5 Metropolitan Planning Organization Structure Two committees oversee the transportation planning process. The role of each of these MPO related committees is discussed below. Policy Committee (PC) The role of the Policy Committee is to establish policy for the expenditure of federal transportation funds utilized within the Bowling Green/Warren County MPO boundary (See map on page 6). This group reviews the transportation plans and programs, and annually endorses courses of action for implementing these plans. The Policy Committee consists of three voting members including the Mayor of Bowling Green, Warren County Judge/Executive and the Secretary of the Kentucky Transportation Cabinet, as well as two non-voting, ex-officio members which include the Division Administrator for the Federal Highway Administration and the Regional Administrator for the Federal Transit Administration. The members of the Policy Committee are listed below. Mike O. Technical Advisory Committee (TAC) The purpose of the Technical Advisory Committee (TAC) is: To advise the transportation planning staff on technical issues and the execution of the MPO Unified Planning Work Program. To recommend to the transportation planning staff items such as types of improvements, methods of analysis and design, etc. To make recommendations to the Policy Committee regarding on the Metropolitan Transportation Plan and all other necessary documents. To review plans and programs for projects located within the Bowling Green / Warren County MPO boundary. To act as an advocacy body on transportation related matters as needed, or as called upon by the Policy Committee. To provide technical input and recommendations to the Policy Committee on all transportation-related issues. The Technical Advisory Committee (TAC) is comprised of the following representatives: 1. Western Kentucky University Parking and Transportation Director The Technical Advisory Committee (TAC) shall hold regularly scheduled monthly meetings. The officers of the Technical Advisory Committee (TAC) shall consist of a Chair (KYTC District 3 Division of Planning Section Supervisor) and Vice-Chair (Bowling Green City Engineer). Technical Advisory Committee (TAC) officers shall serve successive terms without limitation. It shall be the duty of the Chair to preside at all meetings and to enforce all laws and regulations relating to the administration of the committee. The Chair shall call regular and special meetings of the Technical Advisory Committee (TAC) in accordance with the Bylaws. In the absence of the Chair, the Vice-Chair shall have all powers and responsibilities of the Chair. 4

7 Transportation Planning Staff Karissa Lemon, MPO Coordinator The Bowling Green/Warren County Metropolitan Planning Organization (MPO) is responsible for transportation planning in Warren County. The MPO is mandated by state and federal law to provide a continuing, cooperative, and comprehensive transportation planning process, which guides the expenditure of state and federal transportation funds in the Bowling Green/Warren County area. The MPO Coordinator provides technical and administrative assistance to the Bowling Green/Warren County Metropolitan Planning Organization and coordinates with local government officials, government agencies, community organizations, and State and Federal agencies. The MPO Coordinator: Develops and executes an annual work program of transportation planning activities necessary to ensure compliance with federal and state metropolitan transportation planning requirements. Continually monitors and collects data on the current condition of Warren County s transportation system, including roads, bicycle/pedestrian ways, and public transit. Relates alternative transportation decisions to goals, objectives, and system performance measures. Assists in developing a cooperative and inclusive transportation vision. Establishes project priorities, for consideration by the Kentucky Transportation Cabinet, when programming transportation funds. Presents information to decision makers. Ensures the involvement of the public in the activities of the MPO. Develops and maintains the Transportation Improvement Program (TIP). Develops and maintains the Metropolitan Transportation Plan (MTP). Develops and maintains the Participation Plan. Miranda Clements, Greenways Coordinator The Greenways Coordinator oversees the planning and implementation of the Greenways Master Plan (greenway and greenbelt connections) and assists with transit planning for Bowling Green and Warren County. The Greenways Coordinator: Plans and organizes activities for the Greenways Commission for Warren County; Provides technical assistance and serves as a facilitator and contact for the Greenways program; Continually monitors and collects data on the current condition of Warren County s greenway system, including bicycle and pedestrian ways. Relates alternative transportation decisions to goals, objectives, and system performance measures. Assists in developing a cooperative and inclusive transportation vision. Assists with preliminary design of trails and other improvements within the Greenways system; Develops programming for the acquisition and development of greenways; Coordinates on issues associated with the acquisition of land for the Greenways system; Coordinates with local government, utility companies, other agencies, private developments and neighborhood groups to implement the Greenways Master Plan; Develops public information programming and make presentations relative to greenways; Provides, on a monthly basis, informative website content related to the Warren County Greenways Program. Provides staff assistance and staff support in activities related to transit services. Serves as a liaison between go BG, the Federal Transit Administration and the KYTC. Solicits consultant services to assist with strategic planning to identify public transit needs. 5

9 FY 2016 Unified Planning Work Program (UPWP) Purpose This FY 2016 Unified Planning Work Program (UPWP) was prepared by the Bowling Green-Warren County Metropolitan Planning Organization, c/o the City-County Planning Commission, which serves as staff to the Bowling Green-Warren County Metropolitan Planning Organization (MPO). This work program covers a oneyear period, beginning July 1, 2015 and ending June 30, The FY 2016 UPWP details the transportation planning activities, planning tasks, timelines, and products that meet the federal requirements for Bowling Green and Warren County. The Federal share for Metropolitan Planning is 80 percent with a local match of 20 percent. The UPWP contains several uniform elements that accomplish the items listed below: Provide a management tool and guidance for the conduct of transportation planning studies, as part of the requirements of the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). Provide a list of funding amounts and breakdowns for each transportation planning element. Detail the various agencies participating in the MPO process. Outline those activities to be undertaken during FY Describe the completion timelines and products to produced for each work element. SAFETEA-LU SAFETEA-LU (Safe, Accountable, Flexible, Efficient Transportation Equity Act, a Legacy for Users) enacted in 2005 is the prior authorization bill that governs the federal surface transportation spending. It developed 8 planning factors to consider in the metropolitan transportation planning process. SAFETEA-LU s eight planning factors are listed below. SAFETEA-LU states that the metropolitan planning process for a metropolitan planning area under this law shall provide for consideration of projects and strategies that will: Support the economic vitality of the metropolitan area, especially by enabling global competitiveness, productivity, and efficiency; Increase the safety of the transportation system for motorized and non-motorized users; Increase the security of the transportation system for motorized and non-motorized users; Increase the accessibility and mobility of people and for freight; Protect and enhance the environment, promote energy conservation, improve the quality of life, and promote consistency between transportation improvements and State and local planned growth and economic development patterns; Enhance the integration and connectivity of the transportation system, across and between modes, for people and freight; Promote efficient system management and operations; and Emphasize the preservation of the existing transportation system MAP -21 Adopted in 2012, P.L , the Moving Ahead for Progress in the 21st Century Act (MAP-21) continues the directives of SAFETEA-LU by producing seven National Goals which guide federal-aid program funding. MPO Staff, in coordination with USDOT and KYTC, will initiate efforts to carry out the directives of MAP-21 s National Goals for the on-going planning process and current MPO documents. Staff will also monitor emerging performance measures and participate in discussions with KYTC and other MPOs on the transition 7

10 to performance-based planning and forthcoming performance targets. The seven national goals of MAP-21 are as follows: Safety - To achieve a significant reduction in traffic fatalities and serious injuries on all public roads Infrastructure Condition - To maintain the highway infrastructure asset system in a state of good repair Congestion Reduction - To achieve a significant reduction in congestion on the National Highway System System Reliability - To improve the efficiency of the surface transportation system Freight Movement and Economic Vitality - To improve the national freight network and support regional economic development Environmental Sustainability - To enhance the performance of the transportation system while protecting and enhancing the natural environment Reduced Project Delivery Delays - To reduce project costs and delays and improve agencies work practices Livability Principles The Bowling Green - Warren County MPO has adopted and continues to implement the six Livability Principles set forth in the 2009 coordinated policy of the U.S. Department of Transportation, U.S. Department of Housing and Urban Development, and the U.S. Environmental Protection Agency. These livability principles include: Provide more transportation choices Promote equitable, affordable housing Enhance economic competitiveness Support existing communities Coordinate and leverage federal policies and investment Value communities and neighborhoods Sources of funds for the FY 2016 UPWP include: The Highway Planning or PL program through the Federal Highway Administration, funded at an 80 percent federal level. The Kentucky Transportation Cabinet provides a 5% state match for FHWA funding. Section 5303 transit funds provided through the Federal Transit Administration, which is funded at an 80 percent federal level. The City of Bowling Green and Warren County, through appropriations to the City-County Planning Commission, provide required matching funds: 15% for regular PL funds, 20% for discretionary PL funds, and 20% for transit planning funds. 8

12 ELEMENT 01 Administration A. PURPOSE Provide administrative services to manage and support the MPO committees and their activities and ensure the planning program is compliant with all applicable federal and state requirements. Provide training to MPO staff to acquire necessary skills and knowledge concerning MPO planning and operation. Provide technical assistance to Warren County local governments, agencies, and WKU with transportation planning projects, funding information, and other related needs. B. WORK TASKS 1. Facilitate meetings of the MPO Committees (Policy and Technical Advisory) to accomplish the goals and objectives of the MPO. 2. Provide financial administrative services, including budgeting, bookkeeping, and preparation of invoices. An annual audit per 23 CFR (a) will be prepared and submitted to required recipients. 3. Provide support services, including the maintenance of MPO membership, preparation of minutes, preparation and distribution of committee materials, and review and update bylaws. 4. Prepare and submit quarterly progress reports and related documentation to the KYTC Division of Planning and Office of Transportation Delivery. 5. Serve as the MPO liaison between the Kentucky Transportation Cabinet, the Federal Highway Administration, and the Federal Transit Administration in operating and conducting the transportation planning program. 6. Develop and distribute an Annual Listing of Obligated Projects. 7. Monitor state and federal policies, legislation and other transportation information. 8. Provide technical assistance to local governments and agencies in their preparation of Transportation Grants and other applications or their administration. 9. Staff will provide education, to local public agencies (LPAs) with over 50 employees, on the requirement of an Americans with Disabilities Act (ADA) Transition Plan for authorizing federal aid expenditures. The MPO will collect copies of the most recent documents from all entities within the metropolitan planning area that are required to have an ADA Transition Plan. The MPO will seek to increase awareness and understanding of all policy and technical advisory committee members of the ADA issues. The MPO will seek ADA representation and input in the on-going work of the Transition Plans. 10. Educate local governments of the availability of KYTC s Local Public Agency (LPA) Guide documenting federal requirements for the oversight and administration of federal-aid projects. Assist LPAs with project technical assistance through MPO document updates such as amendments and administrative modifications, coordinating assistance, and other technical assistance as needed to educate LPAs on federal requirements. Compile a list all entities that are required to have ADA Transition Plans and collect the latest documents. 11. Staff will attend training, as needed or required, to obtain the knowledge and capacity necessary to manage and support the MPO. Required training includes the attendance at FHWA/KYTC/MPO meetings. 14 ELEMENT 02 Unified Planning Work Program A. PURPOSE The Unified Planning Work Program (UPWP) outlines the work elements that the MPO intends to carry out during the fiscal year. The UPWP also details the funding for the MPO and allocates the funds to each work element. The UPWP extends from July 1 through June 30 of each year. B. WORK TASKS 1. Develop the FY 2017 UPWP with the consultation of local officials involved in the MPO and operators of publicly owned transit. 2. Seek the assistance, guidance and oversight from the Kentucky Transportation Cabinet s Division of Planning, Transportation Delivery and District 3, Federal Transit Administration and the Federal Highway Administration, Kentucky Division in determining the appropriate work to be completed for FY Review the MPO Prospectus to ensure it meets all federal and state standards. Modifications will be made as necessary to keep the Prospectus up-to-date. 4. Maintain the FY 2016 UPWP and amend as needed. 5. Prepare and distribute an Annual Performance and Expenditure Report. C. 15 ELEMENT 03 Public Involvement A. PURPOSE Conduct an outreach program that ensures public involvement in the decision making process related to transportation planning of the Bowling Green/Warren County MPO. B. WORK TASKS 1. Maintain a list of civic groups, organizations, public agencies, and representatives of transportation agency employees, private providers of transportation, neighborhood associations, and other interest groups potentially affected by transportation plans. 2. Assist the MPO Policy Committee in determining what procedures will be appropriate to carry out a meaningful public involvement program with relation to citizen review of the UPWP, MTP and TIP. 3. Implement the June 2014 Participation Plan by carrying out outreach activities, which gather public input concerning TIP and MTP amendments and updates. 4. Address implications of Title VI, including but not limited to Low English Proficiency, Environmental Justice, Americans with Disabilities Act, and Section 504 of the Rehabilitation Act of As required for federal compliance, consult with state and local agencies responsible for land use management, natural resources, environmental protection, conservation, and historic preservation in reviewing the Participation Plan and other documents. 6. Conduct periodic assessments of the effectiveness of the MPO Participation Plan and make revisions as necessary to ensure the process is serving its intended purpose. C. 16 ELEMENT 04 Data Collection and Analysis A. PURPOSE Collect and maintain transportation related data (i.e. land use, population, employment, environmental justice, traffic counts, crash information) for transportation planning and analysis. Integrate safety considerations into the MPO transportation planning process in order to save lives and reduce injuries. Consider ways to increase the security of the transportation system for motorized and non-motorized users. B. WORK TASKS 1. Develop and maintain a multi-layered GIS database and map of transportation related features and information for the area served by the Bowling Green/Warren County MPO. 2. Utilize collected traffic counts and update of crash data for integration into the site and safety planning efforts and into the transportation GIS system. 3. Develop visualization techniques and analysis tools to assist in the identification and prioritization of projects for all modes of transportation. 4. Coordinate with local agencies, to ensure that MPO collected data can be used by the local government s GIS systems. 5. Assist with the examination of potential safety issues to include the update of crash data analysis, discovery of high crash locations, participation in safety audits, and identification of low cost safety improvement projects eligible for HSIP and other special funds. 6. Consult with KYTC, FHWA, and other MPOs to determine appropriate means and methodologies for incorporating transportation security considerations into the planning process. 7. Support projects and programs that address security problems and enhance secure travel for all system users (motorists, public transportation riders, bicyclists, and pedestrians) to share the transportation network securely. 8. Distribute transportation data to local governments as requested. 9. The MPO will incorporate relevant Census data into planning activities and documents. 10. Monitor emerging freight and congestion performance measures (to be set by USDOT) and participate in discussions with KYTC and other MPOs on forthcoming performance targets. C. 17 ELEMENT 05 Project Identification and Prioritization A. PURPOSE The MPO will work with the KYTC to develop the Bowling Green - Warren County MPO Unscheduled Needs List (UNL) and Prioritization Lists according to the latest agreed upon methodology, format, and schedule. B. WORK TASKS 1. The UNL will be used for the Recommended State Highway Plan; to be submitted to the Kentucky General Assembly as sessions are conducted. This list will be updated and revised on an on-going basis to be included in future TIPs, MTP, and KYTC Highway Plans. 2. Assist the Kentucky Transportation Cabinet with Highway Plan development. 3. Review and update Project Identification Forms (PIF) for projects within the metropolitan area. 4. Upon authorization by the Policy Committee, develop PIFs for new projects identified by existing planning studies, MPO members, citizens, and staff. C. 18 ELEMENT 06 Transportation Improvement Program (TIP) A. PURPOSE Maintain a current and fiscally constrained Transportation Improvement Program (TIP) of federal and significant state and local funded transportation capital improvement projects (highway, transit, bicycle, pedestrian, enhancement, and safety projects). The TIP will be consistent with short and long range planning goals of the MPO. The TIP is necessary for the receipt and expenditure of federal funds. The current FY TIP has an expiration date of 11/08/15. An updated TIP will be prepared and approved prior to the expiration date. B. WORK TASKS 1. Update the FY Transportation Improvement Program (TIP). The TIP is cooperatively developed and produced and covers a period of four years. Staff will consult with MPO stakeholders to obtain all federal and significant state and local funded transportation improvements for the Bowling Green-Warren County area. 2. Monitor the status of TIP projects and determine when updates or changes to project related information are needed. Prepare TIP Amendments and Modifications as necessary. 3. In accordance with the Participation Plan, process amendments and administrative modifications as needed, to add any new projects that occur during the year in order to maintain a current TIP. 4. The current Metropolitan Transportation Plan (MTP) has an expiration date of 12/20/15. B. WORK TASKS 1. Coordinate between KYTC, FHWA, and the MPO partners the process of developing a new MTP. Coordinate the planning process to include those activities within the region and state that influence transportation development within the MPO area. Activities will include but not be limited to the following: a. Review and update the goals and objectives utilizing input from the TAC. Develop long and short range strategies and actions, b. Update social-economic data and land use (existing and projected trends). Incorporate land use information available from the Comprehensive Plan, Zoning Ordinance, Subdivision Regulations and Greenways Master Plan. Utilize information from the Travel Demand Model. c. Incorporate environmental considerations through a consultation process with appropriate agencies and individuals and input from the public. Consult with KYTC, FHWA, and other MPOs to determine appropriate means and methodologies to aid in assessments of affected environmental resources and potential mitigation measures. Maintain a list of state, federal, and local agencies that are required for expanded consultation requirements. d. Review and update existing transportation system information, including the identification of system deficiencies, through consultation with transportation partners. e. Update the transit system information through consultation with transit system partners, the incorporation of information from recent studies and surveys, and public input. f. Conduct public forums throughout the community to solicit input concerning transportation needs and issues. Ensure compliance with the MPO Participation Plan to foster public input into the planning process. Review and update the community impact analysis. Evaluate the MTP in context of Title VI and Environmental Justice, Low English Proficiency, and Americans with Disabilities Act issues. 2. Coordinate with the Kentucky Transportation Cabinet and other stakeholders to help ensure that information for ITS elements within the metropolitan planning area is kept up-to-date in the Kentucky Statewide ITS Architecture. 6. Facilitate cooperation among local ITS stakeholders in determining the roles and responsibilities of each stakeholder and inform the Kentucky Transportation Cabinet of any changes to stakeholder information including changes in roles and responsibilities and the establishment, amendment, or abolishment of agreements between stakeholders that would affect the Kentucky Statewide ITS Architecture. 17

Solicit consultant services to assist with strategic planning to identify public transit needs (FTA 5303 funds and local match. 4. Staff will serve on the GO BG Transit Advisory Committee. 5. Staff will coordinate with GO BG Transit and WKU Topper Transit to identify projects or programs for addition to the Transportation Improvement Program (TIP). 6. 22 ELEMENT 09 Multimodal Planning A PURPOSE Assist the City of Bowling Green and Warren County in the coordination, promotion and development of alternate forms of transportation within the Bowling Green/Warren County urbanized area. Carry out the goals and objectives of the adopted countywide Greenways Master Plan. B. WORK TASKS 1. The Regional Bicycle and Pedestrian Plan provides the framework for this work element and outlines goals and objectives listed in the Greenways Master Plan for bicycling and walking in the county. The MPO Staff will facilitate and/or coordinate with stakeholders and partnering agencies to increase bicycle and pedestrian access to the transportation system, developing safe interconnected facilities of high quality for bicycling and walking and promoting/increasing their use. As requested, assist in the analysis of bicycle/pedestrian issues pertaining to Warren County. 2. Coordinate with the Bowling Green - Warren County Greenways Commission (lead agency for bicycle facilities issues) and municipalities in applying for and securing funding and insuring that greenways projects are included in the TIP. 3. Act as a public contact for, and respond to public requests for bicycle and pedestrian information. 4. Review and provide input on new development applications to ensure bicycle and pedestrian circulation and connectivity with land use activity areas and the transportation network. 5. Promote and ensure ADA compliance in all pedestrian design activities. 6. Coordinate with the Greenways Commission and other stakeholders as practical for public education and promotion efforts to increase awareness and safety related to bicycling and walking including media interviews/advertising, community presentations, events, brochures, websites and social media. 7. Coordinate bicycle/pedestrian activities with local, regional and state agencies to advance projects and outreach efforts (City/County Parks, Engineering, Traffic, Police Departments; Elected Officials; Area Development Districts; KYTC District/Central Office; Public Schools, Health Departments, etc). 8. Support the Bowling Green League of Bicyclists in their efforts to achieve a Bicycle Friendly Community designation. A Bicycle Friendly Community provides safe accommodation for cycling and encourages residents to bike for transportation and recreation. 9. Develop alliances and relationships with private businesses and non-profit organizations to advance bicycle/pedestrian projects, outreach and safety (bike shops, tourism agencies, bicycle clubs, etc). 10. Maintain and update a project database, including GIS data, for existing and planned bicycle and pedestrian facilities. These studies will focus on land use and traffic circulation within each study area as well as the transportation connections to the surrounding community which are necessary to support the proposed development within the area. 27 Prospectus for the MPO Planning Process for the Bowling Green - Warren County Area This prospectus is made a part of the Bowling Green - Warren County Metropolitan Planning Organization annual Unified Planning Work Program and may be revised and/or amended, as appropriate, in response to changes in transportation legislation at the federal or state level. The Moving Ahead for Progress in the 21 st Century (MAP-21) and the Federal Transit Act require that a Metropolitan Planning Organization (MPO) be designated for each urban area to carry out a continuing, comprehensive, and coordinated transportation planning process in designated urban areas. This prospectus is to satisfy the requirements of Title 23, Part 450 and Title 49, Part 613. This Prospectus outlines the Bowling Green - Warren County area s continuing, comprehensive, and cooperative transportation planning process. The process provides the forum for decision-making and is intended to ensure compliance with federal regulations for metropolitan planning organizations. Beyond federal requirements, the process facilitates coordination among the participants: various levels of government agencies, jurisdictions, and the public; and ensures that consideration is given to the viewpoints of diverse interest in the expenditure of public funds. I. ESTABLISHMENT OF THE BOWLING GREEN - WARREN COUNTY MPO A. Designation of the MPO The Governor of the Commonwealth of Kentucky designated the Bowing Green - Warren County Metropolitan Planning Organization (MPO) on October 18, B. The MPO Planning Area The metropolitan transportation planning study area for the Bowling Green - Warren County area includes all of Warren County, Kentucky. Should Warren County be designated as an air quality nonattainment area in the future, the air quality maintenance area boundary shall include Warren County, Kentucky. If deemed appropriate and approved by the MPO and the governor, the boundary for transportation planning or air quality may be extended to foster an effective planning process that ensures connectivity between modes, reduces access disadvantages experienced by modal systems, and promotes efficient overall transportation investment strategies. II. ORGANIZATON OF THE BOWLING GREEN/WARREN COUNTY MPO The Bowling Green - Warren County MPO shall consist of a Policy Committee and two advisory committees, the Technical Advisory Committee and the Citizens Advisory Committee. Other committees may be added to the organizational structure of the Bowling Green-Warren County MPO as deemed necessary. A. The Bowling Green/Warren County MPO Staff 1. Primary MPO Staff Support The MPO Coordinator and the Greenways Coordinator of the City-County Planning Commission of Warren County, KY shall provide the primary staff support for the Bowling Green-Warren County MPO in accomplishment of its core transportation planning duties. 2. Cooperation with other Agencies The MPO staff will regularly cooperate with other departments or agencies of the City of Bowling Green, Warren County, Oakland, Plum Springs, Smiths Grove, or Woodburn. In addition, the MPO staff will work with state and federal agencies (i.e. Federal Highway Administration, Environmental A2

28 Protection Agency, Federal Transit Administration, etc.) in accomplishing the Bowling Green Warren County Area transportation duties. B. The Policy Committee 1. Purpose of the Policy Committee (PC) The PC functions as the MPO policy board for the cooperative transportation planning, decisionmaking, and programming process affecting the metropolitan transportation planning area including responsibility for review and approval of appropriate plans, implementation programs and other related actions. 2. Functions of the Policy Committee In carrying out the purpose of the PC, it shall have these specific functions: Initiate, guide, and sanction the necessary activities required for the development of a coordinated, comprehensive, and continuing urban transportation planning process. Examine the adequacy and appropriateness of the transportation planning process. Review and approve proposed goals, objectives, and policies for the MPO transportation planning process. Review and approve all MPO short and long-range transportation plans, studies, and other work elements as required by the MPO planning process. Appoint all committees and sub-committees of the MPO. 3. Membership and Organization - Policy Committee (PC) The role of the Policy Committee is to establish policy for the expenditure of federal transportation funds within Bowling Green/Warren County Urban Area. This group reviews the transportation plans and programs, and annually endorses courses of action for implementing these plans. Policy committee members are the Mayor of Bowling Green, Warren County Judge/Executive and the Secretary of the Kentucky Transportation Cabinet. Mike O.
