2 SESSION 1 08:45-09:45 E-PREDICATE In 2011, South East District Drug Section (SEDDS) in Kelowna, BC began an investigation, identified as Project E-PREDICATE, which focused on an international Drug Trafficking Organization / Transportation network operating primarily within Canada, USA and South America. The investigation identified the higher echelon of the organization responsible for cross border smuggling several hundred pounds of Marihuana from Canada to the USA and large quantities of Cocaine from the USA back into Canada. The Criminal Organization was being supported by the Kelowna Chapter of the Hells Angels Motorcycle Club. Major Undercover Operation (UCO) employed a US Confidential Informant (US CI) to work for the RCMP and was successful in obtaining evidence supporting direct indictments against the 8 main targets. The UCO, which ended with a Reverse Sting, was able to seize over 4 million dollars in cash intended to be a payment for 500 kilos of cocaine destined for Canada. Cpl DI NELLA was the cover person assigned to manage the UCO and describes the strategies used throughout the operation. Presenter Corporal Adriano Dinella, Royal Canadian Mounted Police Inspector Elija Rain, Royal Canadian Mounted Police, Integrated Homicide Investigation Team (IHIT) SESSION 2 09:45-10:30 Mobile Phone Forensics Objective Demonstrate how mobile phone forensics can help the investigator in their cases by examining current forensic tools and what data and information can be obtained from mobile devices. A discussion about what advanced techniques are used to get into both locked and damaged phones. Highlights of what analytics are used and how they can help with cases such as conspiracies. Also discussed are both GEO tagging and GEO locating data (not just from text data but also images - remove); WIFI artifacts; and more, that are obtained from devices to assist investigator in determining locations of their suspects. The topic of data and how to search through and report on such large amounts that are found on mobile devices is also discussed.

Presenter Superintendent Mike Porteous, M.O.M., Vancouver Police Department Sergeant Bari Emam, Royal Canadian Mounted Police 12:00-13:00 Lunch (Vancouver Island Ballroom) SESSION 4 13:00-14:15 Project Traveller In June 2012, the Integrated Gun Gang Task Force commenced an investigation into a series of criminal occurrences including murder, attempt murders, shootings, stabbings, firearms trafficking, and drug trafficking that appeared to involve members and associates of an established street gang.

4 The gang had been identified as the Dixon City Bloods, (also referred to as the Dixon Goonies and Dixon True Bloods). Their members are primarily of Somali decent, with an identified territory on Dixon Road, between Kipling Avenue and Islington Avenue, in the City of Toronto. This gang had been networking with associates from Windsor to Edmonton since 2006, where members have been responsible and involved in murders, shootings, robberies, possession and trafficking of firearms. The Toronto Police Service - Integrated Gun & Gang Task Force in partnership with the Ontario Provincial Police Provincial Weapons Enforcement Unit, Windsor Police Service, Peel Regional Police Service, Canada Border Services and the Criminal Intelligence Services of Ontario (C.I.S.O.) entered into a joint forces criminal organization investigation. Project Traveller commenced intercepting communications on March 18 th There were ninety-four (94) named parties. The interceptions confirmed that this group conducts activities consistent with a Criminal Organization. There is a significant amount of relevant calls and additional evidence supporting charges related to the participation in a Criminal Organization, First Degree Murder, Attempted Murder, firearm trafficking, Importing firearms, proceeds of crime and trafficking controlled substances. On June 13 th 2013, project investigators with the assistance of seventeen (17) other police services executed a total of forty-six (46) warrants. The warrants were executed at residences and vehicles in Toronto, Windsor, Peel Region, York Region and Edmonton. The investigation successfully disrupted and dismantled this violent gang and their associate networks that were supplying firearms through the Detroit-Windsor border. The investigation yielded the following results and seizures; 53 arrests, 280 charges, 42 firearms, $570,000 proceeds, 3 kg cocaine, 500 g heroin and several other quantities of illicit narcotics. 5 SESSION 5 14:15-15:00 E-PORTAMENTO Project E-PORTAMENTO was a challenging, agent lead investigation targeting those responsible for contracting the murder of a rival drug dealer in Cranbrook, BC. Faced with agent handling concerns that were often described as insurmountable both during operations and in the lead up to trial, investigators showed initiative, creative thinking, commitment, and dedication in reaching their goal of suppressing ongoing gang violence in this relatively small community. Their dedication to duty and resultant success during trial enhanced the reputation of the newly formed CFSEU - Southeast District office in BC. The (FIO) Program is assigned to the Criminal Intelligence Section within the Intelligence Bureau and consists of Members of the Service in the rank of Sergeant posted within patrol oriented locations to perform as a liaison to the Intelligence Bureau. The main function of a Field Intelligence Officer is to develop, follow-up, and disseminate criminal intelligence, but also to identify crime trends and assist in the reduction of violent Crime. In New York City a majority of the recent shooting incidents have a nexus of either being gang/crew related or motivated. Traditionally, the focus to investigate gangs/crews were through the use of conducting narcotic related investigations. As the motivation of gangs/crews changed from being involved in the narcotics trade into conducting other acts of criminality, The New York City Police Department had to identify new vulnerabilities. This presentation will display the uses of

6 non-traditional investigative practices, which resulted in great success in criminally prosecuting gang/crew members. 7 E-Prion is the project name for the Integrated Homicide Investigation Team's investigation into the murder conspiracy and murders committed by the United Nation Gang against their rivals the Red Scorpions and Bacon Brothers. The project started with E-Prada which was a CFSEU-BC drug investigation into the UN Gang. The investigation uncovered the gang's murder conspiracy to kill their rivals. After the mistaken murder of an innocent person, IHIT took over the investigation (E-Patroon) and investigated the UN Gang's murder and conspiracy. The violence continued and more murders occurred. As a result of the recruitment by the police of a senior UN Gang member as a witness, Project E-Prion was struck to continue to investigate the murder conspiracy and all other known murders committed by the UN Gang of their rivals. Presenter Sergeant Wayne Laviolette, Royal Canadian Mounted Police, Integrated Homicide Mr. Peter Vatic, Combined Forces Special SESSION 8 09:00-10:00 Project Clemenza Project Clemenza is a major project that targeted high ranking Traditional organized crime (TOC) figures in Montreal. This project was one of the first projects in Canada that intercepted PIN to PIN messages on a large scale, with over 1 million messages being intercepted and analyzed for court. This complex and ground-breaking investigation into the heart of some of the most entrenched organized crime groups in Canada, resulted murder, conspiracy to commit murder, drug importation, drug trafficking, and organized crime charges. In addition to the results, the presenter will speak to some of the investigational challenges that the joint task force assembled for the investigation faced and how this took place during a period of time where violence was present in Montreal and Canada s media spotlight was focused on what the police were doing to prevent more killings. 8 10:00-10:30 Network Break (BC Foyer) SESSION 9 10:30-12:00 Project Rx In September 2013, the Major Project Section of Organized Crime Enforcement commenced an investigation into a series of serious criminal occurrences including homicides, shootings, firearm possession, robberies and drug trafficking by members of the street gangs known as the Sick Thugz and Chin Pac. These gangs were believed to be operating as a criminal organization. Their members and associates reside and frequent the downtown area of Toronto, as well as Durham Region, Peel Region, York Region, Hamilton, Windsor, Montreal and Alberta. The Toronto Police Service - Integrated Gun & Gang Task Force in partnership with the Ontario Provincial Police Provincial Weapons Enforcement Unit, Durham Police Service, Peel Regional Police Service, Canada Border Services and the Criminal Intelligence Services of Ontario (C.I.S.O.) entered into a joint forces criminal organization investigation. On February 24 th 2014, the Honourable Mr. Justice John B. McMahon granted an Authorization to Intercept Private Communications in relation to the Project Rx investigation. A total of 122 persons were named parties in these Authorizations. The wire-tap phase of this investigation was successful in disrupting and dismantling these violent street gangs, which also resulted in the seizure of numerous firearms and narcotics. The targets were arrested and charged with offences related to their involvement in a Criminal Organization, Murder, Firearms Possession/Trafficking, Drug Trafficking, Armed Robbery, Human Trafficking, Gang Sexual Assault and numerous conspiracies. On May 28 th 2014, the simultaneous execution of over 40 search warrants across the Greater Toronto Area was conducted with the assistance of 17 police agencies. The warrants resulted in the seizure of further firearms and narcotics. The investigation yielded the following results and seizures; 77 arrests, 16 firearms, $313,000 proceeds, 3 kg cocaine and several other quantities of illicit narcotics. Solving murders is a key responsibility the police bear to support safe communities for our citizens. The nature and complexity of homicide investigations has evolved over the years with advancements in several investigative areas. However, when traditional techniques have been exhausted, the police must explore new options to gather additional evidence that will be accepted by the courts. In certain circumstances, it may be necessary to engage with persons involved in the crime, gain their cooperation, ultimately resulting in them testifying to the truth in court. There are several recent examples of successful outcomes resulting in convictions using this strategy. There have also been some lessons learned. Using an IHIT case file, this presentation will take you step by step from the Command Team first considering this approach, the techniques used to gain cooperation of the suspect, completing Full and/or Limited Immunity Agreements, and other elements involved in a suspect testifying as a witness at trial. 10 Objective This presentation will discuss an analysis in relation to the violence generated by gangs and their close ties to drug trafficking, the criminal operational structure of Mexico to Canada through the United States. And as these have infiltrated various government areas, generating corruption and the methods implemented to combat it. This witness decided to turn on his fellow gang members for several reasons. As a result of the information provided by this witness, nine people were convicted of homicide related charges and received life sentences. Two people were convicted of Attempt Murder and received 12 year sentences. The internal structure of the Indian Posse street gang was finally exposed to law enforcement. The Indian Posse Council collapsed from the inside out. For approximately two years, shootings, beatings and stabbings dropped significantly in Winnipeg s north end. 12 Objective In the fall of 2014, a violent and transient crime group contracted by the UN Gang was on a rampage in both Edmonton and the Lower Mainland of B.C. This crime group was responsible for a number of murders, attempted murders, and extremely violent home invasions in both provinces and multiple jurisdictions. Police from Edmonton, Vancouver, Surrey, CFSEU, IHIT, and ALERT were urgently required to assemble a Joint Forces Operation in order to suppress this crime group. A high risk undercover operation involving a police agent was utilized to dismantle this entire criminal network. As a result of this Joint Forces Operation, over 100 charges were approved by prosecutors in both provinces.
