5 Objectives Goal: advance the reliability, accuracy and timeliness of real property land data for DOD installations Outcome: geospatial representation of audited real property tract maps Benefits: Improve DOD s characterization of land parcel assets Integrate real property land data with other spatial data for improved analysis and planning Build a complete, standardized collection of real property land data for all DOD holdings Allow DOD to be well-positioned to track and manage its parcels and sites in accordance with the regulations and instructions for real property accountability and financial reporting

8 GIS Standards Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) Cross-service comprehensive geospatial data model specification Army standard for GIS data structure, nomenclature & attributes SDSFIE version 2.6 supports RPIR land standards Metadata data about data Army standard follows Federal Geographic Data Committee (FGDC) content standard Describes a data collection as well as individual features Identifies individual legal documents that served as that source for that parcels polygon delineation

9 Data Structure Installation-specific geodatabase with: RPI Sites Feature Class name dod_rpi_sites: RPI site boundaries shall represent the geographic extent of all contiguous land parcels in which the DoD has legal interest. RPI Land Parcels (Polygonal and Linear) All land in which DoD has legal interest. This data will be identified as FEE, LTF or INGRANT - Feature Class name dod_rpi_land_parcel_area: This feature class will contain all of the polygonal land parcel data that area compiled - Feature Class name dod_rpi_land_parcel_line: This feature class will contain any non-polygonal land parcel data, such as linear easements RPI Disposals Feature Class name dod_rpi_disposals: The final disposition of an asset, including but is not limited to, reassignment to other DoD entities, transfer to another DoD or Non DoD entity, exchange, donation, loss by disaster, demolition, and sale.

11 Converting Tract Maps to GIS The hardcopy land acquisition maps are audited tract maps from USACE District Real Estate Offices The Army compiles this data by georeferencing and digitizing audited tract maps collected from USACE Districts USGS quads and/or BLM township and range data aid in the georeferencing process All data is checked against imagery to ensure precision

12 Review & Integration with Army GIS GIS merges these maps into a single flowing interactive environment. Users now have the ability to pan, zoom and access attribution fields for detailed information

13 Review & Integration with Army GIS Districts review the data using free ArcReader software Additional data layers are included to give further reference: Streets Buildings Counties Streams Wetlands Water bodies Acreage comparison (GIS AC and Land AC) Imagery (1m & 5m)

14 Real Property Integration and Analysis of Environmental Liabilities Data A major benefit of creating Real Property data is the ability to overlay it with other data layers. Environmental Liabilities is a great example.

15 Benefits and Future Outlook Having electronically formatted tract acquisition information that represents hard copy Audited Tract Acquisition Maps. Certified by the Chief of Real Estate and therefore used for future audited real estate tract map data updates and gathering information. Ability to use digital maps in the same functions and purposes as we use the hard copy maps for Army real estate activities in planning, acquisition, management, and disposal. Ability to innovate and easily analyze data in a way that was unthinkable with traditional hard copy maps.
