1 A Fivvee--Sttaarr Chaaptteerr Neewssl leetttteerr Occtt Deecc Happy Holidays! It s a time to be thankful for all our blessings. I don t know where to begin counting mine; faith, freedom, family, friends, country, health, career. The list is long. One item on my list of things to be thankful for is the ASMC. That may sound strange, but ASMC is an educational source for me. I enjoy learning and each time we get together I hear others experiences and learn from them. Our guest speakers are another source of information that adds to my learning experience. Mr. Bruce Headrick, from the Information Systems Development Division for the Air Force Audit Agency deciphered some of the articles I ve read concerning achieving auditable financial statements by Learning the difference between an Accounting Conformance review and a Federal Information System Control Audit Manual review was only the beginning. Hearing about the most frequent discrepancies found was also extremely helpful. I wouldn t say Financial Information Resource SysTem/Force Structure Data Management (the system I work with) is now audit ready ; however, after Mr. Headrick s briefing, we certainly have a clearer understanding of how to get there. Another eye-opener for me was Mr. Bob Magee s summary of Mr. Hale s 2011 PDI briefing. Of particular interest, at least to me, was the chart tracking education, professional organizations, and certifications. Bob has previously pointed out the importance of continuing education and Mr. Hale s PDI briefing certainly emphasized the importance. The combination of all these enhances our capabilities enabling us to better perform our jobs. My ASMC learning experiences include working on our federal tax exempt status. Amy Preston and I are completing the Form 1023, gathering the required documentation, and planning to send it to the Internal Revenue Service by 31 January Next, we ll take on the Alabama state portion of tax exempt status. The ASMC experiences increase my knowledge and help me take a more informed approach. They also make me thankful for the opportunity to grow intellectually. Don t forget. 2 Friday, December 16th, 2011 According to an Air Force Personnel Center (AFPC) press statement, the Air Force has cut almost 9,000 positions this year. This reduction was achieved by using a combination of tools: hiring controls, the hiring freeze, voluntary early retirement authority (VERA),and voluntary separation incentive pay (VSIP). This enabled the Air Force to avoid resorting to involuntary actions. Nevertheless, the Air Force still has to cut an additional positions to reach its manning level goals. Even with the hiring freeze being lifted Dec. 15, budget and funding issues are still fluid, so major command and wing leaders must be alert to changing conditions as they ll have the responsibility to control hiring to stay below targeted levels," said Michelle LoweSolis, AFPC civilian force integration director. The Air Force expects to continue using voluntary separation incentives in the next round of personnel cuts. However, AFPC will not determine who will be authorized to apply for VERA and VSIP until Air Force leaders complete an assessment of the manning situation. LoweSolis acknowledged that the process has been difficult and challenging, but emphasized that the Air Force has been working hard to ensure that Air Force employees get the best care possible NEW CERTIFICATION RENEWAL REQUIREMENT TAKES EFFECT JANUARY 1, 2012
3 November 29th, 2011 Effective January 1, 2012, the ASMC's certification renewal process will now require that two of your 80 CPEs be obtained from ethics training. This new requirement will apply to both existing and candidate CDFMs. If ethics training is already included in your organization's professional development program, it can be used to fulfill this new requirement. Existing CDFMs should note that if their CDFM is up for renewal in 2012, you have until December 31, 2012 to attain the ethics training, but only need one ethics-related CPE. You will need to renew by the date on your CDFM certificate, but you can renew with 79 CPEs, attaining the one ethics CPE by December 31, ASMC members can take two ethics-related workshops from the 2011 PDI at no charge by visiting the ASMC Online Learning Center. The workshops are "Ethics Between Government and Contractors" (1.2 CPEs) and "Current Developments in Ethics" (1.4 CPEs). We are encouraged to pay close attention to developments of our career field s implementation of certifications & requirements. The American Society of Military Comptrollers (ASMC) Montgomery Chapter assembled the November 11 meeting at 1145 hours on 16 November 2011, at the Maxwell Officer s Club, Maxwell
5 AFB, Montgomery, Alabama. After a tornado warning morning, Mr. Bruce Headrick, Program Manager, Financial and Systems Audit Director of the Air Force Audit Agency shared an overview of System Compliance and Audit Requirements in relation to the forthcoming 2014 audit readiness objective. He graciously made his knowledge available during a concluding Q&A period. Our Fall Fundraisers and materials, PartyLite and Colorful Pasta, were also introduced. December. The American Society of Military Comptrollers (ASMC) Montgomery Chapter united for the December 11 holiday luncheon at 1130 hours on 8 December 2011 at the RSA Plaza Terrace, Montgomery, Alabama. Attendees contributed to the warm wishes of the season by supporting the Toys for Tots gift gathering goals for children 0-17 yrs of age. Future Luncheon Meeting Janurary. Annual luncheon with the Montgomery Chapter of the Association of Government Accountants. Date/Venue TBD. Executive Committee Meeting Ms. Anne Devereux, Chapter President, chaired the meeting on Wednesday, 26 October 2011 at 1145 hrs. At the Crow s Nest on Maxwell AFB, attendants were welcomed before discussing the IRS tax-exempt status for the chapter, research conducted thus far, and the next steps for securing said status. Ms. Law, Fundraising Chair, shared the starting date of the Fall Fundraisers and PoCs for various organizations. This Fall we are fundraising with PartyLite and Colorful Pasta! As the meeting concluded, Toys for Tots logistics for the Christmas luncheon began and planning will continue as the date approaches Vehicles for transporting the toys after the luncheon will be necessary.
