Mr. Md. Nojibur Rahman, Secretary, Statistics and Informatics Division (SID) was special guest. Mr. Md. Baitul Amin Bhuiyan, Deputy Director General, BBS was chairperson. Mr. Md. Dildar Hossain, Project Director, Economic Census 2013 Project presented a keynote paper focusing on the necessity of determining the area & scope of Business Register (BR) for the country. In 2013, BBS conducted the Economic Census where economic establishments, employments and concern information were collected. Despite BR is necessary to prepare a National Statistical Directory (NSD) of Establishments and it needs to update time to time (i) to improve the dataset by adding new variables including initial capital investments and their sources, owners and their nationalities, business categories, size of the business and annual turnover; (ii) to improve awareness on the importance of BR among key stakeholders by using Web: Information Communication Technology (ICT ) and other means of communications; and (iii) to ensure the proper use of the BR to all data producers and data users as well as public at large. Generally, the Business Register and Employment Survey may replace two in one of the existing survey. It is important that the information held on the BR is a comprehensive list of businesses, which is used by government departments and other usages as a sampling frame for business surveys. It is also a key data source for analysis of business activities and monitor the economic advancement in the country. A large number of data users & development partners attended the workshop. 2 State Minister Launched the Bangladesh Poverty Maps On 27 August 2014 at Hotel Rupashi Bangla in Dhaka, Honourable State Minister, Ministry of Finance and Ministry of Planning, Mr. M. A. Mannan, MP inaugurated the Bangladesh Poverty Maps Bangladesh Bureau of Statistics (BBS) in close collaboration with World Bank (WB) and World Food Programme (WFP) depicted a two-tier poverty maps showing the incidences of poverty (percentage of people living below upper and lower poverty lines) separately up to upazila level. These maps are important tools for estimating the poverty incidence up to district & sub-district (upazila) levels. T he estimates of poverty have been produced by applying a Small Area Estimation (SAE) technique on data from the Household Income and Expenditure Survey (HIES) 2010 and the Population & Housing Census In the inaugural occasion, Honourable State Minister said, The poverty map is an essential planning tool that provides powerful visuals to Hon ble State Minister Mr. M. It will also provide inputs for the Seventh Five Year Plan keeping in view the targets proposed under Vision In the occasion, Mr. Md. Nojibur Rahman, Secretary, SID was special guest and Mr. Golam Mostafa Kamal, DG, BBS was chairperson. Mr. Salman Zaidi, Lead Economist, World Bank and Ms. Christa Räder, WFP Representative were present in the occasion. In speech of Mr. Nojibur Rahman stated its importance saying, With these latest poverty maps we have responded to demand from policy makers, researchers and the development partners. It will also facilitate the ongoing efforts to prepare database of the poor people across the country, On the other hand, DG, BBS as chair of the occasion told that the latest poverty maps would provide disaggregated poverty estimates to better understand the geographical variations in poverty incidence. Mr. Salman Zaidi talked on the poverty map in comparing with maps of social and other indicators He said that it would establish a correlation between them to identify key impediments and bottlenecks that poor people face. Mrs. Christa Räder opinioned in her speech that the poverty map would help to the most food insecure areas of the country in Bangladesh. These maps show poverty rates that vary considerably according to location, with pronounced inequalities at the division, district (zila) and sub-district (upazila) levels. Recognizing these geographical and regional variations and spatial inequality in growth and poverty will allow policymakers to decide prioritised policy interventions based on local conditions. Assessment of Annual Development Projects (ADP) held at Statistics and Informatics Division (SID) on 6 August Mr. Md. Azizur Rahman, Additional Secretary, SID was Cochair in the meeting. At the end of the meeting, Honourable Minister emphasised on the implementation of the projects duly within the timeframe to render services to the people and provide benefits of the Digital Bangladesh to them through proper project implementation. He assured BBS officials to provide an accommodation to build a BBS Data Ware House in the new Hi-Tech Park to be constructed in the Jessore district. Informing Data Revolution (IDR) Workshop Held at BBS Bangladesh Bureau of Statistics (BBS) hosted a workshop on Informing a Data Revolution (IDR): The Way Forward to Strengthen Statistical System of Bangladesh on 25 August Mr. Md. Aminul Bar Chowdhury ndc, Joint Secretary, SID presented the country paper and Mr. T revor Flectcher was chief guest. Mr. Md. Nojibur Rahman, Secretary, Statistics and Informatics Division (SID) was chairperson. Mr. Flectcher in his presentation informed that the idea of data revolution had emerged from the lessons learnt in the process of monitoring of MDGs. T he aim is to ensure that the statistical information necessary to eliminate poverty and monitor the progress of development needs to be available to the right people, at the right time and in the right format. The high-level panel established by the Secretary-General of the United Nations has provided recommendations for the post-2015 international development agenda. They put several key recommendations for actions to be taken in the near future based on developing a global consensus on principles and standards sharing technology and innovations for the common good to create a global Network of Data Innovation Networks. With a view to this, a global communication is going on to bring together the organisations and experts in the planned field. During the workshop in BBS, participants made several requests for clarification on the impact of the IDR project on the National Strategies for the Development of Statistics (NSDS) undertaken by BBS. Several questions were also raised about the methods used for country selection, timing & how the project will be linked to other initiatives around the data revolution and how the data revolution will be financed. 4 Divisional Coordination Meeting Held at SID A monthly coordination meeting was held on 27 August 2014 at SID Conference Room under the Chair of Mr. Md. Nojibur Rahman, Secretary, Statistics and Informatics Division (SID). Seven Divisional Statistical Officers (Joint Directors) as well Mr. Md. Divisional Heads of BBS presented their success stories & efforts they made during the last couple of months to bring the success in their new place of posting. They also shared their experiences and placed before Secretary some important issues to enhance the statistical activities at field level and establish the common reputation for credibility and professionalism of BBS through expansion of statistical services and development of official statistics. Refresher Training on Strengthening Geo-Coding System Bangladesh Bureau of Statistics (BBS) organized a refreshertraining course on 21 September 2014 at the BBS Conference Room. The main objective of the course was to review the present process of geographical coding system introduced by BBS and find out any other official hazards remain in the process according to the time need and universal usage. Meanwhile, BBS has launched workshops in divisional levels requiring the update of the geo-code with accurate & unique spelling of each administrative unit to avert different types of complexities and ensuring its hassle-free uses. In the inaugural ceremony of the training workshop, Ms. Suriya Begum ndc, Secretary, Statistics and Informatics Division (SID) was present as chief guest and Mr. Md. Azizur Rahman, Additional Secretary, SID was special guest. Mr. Golam Mostafa Kamal, DG, BBS was chairperson in that occasion. BBS has introduced the geo-coding system for the first time in 1978 and statistical cartography for censuses and surveys in Development of digital database in relational format and establishment of linkage between the digital data coverage, geo-reference and attribute data and dissemination of output graphically are the requirements of the present time. With a view to this, BBS has taken initiative to update the geo-code with accurate and unique spelling of Bangla & English languages attribute to each administrative unit ensuring its universal usage. Although BBS has been using the geo-coding system alone since long, presently almost the ministries of Bangladesh including Election Commission, Passport Department and others have been using the geo code systems introduced by BBS. 4

5 Orientation on Gender Base Training An orientation-training course was conducted on Gender issues at BBS Conference room on August, T he training programme was organized by Strengthening Capacity of BBS in Population and Demographic Data Collection Using GIS Project funded by UNFPA. A total number of 35 officials from different ministries and organisations including BBS participated in the training programme and resource persons from universities, NGOs and MOWCA participated as trainers. T he contents of the course were mainly on various gender issues and challenges that involved with developing gender statistics and current policy issues. It requires technical understanding of the conceptual frameworks and methods used in official statistics as the policymakers and researchers are always interested to get sex-disaggregated data necessary for analysis and social development of the country. In the inaugural ceremony, Ms. Suriya Begum ndc, Secretary, SID was present as special guest and Mr. Golam Mostafa Kamal, Director General, BBS was chairperson. In her inaugural speech, Ms. Suriya Begum, Secretary, SID emphasised on importance of training for the sex-aggregated data for official use and interests of the users. She thanked to DG, BBS, UNFPA and Project Director for taking an initiative under the programme. Only Barguna Zila report is fully completed for printing; ] Twenty Zila reports are being prepared by BBS officials and data tables of remaining districts are in progress using the CSpro-Format; Among 5 National Reports, Union Statistics Report has been prepared & sent to RDP for printing. T russing of Urban Area Report has been completed & ready for printing and the draft report of Analytical Report on Population and Housing Census 2011 is being prepared; Remaining two other national reports namely, Socio-economic & Demographic Report is being reviewed and the preparation of Administrative Repot will be started soon after completion of these reports; 6

7 Final review of the draft on Rural Credit Survey 2014 is in progress. Detailed reports on the Economic Census and preparatory activities on Business Register Survey are in progress; Rural Credit Survey report was sent to SID for approval; Slum Census 2014 Preliminary report is ready for printing. Computer Wing: Data entry of 1000 EAs collected under the Slum Census 2014 has been completed; Data entry of Pay and Service Commission has come to end; Data of Slum Census 2014 under three divisions respectively Khulna, Rajshahi and Rangpur have been captured by computers; UISC Census report has been published; GIS Maps under the districts of Nilphamary and Lalmonirhat have been edited; Mauza & mahallah maps under Sylhet division and district of Gopalganj have been updated. Presently, maps updating under district of Kurigram is going on; Updating of mauza & mahallah maps of Shibganj upazila under the district of Bogra and also Joypurhat district have been completed; A training programme on Editing of Census Data for Arc GIS Mapping was held at BBS HQs for three days; Three day orientation programme on Gender was launched by BBS during September 2014; An evaluation meeting was held on recommendations received from the seven workshops carried out on Geo-codes in 7 administrative divisions; A report on Bangladesh Poverty Maps (Zila & Upazila level estimates 2010) and 61 Zila Profile have been uploaded in the BBS Website; Data entry of SVRS 2012 for the months of January to June/2012 under Tafshil 3-10 for 23 regions and July to December/2012 for 8 regions are completed and data entry for 12 regions is in progress; In ICT Lab, training on Balance of Payment and International Trade in Goods Statistics was provided to 7 BBS officers & 17 staff. T he programme was organized by National Accounting Wing. Another training course on Database Design and Application in Library was conducted in the Lab; Demography and Health Wing: Data editing, coding, matching of filled-in schedules collected from field level & data submission of MSVSB-2013 schedules are going on; Preparation of the draft report on SVRS is under process; T he report on Multiple Indicator Cluster Survey (MICS) under AWP is being prepared and the 3 rd Phase of Monitoring the Situation of Children and Women (MSCW) Project has come to end on 30 June 2014; The report on 12 th Round PEC of Food Security Nutritional Surveillance Component (FS-NSC) Project has been published and the 13 th Round PEC report is in progress; Data editing, coding and data entry of the 1 st Phase under the 14 th Round PEC is going on and the training on the PEC 1 st phase under the 15 th Round has been provided to Regional Coordinators, Supervisors and Enumerators duly; Health and Morbidity Status 2012 and Gender Statistics 2012 reports have been published; Filled-in questionnaires on Health and Morbidity Status Survey 2014 collected from field level have been edited and coded. Presently, screen data entry is going on; 7

8 Data editing, submission in computers and analysis of 12 th round PEC survey has been completed and field activities of 13 th round (1 st phase) PEC is just completed in this quarter; The draft questionnaire on Education Household Survey 2014 had been finalized and printed with the consultation & approval of the Technical Committee. Meanwhile, training was provided to Regional Coordinators, District Coordinators, Supervisors and Enumerators and data were collected during September At present, data editing of the filled-in questionnaires collected from fields are in progress Industry and Labour Wing: Data on LFS-Child Labour Survey 2013 have been edited & coded and T echnical Committee meeting was held on T abulation Plan; Report on Survey on Manufacturing Industries (SMI) has been completed and is under the process of printing; The report on Business Register (BR) is prepared for printing; The listing of T echnical and Vocational Education and T raining (T VET ) Institution Census 2014 has been completed; National Accounting Wing: Both the final reports on Annual GDP Accounting and Provisional GDP Accounting have been approved; Revising GDP with the new base year of has been approved. T he National Accounting Statistics with detailed methodology on the new rebasing has been approved and will be published soon; On the basis on Mid Term Budgetary Frame (MTBF) assistance, NAW has conducted 6 surveys and five reports have been published. The report on T ourism Survey is under the process of publication; After compilation of data for the Revised Revenue Budget and Central Budget Estimate for the years of and , the classification of economic and functional coding has been completed. The preparatory process on budgetary data collection for the FY is going on; Expenditure based GDP rebasing has been approved. Publishing the National Accounts Statistics with detailed methodology is under printing; Monthly Quantum Index of Industrial Production (QIP) Large for the month of May/14 is completed and the index preparation of QIP for June-/14 is in progress; Monthly Release of IPS for the month of April/14 has been published and for May/14 is in progress; Editing, posting and estimation of average values and collection of wage data on 5 categories of schedules for the month of September/13 have been completed; The preparation of 3rd quarter of Producer Price Index (PPI) is in progress; Editing, posting and average estimation of collected data through five types of schedules on values and wages are in progressing; Indexing of construction materials for the month of July/14 for 6 divisions respectively Dhaka, Chittagong, Rajshahi, Khulna, Sylhet and Barisal is completed; House rent Indexing for this quarter (July-September ) is completed and wage rate indexing for the same quarter (July-September 2014) has been completed; Data on imports & exports collected from the National Board of Revenue (NBR) for the months of July-August 2014 are being collected; The report on Foreign T rade Statistics of Bangladesh is under the process of publication; Bangladesh Bureau of Statisti cs (BBS), Ministry of Planning, Parisankhan Bhaban, E-27/A, Agargaon, Sher-e-Bangl a Nagar, Dhaka, Bangl adesh.
