2 GENERAL Meeting Information The District 1 LEPC serves Bay, Washington, Holmes, Walton, Okaloosa, Santa Rosa and Escambia Counties. It is the mission of the LEPC to assist the State of Florida in locally implementing the Emergency Planning and Community Right-To-Know Act (EPCRA). 4 District 1 LEPC DRAFT Meeting Minutes 2 P a g e Visitors present: Howard, Tim Thorp, Windle Staff present: Ahlen, Kathy 1. Welcome and Introduction of Attendees Mr. Delp and Mr. Ford welcomed members and guests. 2. Approval of April 22, 2015, Meeting Minutes A motion was made by Mr. Ford to approve the minutes and seconded by Mr. Mewborn. Motion to: Approve the April 22, 2015 meeting minutes. Vote: Approved Unanimously 3. Report of Statewide Training Task Force (TTF), LEPC Chairperson s and Staff, and State Emergency Response Commission (SERC) Meetings of July 16 & 17, Mr. Delp presented the TTF report. Mr. Delp stated that the planning team for the 2016 Hazmat Symposium had addressed some issues and was continuing with the planning process for the symposium. The guidelines for the Hazmat Technician Refresher and Checklist have been completed and were approved by SERC. Mr. Delp commented that the document also contains guidelines for other disciplines, such as Law Enforcement, Public Works and EMS. Mr. Coulter remarked that the guidelines can be used as a standard for Florida but still needs to be approved through the legislature. Mr. Delp stated the TTF also discussed developing a Hazmat Awareness and Operations Competency Checklist and update. The TTF will be developing a scope of work for the project and forward it to FDEM Staff. Mr. Delp stated that there was a presentation on the Supplemental Environmental Project (SEP) website and it has been completed. He remarked that the LEPCs will not be vetting or submitting the projects, as the role of the LEPCs will be to market the program. The US Coast Guard (USCG) Offshore Hazmat Response Memorandum of Understanding is moving forward. The goal is to utilize regional hazmat teams for early intervention in the case of an incident. The concept is well received; however, the USCG would like to limit the number of teams because of the training requirements. Mr. Delp gave the LEPC Chair/Staff Meeting report. He stated Mr. Dwayne Mundy presented an update on the Hazard Analysis (HA) Working group. The group is working on developing a way to submit large zip files and has recommended state fields be added to Tier II reports through EPlan. Mr. Delp indicated that the committee discussed the HMEP grant process that it may be provided as a single fund to the LEPCs instead of separate grants for training and planning. Ms. Ahlen mentioned that with the resignation of Ms. Jennifer Hobbs, Mr. Delp was elected Chairman of the LEPC Chair/Staff Subcommittee, which also gives him a seat on SERC.
5 District 1 LEPC DRAFT Meeting Minutes 3 P a g e 4. Kids in Danger Zones Ms. Ahlen gave a presentation on a Kids In Danger Zones study that was conducted by the Center for Effective Government. 5. LEPC Subcommittee Reports a. Nominations Mr. Delp stated that the Nominations Subcommittee met that morning to discuss recommendations for the SERC Thomas Yatabe Award, along with Certificates of Appreciation. The subcommittee presented a motion to recommend Ms. Ahlen for the Yatabe Award for her commitment to the LEPC and four Certificates of Appreciation to Mr. Richard Delp for updating the SERC How-to-Comply Manual, and Mr. Peter Robinson, Ms. Nicole McDonald, and Mr. Steve Mewborn for their assistance with the LEPC's biennial exercise. Mr. Coulter seconded the motion. Motion to: Recommend Ms. Ahlen for the SERC Thomas Yatabe Award and Mr. Delp, Mr. Robinson, Ms. McDonald, and Mr. Mewborn for Certificates of Appreciation. Vote: Approved Unanimously b. Planning Mr. McNutt presented the report. He stated the subcommittee discussed the annual review of the LEPC Comprehensive Management Emergency Plan, which will start around January of The subcommittee recommends changing the HMEP planning project for the upcoming year to a Commodity Flow Study. A motion to conduct a Commodity Flow Study for the upcoming funding year was submitted by the subcommittee. It was seconded by Mr. Mewborn. Motion to: Change the FY HMEP Planning Project to conducting a Commodity Flow Study. Vote: Approved Unanimously c. Resource Training Mr. Coulter gave the report. The Subcommittee received a copy of the 2015 HMEP Expenditures Guidelines for their review. He noted that courses referencing WMD (weapons of mass destruction) were not approved for use with HMEP funds. Mr. Coulter continued by stating that there were several courses on the guidance that would be of interest to the district. d. Education and Public Awareness Ms. Powell gave the report. Upcoming events include the Possum Festival on August 1st, the Back to School Community Festival in Fort Walton Beach on August 8th, the Youth Emergency Preparedness Expo (YEP) in Escambia County in September and Fire Prevention Week in October in Bay County. 5. Membership Membership applications were received from: (1) Tim Howard, Bay County Fire Rescue as a primary member; and (2) Connie Fulford, Holmes County Emergency Management as an alternate member for Ms. Carley. A motion was made by Ms. Powell to approve both applications; it was seconded by Mr. Coulter.

New Business Mr. Delp stated that the recent disbanding of the Withlacoochee Planning Council has resulted in the state only having ten LEPCs. It was discussed at the SERC LEPC Chair/Staff Meeting to remove the numbering system and select names for each LEPC instead. Mr. Delp said the discussion on naming the LEPCs would continue at the next SERC meeting. 7. Public Comments and Next Meeting The next meeting is scheduled for October 21, 2015, tentatively at the Okaloosa County Health Department. 8. Adjourn With no further business, the meeting adjourned. 7 ENCLOSURE B Report of Statewide Training Task Force (TTF), LEPC Chairperson s and Staff Meeting, State Emergency Response Commission (SERC) Meeting October 8 and 9, 2015 Training Task Force (TTF) Mr. Sessions presided. Hazmat Symposium Jonathan Lamm stated that the agenda was being finalized and should be available by next week. Rooms have been secured at the Hilton and the Wyndham. Hazmat Competency Guidelines and Checklist Mr. Sessions stated that the documents are in the process of being compared to two of the Regional Domestic Security Task Force's (RDSTF) assessment tool for Type I teams. This will assist in eliminating duplicates of the groups. HazMat Technician IFSTA On-Line Course Pilot Program Mr. Knoff gave a presentation on a HazMat Technician on-line pilot program that Clay County participated in. The program was held from June 1 st through August 18 th. The program provided a web base training where students received online instruction that could be completed at their own pace and 219 hours of contact with an instructor. Cost for the course was just over $7,000 for 24 students. Chief Knoff noted that the program reduced some overhead costs usually associated with this training. Areas of improvement noted included more face-toface time and covering meter training over a period of days instead of all at once. Project Tracking Chart The project tracking chart is available online and gives a review of current projects. A new project is the Regional Hazmat teams capabilities to assess all Florida Hazmat teams, whether funded or not. Election of New TTF Chair With the retirement of Mr. Sessions, the committee elected Mr. Joe Nelson, Special Operations Captain, with Palm Beach County Fire Rescue, as the new Chairman. LEPC Chairpersons/Coordinators Meeting Mr. Delp presided. Petroleum Emergency Response Exercise Mr. Pat McCaffrey with Marathon Petroleum gave a presentation about emergency response to a petroleum facility. CSX Presentation Mr. John McFall with CSX discussed the rail response mobile emergency information system. The system is an online tool for emergency responders during a rail incident. It provides real time data and information. Liquefied Petroleum Gas (LPG) Inspections Ms. Betty Merritt discussed LPG inspections in Florida.
8 Supplemental Environmental Projects Ms. Kerry Platt, with Region 4 EPA, gave a presentation on SEP's. She stated that even though the projects are not required by law, most facilities would prefer to complete one in lieu of a fine. LEPC Logo/Name Discussion Mr. Delp started the discussion. The committee decided to ask each LEPC their name preference. Mr. Eric Anderson will give a presentation on the logo at the January 2016 meeting. E-Plan Users Group Conference The E-Plan conference is scheduled for November 4 th and 5 th in Raleigh. State Emergency Response Commission (SERC) Mr. Koon presided. LEPC Appointments and Thomas Yatabe Award Nominations All LEPC appointments and nominations were approved. LEPC Emergency Plans All LEPC emergency plans were approved. Presentations Ms. Merritt, and Ms. Platt gave a presentation to the Commission. The next meeting is scheduled for January 20, 2016 in Daytona Beach.
