New Business Treasure Coast Local Emergency Planning Committee (TCLEPC) Thursday, February 15, :00 a.m. City of Stuart Fire Rescue EOC 800 Martin Luther King Jr. Boulevard Stuart, Florida Please Note Meeting Location State Emergency Response Commission Meeting January 17, Daytona Beach, Florida o Regional Response Plan Approval: The Florida Division of Emergency Management (FDEM) approved the 2017 Treasure Coast Local Emergency Planning Committee s Regional Hazardous Materials Response Plan updates. o o o PERI: Pipeline Emergency Responders Initiative program presentation was given by James Kelly, US DOT. Initial intent is to construct a committee or an advisory group that operates much like the SERC to provide training, planning and outreach/education elements for pipeline safety Thomas Yatabe Award: Chief David Dyal, Fire Chief, City of Stuart Fire Rescue. Certificates of Appreciation: - Ms. Joan Rivera, Indian River State College - Ms. Lisa Poziomek, Department of Health Martin County - Mr. Thomas Daly, Department of Health St. Lucie County - Mr. Timothy Mayer, Department of Health Palm Beach County Hazardous Materials Incidents Reports: The incident and injury reports for the last quarter and annual comparison facility and transportation incident reports are represented by the Tables 1 and 2 and Graphs I and II (Attachment B). LEPC Chairs and Coordinators Meeting Update January 16, Daytona Beach, Florida. The next quarterly statewide Chairs and Coordinators meeting will be April 12, 2018, St. Augustine, Florida. o Florida Division of Emergency Management (FDEM) Grant Section Update: The 2018 LEPC staff support contract scope of work includes expanded community outreach and education. LEPCs may be requested and will participate where needed in exercise planning, participation and conduct with EHS facilities.
2 - If your agency would like a presentation on the LEPC, training, exercises and planning please make staff aware. Training Task Force Meeting Update: January 16, Daytona Beach, Florida o Hazmat Symposium: this year the Treasure Coast sent 51 students to the Symposium total registrants this year, 40 sponsors, 34 vendors, 60 instructors and 26 staff. o USAR/Hurricane Irma: Scott Chappell discussed USAR and the State of Florida response to Hurricane Irma. All State resources for search and rescue were exhausted. He stated that federal, State and local agencies worked very well together. o Hazmat Team Assessments: Scott Chappell Frank Lasaga - Type 1 and Type II teams turned in Assessments and will be available on the Sharepoint portal. It was noted that a class for Hazmat Team Assessments be held at the 2019 Hazmat Symposium. o Projects Update: Matt Marshall - Mr. Burt McKee discussed pesticide protection equipment for first responders and a project box was added for household Personal Protective Equipment. The projects can be viewed in Sharepoint. o Next Meeting: Conference calls will be scheduled. Quarterly meeting scheduled for April 12, 2018 in St. Augustine, Florida. Planning Subcommittee: Please notify staff if you wish to participate in planning subcommittee for a tabletop exercise for Palm Beach County the location will be near Lake Okeechobee and engage discussion on Hazardous materials incident releases and response. Planning issues will include public notification, shelter-in-place/evacuation, hazmat identification, and zone modeling. Public Information Exchange: Please notify staff/coordinator of information you wish to distribute. Please information and staff will distribute to the membership. Local Emergency Planning Committee Activities: LEPC staff and coordinator are currently engaged in the following projects and/or programs activities: o Small Quantity Waste Generators (SQG) program: the LEPC staff conducts regulatory compliance site visits for St. Lucie County facilities and the Florida Division of Emergency Management. o Tabletop exercise: for the rural areas of Martin and Palm Beach counties. The purpose of planning is to look at response times and deployment of resources to areas outside the urban service areas for improvements. Contract Activities Update: o HMEP Training: Last quarter the LEPC sponsored 51 students to the 2018 Annual Hazmat Symposium held in Daytona Beach, Florida in conjunction with the SERC/LEPC Chairs and Coordinators statewide meetings. - Funding has been expended for the 2018 HMEP year. Staff will forward a request for additional funds for training as classes are requested within the region. 2
3 o Hazards Analysis: 2017/2018 St. Lucie County Hazards Analysis for facilities storing, manufacturing, and/or transporting Extremely Hazardous Substances (EHS) within the County has been completed submitted and approved for the first 50% of the total facilities. Staff will complete the final 50% in the coming month. Membership: New members appointed to the Treasure Coast LEPC are welcomed and will receive Committee handbook and policies from staff. o Ms. Heather Rothe - Primary Stuart Police Department Law Enforcement o Mr. Michael Gerwan Alternate Stuart Police Department Law Enforcement 6. Future LEPC Meeting Dates: The next LEPC is scheduled for May 3, The LEPC meetings are held approximately one month following the State Emergency Response Commission meetings. Due to the SERC meetings being scheduled later than the first week of month (quarterly) LEPC meetings will be scheduled and approved by the Treasure Coast LEPC during each quarterly meeting. 10. 11 ATTACHMENT B HAZARDOUS MATERIALS INCIDENT REPORTS Treasure Coast Local Emergency Planning Committee The attached tables and graphs provide information on hazardous materials incident reports received by the State Watch Office for periods of January 1, 2002 through August 30, Incident reports are reviewed on a daily basis for compliance with Section 304 and other provisions of the Emergency Planning and Community Right-to-Know Act (EPCRA) program. They are also used to identify facilities that may have an obligation to report under the Risk Management Planning (RMP) program. The Potential Section 304 Investigations information in Table 1 is listed by Local Emergency Planning Committee (LEPC) District. These are incidents involving the release of an Extremely Hazardous Substance (EHS) or a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) chemical at a fixed facility. In order for an incident to be covered under Section 304, the EHS or CERCLA chemical must meet or exceed its designated Reportable Quantity (RQ) and have potential for offsite exposure. Those facilities found not to be in compliance with all Section 304 reporting requirements are referred to the Division of Emergency Management s General Counsel for possible enforcement action. The incidents listed in Table 2 cover hazardous materials incidents for which evacuations, injuries and/or deaths were reported. The figures in Graph I show the total number of hazardous materials incidents per year (including Section 304) reported to the State Watch Office for the period of January 1, 2002 through August 30, The figures in Graph II compare incidents that occurred at fixed facilities to those involving transportation-related incidents during the past 12 months (June 1, 2016 through August 30, 2017). And note that the incidents in Graph II have been further refined to list petroleum vs. non-petroleum incidents for both fixed and transportation related incidents. 11
