1 March 2011 Volume 1 Issue 6 RCMP Headquarters B Division training, courses, contractors, public assistance etc. Headquarters Site # 1018 Hello from the RCMP Headquarters building located at 100 East White Hills Road, St John s. It has a great view over looking Quidi Vidi Lake and Signal Hill. Commissionaires have been providing security and operational services since the bldg. opened in June The site can provide the commissionaires with a very busy shift at times with the large number of visitors for meetings, Along with the regular security duties such as camera monitoring, monitoring the bldg. door alarms, bldg. access control, OH&S reporting, bldg. maintenance reporting, telephone operations, key control, security patrols etc, some other responsibilities of the commissionaire include issuing pool vehicles, weapon lockers and mail control. Programming of security photo ID access cards for RCMP members and employees. Some other features which the bldg. has is a pistol range, fitness facilities, 30 barrack rooms accommodations which are all used on a regular basis and keep the night commissionaire busy during the after hours. The commissionaires control all the 30 barrack rooms accommodations which include booking in, booking out, courses etc. This is all done through an process. All Commissionaires working at the RCMP HQ must be prepared to go through a comprehensive security process by the RCMP.
2 RCMP Headquarters B Division On a final note -The RCMP held it s annual KLONDIKE Night on Friday, Mar 4 th. This years Klondike charities were the Mazol Shriners and Candlelighters Association. Final numbers are not in yet but from what we hear this has been the best year to date The RCMP's annual Klondike Night over the years has raised $725, since 1983 for 36 charities throughout Newfoundland and Labrador. The RCMP's annual Klondike Night is also supported by 590 VOCM. Tell next time Randy Mercer, Site Manager This site currently employs five full-time commissionaires. The Site Manager covers Monday to Friday and four Commissionaires cover 12 hour shifts. The commissionaires work two days, two nights and four days off for a well-deserved rest. The commissionaires working full-time are my 2 I/C Munden Pond, Cmre Pete Poirier, Cmre Dave McINTYRE and Cmre Ralph Howell. And of course we can t forget Commissionaire Wayne Miller who knows this facility s every nail screw and carpet fiber is on contract to SNC Lavlin the building maintenance company. We would also like to take this opportunity to thank Cmre Clem Walsh for filling in when needed and we would like to welcome and thank our newest Cmre Jim Wiest who is now trained and now filling in when needed. 3 Investigative Services Canadian Corps Of Commissionaires Newfoundland & Labrador Division Investigative Services Unit - a promising LOB We continue to explore opportunities for growth through the development of new LOB s (lines of business) to provide additional employment opportunities for veterans but also to ensure that we maintain our competitive advantage as a full service security solutions company. Accordingly, we recently reactivated our Investigations Unit which is concentrating on litigation support for now. This includes static and mobile surveillance, full background investigations and providing investigator/ witness evidence at discovery hearings and other quasijudicial processes. As we move forward we will expand services in other areas such as commercial crime investigations (fraud, misappropriations, etc.), private investigations, and workplace harassment reviews. To date we have conducted investigative work for two commercial clients and expect to take on several new files in the near future. We intend to build capacity through the continued hiring of trained investigators and by conducting training for other Commissionaires in core subjects such as: investigative techniques; surveillance; and, interviewing and note taking for investigators. Additionally, we are taking the lead on the development and implementation of investigative services in the Atlantic Region as part of our commitment to a new regional cooperation agreement between CNL, CNS and CNB/ PEI. Some of our clients will be law firms who are operating in all 4 Atlantic Provinces, thus part of the logic in a regional approach to investigative services. I am excited about this line of business and where it may go in the future. Stay tuned for updates!
4 Prime Minister Stephen Harper Visits National Research Council On Friday 11 February 2011 Prime Minister Stephen Harper, accompanied by Senator Fabian Manning and the Minister of National Defence Peter McKay, visited the National Research Council Institute for Ocean Technology in St. John s, NL. The RCMP provided approximately 20 officers for security for the Prime Minister s visit. Normally there is only one Commissionaire working on each shift, but given the importance of the visitors, an extra Commissionaire was required. Commissionaire Tom Donovan was the acting site manager for the visit, and while he was stationed at the Commissionaires Desk in the Main Lobby providing access control and controlling the media, Commissionaire Jim Nethercut was stationed at the entrance to the West Employee Parking Lot to ensure that only visitors associated with the visit parked in the employee parking lot. CML1 Tom Donovan When the Prime Minister arrived at approximately 9:45 am NRC/IOT s Director General, Dr Mary Williams, met him at the West Employee Parking Lot Staff entrance. Dr Williams gave Prime Minister Harper, Senator Manning & the Honourable Peter McKay a fortyfive minute familiarization tour of the Offshore Engineering Basin, Clear Water Towing Tank & the Ice Tank. Prime Minister Harper had a particular interest in the Ice Tank given the fact that Canada is playing a very important role in the Arctic. The Prime Minister and his entourage departed at approximately 10:30 am. Shortly after the Prime Minister departed, IOT s Communication s Officer Derek Yetman sent out an congratulating several people, including the Commissionaires, for the part that they played in the visit. Commissionaire Tom Donovan and Commissionaire Jim Nethercut are to be commended for a job well done.

8 Commissionaires Security Officer s Course Newfoundland Division Now Hosting Its Own Online Training In Partnership With Course Park E-learning is essentially the computer and networkenabled transfer of skills and knowledge. E-learning applications and processes include Web-based learning, computer-based learning, virtual classroom opportunities and digital collaboration. Content is delivered via the Internet. The Newfoundland and Labrador Division of Commissionaires has selected E- Leaning as the primary method of curriculum delivery. All Commissionaires must complete the Commissionaires Security Officers Course in order to continue to work with the Corps. Those who have completed the Commissionaires Qualifying Course in the past have met that requirement New Commissionaires who have not yet completed the course must jlynch@commissionaires at HQ and arrange to take the course which will be delivered online. In order to complete the course each candidate must have an address and must have access to a computer with Internet capability. Once we receive your requesting to be placed on the Security Officers Course we will respond with an invitation to take our course which is located on the CoursePark server. Once you log into the CoursePark website you will be required to register. Use your commissionaires address and password to register on CoursePark. Once you are on you will see the sixteen chapters that make up the Security Officer s Course. At the end of each chapter there are five and sometimes ten questions that you must answer. After you make your multiple choice selection you must hit the I m Done button before you proceed. By doing so you are registering your answer for your course report. If you wish you can complete a few chapters than stop and come back later. You can start the course at any time and will be permitted about four weeks to complete all modules. Once the course is completed each Commissionaire will receive a report on their grades and a certificate will be issued should they be successful. Site Managers are asked to poll their site employees and identify those who have not yet completed the Commissionaires Security Officers Course. These individuals most me as soon as possible in order to start the process. Training will be provided free of charge as the Corps will pay all costs. Training provides Commissionaires with a leading edge in the competitive security market. In order to maintain that edge we must continually seek ways and means to provide quality professional development to our employees
