2 Deputy Chief of Staff, G The Deputy Chief of Staff, G-8, is responsible for integrating resources and Army programs and with modernizing Army equipment. We accomplish this through programming resources, materiel integration, analytical and modeling capabilities; and managing Department of the Army studies and analyses. G-8 s success is central to achieving the Army Vision of transforming into a strategically responsive and dominant force. The G-8 team is comprised of three directorates: Force Development, Program Analysis and Evaluation, and the Army s Quadrennial Defense Review Office; and one Field Operating Agency, the Center for Army Analysis. G-8 also serves as proponent for the Army s force development and operations research Functional Area career fields. In addition, the Army Study Program Management Office falls under the G-8, providing policy oversight and management guidance for studies and analyses performed by or for the Army. The Army G-8 focus is Initiative 3: Maintaining the Momentum of Modernization. Through this effort, we are equipping and supporting the Army today while transforming to build tomorrow s needed capabilities. Together we share a sense of urgency and commitment to field the future force for the Army s ongoing operational requirements. The endstate for Initiative 3 is defined as well-equipped Soldiers in modular formations with a decisive advantage over their enemies. Through our hard work and commitment, we will make certain that The Army Vision becomes The Army Reality. FD PA&E QDR CAA
3 Equipping as We Fight and Transform FD team members serve in every major command in the Army and are found all over the world, keeping our Army strong in Afghanistan, Iraq, Korea, Kuwait, and Germany. In the next 24 months, FD will distribute over $50 billion of modern equipment across the Army. Force Development Directorate and FA 50 Proponency Office FORCE DEVELOPMENT DIRECTORATE The Force Development directorate translates requirements into capabilities that equip the Army as we fight and transform. Every day, FD works to ensure our Soldiers are equipped with the Nation s best and most modern equipment. The FD-hosted semi-annual Equipping and Reuse Conference provides a forum for the Army s force developers to review, validate, and prioritize the Army s equipping plans based on updated requirements. FD also has serves as lead agent for the modular transformation of the Army s brigade-sized unit transformation; in FY 2007 alone, FD was responsible for the modular transformation of 60 Active and Reserve brigade combat teams. In the next 24 months, FD will distribute more than $50 billion of modern equipment across the Army. FY 2008 priorities include providing mine-resistant ambush protected vehicles to our deployed Soldiers, as well as continuing to field the precursor of Future Combat Systems capabilities that will save more Soldiers lives. As proponent for the Army s Force Development career field, FD manages the Army s cadre of force developers our Creative Managers of Change. University internships and fellowship programs ensure the FD officer s career path retains its relevance in meeting the ever-changing requirements of managing today s Army. FD Force Development
4 Programming and Resourcing Tomorrow s Army Today Program Analysis and Evaluation Directorate and FA 49 Proponency Office PROGRAM, ANALYSIS AND EVALUATION DIRECTORATE PA&E provides Army senior leadership direct, independent analysis of programs, alternatives, and priorities to make informed decisions regarding future years planning and programming to meet the Army s strategic objectives. Exercises overall responsibility at HQDA for Army program development in support of the Program Objective Memorandum and the Future Years Defense Program. Manages the programming phase in the Army s Planning, Programming, Budgeting and Execution process and serves as executive agent for defending the Army program to OSD. Delivers the approved program to the Army Budget Office forming the basis for the budget estimates. Provides analytic oversight of funding support for Army organizations and Combatant Commanders. PA&E serves as executive agent for the Army s FA 49 Operations Research/Systems Analysts (ORSA), providing highly skilled and operationally experienced professionals who are integral to the Army leadership s decision-making process. PA&E & Evaluation Program Analysis
5 Leading and Learning The 2006 QDR focused on four major challenges to the Nation s current & future security: Building partnerships to defeat extremism Defending the homeland in-depth Shaping the choices of countries at strategic crossroads Preventing the acquisition or use of weapons of mass destruction by hostile state or non-state actors Army Quadrennial Defense Review Office ARMY QUADRENNIAL DEFENSE REVIEW OFFICE The Department of Defense has conducted a QDR at the beginning of each Presidential administration since 1996 to express our Nation s defense strategy and establish a revised defense program. These congressionally directed reviews are comprehensive examinations of the defense strategy, force structure, equipment modernization plans, infrastructure, and budget plans, and look 20 years into the future. The Secretary of Defense submitted the report of the 2006 QDR to Congress on 6 February The direction outlined in this third QDR report continues many of the initiatives identified in the 2001 QDR, builds on our increased understanding of the demands of the ongoing long war against global terrorism, and provides a better balance of capabilities across the Department to address traditional, irregular, disruptive, and catastrophic challenges. The 2006 QDR report embraces the Army s modular transformation, enhancements to multipurpose forces to broaden their capabilities for irregular warfare, increased Army special operations forces, and spiral development of Future Combat Systems. The Army QDR Office leads and integrates the efforts of the Army Secretariat, Army Staff, and subordinate commands to support the Secretary of Defense s quadrennial review of Defense strategy, capabilities and capacity, programs, and priorities to prepare the Department for future challenges and opportunities. The Army QDR Office leads Army efforts in the development of implementation direction such as the Strategic Planning Guidance. The Army QDR Office also interfaces with the Government Accountability Office for selected audits and leads the Army s participation in the Operational Availability study series which explores opportunities to better align operational demands and joint capabilities. The Army QDR Office will lead and integrate Army efforts in the conduct of the congressionally-directed Quadrennial Roles and Missions Review, with the first such review to be conducted in QDR quadrennial Defense Review
6 The Army s Premier Analytical Resource Center for Army Analysis ATTN: CSCA-ZA 6001 Goethals Road Fort Belvoir, VA CENTER FOR ARMY ANALYSIS CAA is a Field Operating Agency of the G-8 that provides analytical studies focusing on theater-level operations and Army-wide processes of forces and systems in the Joint and combined warfighting context. These studies help senior leadership, the Army Staff, and Combatant Commanders address transformation and operational issues. CAA maintains full-time deployed analysts in both Iraq and Afghanistan who are supported with real-time reachback analysis by CAA from Payne Hall at Fort Belvoir, Virginia. In support of Headquarters, Department of the Army, CAA has shaped modernization, reset, and transformation strategies, as well as base realignment and stationing decisions, saving the taxpayer billions of dollars and enhancing efficiency within the force. CAA also is working to enhance the implementation of Army best practices through initiatives such as Lean Six Sigma. CAA is staffed with military and civilian personnel who possess an extensive blend of skills and operational experiences. The CAA team has very strong traditional operations research skills, and has personnel experienced in strategic forecasting; political science; engineering; physics; intelligence; computer operations/ programming and database design; economics; nuclear, chemical, and biological issues; and virtually all Army branch specialties. 7 ARMY STUDY PROGRAM MANAGEMENT OFFICE G-8 Cultivating Analytic Ingenuity ASPMO s recent projects: Helping to centralize funding for HQDA-sponsored studies Ensuring proper accounting for service contracting information for the Army, particularly Advisory and Assistance Services Using Lean Six Sigma to improve coordination and maximize resources of Army studies Assisting the Air Force to develop their Studies database and website Army Study Program Management Office ARMY STUDY PROGRAM MANAGEMENT OFFICE ASPMO provides policy oversight and management guidance for studies and analyses performed by or for the Army. Army analyses can range from studies to support network operations and terrain identification to studies to support Soldier well-being. The majority of Army studies support issues identified in the Army Campaign Plan. ASPMO falls under the Army G-8. Its mission includes leveraging information technology to support information exchange; providing stakeholders visibility of study efforts past, present and projected; eliminating redundancy; and expanding on and implementing best business practices the ultimate goal being to enhance value added and return on investments to the Army. Army studies are carried out by both Army organic analytical resources and by contracting with experts. Within the Army, operations research and systems analysis (ORSA) techniques are most often combined to promote a dynamic approach to decision-making. This approach is characterized by the investigation of new concepts and the development of new quantitative tools to analyze these concepts. The role of the ORSA analyst in military decision-making has grown as the Army has recognized the need to study military problems in order to provide commanders and staff agencies with a scientific basis for decisions to improve military operations.
