1 DEPARTMENT OF THE AR FORCE HEADQUARTRS AR MOBUT COMMAND HQAMC/A6X 23 West Losey St, RM 36 Scott AFB L Mar 14 Mr Justin McCarthy Judicial Watch 425 Third St, SW, Suite 8 Washington DC 224 Dear Mr McCa1thy The letter is in response to your July 3, 213 Freedom oflnformation Act (FOlA) request for 1) any and all records concerning mission taskings for President Obama's JuneJuly 213 trip to Africa; 2) all records concerning transportation costs for President Obama's JuneJuly 213 trip to Africa; and 3) any and all passenger manifests (DD2131) for President Obama's JuneJuly 213 trip to Africa Attached are all reasonably segregable portions of the requested records Concerning tem of your request, a search for responsive records was conducted and no Air Force mission tasking records were located Concerning tem 2 of your request, included are the AFTO Forms 781 for the President's JuneJuly 213 trip to Africa The FY 13 cost per flying hour (CPFH) for Air Force One (VC25A) is $228,288 Please note that the CPFH includes fuel, flight consumables, depot level repairables, aircraft overhaul, and engine overhaul Concerning tem 3 of your request, we are providing a "no records" response for the manifests (DD Fonn 2131) you requested n accordance with Air Mobility Command nstruction (AMCl) 2411, the Air Force does not maintain copies of passenger manifests after the active mission leg is complete The FOA permits the govemment to withhold information in "personnel files, medical files, and similar files" The term "similar files" has been interpreted broadly to include information that "applies to a particular individual'' The Supreme Court noted, "When disclosure of information which applies to a particular individual is sought from Government records, com1s must determine whether release of the information would constitute a clearly unwarranted invasion of that person's privacy" (See United States v Washington Post Co, 456 US 595, 62 ( 1982) There must be a balancing between the public interest in releasing the information and the private interest in not releasing the infonnation n this case, since there is no public interest, any privacy interest must be protected Authority is the Freedom of nfotmation Act, Title 5, United States Code, Section 552(b)(6) FOA Request F WE ANSWER THE CALL OF OTHERSso THEY MAY PREVAL
