She never hears the message again. A SpeedAir radar search picks up an object that might possibly be the Andrea Gail, and Halifax tries to establish radio contact, without success 8

9 Miss Ally, February 17 th, 2014 February 17 th, 2013, Miss Ally was lost amid a severe storm off Nova Scotia a Hercules C-130 out of 14 Wing Greenwood, a Royal Canadian Air Force Cormorant, a U.S. Coast Guard Ocean Sentry, the Royal Canadian Air Force and a Dept. of Fisheries and Oceans chartered aircraft covered more than 18,100 square kilometres... The USCG Ocean Sentry, RCAF CP-140 & DFO aircraft are equipped with similar and powerful multimode radars Challenging detection requirements exist for all of Canada s AOR Miss Ally IR image from USCG Ocean Sentry Color Image from DFO Chartered Aircraft 9

11 Fixed-Wing Search & Rescue Program/RFP Replace Canada s fleet of : CC-115 Buffalos (6 located in Comox BC) CC-130 Hercules (13 H models in Winnipeg, Trenton & Greenwood) Canada s FWSAR Procurement: RFP Released on March 28 th, 2015; Proposal submission on January 11 th, 2016 (extended from September 28 th ) Performance based in-service support contract to industry Significant ITB & Value Proposition requirements Likely the aircraft to provide permanent FWSAR presence in Canada s North 11

17 What is Sovereignty? Sovereignty is a term used in many senses and is much abused. As used here, it implies a state's lawful control over it's territory generally to the exclusion of other states, authority to govern in that territory, and authority to apply law there. 17

21 Government Procurement Policies CADSI, 2009 The industry employs 70,000 Canadians, and generates $10B a year in defence and security sales of which 50% is exported. Current ITB/VP policies weigh heavily on growth, sustainment and export growth. 21
