3 UPPER DARBY POLICE DEPARTMENT Mission Statement The mission of the Upper Darby Township Police Department is to partner with community members to increase the quality of life for all citizens in the Township. Through law enforcement, we will increase public safety thereby reducing the fear and incidence of crime. We will commit to providing high quality services with honor and integrity. 1

4 Community Message from Michael J. Chitwood Superintendent It is my pleasure to present the Upper Darby Police Department 2013 Annual Report. This report provides information and statistics on reported offenses, our staffing and budget as well as a segment dedicated to employee and community recognition. Crime is a community problem and the Upper Darby Police Department is committed to crime prevention strategies that target changes in the community infrastructure to reduce crime. We believe that our residents and leaders can help us identify and address the factors that contribute to the community s crime. In Upper Darby Township, we are fortunate to have the support of our Mayor, Chief Administrative Officer, Township Council and you, the eyes and ears of our neighborhood, to help identify the issues and to take action to effect change. We are Upper Darby. We are 82,000 strong and together we make a difference. I am proud to report that the Upper Darby Police Department was the recipient of the 2013 Excellence in Victim Services Award by the International Association of Chiefs of Police for our innovative victims assistance program, Breaking the Cycle. This is a premier program in Upper Darby Township that provides safety and security for those who are victimized. To the citizens of Upper Darby, I am proud to call Upper Darby my home and grateful for the opportunity to serve you as Superintendent of Police. 10 2013 Upper Darby Police Annual Report Employee and Citizen Recognition Employee of the Month Each month the Upper Darby Police Department recognizes a Police Officer or a civilian employee, who has demonstrated exceptional service to the community, commitment to duty and professionalism. On February 25th, 2014 the following individuals were acknowledged for their exemplary service. Commendations of Bravery Superintendent Michael Chitwood and Officer Kevin O Gara For his actions in confronting an armed adversary who was about to enter a local business with a loaded.357 caliber handgun was in possession of a firearm. 8

11 Commendations of Bravery Superintendent Michael Chitwood, Officer John Millison and Mayor Thomas Micozzie For disarming an armed suspect engaged in a struggle with the officer. Life Saving Award Officer David Ostien For performing life saving CPR on a heart attack victim. Officer Randy Desrosiers and Officer Michael Taylor Upon responding to a subject with a severe laceration, these officers applied a tourniquet to a severely bleeding victim. Officer Randy Desrosiers and Officer Francis Devine For taking life saving measures on an assault victim. Commendations of Merit Officer Brian Wearshing For assisting in the apprehension of an armed subject after a shots fired call. Officer Thomas Thompson and Officer William Cuddhy For their outstanding work in the delivery of a child and subsequent care of the newborn s mother. 9

12 Officer Stephen Tarozzi While on patrol, Officer Tarozzi conducted a vehicle stop on an actor matching a burglar s description. Male was found in possession of a firearm. Officer Shannon McIntire For apprehending a burglary suspect before the business was aware that a break in had been committed. Criminal Investigator Brad Ross, Criminal Investigator Francis George, and Officer Shawn Webb Collectively, these officers conducted a successful investigation into a brutal home invasion burglary. Officer Samuel Ziviello While on mountain bike patrol, Officer Ziviello stopped a suspicious male who was in possession of a substantial amount of heroin within the area of Upper Darby High School. Officer Michael Taylor For his actions in performing CPR on a male who was unresponsive as a result of a heart attack. Officer Michael DeHoratius While on patrol, Officer DeHoratius apprehended a robbery suspect before the event had been reported. Officer Michael DeHoratius For his assistance in delivering a child. 13 Citizen Award Kathryn Smith and Sonja D Alessandro For getting involved by reporting a subject who had broken into a Drexel Hill residence. Their actions led to the arrest of a male who had committed the burglary. Isaiah Mills For running down the striking vehicle of a hit and run and obtaining a registration number for police. The suspect was also a wanted subject. Thomas Johnson For his work in identifying special needs citizens for the purpose of appropriate police dispatch. Mikayla Dittbrenner For summoning emergency services when her mother was seriously ill and semi-conscious. Superintendent Michael Chitwood Mayor Thomas Micozzie Mikayla Dittbrenner and Girl Scout Troop # 5200 Kevin Rankin While on duty as a parking enforcement officer, Mr. Rankin contacted emergency services when he saw an infant alone in a car on a hot day. Justin Brownlee While in the area of a neighborhood lumberyard, Mr. Brownlee reported seeing two subjects burglarizing the business. Peter Grace Upon witnessing a burglary at an adjacent property, Mr. Grace dialed 911 and stayed on the phone until police arrived and apprehended the subject. 11

14 Law Enforcement Award Officer Nicholas Nawn of the Haverford Township Police Department For apprehending a subject wanted for a homicide that had just occurred on the border of Upper Darby and Haverford Townships. Lieutenant George Werez of the Philadelphia Fire Department and his K9 partner, Chance For their assistance in investigating an arson that had taken place in Upper Darby Township. Officer Kyle Engleman of the East Lansdowne Police Department For assisting in the apprehension of an armed subject after a shots fired call. Sergeant Craig Scott and Officer Harvey Pike of the Haverford Township Police Department For their work in coordinating the recent Delaware County SWAT Competition. Sergeant David Diana, Detective John Dudzinski, Detective Al Garcia, Detective Jeffrey Gliem, Detective Eric Huston, Probation Officer James Kelly, Probation Officer Mark Lewis and Probation Officer David Tuohey of the Delaware State Police For their outstanding assistance in the apprehension of a stabbing suspect who lived in the State of Delaware. 15 International Association of Chiefs of Police Award 2013 Excellence in Victim Services Award Captain George Rhoades, Jr., Theresa Burke, Domestic Violence Coordinator, Nashid Furaha- Ali, Community Service Coordinator, Joan Scanlon, Center For Family Safety Coordinator For excellence in their work for victim services. The Upper Darby Police Department s innovative victims assistance program, Breaking the Cycle, provides the highest level of assistance to victims to ensure measurable improvement in the areas of safety, healing, justice and restitution. It is a victim-centered program, dedicated to ensuring all of the victims needs are being addressed in the most professional and supportive way, in a way that will ultimately lead to measurable improvement in the victims lives. The cornerstone of the Breaking the Cycle program is the Victims Rights Advocate who performs a myriad of functions including; offering the victim information about their options, informing the victim about the criminal justice process, providing emotional support to the victims, and arranging for referrals to other criminal justice or social service agencies that provide additional assistance. 13

Captain David Madonna For his use of social media as an effective community policing tool. Unit Citations Sergeant Donald Peterson, Officer David Ostien, Officer Stephen Tarozzi, Officer Steven Cortese, Officer John Millison and Officer James Hoback For their actions which led to the prevention of a violent sexual assault while only having limited information as to the location of the incident. Captain George Rhoades, Jr., Criminal Investigator John Cunningham, Criminal Investigator Philip Lydon, Criminal Investigator Leo Hanshaw, Criminal Investigator Matthew Rowles, Officer Walter McDonald, Officer Samuel Sproull, Officer Michael Monaghan and Officer Michael DeHoratius The collective work of these officers led to the capture and prosecution of a male wanted for a homicide. Captain Anthony Paparo, Lieutenant Thomas Sharp, Officer Michael DeHoratius, Officer Amanda Klingensmith, Officer Kevin Donohue, Officer Francis Devine, Officer Frank Guille, Officer Michael Crispin and Officer Randy Desrosiers For their collective work in apprehending three subjects who had committed a home invasion. Sergeant Amanda Pombo, Criminal Investigator Raymond Blohm, Criminal Investigator Dustin Clark, Criminal Investigator Brad Ross, Criminal Investigator Michael Pecko, Officer Michael Begany, Officer Michael Crispin, Officer Randy Desrosiers, Officer Francis Devine, Officer Kevin Donohue, Officer Shannon McIntire, Officer Stephen Oreskovich, Officer David Ostien, Officer Jonathan Resinski and Officer Michael Taylor For their work in apprehending three males in a horrific abduction and sexual assault. 17 Commendatory Letter Officer John Callahan For referring a resident to the hospital while on an unrelated call. Officer Callahan s observation and insistence may have saved the man s life. Officer Robert Bennett After an exhaustive investigation, Officer Bennett identified and arrested two persons for committing a series of forgeries and frauds. Officer Francis Devine, Officer Frank Guille along with K9 Partner Ness Officers responded to a burglary in process and assisted in apprehending a juvenile who had stolen a vehicle. Officer Francis Devine and Officer Michael DeHoratius For their work in apprehending a male who had exposed himself to a group of children. Officer Samuel Sproull For his apprehension of a shooting suspect. Officer Steven Cortese, Officer John Millison and Officer Stephen Tarozzi For the apprehension of a knife point robbery suspect. Officer David Ostien Upon arriving to a maternity call, Officer Ostien assisted by unwrapping the baby s umbilical cord from around its neck. Sergeant Glenn Monkman, Officer Stephen Tarozzi, Officer John Redheffer, Officer Joseph Mazzone, Officer Michael Monaghan, Officer Brian Wearshing and Officer John Millison For their work in locating a suicidal subject who was threatening to throw himself in front of a train. Officer James Hoback and Officer John Redheffer While working in an undercover capacity these two officers stopped a subject who was in possession of a firearm and illegal narcotics. Officer Eric Colella For apprehending a subject who was threatening a witness that had just testified in Upper Darby Court. 15

18 The Officer Dennis McNamara Memorial Award The Upper Darby Police Department recognizes Sergeant Harold Parsons, III as the 2013 recipient of the Dennis McNamara Memorial Award, Officer of the Year. Sergeant Harold Parsons is an eighteen year veteran of the Upper Darby Police Department and is recognized for his exemplary police work and his service. In his role as Administrative Sergeant for the Upper Darby Police Department, Sergeant Parsons is responsible for the overall operations and maintenance of the Department. This includes managing the department s fleet, police car computers and radio systems as well as overseeing work contracted to all outside vendors for the department. He is the point person for all station operational emergencies and handles the process of reporting of all vehicle accidents. Sergeant Parsons acts as a liaison between the department s legal counsel, Holsten and Associates, and the Upper Darby Police Officers in any litigation brought against the Department or the Upper Darby Township. Sergeant Parsons is a distinguished member of the Department and recognized by his colleagues as dedicated, professional and resourceful. It is widely known that he makes himself available 24 hours a day, 7 days a week, 365 days a year. He is willing to work tirelessly on projects and is solution-oriented, often succeeding in finding a resolution to a problem where others have failed. In addition to his official police duties, Sergeant Parsons takes the lead on coordinating Upper Darby s Police presence throughout the region for all officers killed in the line of duty, returning military personnel, retiring Chiefs and visiting dignitaries. Along with numerous commendations for his outstanding service and police work, Sergeant Parsons has also been recognized by the Traffic Injury Prevention Project, the Pennsylvania Smooth Operator and the Buckle Up Pennsylvania programs for his efforts to curb aggressive driving and to increase seatbelt use rates. Sergeant Parsons most notable volunteer work, and the one that is closest to his heart, is the coordination of the annual graveside ceremony for Officer McNamara. For the past eleven years Sergeant Parsons has organized this ceremony in memory of his friend and fellow officer, Dennis McNamara. His outpouring of support for the McNamara family and his dedication to this annual event is commendable. Sergeant Parsons efforts ensures we will never forget #121. It is fitting that the 2013 Dennis McNamara Award is presented to Sergeant Harold Parsons for his outstanding police work and for his dedication to the Upper Darby Police Department, his fellow officers and his community. 16

19 Marine Corps League Officer of the Year She is a certified Control Tactics Instructor and has completed specialized training and course work in Street Survival, Crisis Intervention, High Risk Vehicle Stops and Patrol Response to Critical Incident and Hostage Barricade. In addition to her official duties, Officer Klingensmith is a volunteer in the Upper Darby Police Department s 5th Grade Mentoring Program. Her work in the mentoring program helps foster a better understanding among students of the nature of police work and encourages an open line of communication with the police department. Officer Amanda Klingensmith is a 2004 graduate of West Chester University. She was sworn in as an Upper Darby Police Officer in May During her tenure with the Department, she has earned the respect of her fellow officers through outstanding police work and dedication to duty. Officer Klingensmith has received numerous commendations for her extraordinary police work in the Department. Her awards include the 2008 Merit Award for securing a major crime scene and guarding vital evidence which led to the arrest of the suspect and the 2009 Unit Award for successful management of a home invasion which resulted in the apprehension of three career criminals. She was also the recipient of three Unit Awards in 2011 and the Life Saving Award in Officer Klingensmith was named Employee of the Month in September of 2009 and May Officer Klingensmith s extraordinary accomplishments, professionalism and dedication to duty make her worthy of this prestigious award.
