I have destroyed the enemy merely by marching. Napoleon Bonaparte Austrian Campaign of 1805

Overview Encompasses disposing joint forces to conduct campaigns, major operations, and other contingencies by securing positional advantage before combat operations commence and by exploiting tactical success to achieve operational and strategic objectives and effects. It includes moving or deploying forces into an operational area and conducting maneuver to operational depths for offensive and defensive purposes. It also includes assuring the mobility of friendly forces. Ref: JP 3-0

Operational Movement: A unit move is the relocation of a force and its materiel to a desired area of operations. Ref. FM Usually takes large forces from a base of operations to an area where they are in position to achieve operational objectives. The objective for operational maneuver is usually a Center Of Gravity or Decisive Point.

Staging assembles, temporarily holds, and organizes arriving personnel, equipment, and materiel into units and forces, and prepares them for onward movement and tactical operations. Onward Movement is the process of moving units and accompanying materiel from reception facilities, marshaling areas, and staging areas to tactical assembly / operational areas or other theater destinations. Integration is the synchronized hand-off of units into an operational commander s force prior to execution. Ref: JP 3-35 Deployment and Redeployment Operations

Supported CJFACC Objective: Deploy forces into theater Effect: Secure ALOCs, conduct electronic surveillance, and conduct defensive counter-air operations Supporting CJFMCC Objective: Open and secure SLOCs, secure SPODs Effect: Maintain coalition FOM CJFLCC Objective: Deploy forces, conduct JRSOI, and conduct link-up with AZDF Effect: Build a cohesive defense capability within AZ CJFSOC Objective: Conduct FID operations within AZ Effect: Support development of AZ internal defense forces Command and Control (OP-5): Movement and Maneuver (OP-1): Fires/IO (OP-3): Sustainment (OP-4): Intelligence (OP-2): UUCOM CONPLAN Phase I Deter Set Conditions When Directed JFMCC Secure SPOD/APOD/GLOC into AZ Conduct Air/Sea Patrols; FID operations BPT JRSOI and force flow into AZ and to secure APOD Protection/IO (OP-6): End State: Coalition freedom of maneuver is established with APODs/SPODs/LOCs open and secure. A credible deterrent force is in place. Iran is deterred with a legitimate Azerbaijan government in place, postured to support JRSOI / follow-on operations. Risk: Aggression by internal belligerents and Iran, aided by insurgent and criminal elements in Georgia and Azerbaijan, resulting in denied access to key LOCs CJFLCC SOF X AZ (-) CJFACC MAIN EFFORT X AZ

Supported CJFACC Objective: Conduct counter air operations, CAS, strategic attack, interdiction, ISR operations Effect: Gain/maintain air superiority over JFC battlespace; degrade Iran s IADS; destroy C2 nodes; disrupt/delay enemy forces, neutralize WMD Supporting CJFMCC Objective: Gain/maintain maritime superiority; secure SLOCs Effect: Allow unhindered operational mobility CJFLCC Objective: Defend in sector, maintain security of rear areas/spods, integrate with AZ/GA forces Effect: Defeat enemy fixing forces; enable buildup of combat power CJFSOCC Objective: Provide FID support, conduct operations IOT ID/destroy WMD/CBRNE Effect: Prepare AZ Forces; support JTF operations Command and Control (OP-5): Movement and Maneuver (OP-1): Fires/IO (OP-3): UUCOM CONPLAN Phase II Seize the Initiative/ Assure Friendly Freedom of Action JFMCC CFLCC Initial Conditions: Forces deployed; APODs/SPODs secured Deterrence measures failed Iran initiates hostilities POTUS declares warning of cross boarder operations SOF X AZ (-) JFACC MAIN EFFORT X AZ Sustainment (OP-4): Intelligence (OP-2): Protection/IO (OP-6): End State: Land forces deployed in defensive posture along Araks-Kura River; enemy forces south of Araks-Kura River and attrited at least 30% to allow offensive operations o/a D+20. Risk: Iran attains operational surprise and seizes key oilfields/ports. WMD/CBRNE employment, especially against ports or political targets.

UUCOM CONPLAN Supported CJFLCC Objective: Destroy Iranian WAC exploitation forces and other Iranian forces in Azerbaijan Effect: Restore International border & prevent future Iranian aggression Supporting CJFMCC Objective: Secure SLOCs Effect: Maintain operational mobility CJFACC Objective: Disrupt and delay Iranian reserves Effect(1): Neutralize Iranian CBRNE Effect(2): Maintain freedom of maneuver CJSOTF Objective: Conduct FID support in AZ Effect: Support JFLCC offensive operations Phase III Dominate Initial Conditions: JFLCC forces are closed in TAA Iran s WAC is attrited by 30% JFMCC JFACC C/JFLCC initiates counter offensive to fix and destory Iranian forces in order to restore pre-conflict boarder. SOF CFLCC ME (-) X X Command and Control (OP-5): Movement and Maneuver (OP-1): Secures SLOCs to maintain operational mobility. X IR X IR Fires/IO (OP-3): Sustainment (OP-4): Intelligence (OP-2): Protection/IO (OP-6): End State: Restoration of the international border. Iranian WMD capability is neutralized. Iran s ability to conduct future offensive operations is destroyed. Risk: Loss of operational surprise causes Iran to employ WMD which limits US access to key SPODs / APODs, LOCs and regional partners. Insurgent interdiction of LOCs.

UUCOM CONPLAN Supported CJFLCC Objective: Conduct reconstruction and stability operations Effect IOT re-establish security and promote GOA legitimacy Objective: Establish IPD Camps Effect: To assist host nation or IO/PVO/NGO camps which are exceeding capacity Supporting CJFMCC Objective: Conduct operations to protect and Secure SLOCs Effect: IOT Provide freedom of maneuver Objective: Conduct Water Space Management Effect: IOT to provide logistical support to ground forces CJFACC Objective: Maintain air superiority in the Joint Operations Area Effect: Ensure freedom of movement Objective: Provide close air support for ground forces Effect: Deter threat to ground forces from enemy activity CJSOTF Objective: Integrate Host-Nation Security Forces and means Effect: IOT Transition to a peacetime environment and enhance internal security Objective: Provide Counter- Psychological Operations Effect: IOT counter any enemy propaganda in the AO Phase IV Stability Starting Conditions: Termination of Major Combat Operations : Conduct operations to protect and Secure SLOCs JFMCC ME: Conduct reconstruction and stability operations : Maintain air superiority in the Joint Operations Area CFLCC ME SOF X AZ (-) JFACC X AZ Command and Control (OP-5): Movement and Maneuver (OP-1): Fires/IO (OP-3): Sustainment (OP-4): Intelligence (OP-2): Protection/IO (OP-6): : Integrate Host-Nation Security Forces and means End State: UUCOM by the end of this phase transitions stability operations to the United Nations or other International Organizations. This is accomplished through restoring Azerbaijan's territorial integrity and sovereignty which provides a stable environment for the government to effectively function as independent government. Finally, US forces will begin preparations for redeployment and return to security cooperation activities in Azerbaijan. Risk: Buffer Zone has to be monitored and will cause an impact in stability forces committed. Civil Military Operations in Azerbaijan will increase insurgent operations.
