6 The Honorable William V. Bell Mayor Durham, North Carolina Stepping into Durham politics 42 years ago, Bill Bell wanted to maximize Durham s economy, education and other resources, believing that government best serves citizens by partnering with them and the private sector. Bell a retired IBM Senior Engineer (1996), served as an elected Durham County Commissioner for 26 years ( ; ) and Chairman of the Durham Board of County Commissioners for12 years ( ). As Chairman of the Durham County Board of Commissioners he was recognized as the architect of the 1992 merger of the then Durham City Schools System and the then Durham County School System into the now Durham Public School System (DPS). He was elected Mayor of Durham, NC in 2001 and continues to serve as the Mayor of Durham, NC as the longest serving Mayor in Durham s history. He is past Chairman of the NC Metropolitan Mayors Coalition an organization of the 27 largest cities in NC with populations of more than 30,000. He has served as Chairman of GoTriangle (d.b.a. TTA the regional Transportation Authority responsible for creating a regional transportation system for the Region). He has over the years served on numerous local, state, and national boards and committees, and has been the recipient of many awards and honors for his service. Born in Washington, DC, Bell attended the public schools in Winston-Salem, NC graduating from Atkins High School in 1957 prior to its integration. He received his B.S. in Electrical Engineering from Howard University in Washington, DC in 1961 and his M.S. in Electrical Engineering from New York University in He served in the U.S. Army Signal Corps as a 1 st Lieutenant from 1961 to He has worked as an Electrical Engineer in both the private and public sectors respectively at Martin Marietta Corporation, Orlando Florida, the U.S. Research and Development Laboratory, Ft. Monmouth, NJ and the IBM Corporation, Research Triangle Park, NC where he retired in He presently is the Executive Vice-President/Chief Operating Officer of UDI/Community Development Corporation, a 501(c3) Non-Profit Corporation in Durham, NC. He is married to Judith Chatters Bell and they are the parents of 4 children and grandparents of 6 grandchildren. page 6 of 28

7 Dr. David Skatrud Director Army Research Office Deputy Director for Basic Science U.S. Army Research Laboratory Dr. David Skatrud is the Director of the Army Research Office (ARO), and the Army Research Laboratory (ARL) Deputy Director for Basic Science, a dual-hatted position. As the ARO Director, Dr. Skatrud leads an organization of world-class scientists who manage the Army s extramural research program in the life sciences, mathematical, information, physical, and engineering sciences. The ARO research portfolio includes over $400 million in single investigator research (1,200 active projects), multidisciplinary research centers (over 40), and two University Affiliated Research Centers (UARCs). The research is conducted at over 220 universities and is focused on providing innovative new scientific discoveries to enable crucial future Army technologies. It supports ARL's research strategy and programs and it is executed in collaboration with the entire Army science and technology community. Dr. Skatrud also oversees Army-wide programs including the Small Business Technology Transfer (STTR) Program, and a Historically Black Colleges and Universities/Minority Institutions (HBCU/MI) Program. As the ARL Deputy Director for Basic Science, Dr. Skatrud is the senior science and technology executive charged with oversight of the ARL basic research (6.1) program. He is responsible for maintaining an innovative and coherent program that has maximum Army impact on Army technology. The ARL is the Army's corporate laboratory with sites spread throughout the U.S. Its mission is to discover, innovate, and transition science and technology to ensure dominant strategic land power. The ARL is staffed with about 2,000 employees. The ARL total annual revenue exceeds $2 billion. Dr. Skatrud received a BA from St. Olaf College, Northfield, Minnesota in 1979 with majors in mathematics and physics, and a Ph.D. in Physics from Duke University in Dr. Skatrud held a Post Doctoral appointment at Duke from Following that, he joined ARO as the program manager for the Army's extramural research program in Atomic, Molecular, and Optical Physics. In 1991, he was promoted to the position of Associate Director of the Physics Division. He served as the head of the Physics Division from 1997 until being selected as the Senior Executive Service (SES) Director of the Engineering Sciences Directorate in 2001, and was selected to his current position in He has served in a number of extended special assignments, including DA and AMC HQ. Dr. Skatrud is a member of several professional societies, and is a Fellow in the Optical Society of America. He is also an Adjunct Full Professor at Duke University where he has performed quantum electronics research, taught graduate level courses in laser physics, and serves on Ph.D. dissertation committees. page 7 of 28

8 Dr. Robin Staffin Director of Basic Research Office of the Assistant Secretary of Defense for Research and Engineering (OASD(R&E)) Dr. Robin Staffin is currently the Director for Basic Research in the Office of Assistant Secretary of Defense for Research and Engineering, where he has responsibility for oversight and coordination of basic research activities throughout the Department of Defense, as well as for all STEM educational and outreach activities. Previously, Dr. Staffin served at the Department of Energy in the posts of Director for High Energy Physics in the Office of Science, and Deputy Assistant Secretary for Research and Development in the Office of Defense Programs. As Director for High Energy Physics, Dr. Staffin was responsible for federal funding of the large fraction of US activities in high energy physics, and its facilities. He negotiated international scientific agreements and developed high energy physics collaborations with Europe, East Asia and South Asia. In his previous defense programs post, he had responsibility for planning, construction, and overseeing operation of scientific facilities supporting the Nation s Stockpile Stewardship Program and the Nevada Test Site, and the development of those experimental scientific capabilities needed to certify the Nation s nuclear stockpile without nuclear testing. During the period , he served as Senior Policy Advisor to the Secretary of Energy for Science, Technology, and National Security. From , Dr. Staffin was Special Assistant to the Assistant Secretary of Defense for International Security Policy, focusing on nuclear test ban policy, science-based stockpile stewardship, and nonproliferation. Previously, he was senior physicist at Lawrence Livermore National Laboratory, where he conducted research on high energy density plasmas, electromagnetic propagation in non-uniform plasmas, and x-ray lasers. While an employee at the Congressional Office of Technology Assessment, Dr. Staffin co-authored the study, MX Missile Basing. A physicist by training, he received his Bachelor of Science from MIT and Ph.D. from Stanford University in particle physics. Dr. Staffin had a postdoctoral appointment at Harvard s Kennedy School of Government and was a Science and Technology Agency Fellow at Japan s National Institute of Advanced Industrial Science and Technology. page 8 of 28

9 Mrs. Evelyn W. Kent Historically Black Colleges and Universities and Minority-Serving Institutions Program Manager Office of the Assistant Secretary of Defense for Research and Engineering (OASD(R&E)) Mrs. Evelyn Kent serves in several capacities within the Office of the Assistant Secretary of Defense for Research and Engineering where she provides technical support to the Director for Basic Research. She is the Department of Defense (DOD) Program Manager for the Historically Black Colleges and Universities and Minority-Serving Institutions (HBCU/MI) Program. In this capacity, she oversees the HBCU/MI Programs, which include Hispanic-Serving Institutions (HSI), Tribal Colleges and Universities (TCU), Asian American and Pacific Islanders (AAPI), and other underrepresented minority communities. These program funds support basic research, equipment and instrumentation upgrades, graduate fellowships, scholarships, research and education centers, and other activities focused on attracting underrepresented minorities to the science, technology, engineering, and mathematics disciplines important to the DOD national security mission. Mrs. Kent also serves as the DOD Representative in interagency government-wide Electronic Grants activities and provides support to the DOD Components on Grants.gov. Mrs. Kent holds a Bachelor of Science degree in Mathematics from Southern University Baton Rouge and a Master s of Science degree in Acquisitions Administration from Central Michigan University. She is also a graduate of the Federal Executive Institute Leadership Program in Charlottesville, VA. Mrs. Kent is the recipient of the Department of Defense Exceptional Civilian Service Award. page 9 of 28

15 Dr. Troy A. Alexander Basic Research Portfolio Director (Acting) Office of the Deputy Assistant Secretary of the Army for Research and Technology Assistant Secretary of the Army for Acquisition, Logistics, and Technology Dr. Troy A. Alexander earned a B.S. in Chemistry from Louisiana State University and Agricultural & Mechanical College (Baton Rouge, LA) in 1995 and a Ph. D in Analytical Chemistry from Marquette University (Milwaukee, WI) in Dr. Alexander is, currently, the Acting Basic Research Portfolio Director in the Office of the Deputy Assistant Secretary of Army for Research and Technology (ODASA-RT). Prior to joining ODASA-RT, Troy held many roles at the Army Research Laboratory (ARL), including ARL Associate for Strategic Planning. In this role, Dr. Alexander led development of ARL s complement of technical strategic documents including the ARL Technical Strategy; the ARL S&T Campaign Plans; and the ARL Technical Implementation Plan. Additionally, he has distinguished himself in representing the U. S. Army Research, Development, and Engineering Command (RDECOM) as the Army laboratory representative on the 2014 DoD S&T Laboratory Metrics Working Group, dedicated to assessing and documenting the value of the Service laboratories to the Nation and the warfighter. He also currently serves as the Army laboratory representative to the Better Buying Power 3.0 Study sanctioned by Office of Secretary of Defense (OSD) to assess the return-on-investment of the defense Service laboratories. In addition, Dr. Alexander serves as the Senior Science & Technology Advisor to the U. S. Army Training And Doctrine Command- Army Capabilities Integration Center (TRADOC/ARCIC) related to TRADOC Unified Quest Deep Futures Wargames the Army Chief of Staff's annual future study program, and a key element to the Army's efforts to identify the challenges and opportunities that will test our future force. Troy routinely plays a key role in advising ARCIC and TRADOC on the critical role of S&T to shape future Concept of Operations (CONOPS). Mr. Kevin J. Bassler Contracting and Grants Officer U.S. Army Contracting Command-Aberdeen Proving Ground RTP Division Mr. Kevin Bassler is currently a Contracting and Grants Officer with the U.S. Army Contracting Command, Aberdeen Proving Ground, Research Triangle Park (RTP) Division located at the Army Research Office (ARO) in North Carolina. He currently serves as a Team Lead with the Contracting Command. Mr. Bassler has over 10 years of experience working with RTP Division and has had significant exposure to all types of contracts, grants, cooperative agreements and other transaction agreements. His experience also includes the issuance of numerous Broad Agency Announcements and Funding Opportunity Announcements. Prior to this role he worked as a Procurement Analyst for the Division and also as a Contract Specialist. Prior to federal service, Mr. Bassler worked at Eaton Corporation and served as the Production and Inventory Control Supervisor, and also as a Purchasing Agent for industrial and automotive equipment for both their domestic and international facilities. Mr. Bassler earned a Master in Business Administration (MBA) from Campbell University and Bachelor of Science from The State University of New York College at Buffalo. page 15 of 28

16 Ms. Margie Brown HBCU/MI Outreach Research Manager for Research and Senior Research Associate Georgia Institute of Technology/Georgia Tech Research Institute Ms. Brown is the Historically Black Colleges and Universities/Minority Institutions (HBCU/MI) Outreach Manager for Research at the Georgia Institute of Technology. She is also a Senior Research Associate in the Technology and Communications Laboratory within the Georgia Tech Research Institute. Ms. Brown has helped Georgia Tech build a solid reputation for being a leader that partners with Minority-Serving Institutions (MSI). She helps coordinate joint proposal activities between Georgia Tech and MSIs for federal agencies including the Centers for Disease Control, National Science Foundation, Department of Homeland Security, Department of Energy, National Aeronautics and Space Administration, United States Agency for International Development, and the Department of Defense (DoD). These efforts have resulted in numerous research collaborations and long-term partnerships. Ms. Brown consistently identifies collaborative research opportunities for faculty, searches out and qualifies MSI collaborators, and builds relationships with MSI partners. Ms. Brown manages the training programs portfolio for the Georgia Emergency Management/Homeland Security Agency, which maintains the preparedness of Georgia s first responders to react to national and human-made disasters. Ms. Brown managed the summer MSI research internship and mentoring program for DoD designed for undergraduate students to work on applied research projects. Ms. Brown also managed an MSI faculty mentoring project for DoD to help faculty compete for applied research contracts. Ms. Brown earned a Master of Science in Management and Leadership Development from Troy University and a Bachelor of Business Administration from Loyola University, New Orleans. Mr. Michael J. Caccuitto, III Chief Technology Integration and Outreach Division Army Research Office Mr. Michael Caccuitto currently serves on the staff of the Army Research Laboratory s Army Research Office (ARO) as the Division Chief for Technology Integration and Outreach. Under his purview are Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Program activity for ARO, Army-wide STTR Program management, programs for Historically Black Colleges and Universities and Minority Institutions (HBCU/MI), and Educational Outreach Programs in Science, Technology, Engineering, and Mathematics (STEM). Prior responsibilities include serving on the staff of the Office of the Secretary of Defense (OSD) as the Administrator of the SBIR and STTR Programs for the Department of Defense (DoD), responsible for policy, oversight and administration of the programs with a combined budget of over $1 billion across the department. Mr. Caccuitto began his career as an officer in the US Air Force in a variety of research & development, acquisition program management and staff roles, most recently as a reservist assigned to the staff of the Assistant Secretary of the Air Force for Acquisition. He received his Master of Science from Harvard University s John F. Kennedy School of Government and Rensselaer Polytechnic Institute, and a Bachelor of Science in Optics with High Distinction from the University of Rochester. page 16 of 28

17 Dr. Lesia Crumpton-Young Chief Research Officer and Associate Vice President for Research and Sponsored Programs Tennessee State University Dr. Crumpton-Young received her BS, MS, and Ph.D. in Industrial Engineering from Texas A&M University; where she was the 1 st African-American female to receive a Ph.D. in engineering. Dr. Crumpton-Young received the 2006 Outstanding Women of Color in Science and Technology Educator Award and the 1999 Janice A. Lumpkin, Educator of the Year Golden Torch Award from the National Society of Black Engineers. Also, Dr. Lesia L. Crumpton-Young received the 1997 Black Engineer of the Year Education Award which is given to the one candidate whose qualifications place him/her in the ranks of the nation's highest achievers in the field of engineering. Dr. Young is the recipient of the U.S. Presidential Award for Excellence in Science, Mathematics, and Engineering Mentoring (PAESMEM) which she received from President Obama in Currently, she functions as the Chief Research Officer at Tennessee State University and she serves as the Director of the Center for Advancing Faculty Excellence (CAFÉ) which provides research and professional development services for helping faculty and students improve their effectiveness, performance and productivity. Ms. Denise De La Cruz Army Range Oversight Lead Office of the Secretary of Defense Test Resource Management Center Workforce and Science, Technology, Engineering and Mathematics Lead Denise has been a government civilian in the Test and Evaluation (T&E) community for more than 25 years and currently serves as the Army Range Oversight Lead for the Office of the Secretary of Defense (OSD) Test Resource Management Center as well as their lead for Workforce and Science, Technology, Engineering, and Mathematics (STEM) initiatives. Ms. De La Cruz began her career as an intern at the Army Electronic Proving Ground at Fort Huachuca, Arizona, and has worked in various T&E, systems engineering, and data management roles in the Headquarters, Army Test and Evaluation Command; the Navy Space and Naval Warfare Systems Command; and the OSD (AT&L) Joint Capability Technology Demonstration office. Ms. De La Cruz holds a B.S.E.E. in Electrical and Computer Engineering from Arizona State University and a Master in Business Administration from the University of Arizona. page 17 of 28

18 Dr. Vallen L. Emery, Jr. Program Manager HBCU/MI Outreach U.S. Army Research Laboratory Dr. Vallen L. Emery, Jr. currently serves as program manager for the U.S. Army Research Laboratory (ARL) Special Projects and Historically Black Colleges and Universities and Minority/Institutions (HBCU/MI) program. His efforts have contributed to the development of ARL s strategic planning and outreach strategies regarding the shortfall of minority engineers and scientists entering the Federal workforce. Dr. Emery has configured ARL s outreach program into four areas (i.e. funded research, engineer and scientist training, infrastructure support, and outreach); all of which support and complement ARL s research and development (R&D) vision and strategic plan. In addition, Dr. Emery provides additional support to the ARL Director and senior management; planning and integrating research and exploratory technology base programs for the laboratory. Dr. Emery also manages the ARL Science and Technology Academic Recognition System (STARS) and Educational Partnership Agreement (EPA) programs. He has established and implemented five EPAs for ARL, while serving as the corporate EPA manager. Moreover, he has helped build coalitions and established communications between the Presidents of ARL s academic partners by agreeing to participate in annual meetings aimed at addressing a broad range of issues (i.e. creating a defined process for faculty and student participation in summer programs at Army laboratories and increasing the number of students that enter science, mathematics, and engineering (SME) graduate programs). Dr. Emery was asked to Chair the American Society of Engineering Education (ASEE) Historically Black Engineering Colleges Committee (HBECC) because of his understanding of minority institutions. Prior to joining ARL, Dr. Emery served as a Research Biologist for the U.S. Army Corps of Engineers Waterways Experiment Station (WES), located in Vicksburg, Mississippi. Dr. Michael Fiddy Program Manager Defense Science Office Defense Advanced Research Projects Agency (DARPA) Dr. Michael Fiddy joined DARPA as a program manager in the Defense Sciences Office in September His current interests include fundamental studies of wave-matter interactions from RF to visible light frequencies. Advancing scattering and inverse scattering methods for multiple scattering media leads to new imaging techniques and tools to synthesize 2-D and 3-D materials and structures, including those with subwavelength features. Dr. Fiddy comes to DARPA from the University of North Carolina at Charlotte where he was the founding director of the Center for Optoelectronics and Optical Communications and director of the National Science Foundation s Industry/University Cooperative Research Center (I/UCRC) for Metamaterials. Prior to UNC Charlotte, he was Electrical and Computer Engineering (ECE) department head at the University of Massachusetts at Lowell and a physics faculty member at Kings College London. Dr. Fiddy has a B.Sc. and Ph.D. from London University and is a fellow of IOP (UK), OSA and SPIE. page 18 of 28

19 Dr. Chance M. Glenn, Sr. Dean, College of Engineering, Technology and Physical Sciences President/Executive Director, AAMU-RISE Foundation Alabama A&M University In August of 2012 Dr. Glenn became the Dean of the College of Engineering, Technology, and Physical Sciences at the Alabama A&M University in Huntsville, Alabama. He is leading the college through its expansion to prepare students and researchers to meet the global needs of the 21st century. He is working with the faculty to develop new programs in engineering and applied science. He is leading efforts to collaborate with industry and other academic institutions around the world to grow research in materials science, image and signal processing, alternative energy, and other areas of major global significance. Dr. Glenn is also the host of the podcast, Intelligent Conversations produced by Morningbird Media. The show, available via web and on itunes, focuses on science, technology, engineering and mathematics. It is a forum that those who care about education can discuss the deep and important things that affect society. Dr. Glenn received his Bachelor of Science degree in Electrical Engineering from the University of Maryland at College Park. He then received his Master of Science degree and Doctor of Philosophy degree, both in Electrical Engineering, from The Johns Hopkins University Whiting School of Engineering. He began his engineering career at the Army Research Laboratory in Adelphi, Maryland where he designed microwave and radio frequency devices for a wide range of defense-related applications. There he also became involved in signal processing and the study of nonlinear dynamical systems. He began publishing, presenting, and submitting patent applications even before completing his undergraduate studies. Dr. James Harvey ARO Research Program Manager Electronics Division Program OSD Basic Research Office Multidisciplinary University Research Initiative (MURI) OSD Defense University Research Instrumentation Program (DURIP) Dr. Harvey serves as ARO research program manager for the Electronics Division program on Bio-electronics and Nano-electronics. He also provides program assistance to the OSD Basic Research Office for the Multidisciplinary University Research Initiative (MURI), Defense University Research Instrumentation Program (DURIP), and the OSD pilot program: Innovation Department of Defense (I Corps@DoD). His previous research interests include electromagnetics, microwave circuit engineering, and optical materials. Dr. Harvey received his PhD in Applied Science at University of California, Davis; his MA in Physics from Dartmouth College, and a BS in Engineering from the US Military Academy. page 19 of 28

Huff is the Program Manager for Historically Black Colleges and Universities (HBCU) and Minority Serving Institutions (MI) for the Army Research Office (ARO) in Research Triangle Park, NC. As the HBCU/MI Program Manager at ARO, she has management oversight of programs for HBCU/MI and other special emphasis programs. She coordinates activities for HBCU/MI on behalf of ARO, and works with other DoD Components to execute grants and cooperative agreements with this community to conduct basic research and enhance the capacity of HBCUs/MIs to participate in DoD research programs. Prior to joining ARO in 2012, Ms. Huff worked for more than a decade in the federal government at the National Oceanic and Atmospheric Administration (NOAA) in Silver Spring, MD. There she led a team of dynamic professionals in Strategic Communications, Outreach, Stakeholder Services, Education, and Exhibits for NOAA Satellite and Information Service (NESDIS). Early in her career, she started out in radio and television in news, public affairs, and promotions. She went on to work as a Marketing Research Analyst for Potomac Electric Power Company (PEPCO) and later became the proud owner of a marketing and communications consulting company. She is a graduate of Howard University and a native of North Carolina. Her professional activities and accreditations include: Master Certified Facilitator and Moderator (Qualitative Researcher) and Member, National Association of Black Journalists (NABJ). Dr. Timothy S. Kroecker Senior Operations Research Analyst Air Force Research Laboratory Information Directorate Dr. Timothy S. Kroecker is a Senior Operations Research Analyst at the Air Force Research Laboratory, Information Directorate, Rome, New York. The directorate s mission is to lead the discovery, development and integration of affordable warfighting information technologies for our air, space and cyberspace forces. Dr. Kroecker conducts research in a variety of areas including ethical decision-making, workflow processes, and talent development. In addition, Dr. Kroecker focuses much of his efforts to building and maintaining collaborative relationships with academic institutions, particularly HBCU, and MSI, and Tribal Colleges. Dr. Kroecker was the AFRL nominee for the 2017, National Association for the Advancement of Colored People (NAACP) Roy Wilkins Renown Service Award. Dr. Kroecker received his Ph.D. in Industrial/Organizational Psychology from the Illinois Institute of Technology in For his dissertation, he examined the impact of situational constraints, competition, accountability, and moral development on ethical decision-making in the workplace. 21 Mr. Edward J. Lee Program Coordinator Chair, AFOSR Diversity Council U. S. Air Force Office of Scientific Research Mr. Edward J. Lee is the Program Coordinator for Historically Black Colleges and Minority Institutions (HBCU/MI) for the Air Force Office of Scientific Research (AFOSR) in Arlington, VA, one of the 9 directorates that comprise the Air Force Research Laboratory (AFRL). He is responsible for coordinating activities that provide funding support to minority institutions across the nation. Mr. Lee provides leadership, strategic direction, and oversight to universities to help make them aware of opportunities and facilitates introductions and guidance to ensure institutions of higher education are well represented within the minority community. He has a unique way of communicating and can talk to everyone to make them feel special, from students to university Presidents. Mr. Lee is also the founder of the AFOSR Diversity Council to provide a place where diverse employees strive to foster an environment of acceptance, inclusion, and cooperation. Mr. Lee has worked for the AFOSR since 1997, initially overseeing the University Research Initiative program. He is now working to enhance communications between HBCU and MI to be able to compete for contracts/grants at a larger scale. Working in private industry prior to coming to AFOSR and owning his own business since 1987, EJL Associates, Ed has helped to establish and support black-owned businesses in the Washington Metropolitan area. Ed is also a graduate of an HBCU, Morgan State University in Baltimore, Maryland. Dr. Jiwei Lu Program Manager at Basic Research Office (OASD(R&E)) Office of Naval Research Vannevar Bush Faculty Fellowship Dr. Jiwei Lu is the program manager of the Vannevar Bush Faculty Fellowship program in Basic Research Office in DoD. He is an IPA from the University of Virginia, at which he is Research Associate Professor in the Department of Materials Science and Engineering. He received his Ph.D. degree in Materials Science from University of California-Santa Barbara. After a 2-year Post-doc at the University of Virginia, he became a faculty member in MSE department. His research interest is in the area of synthesis and characterization of novel functional thin films, particularly in magnetism and phase transition. Dr. Lu has over 80 peer-reviewed publications with H-index of 23. He is a recipient of the FEST award at the University of Virginia and Edward C. McClelland Chief, Contracting Office Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Mrs. Shelia McClelland holds a Bachelor s Degree in Administration of Justice for Howard University, a Masters Degree in Procurement and Acquisition Management from Webster University and work towards her PhD in Organizational Psychology at Walden University. She has more than 34 years of extensive management and hands-on experience in both public and private sector operations in the area of procurement and acquisition that includes tenure at Military and Defense Agencies, such as; ACC, Research Triangle Park, NC, ATEC Mission Support Contracting Activity, Fort Hood, TX, Communications and Electronics Command (CECOM), Fort Monmouth, NJ, Defense Acquisition Systems Agency (DISA), VA, National Imagery and Mapping Agency (NIMA), VA, the US Army Contracting Command Europe (USACCE) and Industry. Experience extends across the acquisition spectrum after serving in various capacities that include, Chief of the Contracting Office, Director, Deputy Director, Contracting Officer, Contract Specialist C, Business Management, Procurement Analyst, Small Business Specialist, Deputy Career Program Manager, and Commercial Advocate. She has also served as a Mentor for the Department of Army Procurement Management Mentorship Program and is a DOD Certified Mediator. McNeal U.S. Army Contracting Command Aberdeen Proving Ground (ACC-APG) Research Triangle Park (RTP) Division Mrs. Vonetta G. McNeal is a 2000 graduate of North Carolina Central University with a Bachelor of Arts degree in Political Science and a Concentration in Public Administration. She received a Master in Management with a Concentration in Acquisition and Contract Management in 2002 from the Florida Institute of Technology. Mrs. McNeal began her career with the Federal Government at the Naval Air Systems Command, Patuxent River, MD in July There she gained valuable contracting experience in services and major weapon systems. During this time Mrs. McNeal worked on high visibility programs such as the F/A-18 and V-22. Mrs. McNeal joined the U.S. Army Contracting Command-Aberdeen Proving Ground, RTP Division in August 2005 as a Grants/Contracting Officer. Mrs. McNeal is currently the Branch Chief supporting the Information Science Directorate and the Post Award Branch where she provides acquisition support and guidance for complex contracts and assistance awards involving highly specialized and innovative research valued in excess of $800M. President Tougaloo College Research and Development Foundation John Rosenthall, J.D. serves as President, Tougaloo College Research and Development Foundation, Inc., an entity whose sole purpose is to support the research and development mission of Tougaloo College and other Historically Black Colleges and Universities (HBCUs). The Research Foundation fulfills that mission by helping the College and other institutions secure and execute Federal and private sector grants and contracts, and by facilitating partnerships with the private sector for the College and partner institutions. The Research Foundation also supports government relations efforts in Congress and the Federal agencies. Rosenthall, a U.S. Army veteran, graduated from Tougaloo College with a Bachelor of Science degree in Mathematics and from George Washington University with a Juris Doctorate degree. He is an active supporter of Tougaloo College. He has received the Chairman s Award, elected Alumnus of the Year and inducted into the Tougaloo College Hall of Fame. Most of John s career has been dedicated to working with or for HBCUs or a consortium of HBCUs. He has served as Director of the Urban Environment Institute at Howard University, Vice President for Research, Economic Development and Public Service, and Executive Director of 1890 Program at South Carolina State University, and Vice President for Research, Advancement and Economic Development at Grambling State University. Between fulltime engagements, John served as President, Urban Technologies, Inc., a Washington, DC consulting firm that provided government relations support to the National Conference of Black Mayors (10 years), Environmental Justice support to the Department of Energy (17 years) and various engagements with Tennessee State University, Savannah State University and the Department of Energy Massie Chairs of Excellence. Mrs. Lanelle T. Shands Contracting and Grants Officer U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Mrs. Lanelle Shands is the Branch Chief for the Engineering and Physical Science Directorates of the U.S. Army Contracting Command, Aberdeen Proving Ground, Research Triangle Park (RTP) Division located at the Army Research Office (ARO) in North Carolina. Her branch provides acquisition support and guidance in the Research and Development arena while utilizing contracts, grants, cooperative agreements, and Broad Agency Announcements valued in excess of $950M. Mrs. Shands has extensive knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Army Federal Acquisition Regulation Supplement (AFARS), and the Department of Defense Grant and Agreement Regulations (DODGARS). Prior to joining the U.S. Army Contracting Command in 2010 as a Contract Specialist, she was with the U.S. Environmental Protection Agency (EPA) in RTP where she supported the Office of Air and Radiation utilizing a variety of contract instruments. Smith, Sr. Director/Program Manager Department of the Navy HBCU/MI Program Office of Naval Research Mr. Smith is the Director for the Department of the Navy s (DON) Historically Black Colleges and Universities/Minority Institutions (HBCU/MI) Program. In this capacity, Mr. Smith serves as the Senior Advisor to the Director of Research and Chief of Naval Research on matters relating to strengthening the research support and capabilities of HBCU/MI. Furthermore, he is tasked with increasing the number of students (undergraduate and graduate) as well as faculty in applying for and pursuing internships fellowships and research related projects for the Department of the Navy. Additionally, Mr. Smith is responsible for the oversight and guidance of 13 Administering Offices (AO) within the Department of the Navy that are charged with conducting outreach programs with HBCU/MI. Mr. Smith received his Bachelors of Science Degree in Biology from Texas Tech University in Lubbock, Texas. He has also attained a Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certification in Science and Technology. Prior to his current assignment, Mr. Smith possesses over 15 years of numerous continually progressive assignments in the U.S. Navy including serving as the Science and Technology Director responsible for the developing and transitioning numerous Small Business Innovative Research (SBIR) and S&T projects totaling more than $100M. He also served as the Director of Future Technology/Technical Director supporting the S&T Directorate within PEO SHIPS. Mr. Smith is a United States Naval Reservist. Mr. Bryan A. Stevens Operations Research Analyst Headquarters Air Force Research Laboratory (AFRL) Mr. Bryan A. Stevens is currently working as an Operations Research Analyst working in Headquarters Air Force Research Laboratory (AFRL) in Dayton, Ohio. He is responsible for managing the AFRL corporate recruiting program, accomplishing strategic planning duties to support all Technology Directorates within AFRL, and functioning as an advisor to senior management on the effectiveness and efficiency of AFRL wide programs such as AFRL s gap analysis, engagement strategies for Historically Black Colleges and Minority Institutions (HBCU/MI), and diversity and inclusion (D&I) initiatives. Mr. Stevens also evaluates workforce development proposals for the AFRL Executive Director and provides recommendations for projects approval as part of AFRL s $3.4M Section 219 Workforce Development Fund. Mr. Stevens has worked for AFRL since 2010, initially overseeing AFRL s $500+K recruiting budget. He is now enhancing D&I initiatives across the enterprise, utilizing big data techniques/applications to help management determine future hiring needs, and expanding AFRL s relationships with HBCU/MI. Prior to coming to Headquarters AFRL, he worked as a Human Resources Specialist responsible for determining qualifications of candidates applying to job announcements on USAJobs, resolving staffing issues with the outplacement of Science, Mathematics, and Research for Transformation (SMART) scholars, and reviewing Intergovernmental Personnel Act (IPA) assignment packages. page 24 of 28

As associate provost at the University of Iowa, her portfolio included developing and supporting new initiatives to increase diversity in undergraduate, graduate, and faculty programs. Her research has been supported by the NSF, NIH, DARPA, US Department of Education, and the Rockefeller Foundation.
