Item 4. Election of BPTAC 2017 Officers Current Officers: President: Murray Hann Vice President: Joann Gulliver Mr. Alex Chamberlain nominated Mr. Murray Hann as President. Motion by Mr. Alex Chamberlain, second by Ms. Janet Metz, to elect Mr. Murray Hann as President. Hearing no objections the motion passed unanimously. Ms. Bernard nominated Ms. Gulliver as Vice-Chairperson. Motion by Mr. Devin Swanson, second by Ms. Alix Bernard, to close nominations and elect by acclamation. Hearing no objections the motion passed unanimously. Item 5. Approval RE: 2017 BPTAC Meeting Calendar Ms. Georganna Gillette stated that the BPAC 2017 meetings will be held in the Space Coast Room, Building C, Room C216 on the second floor. The change in venue is due to the BPTAC membership is expanding and it will be more comfortable in the Space Coast Room. Ms. Erin Sterk asked which meeting month will play a roll in Project Development. Ms. Georganna Gillette stated that the FDOT schedule will be earlier than normal this year so, the TPO will solicit for Project Priorities around February. Motion by Mr. Dan Gallager, second by Ms. Alix Bernard, to approve the 2017 BPTAC Meeting Calendar. Hearing no objections the motion passed unanimously. Item 6. Meeting Management Ms. Georganna Gillette stated that the meetings are scheduled from 5:30 p.m. to 7:00 p.m. and in order to be considerate of everyone s time the meeting should end at 7:00 p.m.. The meeting needs to stay on schedule so that there is enough time for member and public comment. Ms. Deborah Tyrone suggested that a time limit is listed on each agenda item to keep the meeting on track. Item 7. Bike/Ped Update A. Doppelt Grant - Sarah Kraum introduced herself and explained the annual Doppelt Grant in detail. B. Transit Summit Invite Ms. Kraum stated that the Save the Date and an Invitation will be sent out to all the committees. The event will be on January 26, C. Florida Greenways and Trails System Plan Map Update Ms. Sarah Kraum discussed the updated maps in detail. Ms. Erin Sterk asked if a Regional Trails Map might be in the works. Ms. Sarah Kraum stated that not officially and due to the complexity of this subject she will add this as a future agenda item. Ms. Kim Smith stated that during this holiday season if anyone is working with a group that is giving away bicycles and is in need of helmets to please contact her. She stated that Mr. Murray Hann has given away over 1600 bicycles in the past 20 years through Harris. Ms. Smith said that she will be working with the Sherriff s office and a local contractor who will be giving away 150 bikes to children through the Handlebars for the BPTAC, January 23, 2017 Page # 3
5 Page 3 Draft BPTAC December 5, 2016 Minutes Holidays. Thanks to Alert Today Alive Tomorrow the children will be getting helmets and lights for the front and back of the bikes. Ms. Kim Smith also stated that she will be working to educate different groups on bike safety. Item 8. FDOT Update A. Cyclist Survey Results - Ms. Deborah Tyrone presented a PowerPoint on the survey results. Ms. Erin Sterk suggested that a draft letter of support should be brought to the January BPTAC meeting. Mr. Murray Hann asked Ms. Deborah Tyrone for help or suggestion on who and what to say in a letter to support the Compete Street Initiative. Ms. Deborah Tyrone stated that a letter should be drafted to Steve Martin who is the new District 5 Secretary. The letter may state the support for Complete Streets initiative and further support vehicular cyclists with high volume causeways and other high traffic areas for these users either based on Strava or local knowledge for strategic cleaning. Motion by Ms. Alix Bernard, second by Mr. Dan Gallagher, to support the DOT Complete Streets Initiative in particular we would like to see support of the pedestrian cycling community with strategic targeted sweeping and cleaning particularly of the causeways with high volume traffic areas. Hearing no objections the motion passed unanimously. Item 9. TPO Actions Ms. Georganna Gillette went over the TPO Actions Item 10. Member Comment Ms. Erin Sterk stated that she would like to see the FDOT Liaison come to the BPTAC meeting and go over the Work Program. Ms. Erin Sterk also asked that the State of the System flyer to be distributed. Mr. Steve Buhk commented on the Pedestrian crosswalk countdown signal. Ms. Ginger Twigg stated that the A1A re-pavement should not have a bike lane at all. Ms. Janet Metz stated that the Grant-Valkaria Neighborhood group donated $3, designated to start their trails. Ms. Erin Sterk suggested that we send a thank you to the Grant-Valkaria Neighborhood Group. Item 11. Adjourn Motion by Ms. Metz, second by Mr. Gallagher, to Adjourn at 7:15 p.m.. 20 Planning & Development Department 2725 Judge Fran Jamieson Way Building A, Room 114 Viera, Florida December 19, 2016 Noranne Downs District Five Secretary Florida Department of Transportation 719 South Woodland Blvd. DeLand, FL RE: Coast to Coast SUN Trail Project Funding Deferral Ms. Downs, On behalf of Brevard County, please accept this letter as feedback for the 2016 Tentative Work Program for the upcoming transportation system improvements between the years of FY 2018 FY Brevard is excited to see several projects advanced in this funding cycle, including both the Washingtonia Extension from Ellis to Pineda and the Babcock widening from the St. Johns Heritage Parkway to Malabar, demonstrating the continued regional and FDOT commitment to expanding our transportation network and making connections to two of Brevard s new I-95 interchanges. These projects with help us continue with a sustainable growth model, built on responsible infrastructure improvements. Our multi-modal improvements are also coming to fruition, based on inclusion of all users in corridor planning, complete streets, and even resurfacing projects across Brevard. We are also lucky to have three regional SUN Trail systems traverse Brevard, including the #1 State Priority SUN Trail the Coast to Coast Trail. With that said, please accept this letter as evidence that Brevard is in support of advancing any and all Regional SUN Trail projects, as completing these critical connections is a key component in local and regional economic development strategies, as well as providing connections to the larger State SUN Trails network. In the 2016 Tentative Work Program, the Construction phase for the downtown Titusville Coast to Coast Trail segment from Canaveral Ave. to the Max Brewer Bridge (FM # ) is programmed for Design in FY 2018, but the Construction phase was deferred from FY 2020 to FY 2021, creating a two year gap in implementation in this most critical segment of our SUN Trails network. As you know, the Coast to Coast Trail, the St. Johns River to Sea Loop, and the East Coast Greenway all converge in downtown Titusville and deferring funding for this segment threatens to undermine the local initiatives aimed at promotion of our regional trail network, as well as leaves the implementation of this piece far behind other adjacent segments of the same system. If at all feasible, Brevard County recommends that FDOT advance the construction of this segment of the Coast to Coast Trail from FY 2022 to FY 2020, to ensure that connectivity and economic development continues without delay. We understand that part of the implementation framework includes revising guidance, standards, manuals and policies. We also support the continuing efforts that are underway to provide ongoing education and training. The FDOT Complete Streets Handbook is currently under an internal Department review and is expected to be complete in April We also understand that the new FDOT Design Manual is scheduled to be final in November In addition, the BPTAC would like to highly recommend that the Department update maintenance policies to include strategic sweeping targeted to the vehicle cycling community, particularly the causeways and other high volume areas. This information can be easily obtained using STRAVA data or other resources. Road debris can be a dangerous hazard for all users.
