The resulting list includes 250 employers across 25 industries ranging from corporate giants to community-based financial institutions to universities and government agencies. Commissionaires ranked in the top quarter of the 250 employers, outranking other Canadian security services providers by a wide margin. We re extremely proud to be recognized as one of Canada s best employers, and to be the highest ranked security company among those surveyed, said Bruce Belliveau, Chair of the National Business Management Committee, Commissionaires, and CEO of Commissionaires Nova Scotia. industry. 2 THE COMMISSIONAIRE Caribou Memorial Veterans Pavilion The Caribou Memorial Veterans Pavilion, located in St. John s, is a long term care facility dedicated to our veterans. Built in 1961 by Veterans Affairs Canada, the Pavilion has been here for hundreds of acute care patients and residents over the years. It was converted into a long term care facility in 1978 and currently cares for veterans of the Second World War and the Korean War. Veterans at the Pavilion are looked after by an excellent team of Eastern Health nurses and health care workers. Currently, the Veterans Pavilion can accommodate 35 residents. It has 2 units, including the Sir Winston Churchill wing, specializing in longterm care for Alzheimer s and dementia residents. The main activity area is called the Caribou Sun Room, which has a patio garden area for the residents to enjoy the sun and fresh air. The main atrium, where the working Commissionaire s desk is situated, has a beautiful antique stainedglass Peace Window, and a Peace Alter with a copy of the Remembrance Book. Many activities take place in this area in which the Commissionaires can greatly assist with set up and the proceedings. Some activities at the Pavilion include reading groups, musical performances/dances, bingo, bowling, outings, church service, Remembrance Day and July 1 st dedication ceremonies. The recreation calendar is always blocked in with a myriad of actives. The Royal Canadian Legion, Canadian Peacekeepers Association, Ladies Auxiliary, and many other groups are heavy supporters by putting off meals and other events at the Pavilion. Some responsibilities of the onsite Commissionaire at the Pavilion consist of directing visitors, security checks (alarms/ doors), keeping a log of resident outings and the security of the atrium and immediate grounds. The Commissionaire also plays 2 a large role in the many functions that take place at the facility. July 1 st 2016 marks the 100 th anniversary of the first day of the Battle of the Somme and the great sacrifice of the Royal Newfoundland Regiment at Beaumont-Hamel. The Veterans Pavilion will have special ceremonies to honour this date and other memorials during the 100 th anniversary of WWI. Currently there are two full-time Commissionaires and one dedicated relief on site (Nathan McLachlan, John Tizzard and Joe Frampton). It is an honour as a Commissionaire to continue to serve and assist the veterans of World War II, The Korean War and beyond.

4 THE COMMISSIONAIRE Oceanex Since May 2014 the Newfoundland and Labrador division of Commissionaires has been serving the security needs of Oceanex. If you are from St. John s, or are a frequent visitor to the City, then you would quickly recognize Oceanex s blue shipping containers; they, and Oceanex Terminal 1, command a sizeable portion of the St. John s harbour apron. The company provides freight transportation services to the province of Newfoundland and Labrador. A true local success story, Oceanex is one of Canada s Best Managed Companies since 2011 and its vision is to become one of the most successful transportation companies in Eastern Canada. Oceanex prides itself in providing reliable, efficient service in a safe and environmentally responsible manner. Oceanex operates three vessels that run to/from Montreal and Halifax: The Sanderling conducts the Halifax run. It was commissioned in 1977 and arrives in St. John s on Sundays, but makes a second run during the week in the busy spring and summer seasons. The Connaigra is Oceanex s From an active bystander, I am always amazed how well Oceanex runs it business. It is a complex operation running 24/7 with almost 400 employees that is responsible for coordinating the shipment of the majority of goods entering the province. However, it is a testament to the skill set and dedication of the management team and its employnewest vessel and it sails the Montreal route. It was commissioned in October 2013 and arrives on Mondays. The Avalon is Oceanex s third vessel and it runs to/from Montreal. It was commissioned in May 2005 and arrives on Fridays. Both the Sanderling and the Connaigra and roll-on/roll-off (RoRo for short) ships, which means certain cargo can be driven on and off the ship, such as: vehicles, heavy equipment, and trailers; all other cargo are loaded and unloaded by cranes. The Avalon is a lift-on/lift-off (Lo-Lo) vessel, which means it only uses cranes to load and unload its cargo. Oceanex operates three terminals in and around St. John s: Terminal 1 at the west end of the St. John s harbour, Terminal 2, further west on Water Street, and Terminal 3 in Donovan s Industrial Park, Mount Pearl. The Commissionaires is responsible for security at all three terminals. So, what does a regular day look like for an Oceanex Commissionaire? Well, it depends. It depends on if there is a boat in port, the time of day and what particular day it is. Guards quickly learn that the job is much more than the du- 4 ties at a regular security post. Here are some of the duties: Terminal access control. Patrols of both Terminal 1 and Terminal 2. Equipment scanning of all equipment entering and leaving Terminal 1. Vehicle scanning for vehicles going aboard Oceanex vessels. Reefer readings. Four times a day the controlled temperatures containers have to be read to ensure that the set temperature and current temperature are within acceptable range of each other. Vehicle searches entering and leaving the terminals. Accept packages earmarked for the three Oceanex vessels. Completion of numerous forms, including: after hours log; reefer log; vehicle searches; incident reports; etc.

6 THE COMMISSIONAIRE ASCO Asco Canada Ltd is a Division of an international world wide Company, with locations in The United States, The United Kingdom, Trinidad & Tobago and Norway. The Canadian Headquarters is located in Leduc, Alberta. ASCO is unrivalled in oil & gas supply chain support services. What does all that mean?, realistically what happens on a day to day bases is that EVERY- THING that goes offshore to either of the FSPO s or the Platforms or drill rigs working in the waters off Newfoundland goes through this location. The products are delivered here, opened and inspected for accuracy of the order and to ensure that no restricted items are shipped offshore. Everything is re-packed, containerized and shipped offshore on a daily bases. November 2013, the Commissionaires were asked to provide ASCO with security service and to assist their staff in protecting their assets. As well as being the first line of defence in protecting our offshore families and assets. ASCO s footprint consisted of approx 12 sq acres of property and in the neighbourhood of 750,000 sq feet of warehouse space. The Commissionaire s team of Dan CLOBERT, Perry MUISE, and Bill WILLIAMS. Spares Joe FRAMPTON and John GIBBONS and Site Manager Bart DWYER are tasked with providing their Client, ASCO with the best service possible. During the day time we provide access control; to their workplace, ensuring that only creditable persons are granted access to the facility. Those with no litigate reason to access the work area are referred to the Admin office. During the quiet hours the guards are checking the yard and buildings to ensure that they are secure and looking for trespassers into the secure areas, and areas where person (s) may have or could breach our perimeter. Beyond that ASCO s clients, all the oil and gas companies all have their own Security officers who constantly are testing the Commissionaires. On average a penetration test is conducted at least every 2 or 3 weeks. To date I am pleased to report that we have caught every attempt. The most rewarding part of working at this site is that when you re done your shift (s) you know that you have done your part to ensure the Safety and Security of all those working offshore are just a little bit better everyday. 10 THE COMMISSIONAIRE Forget-Me-Not Prior to becoming the tenth province of Canada in 1949, Newfoundland (then a separate British Dominion) used the forget-me-not as a symbol of remembrance of our war dead. Following the First World War, the Veterans Association asked the people of Newfoundland and Labrador to wear the Forget-Me-Not as an enduring symbol of the sacrifice made by those who served. As CEO, I have authorized all Commissionaires in Newfoundland and Labrador Division to wear the Forget- Me-Not on their uniform in honour of the sacrifice made by the Royal Newfoundland Regiment on July 1, 1916 at Beaumont Hamel, France during the Battle of the Somme and other battles in France and Flanders. Commissionaires are asked to wear the Forget-Me-Not on the left breast pocket, closest to the heart. Commissionaires across the province are asked to wear the Forget-Me-Not until sunset on December 31, J.Lynch 10

11 THE COMMISSIONAIRE It s All About Letter From A Airline Passenger Concerning Commissionaire Site Manager Ada Tucker-St.John s International Airport Authority A few hours after I arrived on a Porter flight on Thursday I discovered that my ipad was missing. Using an app on my phone, I could see that it was at the airport. I called Porter and the airport security office, then came to the airport to see if I could narrow down the location of the ipad. Ada Tucker assisted me at the security office. I was quite worried and felt totally embarrassed that I could misplace something so important. She was extremely helpful, and went so above and beyond to assist me, that I had to send this positive feedback about my experience. She was professional, reassuring and followed up with the airline until she had information that would ease my mind. When she said, "I'll see what I can find out for you" upon my leaving the airport, she clearly meant it. In less than an hour, she called me to say she had located it by making contact with airline staff who had been on duty that day,and that I could pick it up when they opened up in the next morning. I honestly don't know of another airport where people would make such efforts. She saw I was Service-Service-Service worried and wanted to help me. She made a huge difference on my first night "home", allowing me to enjoy my family visiting instead of worrying. Thank you to Ava and all who assisted her that evening! As part of that contract, we also provide security for visiting cruise ships to St. John s. Attached is the tentative schedule for Cruise Vessel arriving in the Port of St. John s for the 2016 season. To work Cruise Ship security you must have a R2 (Transport Canada Clearance) and be in good standing. We are looking for guards with these qualifications to help with the delivery of security services during the cruise ship season. The schedule has the tentative dates of arrival, time and number of guards required. 17 THE COMMISSIONAIRE Employee Engagement Survey 2016 The Results Are In Since its inception, Commissionaires Newfoundland and Labrador has leveraged the professionalism, training, experience and maturity of its employees to build its current reputation of service quality, consistency and reliability. Commissionaires has sustained this reputation through continual improvement born of sound leadership twinned with quality management and sound customer service practices. Unlike our competitors, Commissionaires are trained to the Canadian Standards Bureau national standard for security professionals, and all are fully insured and bonded for the work they do on behalf of our clients. Commissionaires are a welltrained diverse team, of primarily former military and police of all ages and other Canadian Citizens with years of private and public sector service. With the highest security industry retention rate, our workforce has the stability and experience to anticipate and resolve problems before they occur and we strive to develop collaborative, long-term client relationships. The continued growth of Commissionaires Newfoundland and Labrador depends largely upon employee engagement. Employee engagement is a property of the relationship between an organization and its employees. An "engaged employee" is one who is fully absorbed by and enthusiastic about their work and so takes positive action to further the organization`s reputation and interests. Commissionaires Newfoundland and Labrador developed a 2016 Employee Engagement Survey. The survey was designed to provide employees with an opportunity to tell us how they feel about their work. We indicated that the results of this survey would be shared with all Commissionaires and with current and potential clients who want to know that the Commissionaires they employ are engaged and have high degrees of job satisfaction.. All Commissionaires were asked to complete this survey over a three week period. The survey consisted of thirty likert styled questions that probed different aspects of work performance. Commissionaires were asked to comment on management s focus and direction for the company, their own work related issues, and the level of support provided by Site Managers at their site. Commissionaires Newfoundland and Labrador knew and understood that commissioning such an open survey among employees 17 could result in high levels of negative responses but we were confident that from anecdotal reporting, site visits, face to face meetings and other correspondence that there were high levels of job satisfaction among Commissionaires in this province. We are extremely proud of the results we obtained. Approval ratings were far above the 90th percentile on all of the questions we posed. In fact the response we received from the over 180 employees who completed the survey are nothing short of amazing. The results we achieved is our assurance that Commissionaires working on your site are highly engaged, dependable and reliable. They are fully absorbed by and enthusiastic about their work and so take positive action to further your company s reputation and interests and ours. The results of the survey are attached to this newsletter in the raw form. A similar survey of our Guards and Matrons employees is currently being conducted.
