1 1. Welcome of Delegates The chair of the ISCA, David Yates of the Navy League of Canada bid all welcome to the 19 th ICSA conference. Welcome and introduction of the Royal Canadian Navy by Captain Doug Young RCN. Introduction of ISCA Recording Secretary and Appointment of Association Secretary Welcome by Doug Thomas Association Secretary and appointment of Cynthia Lawless as Recording Secretary for the 2014 Conference. Nomination of member representatives to approve the Minutes of the Conference Review of the ISCA 2013 Bermuda Minutes, motion to approve the minutes is accepted. 4. Approval of Agenda and any additional items or changes A motion to accept the agenda was accepted and amended with minor changes. Confirmation of interested countries for hosting upcoming ISCA Conferences: 2015 Netherlands; 2016 Russia or India; 2017 Australia; 2018 Hong Kong; and 2019 South Korea. 5. Recording of Proxies / Apologies South Africa transferred their proxy to USA. 6. Matters arising or outstanding business arising from the 2013 ISCA Conference No unfinished business is confirmed from the 2013 minutes. Proposal to host the 2016 ISCA conference by India or Russia. India is willing to host (without competition) if Russia is not able to host the 2016 conference. 7. Update on interesting organizations presented by Michael Campbell There are no active applications on file. Indonesia. Sponsored by the Netherlands. Indonesia is not responding to correspondence. Place to in-active status. Nigeria. Continue to foster relationship to seek their application. Place to inactive status. Mexico. Not responding to correspondence or forthcoming with information. France. USA would sponsor their application. Belize. Not responding to correspondence. Ganda. No longer members of ISCA. 2
3 Barbados. Have a small Sea Cadet Org and large Army Cadet Org. Place to inactive status. Libya. Terminated correspondence. Bangladesh. Membership Chair started communications with Bangladesh. India will follow-up. Somalia. Forming Sea Cadet Org. ISCA is willing to share information about ISCA for their learning purpose. Special note: there are some concerns with accepting an application. Thailand. South Korea has communication with and will pass the contact information to Membership Chair. Israel. Interested in considering forming a Naval Sea Cadet Corps 8. Open discussion on the level of training that member nations provide to their Escort Officer prior to them dispatched. Discussion about the ISCA Guide for Exchanges to condense the information. USA is willing to share their training package. 9. Presentation from Sail And Life Training Society (S.A.L.T.S.) Executive Director, Mr. Loren Haggerty. Provided a tactile sustainable sea training program for youth. 10. Open discussion for procedures to Return To Unit of cadets/officers for medical or disciplinary reasons. Move the discussion of RTU for risk assessment and health assessment to the general working group discussion. 11. ISCA Working Groups Presentations to conference WG 8: Review the ISCA Exchange Feedback Form and recommend modifications/improvements to exchange the Value of the process to ISCA. Feedback Form guideline will be updated and posted onto the Web Site WG 9: Develop an ISCA conference Framework. Complete and results will be posted to the website 3
4 WG 10: Host large ISCA Regatta-style Exchange every 3-4 years. Recommend to continue the proposal with recommend timelines - youth development, nautical, sports and seamanship activities. India hosted a non-competitive Regatta in 2002, as well, hosted a Regatta in India offered to host a Regatta during the same year if India hosts the 2016 ISCA conference. Member Nations provide feedback about the proposal document (eight bullets and any other items) by 15 January 2015 to the WG10 on the Web Site. WG 11: Evaluate the potential of a Cadet-led Session or Participation at the Annual Conference. Proposal to close WG11 as complete. Host Nation may offer to host a cadet forum (on-site or remote) during the Conference but must receive concurrence with the participating Nations WG proposal: Condense the ISCA Guide for Exchanges dated 21 November 2013 for the purpose of being more user-friendly and intended for the new Escort Officer. Take out the training related information and move it to the training module. The sign-up sheets for the WG 12 and WG 13 are being passed around the table. 12. Japanese Junior Sea Friends Chairman, Mr. Kusakari, to bring special greetings to the conference. 13. ISCA Facebook and Web Site review by Michael Campbell Facebook page - virtual tour. Please encourage your cadets and officers to like the Facebook page. Web Site - Virtual tour. Interested countries are accessing information on the Web Site and are contacting ISCA members. Some of the links are lost, if anyone has contacts with those countries organizations please give their information to Michael Campbell. Under the Exchange Program tab additional information can be added so all Sea Cadets can learn and prepare for their upcoming exchange. View the search results for ISCA and ISCA Sea Cadets. The online presence is monitored quarterly by Michael Campbell A special thank you to Michael Campbell for his ongoing detailed management of the Facebook and Web Site. 4
5 14. Member Nations Reports Member Nations present their reports and respond to questions arising from their respective reports Canada. Additional note; Canada will accept cadets whom are years old and 15 year old cadets with special arrangements. USA. Additional note; USA will accept cadets whom are years old and a maximum capacity of 54 cadets and officers for the Exchange. UK. Additional note; UK would prefer to accept cadets whom are 18 years and younger and who all have a basic understanding of English. Sweden. Netherlands. No report submitted as there were no Exchanges Intend to participate with one country for Proposal to raise the Netherlands fees from 200 to 250 to cover costs. Bermuda. Additional note; currently only one functioning Sea Cadet Unit. We continue to maintain the two other facilities until able to re-form the two closed units. South Korea. Additional note; request cadets and officers to electronically fill out the participation form and submit a photo for use in the presentation booklet Australia. India. Japan. New Zealand. Germany. Hong Kong. 5
6 15. Overview of the Canadian Cadet Organization s ongoing Renewal Initiative that includes a re-design of its Command and Control system as well as the overall governance model it operates under. Presentation of Canadian Cadet Renewal and Governance model. 16. Centralized messaging, liaising with Media and Managing an organizations messaging presentation by Captain Kevin Carlé RCN Ret d. Public Affairs and communications CCO Tool box. General Discussion on communications presentations. 17. Discussion in regards to the status of members where their country is currently under sanction or is categorized as a failed nation state. RESOLVED that, in accordance with Article 1.2 of the Articles of Association, ISAC is and remains non-political. It is nonetheless recognized that international and domestic policies of individual members states may from time to time obligate a member to regulate access to that member s exchange program and hosting of ISCA events. 18. Open discussion on Risk Assessment with visiting Exchange staff Discussion on Risk Assessment with visiting Exchange staff is moved to WG Prayers during formal Sea Cadet Parades In past years it had always been the practice on formal Sea Cadet parades to have a few moments for Prayers. This involved raising the Prayers pennant and observing Off Caps following, I think, the traditions of the UK. Sea Cadets is now very much a worldwide organizations and does and will in the futures obviously involve young people from many different nationalities, backgrounds, cultures and religions. I feel that it would be wise for the ISCA to establish a firm policy on this matter and make a statement somewhat as follows: Such matters as different religions and beliefs play no formal part in normal Sea Cadet activities. At the same time it is recognized that local customs and cultures should always be respected and observed when and where appropriate. Such a policy statement would be particularly valuable for the new Cadet units considering joining ISCA As submitted by Peter Rollason, Lt. Cdr. CO TS Matabele Zimbabwe Regarding the agenda I do not support ISCA mandating any procedures governing customs or religious observances pf participating cadets and staff (in exchange activities) as proposed by the Zimbabweans. Such matters should be left to the host countries who should be aware of the cultural differences of the staff and cadets and respect that 6
7 diversity. It is becomes an issue we can then address it, however ANC guiding principles are our standard. As submitted by Eliot Fisher ESM OAM, Capt ANC, National Commander This item is tabled until the 2015 ISCA conference pending a fact-finding by the Australian delegates. 20. Frances Youth Training Initiatives Presentation by Richard Roll of Frances current Sea Cadet Organization and requests to receive information from ISCA about their Sea Cadet Corps with the intent to develop Frances Organization. Frances Reserve Forces facilitates year old youth. Reflection that ISCA was founded with the spirit of sharing information to benefit sea cadet training world-wide. Discussion and round table offering of suggestions and future communications. 21. Any new agenda items or arising discussion points No new agenda items. 22. Confirmation of Host for ISAC Conference for Netherlands is confirmed. Motion is accepted for India to be the host country for the 2016 ISCA conference. 23. Delegates Final Remarks and presentations All delegates expressed their thanks to Canada for hosting and express their appreciation to every member in attendance for their participation. 25. Closing Remarks and handing over of the Chairmanship Thank you for your thanks; it has been a pleasure to host for you. Thank you as we foster relations with member Nations and potential member Nations by promoting the exchange of ideas for the goals of the association.
