Every month there are events and activities to serve you as well as ways you can serve others. In February we will have joint monthly luncheon with AGA and our annual Mini-PDI is 2 March. 2 VOLUME 21 ISSUE 3 Page 2 Continuing Education Grants ASMC Redstone Members, We are pleased to announce one $100 local grant to provide financial assistance to an ASMC member for their continuing educational endeavors. This grant can be used not only for college courses, but also on professional development courses such as the CDFM, FM, and DAU classes that may not be otherwise funded. The grant can also be used for expenses related to education and professional development such as books, gas, babysitting, or computer equipment to assist in completion of such training. Local Award Criteria: 1. Applicant must be a member or corporate member designee in good standing of ASMC. Applicant must have been a member for a minimum of the two full consecutive years immediately prior to the submission due date. 2. Applicant must be entering or be in a business or resource management field of study relating to military comptrollership (e.g., business administration, economics, public administration, accounting, finance). 3. Applicant must show active participation in the local chapter at some level (e.g., board member, committee chairperson or member, volunteer for chapter events). 4. Applicant's justification of desired educational outcome will be the key factor in selection. Local Application Requirements: 1. Applicant must complete the attached Local ASMC Continuing Education Form Applicant must provide one letter of recommendation from an organizational manager, personnel/training officer or supervisor. 3. Applicant must provide one letter of recommendation from an academic institution official on official letterhead or in official Submission must be received no later than 28-Feb Submission of Local Application: 1. Please forward all application requirements to Debbie O'Neal at onealdeb@nehp.net. Scanned copies of the documents will be accepted. 2. Submission must be received no later than 28-Feb National Scholarship: There are 11 ASMC national grants given 10 at $1,250 each and 1 or $3,000. The ASMC Scholarship Committee will evaluate all local applications for submission towards the national grants; and will contact the selected applicants to coordinate submission to ASMC national. 3 VOLUME 21 ISSUE 3 Page 3 Scholarship Opportunities ASMC Redstone Members, We are pleased to announce one $500 scholarship to recognize a graduating high school senior for academic achievement and to provide financial assistance so that they may accomplish their future financial management baccalaureate educational goals. Local Award Criteria: 1. Applicant must be a graduating high school senior in the final half of his/her school year, or a high school graduate within six months of the application deadline. 2. Applicant must be entering a field of study directly related to financial/resource management (such as business administration, economics, accounting, finance). Applications that do not fall within these fields will not be considered. Local Application Requirements: 1. Applicant must complete the attached Local ASMC Scholarship Form Must provide a copy of current Official Academic Transcript. 3. Must provide 1 academic letter of recommendation on official letterhead. 4. Submission must be received no later than 28-Feb Submission of Local Application: 1. Debbie O'Neal Committee on Committees / Community Projects / Special Events / Awards: Community Projects: For Special Olympics 50 total volunteer hours were reported. Heroes Week is 9-15 Nov 16. We currently have 14 volunteers to serve. Angel Tree Booth slots beginning 26 Nov 16 are filling up. Two left but may be able to secure more if interest warrants. National Children s Advocacy Center Healthy Family Holiday Party is 8 Dec16. Great response from members. We have a waiting list for this event. Collecting clothing and personal toiletries for local Homeless. Box Tops will go to Westminster Christian Academy. Plastic twist caps will go to Williams Elementary School. National Individual Awards are open. Details on the ASMC website. Deadline 31 Jan 17. Presented full proposed budget for Special Events committee at a proposed budget of $1325. The $250 requested for the Christmas Party was approved. Remaining committee needs will be considered further at the next Board Meeting. Jennifer Stephenson Scholarships: Submitted advanced report that the Scholarship Committee has pulled the latest rules for high school and continuing education scholarships from the website. They are currently evaluating the criteria and are on track to announce the scholarships around February. Dana Wilbanks Membership: Submitted advanced report that we have 370 active members as of 1 Nov 16. Membership expiration reminders were sent on 31 Oct 16. Member are taking advantage of the opportunity to renew before the price increase. A reminder will be sent to the membership mid-november of the upcoming fee adjustment. Tina Hinze Programs: Announced last minute speaker change for November luncheon. Member notification will be revised in the newsletter. Due to anticipated off-post speakers, recommended that the January and February monthly luncheons are held off-post. Debbie O Neal will seek availability at Trinity Methodist Church. Presented full proposed budget for $576 to cover the cost of lunches for speakers and donations to charity of choice. Budget of $276 was approved with further discussion at next month s mtg. Stephen Elison Training/Education: Planning for 2 Mar 17 Redstone/Huntsville Mini-PDI is ongoing. Speaker request letters are going out this month. Interest from the DA staff in speaking at our event is being reviewed. Strategy to expand vendor booth sponsorship which also generates revenue is being developed. Guillermina Brown Ways and Means: Will pursue getting monthly donation(s) from restaurants and stores to offset the costs of monthly gifts cards. LaToya Sims Webmaster: Requested the corrected November Luncheon speaker information to update the website. The latest Redstone/Huntsville Newsletter will also be uploaded. Christina Ridgeway President: Closed the meeting at 1155, noting that at the December Board Meeting further discussion will occur regarding possible need to adjust lunch prices, finalizing the remainder of the Special Events budget for the May Picnic and Chapter By-laws review. Rishner came to speak with ASMC about a variety of financial related issues that she has experienced in her vast career. Currently, Paulette is Still Serving Veterans (SSV) is an Alabama-based Veterans service organization whose mission is to serve and honor Veterans and their families, transitioning military, and members of the Guard and Reserves by assisting them in securing meaningful employment and the Veteran benefits they have earned. All services are provided at no charge. MG (R) Rishner talked nonprofit business, lessons learned in the government and resources for Veterans Since they started in 2006, SSV has empowered over 30k veterans with assistance in employment and benefits. Paulette offers a wealth of knowledge, she is a graduate of both the Army and Air College. Tina Hinze and MG (R) Rishner at the luncheon

8 Page 8 THE ASMC TROLLER NEWSLETTER Holiday Party December 2016 American Society of Military Comptrollers Redstone Chapter held it s Annual Holiday Party December 8, Due to a scheduling snafu, the AMC Band was unable to perform but local musician and Navy veteran Billy Sanders was able to fill in last minute. I know we have people out there from Team Redstone that are deserving of these awards and they don't have to be ASMC Members, but it would be nice. We just need you to take the time to nominate them. You don't have to share it with everyone, but we would like to know if we send in a nomination for our records. Achievement Awards deadline is 31 January 2017 Essay Contest deadline is 28 February 2017 T Chapter Leadership Award deadline 10 April 2017 The objective of this award is to recognize individuals for outstanding and continuous leadership, accomplishment and support of the Society at the ASMC chapter level. This may include impacts on chapter programs, such as chapter membership and CDFM growth, professional development of members, participation in community support activities, and other areas. 11 Page 11 THE ASMC TROLLER NEWSLETTER ASMC National News & Information GSA lowers federal mileage reimbursable rates for 2017 The General Services Administration (GSA) announced that mileage reimbursement rate for federal employees using privately owned vehicles during official travel will decrease slightly to 53.5 cents from the current level of 54 cents. The new rate will go into effect on January 1, Mileage reimbursable rates also decreased for official airplane travel (to $1.15 from $1.17) and motorcycles (to 50.5 cents from 51 cents). Rates declined due to lower fuel prices that were offset somewhat by increasing insurance and maintenance costs. GSA annually reviews mileage reimbursement rates for federal employees. GSA rates cannot exceed the rate set by the Internal Revenue Service (IRS) for business mileage expenses on tax returns. Appropriations Watch: FY 2017 The government is being funded by a continuing resolution, which was passed in December 2016, and goes through April 28, The Senate voted to proceed to debate on a fiscal year (FY) 2017 budget resolution on 4 January To read the full article and the latest updates please visit the Committee for a Responsible Federal Budget s blog posting here. Read the Senate s budget resolution for FY The American Society of Military Comptrollers (ASMC) and Grant Thornton Public Sector today released their latest survey of defense financial managers, Preparing for the Future: Lessons Learned From 10 Years of ASMC Surveys. The annual survey outlines the top concerns for the military financial management community, as well as recommendations for incoming financial management leadership under the new administration. Rely on the financial management workforce seek the advice and counsel of the experienced financial management workforce and include them in the decision-making process. Focus on recruitment, retention and workforce empowerment recognize that the financial management workforce values benefits, employment stability and job satisfaction. Finish IT modernization a thorough review of the Defense Department s IT modernization program is needed, focusing on new programs and zeroing in on legacy systems and targeting them for elimination. Simplify the budget process investigate ways to lessen the adverse impact of multiple budget builds and duplicative budget processes, which have a negative effect on workforce stability and morale. Show early support for auditability component audit results should become part of every leader s performance evaluation, military and civilian alike, and adequate resources (people and budget) should be devoted to the task. This event gives our Tennessee Valley/Northern Alabama communities the chance to show their deep appreciation and recognition of these service members, their spouses, and caregivers. Our guests are honored at a Veterans Day Breakfast and Parade, Marine Corps Ball, fishing tournaments, parade of boats, numerous lunches and dinners hosted by community groups and businesses. The week also gives the families a chance to take a break from the stresses of recovering and rehabilitation, and there is an opportunity for some much needed appreciation and attention for the primary caregivers of the Wounded Warrior. Couples often remark on how therapeutic the week has been for their relationships and a unique new group of special friends they made, all who faced similar circumstances. 14 VOLUME 21 ISSUE 3 UME Community Service Opportunities Page 14 Adopt an Angel Tree for Christmas 2016 ASMC Redstone Chapter adopted 3 Angels this year The Angel Tree is a unique program that started in Lynchburg, Va. in It involves the community in a direct way allowing them to become personally involved by sharing with those less fortunate in their community. The program provides gifts of new clothing and toys to thousands of children who otherwise might not have anything for Christmas. Children who are recipients of Angel Tree gifts are form families who have applied for Christmas assistance through the Social Services program of the Salvation Army during the application process, the clothing sizes and special needs of the children are determined and written on the application and are then transferred to paper "Angels" along with the child's first name age and sex. 16 VOLUME 21 ISSUE 3 UME Community Service Opportunities Page 16 TENT CITY PROJECT Homeless Hygiene Kits and Warm Gear for the Holidays In November and December we gathered donations in support of the Tent City Project, an annual fundraising event for the homeless population in Huntsville. We provided a donation from ASMC members on December 11 at the Cheeburger Cheeburger drop-off location. All items collected were distributed to the tent city community on Dec 17 by a team of individuals led by Amy Mansell.

It will be a fun night for all listed below are more details about the evening and duties. February 10, 2017, churches from around the world will host thousands of honored guests and we want you to be a part of it! MAIN EVENT TEAMS led by Karl Childress Karaoke Team led by Roger Keene and Dennis O-Dell Setup and participate in karaoke with the guests. Encourage them and maintain a fun atmosphere. Buddy Team Accompany and assist one assigned guest throughout the evening, providing companionship and any assistance they may need during the event. Sit with your guest during dinner and engage them in conversation. Dance Floor Team led by Alan Jones Monitor the dance floor and the perimeter to make sure there are no wallflowers, invite them to dance and engage with them. 19 VOLUME 21 ISSUE 3 UME Community Service Opportunities Page 19 PLEASE CONTINUE TO SAVE YOUR LIDS, CAPS and BOXTOPS We are collecting Box Tops for Education and the Labels for Education each month at the Luncheons. This is a way we can help out local school. If you don't already save them for children or grandchildren. We will choose a different school each month to give that months collections to. We have already send a page of labels to Williams Elementary, grades P-8 in September and to Goldsmith Schiffman Elementary School in October. We are also collecting the plastic twist on lids from drank bottles milk jugs, and other item with twist on plastic lids to also give to our schools. We will choose a different school each month to give them to. Not all schools collect them, so I will need your help to let me know which schools do these collections and to get the items to that school each month. If you are not coming to the luncheons please send in your box tops and plastic twist lids with someone from your office. Send me the name of the school you would like to support and we will put them in hat and draw one name each month for the plastic lids and one for the Box Tops and Educations Labels.
