1 ADMINISTRATIVE MANUAL CAREER DEVELOPMENT CALIFORNIA INCIDENT COMMAND CERTIFICATION SYSTEM (CICCS) EFFECTIVE: OCTOBER 2008 INTRODUCTION The California Incident Command Certification System (CICCS) was established in 2002 as a standardized method to ensure all personnel participating in the state mutual-aid system meet minimum training, experience, and fitness levels for each applicable position. Although CICCS was originated from the needs of wildland fire incidents, the system is intended for use at All Risk incidents. The Department has adopted the CICCS both internally and as a cooperator in the operational area. The 2014 CICCS Qualification Guide is the guiding document for the Department s internal policy. Detailed information regarding the 2014 CICCS Qualification Guide can be found at The Training Unit has established minimum training standards for the Firefighter I certification, which in addition to annual multi-company drills meets or exceeds minimum CICCS standards for all firefighters who are subject to callout as an engine/truck company. The intent of this policy is to outline the process for those members who wish to participate in the CICCS in any mutual aid capacity, including single resource or overhead position. TERMS Certification: The successful completion of the classroom portion of an ICS position, where the student receives a certificate of completion. Trainee: Status given to a candidate, by the appropriate CICCS committee, who has completed all certification steps for his/her applicable ICS position. Candidate is approved to respond to incidents to work on his/her experience component and PTB. Qualification: The successful completion of the field work portion of an ICS position, where the student completes a PTB, an incident evaluation, and approved by the appropriate level of CICCS committee. Position Task Book (PTB): Document carried by the trainee listing all essential tasks, which a candidate must satisfactorily complete for qualification purposes. PTB is initiated (activated) by the verifying official and signed by one or more evaluators during the course of the training process. Once completed, the PTB will be submitted to the appropriate CICCS committee for review. Page 1 of 123

2 Resource Ordering and Status System (ROSS): National database used by fire service organizations to order, roster, and status personnel and equipment. Red Card: Document issued to personnel participating in the mutual-aid system, outlining their ICS qualifications, emergency contact information, and verifying official. Individuals are responsible for providing proof of qualification when checking into an incident. CICCS LEVELS There are four levels of CICCS application review and authorization. 100/200 Level positions are administered by the sponsoring Department/agency (Fresno Fire Department). The Department will be responsible for the review and certification of the following positions: Agency Representative (AREP) Crew Boss (CRWB) Engine Boss (ENGB) Firefighter Type 1 (FFT1) Firefighter Type 2 (FFT2) Fireline EMT (FEMT) Fireline Paramedic (FEMP) Incident Commander Type 4 (ICT4) Incident Commander Type 5 (ICT5) 300 Level positions are administered by the operational area (all fire department chiefs within Fresno County). 400 Level positions are administered by the Region (Region 5: Fresno, Kern, Kings, Madera, Mariposa, Merced, and Tulare Counties). 500/600 Level positions are administered by the State (OES Sacramento). CICCS PROCESS AND MINUMUM TRAINING STANDARDS Any member wishing to participate in the Mutual Aid System as part of an out-ofcounty response must: 1. Be approved to participate in the Mutual Aid System by the Department. 2. Be current in all annual training standards. 3. Attend annual wildland safety refresher training (Spring Multi-Company Drill [MCD] and/or local operational area Spring exercise. 4. Must have completed ICS-100 and Meet the position qualifications and training prerequisites as outlined in CICCS. Page 2 of 123

3 Any member wishing to participate as a single resource or overhead position must: 1. Meet criteria set forth in items listed above. 2. Follow the appropriate CICCS approval process (100, 200, 300, etc.) 3. Attend annual mutual-aid refresher training (provided by the Training Unit). 4. Gain authorization to respond by the appropriate chief officer (battalion chief/duty chief) on a case-by-case basis. CICCS APPLICATION PROCESS For 100 and 200 Level positions, members will submit CICCS Application Form For 300, 400, 500 or 600 Level positions, members will submit CICCS Application Form (See sample application on pages 7and 8.) Application forms and necessary documentation shall be routed to the Special Operations Commander. Application forms and necessary documentation shall then be forwarded to the appropriate Peer Review Committee for review. Every attempt will be made to expedite the CICCS application process. It is incumbent on members to submit their application as soon as possible in order to be entered into ROSS. It is recommended to have all applications submitted prior to the start of fire season. Applications received after the start of fire season may have a delayed entry into ROSS and will be handled on an case-by-case basis. ICS POSITION QUALIFICATION SECTION The standards set forth under the ICS Position Qualification Section are derived primarily from the 2014 CICCS Qualification Guide as adopted by the California State Fire Marshal s Office, with additional prerequisites as determined by the Department and/or Operational area. CICCS is a performance based qualification system and is not rank based. Therefore any member that is qualified for a respective position may be entered into ROSS as a single resource or overhead position. It is the policy of the Department that members wishing to participate in supervisory (i.e., Commander, Chief, Leader or Boss) positions must complete the appropriate acting signoffs listed in FFD policy , Acting Policy. This is to ensure the Department maintains a record of supervisory training, as well as currency in the position. The local Operational area has the authority to determine if a member may participate in certain positions based on rank (i.e., Company Officers as STL-Trainee). Page 3 of 123

4 Strike team deployments will consist of qualified members as per Mutual Aid policy On-duty members in an acting capacity may be utilized in the event a request is received for an Initial Attack or Immediate Need without rendezvous. However, any acting member deployed on a strike team assignment shall be replaced by the start of the next operational period. The ICS Position Qualification Section outlines each position authorized to participate in the mutual-aid system. Each position has five components: Specific training classes required for the ICS position. Experience includes qualification in a designated prerequisite position and successful performance in main position. Experience is credited after successful performance in one or more positions as demonstrated by a completed Position Task Book, final performance evaluation (ICS Form 225), and review by the appropriate CICCS review process. Physical health and fitness criteria are established by individual departments/agencies. Once an individual meets the department/agencies criteria for the specific position, it is deemed that the individual meets the health and fitness levels as outlined by CICCS. Required Fitness Level for the Position: All levels are satisfied by successful completion of Department physical fitness process. Arduous: Highest level of fitness required for most line positions. Moderate: Medium level of fitness required for positions that have only occasional line responsibilities. Light: Lowest level of fitness required for most support positions. Each ICS position will expire if currency is not maintained. However, some ICS positions will satisfy this requirement under more than just the one position. For example, Strike Team Leader (STEN) will satisfy the Division Supervisor (DIVS) position and the Line Safety Officer (SOFR) position as long as the person is already qualified in all the positions. Recommended Training Which Supports Development of Knowledge and Skills provides a reference to training which may improve employee proficiency. Page 4 of 123

5 CURRENCY REQUIREMENTS For the positions identified in Position Qualification Section, the maximum time allowed for maintaining currency is three (3) years for air operations and expanded dispatch positions and five (5) years for all others. Currency for a position can be maintained by meeting any of the following requirements: 1. Successful performance in the position qualified for within the given time frame. 2. Successful performance in a position identified in this document as Other Position Assignments That Will Maintain Currency. 3. Successfully complete a trainee assignment in the position which they were qualified. This will apply when a qualified individual falls out of currency and has reverted back to trainee status. 4. Functioning in a position while participating in a documented scenario-based exercise or drill. (Must meet minimum complexity standards outlined in the 2014 CICCS Qualification Guide.) CERTIFICATION AND RECERTIFICATION Each year the Training Unit and Wildland Fire Advisory Committee will conduct an evaluation of personnel for recertification in cases where position qualifications are no longer valid due to a lack of current experience. RECURRENT TRAINING In order to maintain currency, positions have identified recurrent training. POSITION TASK BOOK (PTB) Position Task Books contain all the minimal critical Competencies, Behaviors and Tasks required to become certified for an ICS position. Position Task Books are designed primarily for the evaluation of individual performance or as a checklist for recertification, but they may also be used as a basis for on-the-job training. 6 Position Task Book Initiation PTBs may only be initiated by the Fire Chief, or their designee, of the Fresno Fire Department. A trainee must be qualified in any prerequisite position before the PTB can be initiated. A trainee cannot be assigned to an incident unless he/she is qualified as a trainee on his/her Incident Qualification Card (Red Card) or other agency proof of certification. Position Task Books Have a Limited Time in Which They Can Be Completed The timeframe from completing the position specific course to having the first task signed off in the PTB is five years with the exception of dispatch and air operations positions, which have a three-year timeframe. The timeframe of completing the PTB begins with the documentation of the first task signed, not the date the PTB was initiated. Upon documentation of the first task in the PTB, the five-year time limit begins for all PTBs with the exception of dispatch and air operations positions, which have a three-year timeframe. The PTB must be completed within the specified timeframes indicated above. Failure to complete the PTB within the timeframe will require the individual to meet the current qualification standard. INCIDENT DEPLOYMENT The needs of the Department are first and foremost. Deployment of resources will be dependent on staffing needs. Any unsatisfactory evaluation by a supervisor/trainer will be cause for trainee review. Page 6 of 123
