1 NORTH EAST INDEPENDENT SCHOOL DISTRICT ARMY JROTC DEPARTMENT 8961 TESORO DRIVE, SUITE SAN ANTONIO, TEXAS Telephone /0352 MEMORANDUM FOR: All Fifth Brigade Army JROTC Instructors As of 14 June 2017 SUBJECT: The Fifth Brigade Army JROTC Military Land Navigation/Orienteering Championships, Camp Bullis, Texas, 10 March You are encouraged to participate in the Fifth Brigade Army JROTC Military Land Navigation/Orienteering Championship competition on Saturday, 10 March 2018 at Camp Bullis, Texas. Physical address is NW Military Hwy, San Antonio, TX The event is open to all Army sponsored JROTC units with in the Fifth Brigade area of operations. The event will feature two (2) divisions of gender specific, Male and Female, competition: (1) Masters, cadets having experience in four or more land navigation competitions and (2) Explorers, cadets with three competitions or less. All participating cadets must have the knowledge and skills associated with the use of the compass, application of pace count, estimating distance, knowledge of basic map reading and identification of terrain features. 2. This event is sponsored by the Fifth Brigade, United States Army Cadet Command. The host for this Brigade Championship event is the North East Independent School District JROTC Department. The competition will reinforce the JROTC land navigation curriculum skills and promote military style land navigation and orienteering. The competition will consist of an academic test and a field exercise. Teams are composed of four (4) gender specific (Male Female) JROTC cadets. Schools may enter as many gender specific teams in each division of competition as they desire. Team members of a specific team must wear same style, color and type of uniforms, this includes hat(s) (if worn), shirt and trousers/shorts. The team will be uniform (look alike!) in outward appearance. If it is outwardly visible it will be the same or the team will not be allowed to start the competition. The only exception is individual shoes or boots and each individuals water container. 3. Competition will consist of the following activities: a. Academic Test All teams will take the academic test derived from the JROTC World Geography Curriculum and Unit V of the Curriculum Manager. Each individual team member will take the test independently and the team score will be aggregated and the teams total aggregated time to complete the test will be used to break any ties in team score. Interactive Learning s new Turning Point Cloud electronic response device will be used to answer the academic test questions for this competition. Team size is 4 gender specific cadet members.

2 b. Master Division Team Field Exercise: Will compete on a varsity level course. The course is for those cadets with two or more years of land navigation experience and four competition experiences. The Master division will use a topographic or aerial photo map, with considerable time spent off trails over a variety of terrain. The land navigation control points are varied along with the terrain features and course length will be between 3 to 5 miles. Team size is 4 gender specific cadet members uniformed alike (dressed alike) and must start together, stay together on the course and finish together to be successful. c. Explorer Division Team Field Exercise: Will compete on a moderately difficult course. The course is designed for those cadets with moderate experience in map reading and terrain recognition with control points found at major or the more evident terrain features. The team will use a topographical map and the course will be between 3 to 4 miles in length. Team size is 4 gender specific cadet members uniformed alike (dressed alike) and must start together, stay together on the course and finish together. 4. Each team participating in the field exercise portion of the competition must/is required to have a compass, safety whistle and a watch for monitoring time on the course. As a safety measure each participant must have a refillable form of water container (canteen, camel back or other form of durable refillable water container that can be affixed to their person (belt, shoulder strap or harness, before-during-after the competition. Teams are strongly encouraged to fully hydrate during the week prior to the competition and during the competition to prevent any heat related issues/conditions. Disposable plastic water bottles are not allowed due to the environmental clutter caused when persons empty the bottle and thoughtlessly discard the plastic bottle in the brush or along the trail they are traversing. Teams will not be allowed to start the course without the required equipment items. a. Recommended equipment: Long pants and boots, rain gear just in case, small pack to keep your gear and bug repellent. Dress for the weather. We will be outside most of the day and don t want anyone uncomfortable. b. Teams members must stay in close proximity (approximately 5 yard radius)while executing the field exercise portion of this Brigade JROTC Championship event. Teams found on the course not incompliance will be disqualified. Teams failing to finish with all four (4) members will be disqualified from the field exercise portion of the competition. c. There will be two divisions of competition, Master and Explorer, with male and female gender specific categories. There are no mixed gender teams or coed teams. No exceptions. 5. Competition Sequential Procedures: Teams must complete and submit the required Entry Forms, enclosure 2, with accompanying entry fee to the host As soon as possible but not later than Wednesday, 21 February Teams must make a selection of relay preference, 1 thru 3, for the competition start times. Relay assignments will be made on a first come first serve basis based upon receipt of completed entry form and fee. Each relay will consist of ten (10) teams and will follow the competition procedures in sequential order when reporting to the Range Control Assembly site, Bldg. 6111, Camp Bullis, Texas on Saturday, 10 March 2018:

3 a. Team Captain & Instructor will report to the REGISTRATION TENT, pick up score cards, event instructions and TURN-IN team members Liability Release Forms, enclosure 3. b. Team Photo The team of four (4) members and Instructor if desired, will report to the Official photographer. One free team photo is included for each participating team. c. Academic Test Team of four (4) members will report to the designated Classroom in Bldg. 6107, where each individual member of the team will receive a hard copy of the test questions accompanied by a electronic response device (clicker) with which to answer the test questions. The test will be drawn from the JROTC World Geography Curriculum and Unit V of the Curriculum Manager. Each individual team member will take the test independently and the team score will be aggregated and the team s total time to complete the test will be used to break any ties in team score. Turning Point Cloud response devices will be used to answer the academic test questions for this competition. d. Field Exercise - The team having completed the academic test will report to the Transportation Tent for transport to the field exercise site. Upon arriving at the field site the four (4) members together as a Team will report to the QUE for equipment & safety check. The Team will then be sent to the MAP TENT for course information and receipt of the course map & clue sheet. The Team will then move forward to the START POINT to begin the field exercise portion of this Brigade JROTC Championship. The team will be allowed 90 minutes to complete the field exercise and return to the FINISH POINT without penalty. A 10 point penalty will be deducted from the team score for every minute or fraction thereof over 90 minutes. A snack sack and beverage will be provided to each team member upon completion of the field exercise while waiting for return transportation to the cantonment area. e. Return to Cantonment Area When the Team returns to the Range Control Assembly site the team is released to the Instructor of record. During this time, while waiting for all teams to complete the competition, teams may visit the Dining Facility, Bldg. 5106, Post Exchange, Bldg #5108 or the Burger King for sustenance. f. Awards Ceremony The Historical Post Theater, Bldg #5900 on Camp Bullis will be the site of the Fifth Brigade Army JROTC Military Land Navigation/Orienteering Championship Awards Ceremony on Saturday afternoon, 10 March The ceremony will begin at approximately 4:00 pm. All teams participating in this Brigade Championship event are encouraged to attend. Teams must be present to receive their respective awards. 6. Specific Procedures: The following procedures must be followed for this competition: a. Report to the Range Control Assembly site, adjacent to Bldg. 6111, a minimum of 30 minutes prior to the designated and assigned Relay Start time. Check in at the event REGISTRATION TENT with sufficient time to TURN-IN the team members completed & signed Liability Release Form, enclosure 3. And complete the Team Score Card with the team members rank and names on the back side of the score card provided. Any last minute changes to the competition procedures will be given to the Team Captain & Instructor at that time. b. The Team Photo will be taken prior to the Academic Test by Jack Braden Imagery, San Antonio, TX, One free team photo is included for each participating team. Additional, photos are available thru Jack Braden Imagery.

4 c. The team will report to the designated classroom in Bldg by Relay assignment time. Each individual team member will take the test by answering a series of written/printed questions using the Turning Point Cloud electronic response device provided by Interactive Learning. Company Representatives will be on hand to administer the academic test. Scores for the test will be posted at the REGISTRATION TENT at the completion of each relay. Instructors are not allowed in the classroom(s) during the competition day. Team members will not be allowed to bring any personal electronic devices (I Phone, camera, black berry, go-pro, etc.) into the classroom during the testing. Leave your devices with a team sponsor or instructor. Team scores will be an aggregate score of the four team members and any ties will be broken using the shortest total elapsed team time to complete the test. d. Upon the completion of the test by all four members of the team, the team will report to the Transportation Tent, adjacent to Bldg 6111, and await transportation to the field exercise site for the application phase of this championship event. The Instructor, Sponsors, School Officials and Parents may be transported to and from the field exercise site on the event transportation if desired. Transportation to and from the field exercise site will be provided by the host. No POVs, rental vehicles, school vehicles or unauthorized vehicles will be allowed down range at the field exercise site. Camp Bullis Police and 502d Security Forces Squadron, JBSA-Ft Sam Houston will be monitoring the access beyond the Range Control Gate. e. At the field exercise site, the Team(s) will QUE UP/Line up according to the Relay sequence number found on the teams score card issued at registration. In the que the team and its members will be checked for safety equipment, full hydration system (water) container, appearance (look alike in outward appearance) and team members names have been printed on back side of the scorecards before reporting to the map tent. The team will be moved forward to the MAP TENT to receive course information, the safety briefing and receipt of the electronic finger stick, course map with course clues printed on the back of the map. This competition will use two methods, finger stick & traditional score card punch, to verify the capture/visit to the selected course control points and elapsed time on the course. The team will have the opportunity to orient themselves to the course using an enlarged course map available at the Map Tent. ONLY MAPS ISSUED AT THE MAP TENT MAY BE USED! The Team will then move forward to the START POINT to begin the field exercise portion of this Brigade JROTC Championship. The teams start time will be recorded on the score card in two places and the stud will be removed and used to verify start time, additionally, the finger stick will be inserted into the START course control station and time begins. The team will determine the course control stations/points they will pursue in order to accumulate the highest number of score points associated to each course control stations and return to the FINISH POINT within the allowed 90 minutes of competition. At each course control station the team visits, the score card must be physically punched with the card punch unique to each point and the finger stick inserted in the course control station recorder that will make an audible signal verifying the record. A 10 point penalty will be deducted from the teams point score for every minute or fraction thereof over 90 minutes. Coaches/Instructors will not and are not allowed at the map tent or start point. Coaches/Instructors are not allowed to give or render assistance to teams or team members after the team enters the QUE. Any violation will lead to team disqualification. There is no Coach/Instructor contact with a team until the team has finished the course of competition. Upon the teams return to the Finish Tent

5 the actual finish time will be recorded on the score card and finger stick inserted into the STOP course control station and then into the PRINT course control station which will print out a listing of all control stations visited and the elapsed time on the course. A copy will be stapled to the score card and a duplicate copy will be given to the Team Captain. For the SAFETY of each cadet it is critical for the Army Instructor/Sponsor to stress adequate nutrition and hydration the week prior to competition and the necessity to drink plenty of water during the competition to avoid dehydration and heat related problems. Although, it will be early spring in south Texas temperatures and humidity can drain the body of fluids. f. Upon the Teams completion of the field exercise, return transportation to the Post Cantonment area will be provided by the host. Upon arrival at the transportation point the team will be released to wait with the respective coach/instructor until the Awards Ceremony, Bldg g. The Awards Ceremony will be conducted in the Post Theater, Bldg at approximately 4:00 pm. Team awards will be presented to 1 st thru 3 rd place winning teams in each category and classification including the Academic competition, Field Exercise competition and the combined Overall Brigade Champions in the Masters Division. 1 st thru 3 rd place medals will be awarded to the team members in each Division and category. All ties will be broken using the time method, with the lowest total elapsed team time in the Academic competition and the fastest time to complete the Field Exercise phase of the competition. 7. Teams/Schools desiring to enter and compete in this Fifth Brigade JROTC Championship event will: a.provide a INTENT to PARTICIPATE initial team count, Enclosure 1, by FAX (210) , or to rlara@neisd.net as soon as possible but not later than Thursday, 1 February 2018 reporting the number of teams in each category and division, i.e., Masters (Male & Female), Explorers (Male & Female) with a total number of cadets participating. Remember, there are no exceptions to the required team s size of four (4) for this Brigade Championship! This count is essential in order that the correct number and type score cards and maps are available. Also this count will assist the JROTC Boosters with providing the appropriate number of snack sacks for participating Cadets and Instructors as appropriate. b.teams will complete and submit the required entry forms, enclosure 2, with the accompanying entry fee, $ per team of four (4) cadets, to the host as soon as possible but not later than Wednesday, 21 February Teams must make a selection of relay preference, 1 thru 3, for the competition start times. 6 Relay # 2, 8:15 am Relay # 3, 8:30 am Relay # 4, 9:00 am Relay # 5, 9:15 am Mark your top three relay preference times on the entry form Relay # 6, 9:30 am Relay # 7, 9:45 am Relay # 8, 10:00 am Relay # 9, 10:15 am Relay # 10, 10:30 am Relay # 11, 10:45 am Relay START times are confirmed on first come first served, based of receipt of completed/paid ENTRY Form and ENTRY Fees received by 21 February Relay # 12, 11:00 am Relay # 13, 11:15 am Relay # 14, 11:30 am Relay # 15, 11:45 am Relay # 16, 12:00 noon The actual start times and rotation of events will be determined after all schools have registered. The competition schedule will be distributed via one week prior to the competition and only emergency changes will be made the day of competition. Procedural sequence of events for this National Championships to be followed are: Team Photo, Academic Test, Field Exercise and Awards Ceremony. c. Confirmation of team composition and registration will be made at the Registration Control Desk on event day. Once confirmed at the Control Desk, no changes will be allowed. Late entry fee of $50.00 per cadet will be assessed if there are additional entries other than those initially reported by FAX, mail or , you must be prepared to pay for the late entry fee when you check in at the Registration Control Desk. 8. A Registered Nurse and Medics will be on site at the Field Exercise assembly area to monitor the WET BULB equipment, provide FIRST AID and will be in radio contact with vehicle mounted recovery teams that will be monitoring/roving the course boundaries in the event a team or team member gets lost, disoriented, ill or injured. Although the month of March weather in south Texas is normally pleasant it is imperative that all cadets are properly nourished and hydrated prior to and during participation in the field exercise portion of the competition. In the event of potential heat injuries the onsite medical personnel are equipped with ice packs, ice sheets and Arm Immersion Cooling System as prescribed in TRADOC Regulation Overnight billeting, at no cost or low cost, is available at Camp Bullis, on a limited basis and must be coordinated thru the Range Facility Management Support System (RFMSS) Teams and individuals must provide their own pillows, linens, blankets and towels. Billets will accommodate 12 gender specific individuals per building. Registration information for RFMMS can be obtained thru Camp Bullis Range Control POC: Mrs. Pat Jennings, patricia.a.jennings4.civ@mail.mil, telephone: (210) Teams are also permitted/encouraged to stay at the Patriot Inn on Camp Bullis, telephone (210) or at local area hotels and lodging located along Northwest Loop 410 or IH-10 North, near Northwest Military Highway should they desire.

7 10. Teams are encouraged to bring extra cold weather and wet weather clothing in case of inclement weather. We will be outside most of the day and do not want anyone uncomfortable. 11. Camp Bullis is a United States government facility and requires appropriate individual identification and vehicle registration to allow access at the installation gate. All appropriate parking rules and traffic laws will be enforced by the military police force. Any team/school/participants or spectators (parents, relatives, school administrators, friends or media) not traveling with the team in a school vehicle or accompanied by a military/department of defense identification card holder must submit a completed Unescorted Access Request, to the 502d Security Forces Squadron, telephone: (210) , not later than 10 duty days prior to the event in order to enter Camp Bullis on the event day. Unescorted Access Request Forms are available at Visitor Information/Unescorted Access Request. The form is specific and must be submitted in person if you do not have access to a.mil account 12. Transportation to and from and in and around the Camp Bullis cantonment area during this Brigade competition is the responsibility of the school Instructor/Sponsor/Chaperone. Transportation to and from the Field Exercise site will be provided by the host organization. 13. This is the Fifth Brigade Army JROTC Championship and all Army Instructors with participating teams will wear the Army Combat Uniform (ACU) or Operational Camouflage Pattern Uniform (OCP) as appropriate during the competition day. 14. Souvenir T-Shirts for the Army National JROTC Military Land Navigation Championships will be available for sale on a limited basis on site at the Event Registration Area the day of the event. Advanced purchase orders can and will insure availability, size and style as soon as details and pricing information is made available. 15. 11 Liability Release Form Fifth Brigade Army JROTC Military Land Navigation/Orienteering Championships Saturday, 10 March 2018, Camp Bullis, Texas (Must be completed for each cadet and turned in at Event Registration Tent on competition day) _Print Last Name, First and Middle Initial has my permission to participate in the Fifth Brigade Army JROTC Military Land Navigation/Orienteering Championships Saturday, 10 March 2018 hosted by the North East Independent School District-JROTC Department, San Antonio, Texas. The undersigned Parent/Guardian (hereinafter, I ) understands that one or more instructor, coach/teacher/chaperone will accompany the JROTC cadet to the competition, and that normal precautions will be taken in their interest for safety and well-being of each participant. School districts are immune from liability except when property damage, personal injury or death is caused by a district employee s negligent operation of a motor vehicle while performing district duties. As a result, and as a general rule, the District cannot pay for medical treatment for injuries resulting from activities not directly caused by a district employee s use of a motor vehicle. In case of emergency, I give my approval and authorization for first-aid treatment and any medical treatment of the student named above (the Student ) by local physicians and/or hospitals, including surgical procedures. I agree to accept responsibility for payment of all charges incurred during medical treatment. The Team Coach/School Sponsor or School JROTC Instructor is responsible for medical evacuation of any injured cadet as is necessary or required. I hereby agree to release North East Independent School District and its trustees, employees, volunteers, competition sponsors and the United States Army Cadet Command (collectively, the Indemnities ), and to indemnify and hold the indemnities harmless from, all claims, liabilities, and expenses, (including (a) claims made by the student named above after reaching the age of majority, and (b) claims for damages caused in whole or in part by the negligence of the indemnities relating in any way to the student s participation in the Fifth Brigade Army JROTC Military Land Navigation/Orienteering Championships. This form must be signed and returned to the instructor, sponsor, teacher or administrator in charge of the above named cadet and turned into the Event Registration Tent on the competition day. No student will be permitted to participate in the competition without the completed and signed form and returned it to the proper school personnel or who has altered the form in any way.
