3 1045 Articles of Association identified ISCA positions TIME ALLOCATED 20 min PRESENTED BY LCDR Michael Campbell USSCC Michael discussed changes to articles and more formal process for voting in positions of secretary and workgroups secretary. Amendments to go under Section 4.5 Chairman positions. Formal secretary positions for ISCA. Proposed one-year term for position and then ratified/accepted by membership. Descriptions of the positions included: Secretary One-year term, no limit. The Secretary of the International Sea Cadet Association plays a critical role in fostering communication and ensuring proper management and utilization of important organizational records. The Secretary shall be an active conduit for communication including scheduling, notices and materials. The Secretary has ultimate responsibility for the minutes and shall direct the Recording Secretary provided by the host country for the conference. The Secretary shall maintain all association records and files. Association Secretary One-year term, no limit. The Membership Secretary of the International Sea Cadet Association shall maintain membership records, welcome and foster new memberships, provide information to potential members, supply membership certificates to members present at each conference and assist the Chair in communicating to all members as requested. Previously called the Membership Chair. Michael advised should be open to everyone to ensure if others want to take on task they can nominate annually. Work Group Secretary One-year term. No limit. The Work Group Secretary of the International Sea Cadet Association shall act as facilitator for all work groups ensuring quality discussions and outcomes. The Work Group Secretary shall maintain contact with the Work Group (WG) Leaders during the months between conferences to ensure that progress is being made on the WG topics. The Work Group Secretary shall maintain all records and communications of all work groups reporting their status to the annual conference. Previously there have been many workgroups. Peter Pemberton felt there needed to be a more formal process for these workgroups due to the substantial number of workgroups. Deb Shaw checked clarification on the Secretaries need to provide minutes for conferences. Michael advised that the recording secretary is responsible for minutes at conferences but if none is appointed then the secretary must complete the minutes. Michael agreed to clarify this point for the secretary position. Members agreed good to formalize positions and specify the roles and responsibilities. Michael clarified that membership chair is responsible for talking to other organisations about ISCA membership. Michael does that research before it comes to ISCA. Michael advised that this amendment should not conflict with any other articles and wants to keep them as general as possible. These amendments open for others to nominate if willing to perform these positions. Michael advised that nominations for these positions will be permanent agenda items yearly with voting.

4 Recording secretary to be changed to Conference Recording Secretary and full stop after host country. Secretary position description to include wording change from direct to liaise when it comes to Conference Recording Secretary role. Michael noted thanks to Peter Pemberton for liaising to have this amendment included. United Kingdom asked if nominations should be taken prior to conferences. Michael advised may not need to be in articles however need to keep articles general and not too cumbersome. Michael advised would take that into consideration and recommended that the Chair should use this in their initial for nominations to attend the annual ISCA conference. Michael suggested work group 19 to formulate this proposal on how to implement for next conference. Michael asked for vote to amend Section 4.5 to include these new positions. United States moved motion, seconded Sweden, motion accepted. Chair asked for 2 nd vote to form Work Group 19 to procedurally review the articles. Motion accepted. Motion to nominate for ISCA Secretary, Doug Thomas, accepted United States and seconded Netherlands. Accepted and carried. Motion to nominate for ISCA Membership Secretary, Michael Campbell, moved Sweden, seconded Australia. Accepted and carried. Motion to nominate for ISCA Work Group Secretary, Duncan Rowles, moved Australia, seconded Hong Kong. Accepted and carried ISCA Award for Excellence TIME ALLOCATED 5 min PRESENTED BY LCDR Michael Campbell USSCC International Sea Cadet Award for Excellence can be from both inside and outside organisation. Previous recipients include, Mr Kim, Japan and a grant organisation. Nominations can be for a company, organisation or individual. Membership Award for inspirational leadership on a long-term basis. Nominations can be for inspired individuals only, not corporations. Nominations can be by public forums such as conference or can be placed privately and then polled. 2 nominations this year. Inspirational Leadership and Excellence. This year these are to be done privately. Michael will distribute today to members and will hand out ballots. One vote per country. Nominations need to be 14 days prior to the annual conference. These were received in those time frames Membership: New Applications and Presentations, contact from interested organisations TIME ALLOCATED 5 min PRESENTED BY LCDR Michael Campbell USSCC 2/3 majority to include new applications. No formal applications received in past 12 months. Handout provided for World Wide sea cadet organisations numbers. Only gives cadets and not officers, shows substantial decrease mainly due to Korea. Korea had reduced number or activities and this is main reason. Activities were mainly conducted outside of school and these were cancelled. Rest of numbers are steady. Michael wants to look at numbers to see how these are going and how this might influence funding. Shows we are not standing by ourselves but part of a large organisation.

5 Other handout shows membership status of ISCA organisations. Russia active. Singapore limited communications but Hong Kong good intermediary. Singapore conducted exchanges with Hong Kong but not other countries. Membership to remain active unless Hong Kong loses communication. Hong Kong advised they are keen to continue. Lithuania communicates through Sweden. Belgium still active, limited budget. Germany communicating well, Heinrich is not ILO anymore. New Zealand is at table and ISCA is thrilled to have them as member. NZ is enthusiastic, high passion for international exchanges and Secretary thanked for support. Portugal still active and growing slightly as well as Zimbabwe. New Members, France moving along well in forming their organisation. Look forward to working with them Nigeria continue to be interested however have challenges with communication. No response from initial enquiry. Michael will continue to communicate, have good online site. Ghana has not put in reapplication, reasons for not being member can be mentioned offline. Thailand no further information. Namibia remains open and South Africa working with them. United Kingdom working with Cayman Islands. Ukraine working with Canada. Canada advised Defence Attaché change but will work with the new person. Hungary working with United Kingdom. Anguilla working with Bermuda. Michael working with Bulgaria. Poland has small program and investigating as well as Maldives. Sweden has contacts in Poland and will share information. Australia checking if Barbados closed and Michael advised no contact. Somalia is closed. No central government also. Mexico is closed as no further communications. Was postponed but now restarted. Asked for images or documentation for other countries uniforms. Will send out to ask for this and meeting in Feb as part of working group. Hoping to close review by end of Will need to be agreed and anticipates 2-3 year process for this change. CDRE Hill asked if they are going away from military uniforms.

6 Ludger advised looking whether to go to military uniform as now currently different. Will put out for feedback through survey to staff, cadets and management. Advised emotional discussion and has panel of past cadets and senior staff about whether to modernize or put everyone into officers uniform including peaked cap. Officers will have gold braid. Creates common supply system. Other half of cadets want current historical uniform. Budget will dictate where they may end up. Review must be within budget or less so must stick to these parameters. Asked if cap tally would disappear however Ludger advised will depend on which changes are accepted. Discussed work dress and how this was used and issued. Makes more sense to use this traditional and asked if maybe the white top attracts or detracts from new recruits. New change may be more inspiring for new people. Japan asked how they would pay for uniform change. Canada advised 14 million for new uniforms as budget but depends on what working group comes up with Canada s Cadet Headquarters Restructure TIME ALLOCATED 15 min PRESENTED BY LEUT Ludger Himbeault RCN Ludger advised restructured cadet program in Canada. One formation with NHQ and 5 regional areas to cover the whole of Canada. Have been some changes to national positions and activities. Now are controlled by regional headquarters and lower levels. Direct point of contact will be the same but second layer for international exchanges. NHQ still responsible for international exchange direction and policy. Inbound cadets still organised by HMCS Quadra. Outbound will be regional for co-ordination and delivery including how many cadets, nominations, announcement, liaison with other countries and planning. Ludger will open the door for the liaisons at regional level and introduce these members to other countries. United States asked if communication is still to go through Ludger. Ludger advised to copy him into communications but will eventually go to regional persons, especially for issues. Ludger advised he will still be contact for all travel ISCA Membership Certificates TIME ALLOCATED 10 min PRESENTED BY LCDR Michael Campbell USSCC Deb Shaw, Australia asked if these to be issued now or at the dinner. Richard Trigg, Australia advised now and photo opportunity. Certificates issued are for display to show countries are members of ISCA. Certificates issued to United Kingdom, Sweden, New Zealand, Netherlands, Japan, Hong Kong, Canada, Bermuda, United States and Australia. Deb asked for all members to update details on ISCA membership details list/directory. This includes updating other countries if you identify changes Youth Safety Address and discussion TIME ALLOCATED 30 min PRESENTED BY CDRE Mark Hill CSC RANR, DGANCR CDRE Hill introduced recent Royal Commission in Australia in 2012 to child sexual abuse. Overview given into public live hearings for these reports of child sexual abuse. Information given by community groups, 100 s of witnesses, several 100 interviews and written submission. Case study 40 was of interest to

7 Defence and comprised 3 focuses on HMAS Leuwin, Australian Army Apprentice group and Australian Defence Force Cadets. There was good deal of media focus and heard from stories of abuse from those in service in army and navy. Another allegation of an Airforce cadet officer and cadet and the subsequent suicide of the young cadet. Emotional experience especially when related by mother of ex cadet and what had occurred. Mark was ashamed of these issues due to mishandling at the time by staff. Video was shown of VCDF at hearing as per link below. DG discussed findings as per below. organisational understanding of the scope and impact of child sexual abuse the importance of educating and reassuring children that it is safe to report child sexual abuse and that they will receive support and assistance where they do so the culture of secrecy and barriers to disclosure in a hierarchical organisational structure in which alleged abusers remain as superiors the increased risk of child sexual abuse occurring where cadets and staff do not receive appropriate and correct information, training and supervision internal responses by institutions to allegations, and risk management, of child sexual abuse, including complaint handling and risk management an institution s disciplinary process for dealing with alleged perpetrators, especially where they have voluntarily resigned from the institution the impact of internal investigative mechanisms on criminal investigations developing an organisational culture that recognises and embraces the principle of acting in the best interest of children within its responsibility, especially where children represent only a small portion of the organisation s personnel. National Framework has been developed from this Royal Commission call Defence Youth Safety Framework. Structure shown for new framework headed by RADM Kafer with CDRE Hill as Director General of Australian Navy Cadets. Principles based approach listed below: All youth under the age of 18 have the right to a safe environment. Ensuring the safety and wellbeing of children and young people is a Defence priority. The best way to protect children is to prevent abuse and neglect from occurring in the first place. The interests of any young person being abused or neglected or at risk of abuse or neglect are placed above the interests of any other individual or the organisation. Defence values, supports and works in partnership with parents, guardians, specified next of kin and other agencies in fulfilling its youth safety responsibilities. Youth Safety policies and interventions are evidence based. Suite of policies as shown in the link below: Common set of guidelines now for all three cadet forces (Navy, Army and Air Force). Guides developed, workshops, new Codes of Conduct, youth safety training, fact sheets, investigator training, assurance framework to ensure we are achieving what is required. CDRE Hill advised tracking well with framework. Focused on past year with training and policies and how best to progress this into the future. Investment is high however once in a generation opportunity to get it right and not repeat the mistakes of the past. Needs to change culture and not just a once a year compliance exercise. Needs to create a mature culture.

8 Deb Shaw asked about cultural change especially as her role as Flotilla Commander. She advised that was the main part for her in a recent forum. Pointing out that we are helping each other and working together to safeguard cadets. CDRE Hill advised understands that cultural change may take longer and there may be resistance but we need to change positively, both ourselves and others. Expectation in ANC to abide by regulations regardless of time or experience. Kerry Rayner advised training is not compulsory, is mandatory, and staff who do not complete training are no longer in organisation, even though these numbers are small. Tolerance is zero for child protection incidents. Conference talked about how these types of discussions are no longer taboo and are being bought out into the open. Organisations need to adapt to these changes. Other countries are also going through similar inquiries and changes are occurring more widespread to look after our children, someone else s children and cadets. ISCA needs to be seen as a safe haven for children in everything that we do. Canada advised they had a commission also and they had changes as a result. Focus for Canada on cadets more than staff so that cadets can report instances of inappropriate behaviour. Kerry Rayner advised that ANC is also providing training to staff and cadets too. CDRE Hill advised also that ANC is willing to share this information Lunch 1345 Safeguarding Address and discussion TIME ALLOCATED 35 min PRESENTED BY Mr Dean Jefferys, UKSCC Dean introduced policies and procedures that United Kingdom use in safeguarding cadets. Dean advised he has history in schools in United Kingdom. Safeguarding policy used by United Kingdom is small yellow card, waterproof, which you can carry around to provide guidance for staff. Highlights the cadets right to be protected. Dean advised there may be times when cadets may disclose information at units or international events and have responsibility to act. United Kingdom has Safeguarding team which handles these issues. United Kingdom has system where once you turn 18 you are no longer a youth cadet, you are an adult. Dean talked about statistics for self-harm and a level of increase especially in females and how to manage these situations. United Kingdom has training program before staff go overseas. United Kingdom works also on a transition program from cadets to staff for when they turn 18 and potentially become staff. This is in place to protect these young people and give them the right skills and knowledge to transition from cadet to adult. United Kingdom focused on positive outcomes and removing barriers so that youth are supported. Kerry Rayner asked if there is a transitional period before cadets transition to staff. Dean advised the cadets will generally assist with their younger aged cadets first to learn the skills of how to be an adult in the cadet program or become an instructor. Dean advised it is sometimes difficult for this to occur especially around social media and not having cadets as friends. Kerry Rayner advised Australia is looking to lower age limit for cadets to 18 and possibly 12-month period to transition from cadet to staff. Kerry Rayner advised there is a transition program within Australia for transitioning from a cadet to an adult cadet but not from transitioning from cadet to staff.

9 Sweden noted that they have something similar and was wondering if there might be an international process, especially for international escort officers, however Dean advised it might be hard due to some of the slight differences between each country and polices/procedures. United States advised that issues in their exchanges is the age of cadets. Advised accommodation is set up in such a way that you cannot segregate cadets all the times. They have advised that sometimes they get 19 and 20 year old cadets at times and is hard to manage. Dean advised this may need discussion for another time. Dean advised sometimes in United Kingdom is when a cadet starts a course and turns 18 during, they are allowed to finish the course. Dean advised that further discussion is warranted as may impact may exchanges and programs. Deb Shaw advised in Australia that we now have consent forms too that have place for cadet to disclose mental health issues and are getting more reports of this to consider when sending a cadet on an activity. Dean advised knowing that information in advance is great. Deb also advised that we don t discriminate if they disclose however we know how best to manager and support the cadet Youth Mental Health Address and discussion CAPT Eliot Fisher ESM, OAM, ANC TIME ALLOCATED 40 min PRESENTED BY and CMDR Helen Trigg ANC Eliot introduced the issue of mental health and how is at times the elephant in the room. Eliot spoke about the Black Dog Institute in Australia which has been set up for mental health issues. Depression, coping with stress and school and body image as main issues for teenagers. Fear of being judged by others is also a large issue. Eliot advised he would demonstrate an app later which assists with mental health issues and subsequent support. Adolescent is a time of great change. 50% of issues emerge by age 14 and the rest by the age of 24, which is predominantly our cadet ages. Suicide and self-harm are main issues with adolescents. Eliot mentioned a post and letter that he shared with staff a few years ago regarding suicide and dealing with depression for a teenager. Unfortunately, friends were commenting and texting the person well after they had passed and were unaware of what had happened despite posts and conversations prior to her taking her own life. In 2013, there was not a lot of misunderstanding around suicide and teenagers did not think there are many support issues. As a result, a wellbeing program was started to support teenagers and staff. Staff also attended mental health first aid courses and training. Provided guidance and support documents for staff. Handouts were provided. Beyond Blue website ( was presented to show the main features of this website. Eliot demonstrated an app called Youthbeyondblue The Check-in which guides conversations on mental health and how to manage conversations. Helen talked about mental health first aid and training for staff. How important it is to listen and take next steps to support someone. Training enables us to support someone and not counselling. Defence has set up area called SEMPRO to provide support for sexual abuse incidents. Helen advised is currently only trainer in ANC to teach mental health first aid but very important to give staff these skills and knowledge to provide basic support in a mental health situation. Helen advised ALGEE support action plan from Mental Health First Aid Australia.

10 United Kingdom asked if there has been any pushback from staff about providing counselling. Helen advised staff need to be encouraged to be aware and provide initial conversations but not to solve issues and be counsellors. Kerry Rayner advised feedback is very positive and being able to recognise signs and symptoms of mental health. United States asked if Australia are looking at a central area to manage these issues or unit based. Helen advised more regional support to assist staff. Kerry Rayner advised two levels, mental health first aiders at unit level and then other staff trained as trainers. Canada advised there are no medical barriers now, so all inclusive. Makes it difficult as for activities cadets may not have medication and therefore may represent with mental health issues. Helen advised also important to ensure you have adequate staff and additional support if needed. Canada advised transgender policies currently being worked on and getting guidance from Australia and their policies. New Zealand advised cadets are sometimes more open and accepting of these types of issues rather than adults and older staff. Bermuda asked if adult staff emotional issues are also looked at. Helen advised that everyone is involved in the process however staff, especially men, can sometimes be resistant to talk about mental health issues. Debriefing and discussions can assist. Kerry Rayner advised employee assistance process is also available. Eliot closed by advising that copies of the presentation will be available through the secretary Break 1540 Exchange Reports TIME ALLOCATED 1 hour 20 min PRESENTED BY Various From countries hosting exchanges and exchange participants. Bermuda advised challenges is finding volunteers. Report on ISCA website. Over summer number of cadets went to 22. PR and social media has been updated and created. Ensuring program delivers what it promises. 16 new cadets may join up soon and hopeful will remain. Excited about future. Had host exchange program and looking to expand program. Limited by funding and also space. Grateful for other counties including them in programs. Hosted tall ships race. Thanks to United States for having 2 staff to attend their training opportunity. Have already used information for their exchange. Pleased to take advantage of bigger organisation, ISCA. Japan showed presentation for update. International assembly in Fukuoka with Hong Kong, United Kingdom, Canada. Parade and opening ceremony for this event was discussed. 3 days for event but typhoon disrupted and cancelled 1 day. Visit to national defense base during activity. Had questionnaire at end from cadets to feedback into future exchanges. Australia asked if does Japan have exchange yearly or every 2 years. Japan advised alternate yearly, inbound one year and outbound the next. United States provided video on exchange program for United States advised report is online. Traditional inbound and outbound, went well. Thanked Bermuda for coming to officer training program. 2018/19 budget has been cut by 50% so will be alternating exchanges over the coming years. Future years will welcome inbound but will not be sending outbound. United States is working on alternate program for 2020 onwards. Invitations will be asked for in December for inbound. Canada advised had mishap with cadet in on-water activity, had severe head injury. Looking at helmets that are suitable for sailing. They are also looking at prop guards for boats. Is a review ongoing to

11 investigate this issue and solutions for the future. 100 th Anniversary upcoming and being planned and would like to see how other countries have celebrated this before. Had annual Kingston Sailing Regatta for 1 week attended by 50 cadets from all units. Sea cadet numbers have declining but looking at ways to increase. Had exchange program and expanding to other countries in Have had good feedback and very appreciative of the assistance from staff. Regatta video shown. Hong Kong advised under support of ISCA has worked on developing incoming and outgoing programs. Handed out report to highlight number of cadets and staff inbound and outbound for their programs. Report also has updates, photos, range of activities and statistics from exchange programs. Also handed out Commanding Officers Annual Report for 2016 from the Hong Kong Sea Cadet Corps. Hong Kong advised 50 th Anniversary next year, hosting ISCA conference and wish to provide as many enjoyable activities. Have 6-7 countries at exchanges and hope for many more attending in future years. Does not have bilateral agreement with other countries and happy to accept all nominations. Netherlands had Dutch Sea Cadets and scouts carry wreaths for Remembrance Day. This event is a joint agreement with scouts and they work together for whole weekend and taught about what it was like in those days. Trying to get cadets on ships but is difficult at time. Summer camp had 15 vessels used to train cadets. Had 5 projects with budgeted funding and bought 19 RS Quest sailing boats as part of this process. VIP sailing day with 5 ships. Looking at exchange in summer 2018 but will be cost of $300 euro per person including sailing and tours. Summer camp in Leystad near Amsterdam. Will send out invitations at end of the year. Canada advised Netherlands conducts exchanges really well as it has cadets on water experiencing water based activities. New Zealand attended 3 exchanges during the year. Has learned a lot from all exchanges and taken back a lot of information. NZ will host inbound exchange in 2018, funding not obtained yet. Meeting in November to plan further for this event. Deb Shaw advised excited that NZ offering exchanges again. Sweden advised has had 270 new cadets, 2/3 male and 1/3 female and going very good. Exchange was in Stockholm with basic sea cadet course, sightseeing and cultural elements. Four outgoing and incoming exchanges participating. Swimming ability is sometimes low from other countries (Sweden must swim 200 metres). Have gender integration but for exchanges separate male and female cadets as much as possible. Lithuania looking to sail over the Baltic sea to Sweden in United Kingdom had 91 cadets overseas during Cadets have been sent to Himalayas and India to give more cultural interactions. Handed out 1 and 5 year strategic plan. Looking to expand the experiences and ensuring core activities are promoted and develop a benchmark. Ensuring staff have similar experience. Training team is new due to restructure. Looking at flexible volunteering and certain skill sets to ensure the right training is being conducted and have tools to do what is required. United Kingdom education has changed and United Kingdom sea cadets can now get recognition through sea cadet experiences and training for qualifications and DofE qualifications. Australia advised are looking at doing the same to make training consistent and United Kingdom advised some training may be different but exposure and content should be the same. Australia advised report on Website. New management team but working well. 3 core focusses of safety, training and culture. Online Cadetnet training being increased. Expensive to train staff so online training is important. Looking at 18 year old cadets and how to manage. Have single cabins for incoming exchange and manage older cadets accordingly but getting harder at times. Inbound program is mainly funded by Defence. Hoping to expand outbound exchanges in Close Day One

12 MINUTES Monday 23 October Sailing Helmet and Prop Guards TIME ALLOCATED 40 min PRESENTED BY Mr Doug Thomas RCSCC Problem in CA at moment about whether to wear helmets or not, especially in powerboats or not. Discussion around concussion and head injuries. No national direction at the moment. In next year probably final decision. Feeling is that everyone to wear helmet. Discussed tragic incident where cadet fell from boat and hit in head by prop. Incident served to start active discussion re helmets and prop guards. Have looked to Australia for some guidance. Has been in Australia for many years. Used in Canada commercially to protect props but not people. No common approach in Canada regarding use of helmets. Open to litigation and law suits may look at what other countries are doing. Prop guards are about $300 each and offer good protection. Australia and NZ use prop guards so not wide spread. Discussed in India that helmets are not used sometimes as it leads to carelessness and complacency. Injury still leads to concussion but protects from serious injury. Canada advised if in a powerboat and have a helmet on it creates scoop element where neck is snapped back at high speed. Canada looking at break away helmet which comes apart if at high speed. Canada advised helmets have shelf life and if damaged have to be discarded. For Canada helmets are not checked by cadets. Doug advised at national regatta for whole summer do not use helmets however these are the group responsible for helmet review in Canada. Currently using white water helmet at times rather than sailing helmet. There is no consistency across country. Generally one wears a helmet all wear in a boat. Helmets are bright yellow, green or white. Military in Canada wear helmets so Doug can see this coming into their policies but not sure how. Many thousands needed and need to look at budget plus type. Australia advised Yachting Australia and Better Sailing is their overarching body but they are not consistent with helmets and prop guards. Australia did a review and now use full cage prop guard that is stainless as hair can sometimes get pulled into prop. Navy is paying for prop guards as they are responsible under safety. New Garth type helmet being used in Australia soon too, yellow in colour. 500 initially and selected for sailing units. Not used in powerboats. Doug advised worries about entanglement in sailing if using a helmet and whether cadets are trained to remove quickly. Used to use hockey style helmet but now use white water helmet but gets caught if used. Australia advised ours are smooth and do not get caught. Australia had looked at novice sailors using helmets and then when 2 nd level of training they could no use. This is difficult though to manage. Canada advised if Australia is on exchange the cadets needed to use helmets to match our guidelines. Richard advised this is something that was discussed that management meeting yesterday. Canada also advised in their exchange they do not have prop guards and therefore Australias may be at risk. Australia asked who was liable for injuries of cadet who was injured. Doug advised the family/uncle did start litigation as the cadet had severe injuries and brain injuries. Doug advised expenses were provided for travel and cash to ensure family could be with cadet. Doug advised that did not mean liable but would come off costs. Royal Canadian Armed Forces ended up being sued and not cadet driving the boat and liable as worker. At now sitting with how much liable and what annual amount will be paid. Canada found being up front from the start, paying for expenses and being open and honest has worked out good for them.

13 USA asked if there was a negligence suit rather than liability. Canada advised is negligence based but is not something that the parents are looking to focus upon. Bermuda advised sailing activities have helmets but only for advanced people, not novices, due to the speed of the boat. Risks associated with sailing are real and what would be enough and what would be too much. Doug checked on sun protection with helmets as their cadets wearing helmets do not have sun exposure. ND checked if this type of thing needs to be included in an exchange guide. Doug advised this should be where able to be provided however exchange officers need to speak up if there are differences or risks are identified. If you feel it is not safe, speak up. ND advised should cadets bring own equipment. Australia advised Work Group 13 worked on risk assessments but sometimes not being sent re equipment and safety. US advised should a Work Group be created to discuss this. Doug advised really should be up to escort officers and wouldn t expect cadets to travel with equipment. US advised international law may be hard to bring into this conversation as it is not standard across all areas.
