2 1. Citizen Comments No one present. Kristen Haaf expressed her support for the pedestrian strollway project that is in conjunction with the Business 40 project. Action Items 2. Consideration of the May 21, 2015 TCC Meeting Minutes Presented by Toneq McCullough. MOTION: Jeff Hatling moved approval of the minutes. SECOND: Pat Ivey VOTE: FOR: Unanimous AGAINST: None 3. Consideration of Programming Available Federal Fiscal Year and Congestion Mitigation and Air Quality (CMAQ) Funds for Eligible Projects in the Winston-Salem Urban Area MPO Presented by Greg Errett. Greg distributed an updated Winston-Salem Urban Area MPO CMAQ candidate projects list. On April 27, 2015, the NCDOT announced the release of federal CMAQ funds for the Winston-Salem Urban Area MPO for Fiscal Years 2016 and The funds are eligible to be programmed for projects in Fiscal Year 2016, which runs from October 1, 2015 through September 30, 2016, and for projects in Fiscal Year 2017, which runs from October 1, 2016 through September 30, NCDOT has allocated $1,865,541 in CMAQ funds for both fiscal years for the MPO for a grand total of $3,731,082. The required 20% local match of $932,771 means that a total of $4,663,853 may be programmed for eligible CMAQ projects. This averages to $2,331,927 of CMAQ/local funds per year for the MPO to program. Four candidate projects have been received from the MPO s member agencies. The Village of Clemmons is requesting $384,000 for sidewalks from Frank Morgan Elementary School to Clemmons Road (US 158). The Piedmont Authority for Regional Transportation (PART) is requesting funds for two projects, $744,000 for replacement buses in their fleet, and $200,000 for the provision of enhanced Saturday transit service. The City of Winston-Salem is requesting $3,600,000 in CMAQ funds, to be provided for the construction of the Business 40 multi-use path with the reconstruction of the highway beginning in

3 The WSTA has withdrawn its request of $3,600,000 in CMAQ funds that can be traded for WSTA s existing Surface Transportation Program Direct Attributable (STP-DA) funds to purchase buses for their fleet. The MPO s Transportation Advisory Committee will review the staff s recommended CMAQ project funding schedule that will be presented at the meeting. Scott Rhine stated that PART has requested $200,000 from High Point, Greensboro and Winston-Salem for equal participation in the effort to provide Saturday service to the Triad. Larry Kirby expressed his support for the Clemmons sidewalk project. A lengthy discussion ensued regarding possible issues with the Clemmons sidewalk project. MOTION: Connie James moved approval of projects b, c, d and e. SECOND: Cary Gentry VOTE: FOR: Pat Ivey, Kelly Bennett, Cary Gentry, Connie James, Lee Rollins, Kevin Edwards, Dan Corder, Scott Rhine, Andy Bailey, Toneq McCullough AGAINST: Larry Kirby and Jeff Hatling 4. Consideration of an Amendment to the Fiscal Year Metropolitan Transportation Improvement Program (MTIP) and the North Carolina Department of Transportation (NCDOT) State TIP (STIP) to Accept Federal Fiscal Years through Federal Transit Administration (FTA) Section 5339 Funds for the Purchase of Twelve (12) Small Buses for Winston-Salem Transit Authority (WSTA) ADA Para-transit Services Presented by Wendy Miller. The FTA has recently informed the Winston-Salem Urban Area that there are approximately $1.296 million in Section 5339 Bus and Bus Facilities funds available for programming for Federal Fiscal Years through Federal Fiscal Year funds will lapse on September 30, 2015 and must be programmed and approved by the Winston-Salem Urban Area MPO for the Winston- Salem Urban Area MTIP, the State Transportation Improvement Program (STIP), and the FTA prior to that date. The WSTA has expressed an interest in using the available funds to purchase 12 new small buses for expansion of fleet vehicles to provide ADA para-transit on demand elderly and disabled passenger services. In order for Section 5339 funds to be allocated to WSTA, the Fiscal Year Metropolitan Transportation Improvement Program (MTIP) must be amended to include a total of $1,296,443 in FTA Section 5339 funds and $228,784 in local funds for the required 15% match with a grand total of $1,525,227 for WSTA to implement the program of projects to purchase twelve small expansion buses for paratransit ADA service. MOTION: Larry Kirby moved approval. 3

4 SECOND: Jeff Hatling VOTE: FOR: Unanimous AGAINST: None Information for Future Action Items 5. Review of the Draft Fiscal Year MTIP for Winston-Salem Urban Area MPO Presented by Wendy Miller. The STIP was adopted by the NC Board of Transportation on June 4, The Winston-Salem MPO will be developing the Metropolitan TIP for public review with the MTP and AQCDR from July 16 through August 20. For the public review document, the MTIP will include all STIP projects as well as any amendments or pending projects that come before the TAC or NC Board of Transportation prior to July 16 th as well as mapping of the current STP-DA projects within the MPO. Some projects in the Federal TIP timeframe to note in the adopted STIP are several Interstate pavement rehabilitation projects: o I-5880 NC 109/Thomasville Road at Interstate 40 interchange improvements ROW in 2020 o R-2247 Winston-Salem Northern Beltway Western Section interchanges - Peace Haven Road and NC 65, Design-Build projects in 2016 o U-2827 Business 40 project Right of Way and Utilities 2016, Construction o U-2707 Idols Road Construction 2016 to 2018 o U-4734 Macy Grove Road Extension to North Main Street/NC Right of Way and Utilities in 2017, Construction o U-5022 WSMPO STP-DA funds reserved for future programming - $4,011,000/year o U-2579 Winston Salem Northern Beltway Eastern Section -Business 40 to US 158 Construction 2016 to 2018, US 158 to US 311 ROW in 2016, Construction 2018 to 2019, I-74/US 311 to Business 40 (AA and AB) Right of Way in Presentation on the Proposed Business 40 Streetscape Design Plan and Multi-Use Path (MUP), Including the Package of Proposed Betterments for the Design/Build Process Presented by Greg Errett. Greg Errett introduced Christy Turner with Stimmel Associates. 4

5 The project mission is to provide a complete and creative streetscape design and master plan for the Business 40 Corridor and adjacent streets. The project overview includes developing a streetscape master plan for the Business 40 corridor which will ensure compatibility with NCDOT roadway design and federal requirements. There is an opportunity for two-way conversion for Main, Liberty, Church, First and Second Streets. The multi-use path is feasible and the strollway over Business 40 is feasible and preferred. There will likely be developable area or open space at Peters Creek Parkway, Broad Street interchange and Liberty Street. Cherry and Marshall Streets will remain one-way thoroughfares. The project partners are NCDOT, WSDOT and Creative Corridors Coalition (3C). 3C s goals and objectives are green, artful, iconic networks to create a gain for Winston- Salem with improved economic development, bringing investment, tourism, industry and jobs to this area, enriching the lives of all in the community. Local street design includes bridge widening for sidewalks, bike lanes/share lanes, street trees, pedestrian scale ornamental street lights and intersection enhancements. The multi-use path is a game changing opportunity to develop world class bicycle and pedestrian infrastructure. The path has the potential to add new real estate frontage which would attract new business and population diversity. The path will also have transportation benefits, public health benefits, and environmental benefits. The multi-use path features included east-west bicycle/pedestrian connector, the minimum lane width would be 10 feet, with an average lane width of 12 feet. The path would create connections to Wake Forest Baptist Medical Center, BB&T Ballpark, Green Street pedestrian bridge, Rail Trail at WFIQ and strollway and local city street bike and pedestrian facilities. 3C priority projects include the pedestrian bridges at the Strollway, Green Street and Peters Creek Parkway. Some of the designers working with 3C are Donald MacDonald, Walter Hood and Larry Kirkland. The Business 40 project also includes vehicular bridges betterments, retaining walls, noise walls, fencing, lighting, intersection treatments, bike and pedestrian amenities and landscaping. Information Items 7. MPO Staff Reports a. NCDOT Division 9 Transportation Projects Update Presented by Diane Hampton. 5

6 Diane introduced Cassandra Herndon the NCDOT Business 40 liaison and Kenon Corbett the NCDOT summer intern. Diane distributed a Business 40 Building the Future newsletter. There will be a meeting on the Idols Road Extension at the Village of Clemmons on July 23 from 4 7 pm. The contractor closed Hastings Hill Road on May 4 and has already removed the old structure and begun new bridge construction. Beams are scheduled to be set in early June. A section of Hastings Hill Road will be closed from May 4 to August 20, The Macy Grove Road interchange at I-40 has opened to traffic. The old Colfax exit 16 is permanently closed. The contractor is currently working on the realignment of I-40 Business and expects to be completed by August. The Bermuda Run roundabout on US 158 is under construction. b.
