To update Council on the work being done in this area. Executive Summary 3. The petition, Tauranga homeless and housing crisis, (Attachment A) was received by Council on 4 July The petition from Neville Lowry and 289 others requests that Council "take urgent action on Tauranga homelessness and housing crisis by establishing emergency housing for families in the Tauranga area." 5. While homelessness is by no means a 'new' issue, it is something that Tauranga is seeing more of and through reports from the public and staff's work with community organisations the issues relating to homelessness are becoming more prominent. 6. Homelessness is something that requires a multi-agency approach to understand and address. 7. Currently there is no official Council resolution or position on homelessness. However, staff are working with other organisations to see how homelessness and emergency housing needs can best be addressed. 8. It is recommended that Council receive the petition. Discussion 9. While homelessness is by no means a 'new' issue, it is something that Tauranga is seeing more of and through reports from the public and staff's work with community organisations the issues relating to homelessness are becoming more prominent. 10. Currently there is no official Council resolution or position on homelessness. 2 91 Council 19 July Homelessness is something that requires a multi-agency approach to understand and address. 12. Staff have facilitated two workshops with a wide range of organisations that are either working in, or interested in, housing and homelessness and the various associated issues e.g. New Zealand Police, the District Health Board, the night shelter. Under the Stars, various government agencies, churches and other community groups. The first workshop had over 70 participants. The second had approximately 50 participants. 13. As a result of these workshops a steering group has been established, of which council is an active member. The exact role and purpose of the homelessness steering group is being finalised by the group itself. However, it is likely that the group wil! focus on defining what homelessness means in the context of Tauranga: understanding the issues and identifying needs. 14. From this, it is envisaged that the group will develop a strategy and action plan, underpinned by relevant research, in consultation with the wider community. 15. Core membership of this steering group is: Tauranga Community Housing Trust Ministry of Social Development Housing NZ Te Tuinga Whanau BOP DHB TCC Police Salvation Army Ngati Ranginui / Iwi 16. The first meeting ofthe steering group was held on 22 June At this meeting the group agreed that its focus would be women and families that are sleeping in tents or cars. The group agreed on a three step action plan: Step Step 1: Identification Step 2: Assessment Step 3: Appropriate accommodation Actions How many families? Where are they? What do they need? What support is currently available? What is needed? Who can be providers? What are the key roadblocks? Timeframes? What other providers are available? Development of work streams by key decision makers and experts to provide clear and simple solutions for families needing medium term accommodation. 3 92 Council 19 July This identification and assessment phases are due to be completed by the end of July The detailed work streams identified under step three are expected to be completed in August. This will include development of a realistic timeline for implementation of recommended actions. 18. The Steering Group will co-opt other experts and stakeholders as required and will also communicate and work with the wider stakeholder group that participated in the workshops on homelessness. 19. Council's Community Development Team have agreed to facilitate the Steering Group meetings and further workshops with the wider stakeholder group. There are minimal financial implications (meeting room hire, stationery, tea and coffee for participants) associated with undertaking this role. 20. Support in varying forms is also being provided by Council to Te Tuinga Whanau for its Whare Tauranga project which is providing emergency housing for families. Defining homelessness 21. The majority of homelessness is not always visible. Homelessness encompasses not only people living on the streets, but also those people who have no security in their housing: they might be staying in night shelters, backpackers or boarding houses. 22. People living in unsuitable housing are also considered to be homeless; they could be living in a garage or sleep out without electricity or water, or 'couch surfing' - moving between friends or family members, with no fixed address of their own. 23. This is likely due to a number of social issues including lack of money, the high cost of rental accommodation (housing affordability), and social issues preventing people from being able to access rental accommodation. 24. These 'hidden homeless' make up the vast majority of homeless people in Tauranga - the visible 'rough sleepers' are only a small part of the wider issue. Consideration strategic Context 25. 'A city with heart and soul' is one of the community outcomes of Council's Long Term Plan. Homelessness and housing are emerging as a significant issue for the city. Council has committed to work collaboratively with community organisations to build their capacity and resilience, and to help them deliver sustainable solutions for community issues. 26. Supporting relevant agencies and community organisations that are working to address homeless and housing issues in Tauranga is contributing to meeting this community outcome. Under the Signiflcance and Engagement Policy 2014 this decision is of high significance on the basis that this homelessness and housing are of high public and interest. 28. Given no decision is recommended in this report no community engagement is proposed on this matter. Implementation 29. No implementation is required given no decision is recommended in this report.
