOC is at Level II. Walker County: EOC is at Level II. Waller County: EOC is at Level III. The mandatory evacuation order issued for residents along the Brazos River remains in effect. DDC 16D Pierce EOC is at Level II. Watching water levels downstream as rivers crest in the gulf coastal areas. Austin County: EOC is at Level II. Colorado County: EOC is at Level I. The volunteer evacuation order issued for all residents and areas adjacent to the Colorado River remains in effect. Fort Bend County: EOC is at Level I. State resources have been attached for SAR activities. A curfew is in effect for Fort Bend. Matagorda County: EOC is at Level II. Wharton County: EOC is at Level I. Region 3 (Includes DDCs 19, 20, 21, and 24) DDC 20 Corpus Christi EOC is at Level II. Aransas County: EOCs are at Level I. There is a strong need for vector control of mosquitos. Aransas Pass needs electricians to connect generators to restore power. Nueces County: Nueces County is at Level II. There are 18 ships anchored off of Corpus Christi awaiting inbound transit. Recovery operations have commenced to remove the fallen crane from the Paragon, to further remove restrictions upon vessel movement within the Corpus Christi Channel. The grounded ship is being held by three tugs. Refugio County: EOC is at Level I. San Patricio County: EOC at level II. Sinton POD is being moved to Holiday Beach in Rockport. 7 Region 6 (Includes DDCs 11, 23, 12, 17, and 18) DDC 12 Capital District EOC is at Level III. DDC 12 Austin EOC is at Level III. Recovery and Re-entry operations continue in Bastrop, Caldwell, Lee, and Fayette Counties. Multiple smaller shelters have closed down in the last operational period. There are estimated to be 576 shelter occupants across DDC 12. DDC 17 Victoria EOC is at Level III. Calhoun County: EOC is at Level II. Debris removal is being conducted without a private debris contractor. DeWitt County: EOC is at Level II. Goliad County: EOC is at Level II. Lavaca County: EOC is stood down. Flooding continues unabated. Victoria County: EOC is at Level III. The mandatory evacuation order continues for certain areas near the Guadalupe River. Citizen s Medical Center and DeTar Navarro North should be fully operational on September 7, Post-Acute South in City of Victoria will be able to receive patients within seven days. DDC 18A San Antonio EOC is returning to normal operations. The ARCC will start working towards demobilizing shelters. Decisions concerning the mega shelters will be made mid-week. Texas A&M AgriLife Extension Service: AgriLife, Prairie View A&M University Cooperative Extension and Texas A&M Sea Grant personnel are deployed in each impacted county along with agriculture agencies. Agriculture and marine industry organizations continue to assess agricultural, marine commerce and resource damages, report animal issues and request state and private sector donated resources to address unmet needs. County Extension Agents are assisting with small and/or large animal shelters in 41 counties. Texas A&M Engineering Extension Service (TEEX): Texas Task Force (TX-TF) 1 and 2 are activated and continue performing search and rescue operations from Rosenberg. Texas A&M Forest Service (TFS): TFS has 242 emergency responders, 36 All Hazard Incident Management Team (AHIMT) members and 546 Texas Intrastate Fire Mutual Aid System (TIFMAS) responders to Southeast Texas. A total of 262 out of state responders have mobilized to assist TFS, 108 engines have been mobilized to assist local departments through TIFMAS and 48 boats have been mobilized to assist with evacuations through TIFMAS. Lone Star State Incident Management Team has demobilized from Rockport and is managing the RSA at the RELLIS Campus in College Station. The New York City FD IMT has established an RSA in Katy, as well as a receiving/distribution center at the NRG Stadium. A southern area type II IMT has established an RSA in Ford Park in Beaumont. Oklahoma State IMTs are in Victoria and College Station. Virginia IMT is in Beeville. South Carolina IMT is assisting The Beaumont EOC. The Minnesota/Wisconsin IMT is in route. Texas Commission on Environmental Quality (TCEQ): Coordinating with Natural Disaster Operational Workgroup (NDOW) to prepare for response activities. HazMat contractors are on standby. There are 197 Public Works Systems (PWS) with Boil Water Notices. A total of 39 public work systems (PWS) and 39 wastewater treatment plants are inoperable. The TCEQ Mobile Command is set up in Corpus Christi. Four TCEQ and CST drinking water and waste water teams performed assessments. Texas Education Agency (TEA): Education Service Centers are assessing damages to district and charter schools. Various districts continue to offer their sites as shelter locations. Texas Department of Criminal Justice (TDCJ): A total of 15 Law Enforcement (LE) personnel were deployed to San Patricio County to assist in conducting law enforcement patrol operations and site security as need. Office of Inspector General (OIG) currently has 12 LE personnel in the Huntsville area that can respond to an LE need. Texas Department of Insurance (TDI): Insurance company mobile claims units are in Aransas Pass, Conroe, Corpus Christi, Cypress, Humble, Katy, Refugio, Rockport, San Antonio, The Woodlands and Victoria to help Texas policyholders with claims. TDI staff are in Corpus Christi to help consumers with insurance questions and claims, and support local law enforcement in their efforts to deter fraud. Texas Department of Public Safety (DPS) Texas Division of Emergency Management (TDEM): State and District Coordinators throughout the state have been deployed to different jurisdictions for mission support. 20 Texas Department of Public Safety (DPS) Texas Highway Patrol (THP): 1,450 personnel have been activated, with 17 boats and eight all-terrain vehicles (ATV). Texas Rangers currently have 79 personnel with three mine resistant ambush protected (MRAP) vehicles, one safe boat, one zodiac boat, 10 boats (loaned from various fire departments) and 12 ATV s. DPS Aircraft has 34 personnel with eight helicopters and two fixed wing aircrafts. Law Enforcement Support Division (LESD) have 96 personnel assisting with communications. Education, Training and Research (ETR) have 38 commissioned personnel assisting; 11 are providing swift water rescue. Tactical Marine Unit (TMU) conducted a total of six rescues for persons and six pets in the Community of Orangefield and Bridge City. Criminal Investigation Division (CID) has 297 personnel assisting. Texas Department of State Health Services (DSHS): Since the response to Hurricane Harvey began, 187 missions have been completed with 1,700 patients evacuated. The majority of medical resources are operating in the Beaumont, Port Arthur and Orange areas to support patient care operations. One Type I mobile medical unit (MMU) is supporting operations at Jack Brooks Airport, and a Type III MMU and a Type I MMU are in Orange County supporting medical operations. Two medical shelters are open in San Antonio (census 39) and will consolidate to one shelter with a capacity of 105 beds. The medical shelter in Austin (cap. 60, census 9) will be demobilized over the next hours. The medical shelter at the NRG Stadium will reduce down to 100 beds and will remain open in Houston. Two Disaster Medical Assistance Teams (DMAT) located at Bush Intercontinental in Houston have demobilized. DMATs are currently supporting operations in Dickinson, Rosenberg Fairgrounds, NRG Stadium, GRB Convention Center, Hardin County and Port Arthur to provide medical support. Most dialysis centers have opened back up and are accepting patients across the Houston area. DSHS has 18 Public Health Region (PHR) staff deployed to the affected areas with an additional 50 PHR staff activated across the state. Texas Department of Transportation (TxDOT): Maintaining staging areas in Sugarland and Beaumont. There are over 2,400 personnel and over 2,000 pieces of equipment deployed performing restoration, flood control, debris removal and traffic control. Bridges across the impacted region are being assessed. Interstate Highway (IH) 10 between Beaumont and Houston has re-opened. TxDOT is reporting dirt/debris and/or water over the roadways in: Brazoria, Chambers, Fort Bend, Harris, Jasper, Jefferson, Liberty, Newton, Orange, Tyler and Washington counties. Travel is discouraged. TxDOT is reporting roads closed due to flooding in: Bastrop, Brazoria, Calhoun, Chambers, Colorado, Fort Bend, Hardin, Harris, Jasper, Jefferson, Liberty, Matagorda, Newton, Orange, Refugio, Victoria, Waller, Washington and Wharton counties. Texas General Land Office (TGLO): Overflight has revealed a sheen in the Neches River between Beaumont and Sabine Lake. CenterPoint is coordinating response efforts. Overflight did not reveal any major spills from Galveston Bay Platforms. Additional assessments will take place in the Lower Brazos River, San Bernard River, and parts of the Inter-coastal Waterways as flooding recedes. Five minor spills were reported. Texas Health and Human Services Commission (HHSC): Regional Administrative Services (RAS) Staff are deployed to the staging area in San Antonio to monitor HHSC assets and track deployment of trucks to Points of Distribution (PODS). Continuing to monitor call metrics at these centers to revise staffing adjustments to support increased call volume. Call Centers are coordinating emergency messaging and providing rumor control support. Texas Military Department (TMD): Currently active in 25 different locations across the state. Approximately 16,139 personnel mobilized in support of civil authorities in response to Harvey Operations, with over 858 Vehicles, 60 boats, 33 Rotary Wing and 11 Fixed Wing aircraft. Operating 35 Shelters, 17 PODs, 3 evacuation hubs, 475 High Profile Vehicles, ETNs and Search & Rescue packages in 11 Disaster Districts with Aircraft and Crews currently operating out of fixed and temporary bases within and outside of the affected areas. Communication support is currently positioned in Grand Prairie and Camp Swift. Administrative support is currently in place at Camp Swift (Bastrop), Camp Mabry and at the State Operations Center. In the past 24 hours, TMD has conducted 71 ground missions and 28 air missions in the Houston and Port Arthur area resulting in 670 ground assisted rescues and three hoist rescues. Assisted with evacuations of 2,157 personnel and 77 animals. Several STAR s are being processed which will increase our shelter teams to 40 and our evacuation hubs to 6. The active component partners are currently providing: US Navy, US Coast Guard, US Army aircraft conducting SAR and General Support operations. 4 boat teams and 8 AAV s from the US Marines are in the area of operations as well. TMD continues search and rescue operations (both ground and air) with our local, state and federal partners through the direction of TX-TF1 and other ground support missions in the affected region. Continuing to establish evacuation hubs and PODs in the affected areas. Two of TMD s Civil Support Teams are conducting rapid needs assessments in the Houston and Orange areas while our CERFP element is stationed in Liberty County and prepared to assist local authorities. The Marine Wing Support Squadron (MWSS) has provided a water distribution system to 5 prison systems in the Beaumont area. Texas Parks and Wildlife Department (TPWD): Texas Game Wardens and State Park Police Officers statewide are coordinating joint response activities with Arkansas Game and Fish Commission, South Carolina Department of Natural Resources (DNR), and Florida Fish and Wildlife Conservation Commission (FWC) search and rescue teams. SAR operations are ongoing in DDC s 14, 15, and 16, with concentrated efforts in Brazoria County, Deweyville, Beaumont, Port Arthur and Orange areas. Response efforts have resulted in the combined removal of 11,083 persons in water-related rescues and air evacuations. Other activities include welfare checks, curfew enforcement, damage assessment, and law enforcement patrol. TPWD air operations along with joint DPS air operations have completed 114 hoist missions. TPWD is currently housing 1067 evacuees in Texas State Parks. State Park Police Officers conducted 350 Rescues/evacuations in Batson, Saratoga, Sour Lake and Lumberton in Hardin County, transported Beaumont Police and Fire personnel into the city, delivered humanitarian aid and provided security for a shelter in Brazoria County. Railroad Commission of Texas (RRC): Two transportation customers are without natural gas due to a leak in a pipeline under the Neches River near Interstate Highway (IH) 10. The company is working on temporary solution to get natural gas to customers before the pipeline can be repaired. Texas Gas Service system in Port Arthur is still pressurized and the utility is evaluating house by house as the water recedes and as issues are called in so they can restore or turn off service if conditions are unsafe. The Salvation Army (TSA): One area command and 13 incident command posts remain active. Seventy mobile feeding units are supporting shelter operations, first responders and communities. Two field kitchens are supporting shelter operations. American Red Cross (ARC): Red Cross has activated disability stakeholders and are collaborating with partners to deliver durable medical equipment, hearing aid batteries, nebulizers, and other needed items. There are kitchen locations at the George R. Brown center, Victoria, Pflugerville, Katy, and Corpus Christi. Additional kitchens are opening in The Woodlands, on Clay Road in Houston, and at the NRG Stadium. Further additional kitchens will open in Texas City, Beaumont, and Harvest City by dinner today. FINAL COMMENTS: The State Operations Center (SOC) is at Level I (Emergency Conditions) as of 1:00 PM on August 24, The Texas Division of Emergency Management (TDEM) continues to monitor the situation and will provide additional situation reports as needed.
