Instead, send questions to your coalition. They will be forwarded to Motorist Services and answered. He also introduced all coalitions and their chairs, and thanked Deb Dobson and Pam Randall of Marion County, and Paula Peavey of Duval County for their efforts on the Educational Committee. Next Laurie Dupuy of Sarasota County presented gifts to Bill White and Dawn Antinori of the SW Coalition. DL Handbooks The Honorable John Drew, Tax Collector of Nassau County, provided a briefing of the printing of the handbooks. DHSMV cannot use any state funds to print the handbooks, so Donate Life Florida agreed to print the Class E books in return for advertisement space in the handbooks. From this, Donate Life saw a 15% increase in the number of 15-year-olds signing up for donations. Unfortunately, supplies ran out in 4 ½ months. Mr. Drew recommended pushing customers to the electronic versions of the handbooks. Please contact him if your office is in need of posters, table tents, or business cards. He also suggested supplying the business cards to high school counselors. Go to for a direct link to the handbooks. Also, by opening this link the advertisers for the CDL and motorcycle handbooks can tally the number of hits and possibly fund more books. Mr. Drew explained that the next round of printing is being designed. After that, there is enough funding for next year. The Honorable Jacki Johnson, Tax Collector of Hardee 1

2 County, asked if this included CDL and motorcycle handbooks. Currently it does not, but will next year. FTCA Business The Honorable Lisa Cullen, Tax Collector of Brevard County and Vice President of the Florida Tax Collectors Association, announced that the Honorable Diane Nelson, Tax Collector of Pinellas County, will be sworn in as the President of the Association. The Honorable Vickie Potts, Tax Collector of Charlotte County, will be the DMV Chair. The Honorable Stan Nichols, Tax Collector of Santa Rosa County, will be the DL Chair, with the Honorable Anne Gannon, Tax Collector of Palm Beach County as the Co-Chair. Ms. Cullen announced that the steering committee s focus will be on communication between the FTCA, the various coalitions, and the districts within a two-year phase. Customer service is also a major focus. She also explained that there have been requests for an Electronic Filing System meeting, which has been set for September 17 th. It will be hosted by the Honorable George Albright, Marion County Tax Collector, Ocala Elks Lodge at 702 NE 25 th Ave, Ocala, FL. Ms. Cullen also extended thanks and deep gratitude for all present. In her words, you make it look easy. Donate Life Betsy Edwards, Kristine Neal, and Maria recognized counties that have made improvements in the numbers of organ and tissue donor applicants. AAA Traffic Safety Foundation John Pecchio and Michele Harris explained that the Foundation s goal is to reduce the number of driving-related deaths and injuries. They outlined the various programs that fall under the Foundation, including: Child booster seat inspections and installations Teen drivers Distracted driving Senior driving safety John also told the meeting that AAA has fifty offices statewide with traffic and safety educators that will work with your organization. Motorist Services Modernization Terrence Samuel of the Office of Motorist Modernization thanked everyone for their participation and suggestion during the modernization effort thus far. He introduced Ken Walker, the Enterprise Architect for all 2

3 HSMV projects. During the last legislative session, the EFS and Capture projects were approved for funding. The projects officially started on July 1 st and both are two-year projects, therefore the expected completion date is June of The current plan is to then start the implementation of the new Capture application in conjunction with the new FDLIS equipment. PartnerNet now includes a listing of received suggestions for the Capture application and their current status, as well as a video highlighting the new Capture. drive@flhsmv.gov with your suggestions for the rewrite. Terrence also announced that the Department is working on a budget request for the FDLIS rewrite which will be submitted during the upcoming legislative session. Other items in the budget request are the following: Re-Engineering of the Driver License and Motor Vehicle Credentialing Renewal System This new system will give the Tax Collectors the ability to process DL Renewals similar to the current functionality they already have to process MV renewals Driver License Fee Engine This new fee engine will provide a central location to calculate fees associated with DL transactions mydmv Portal / Driver License Transactions This project will provide a new portal that will provide additional DL online functionality Design and implantation of a new DL Database He encouraged everyone to think outside the box when submitting suggestions for the rewrite and during future meetings. The Office of Motorist Modernization will be working with the District Directors to schedule meetings to get input from tax collector personnel around the state as the modernization effort continues. The full modernization plan will be published in the upcoming weeks. Field Support Desk Paul Blackburn of Motorist Services noted that the desk is currently staffed by 18 members and receives 600 calls a day with fewer resources. The most common questions they field are for the Inventory Management System (IMS), Financial Responsibility cases (especially FR 2 cases), and Release of Incarcerations. He requested that offices first turn to the many resources at hand before calling Field Support. Inventory Management System (IMS) Motorist Services will begin a pilot with State offices September 1 st, that will allow for the State offices and Tax Collector Offices to designate persons within each office that will be given the ability to process their own Alerts within IMS. By allowing for offices to handle these issues themselves, they will 3

4 be able to quickly determine if any driver license consumable items are missing or unaccounted for; allowing for a more secure process. In addition to being able to handle many IMS issues at the office level, Tax Collector Offices will be allowed to destroy their own Marked for Destruction and other consumables that are currently being picked up and sent to the DHSMV for destruction. For those Tax Collectors not wishing to destroy their own MFDs, a Tax Collector Support Member will continue to pick up these items, in most cases quarterly. They anticipate full implementation late this year or in early ADLTS Motorist Services, along with vendor Solutions Through Software, has developed a new question database that contains more than 500 questions for the Class E test. The new software will be piloted September through mid-november, with statewide implementation slated for February Third Party Testing DHSMV is developing the applications and the contracts for the Third Party testers who are interested in administering the knowledge and/or skills exams. Separate contracts will be required for the administrator of the school and for each of the testers employed by the schools. There is a web page devoted to the third party tester information with FAQs. This information will be updated as the information and applications become available. The third party testers will be required to use the Road Scholar tablets to administer the driving skills exams. They plan to begin uniform acceptance testing of the tablets in September and October, begin the pilot in December and deploy the Road Scholar to the State offices beginning in January The tablets are available for the Tax Collectors and Third Party Administrators and the cost is approximately $2, each. FLOWs - Deb also commented that the Flow Mobiles will be fully staffed by January. Volusia 1 Hillsborough 2 Leon 1 Broward 2 Miami-Dade 4 The mobile units serve the community by providing outreach at various community and government events, partnering with homeless advocacy groups and working with the Department of Corrections for prison reentry credentialing. 4

5 DL Transition Motorist Services is continuing to work with the county tax collector offices to transition driver license services. As of July 11, 2013, driver license services are being offered in 170 tax collector offices in 57 counties. Of the 57 counties currently offering driver license services, 22 counties offer limited services (generally no road tests, non-us citizen and/or medicals). There are only three counties that will transition that currently have state offices only (Holmes, Lake and Okeechobee). Lake will transition one of the two offices this year. There are seven counties that have both state and Tax Collector offices providing driver license services. There are four counties that driver license services are currently unavailable and that are exempt from being required to provide those services (Franklin, Gilchrist, Glades, and Madison). Madison is looking into providing those services. Nothing definite yet, but if they are able to move forward it may be as soon as early 2014 when they begin providing limited driver license services (no Road Tests/Medicals). PAWS The Personnel, Asset and Workplace Tracking System (PAWS) will maintain and track all elements of an office, from personnel to equipment to property information all in one area. This system will allow updating items such as personnel lists, office hours and office locations. The system will eventually intake the changes and interact with DHSMV s WebPages, as well as FRVIS and FDLIS therefore centralizing office changes. The goal is to expand the system and provide all tax collector offices the ability to update and make changes in specific office information, such as changing employee listing and office hours. Update: There are some delays with this project, as ISA works to determine how external users (Tax Collectors) will be able to get access. They hope to be ready to perform beta testing in several counties in early Fall. At that time the system will provide office information, services provided personnel within that office and a variety of other information. FRVIS Refresh Sharon announced that 99 offices have been outfitted with the new equipment, 20 of which are DL/MV offices. 230 offices remain to be completed, which will take place through April of Currently they are correcting minor issues. Pre-printed Temporary Tags Palmer Brand of Motorist Services explained that RS- 31, regarding form HSMV 83090, has been updated with additional requirements for dealers. Tax collector offices are to forward the forms to the regional offices. This will allow Motorist Services to: 5

6 Determine if the dealer has a vendor (if required) If the dealer does not, a BFO member will visit the dealership If the dealer requests too many pre-printed temporary tags, a BFO member will visit the dealership 6
