3 Preparedness Measures Steps to be followed during Cyclone Danger Signal When Danger Signal No. 6 and 7 are hoisted then below instruction according to the Standing Order on Disaster should be followed: People with-in the warning area may take shelter in pucca buildings or cyclone centers. People should stay away from the sea or river bank. Watch the main areas which will / may hit first and stay in safe shelter until the severe storms end. The first responding institutions should come forward to help peoples, specially the women, children, elderly and the disable and wait until further notice from the EOC. If the danger signal is upgraded to No. 8 then below instructions should be followed: People should be evacuated to safe buildings or cyclone shelters. Watch the main areas which will / may hit first and stay in safe shelter until the severe storms end. Under these circumstances relevant personnel are requested to follow instructions related to the disseminated Disaster Danger Signal. 4 In 13 districts total 1,327 Emergency Medical Team was constituted for Emergency Health Care Service. All the required medicine & other medical logistics were kept ready in different health facilities in 13 coastal districts. WHO All sort of leave of health service providers of coastal belt remain postponed to facing disaster. National Crisis Management Center and Control room of the DGHS are opened for 24/7 basis (Hot line: ). WHO is closely monitoring the overall situation with DGHS and assured for providing necessary technical support in this regard. A SHOCK room has been established in WHO Country Office to communicate and operate all the activities with regional, national and sub national level. 2 IEHK (Inter-agency Emergency Health Kits) kits having 20 basic and 2 supplementary kits are being prepositioned for Chittagong and Barisal division. Emergency drugs, dressing materials, Water Purification Tablets will be sent to Chittagong and Barisal by evening today (15 May 2013). A team from WHO is going to Chittagong to strengthen health sector preparedness mechanism for coordinated response to upcoming cyclone as well as enhanced surveillance and monitoring system. WHO has some field based official such as Divisional Coordinators and Surveillance Medical Officers stationed at Divisional Director (Health Office) and District Civil Surgeon Office. They are ready for providing any kind of medical support needs assessments and closely maintain liaison with them. Other Partners Most of Health Cluster Members have regional offices, district offices and branch offices in the coastal belt with thousands of volunteers including health volunteers. Some of them already stockpiled emergency drugs in the coastal belt also. They will form medical team for providing medical support at site if needed. 5 Communication CPP volunteers in 13 districts, 37 upazila and 321 unions were activated from signal number 03. They provided information to fishing community at the very early stage. Later they hoisted two red flag according to SOD and disseminate the warning throughout the coastal belt with mega phone. They also supported the local administration for evacuation. [Source: CPP control room] 1200 urban volunteer were ready for deployment from May 15, 2013 under Chittagong Fire Service and Civil Defense. [Source: DD BFCD, Chittagong] 60 landslide volunteer were ready at Coxes Bazar, analyzing the situation for probable landslide and if needed to evacuate the families. [Source: ADPC] 22 Vessels and Ships of Bangladesh Navy is on Standby for emergency operations and response Air crafts of Bangladesh Air Force is on standby for Air Drop and transportation of emergency relief goods. Bangladesh Army has kept its resources and man power on standby for response operation. It has also kept 2 vessels standby for mobilizing relief goods in need. Armed Forces Division has opened up an emergency monitoring cell. IVR (dial 10941) is active for disseminating weather advisory and updated early warning messages.
