3 EPA FSC History FSC Workgroup Development Team (post Katrina) FSC National Workgroup 3 The initial FSC Workgroup Development Team based on Incident Management Team experience, has inserted EPA procedures and policies, where applicable, into the National Wildfire Coordinating (NWCG) structure training. 3

4 Purpose of Course To provide training to agency personnel to develop and understand the skills necessary to perform as a on an Incident Management Team (IMT) in compliance with the direction and standards described in the National Incident Management System (NIMS). 4. 4

9 EPA Training, Qualification, and Certification Order In October 2016, EPA Order #2073 was signed to ensure EPA personnel are appropriately trained, qualified and certified to serve in a Key Leadership Position (KLP) 0Qualification%20Standards%20Order.pdf EPA IMT and National IMAT positions will be filled only by personnel who are trained and meet Core Competencies & Professional Experience for the position (see Appendix 1 of Order #2073) To ensure interoperability of EPA s NIMS personnel in an multi-agency ICS structure 9 9

11 Appendix 1 of Order #2073 Position Requirements Position Core Competencies Minimum Training Professional Experience Finances/ Administration Section Chief (FSC) o Lead assigned personnel: be able to influence, guide, and direct assigned personnel to accomplish objectives and desired outcomes in a rapidly changing, high risk environment. 1 o Communicate effectively: use suitable communication techniques to share relevant information with appropriate personnel on a timely basis to accomplish objectives in a rapidly changing, high risk environment. 1 o Assume position responsibilities: be able to successfully assume role of FSC and initiate position activities at the appropriate time including gathering & applying situational information and establishing organization structure & reporting procedures employing ICS concepts & principles. 1 o Ensure completion of assigned actions to meet identified objectives: identify, analyze, and apply relevant situational information and evaluate actions to complete assignments safely and meet identified objectives within an established timeframe. 1 o Ability to work hour days under physical and emotional stress for sustained periods. o ICS training through I-400 level 2 o EPA-460 ( Training) o EPA-420 (recommended) o FEMA IS-700 NIMS, an Introduction o FEMA IS-800 National Response Framework (NRF), an Introduction o 3 years applicable professional experience o Purchase Card certification is recommended o Significant financial, procurement, administration, and cost analysis knowledge o Understanding of EPA cost-tracking procedures including the Removal Cost Management System (RCMS) 11 11

12 FSC Qualifications To perform the functions of the FSC effectively, personnel assigned should: Have three years of applicable professional experience Qualifications equivalent to those for each unit leader Document participation in exercises (e.g. Regional IMT), events or actual incidents while serving in your KLP Ensure you meet Core Competencies & Professional Experience identified for your KLP in Appendix 1 of Order # Note: This slide, plus additional information, will be provided in FSC Unit 13 12

13 Certification Process Fill out Nomination for Qualification and Certification of NIMS Duties form Found at: Fully complete and get required signatures from your supervisor and HQ/regional NIMS Coordinator Have NIMS Coordinator or Data Manager enter the certification into the Field Readiness module, found at emp.epa.gov Must re-certify every 5 years 13 13
